Technology, Innovation and Higher EducationSeminar Concept Note

Throughout the world, but perhaps especially in Europe and Asia, "policy conversations-are increasingly turning to the extraordinary role that rapid technology change is having inpromoting social and economic changes throughout the world. Often focused on the rapid riseand d_ifferentiation of Artificial Intelligence (AI)within various societies, it has becomeincreasingly common to refer to this overall process as the Fourth Industrial Revolution, oralternatively as Work 4.0 (Schwab, 2016). Following this pattern one can observe a steadvoutpouring of publications focused on this phenomenon (for example: Bostrom, 2014; Jahanian2018; Marker 2015 and SaKong, 2018.) Increasingly, one can also observe that the emergence ofa literature focused on the role that Work 4.0 is beginning to have an important role in thetransformation of higher education. (In this regard for example see:Aoun, 2018; Seldon andAbidoye, 2018, and Davidson, 2017),

Even should these early efforts to account for the changes taking place or about to takeplace within higher education not fully capture the nature and range of what these eventualchanges will be, it is clear that changes of some significant magnitude are already present inmany contemporary societies and that as these structural changes in the economy continue tobe fed by technological innovation and scientific advances, the "system" as a whole continues toexpand in the direction of greater and more rapid technological development. Higher educationis in multiple ways at the center of such developments as advances and discoveries madewithin universities find their way into the broader society either through technology transfer tobusiness and industry, or increasingly through "linked exploitation" of science and technology bydirectly linked university/industry initiatives cVinnova, 2014).

Multiple conversations are springing up across the industrial and post-industrial worldseeking to delineate areas in which technological "disruptions" are most likely to take place, andin particular the kinds of roles that higher education institutions will be asked to play within thisbroad phenomenon. The seminar being proposed for Zhejiang University to be held in earlyMay 2019 will focus on the broad relationships between technology and innovation and theirimpacts and engagements with higher education. Even a brief scan of the literature developingin this area suggests some promising topics, including: the emergence of new fields of academicendeavor and exploration within higher education; developing new and different modalitiesand means for attracting and identifying "talents" (at all levels) who can make meaningfulcontributions to this emerging social phenomenon; learning how to make necessary and usefulchanges within existing higher education institutions to facilitate movement into these newfields of endeavor; developing effective ways to "re-educate" existing faculty within these

rapidly changing intellectual environments so that they may make critical contributions toexisting institutions of higher education ...and more.

The Seminar

Witb the development of this concept note, we hope to interest scholars from a variety ofdisciplines, academic backgrounds, and national associations to join our proposed seminar. Thistwo-day international seminar on the subject in late May will be hosted by APHERPand ZhejiangUniversity in Hangzhou of China, opening to all participating institutions of APHERP.Thepurpose of this concept paper is to create a subject-matter focus for participants who areinvited to treat it to any of a variety of approaches, e.g. to endorse and extend any of its.'themes, to challenge any and all premises that may be contained within it, to reach beyond theexplicit theme to re-conceptualize the notion of a new technological revolution and itsimplication on the cultivation of talents. At a minimum we hope our participants will be guidedby three potential hypotheses that: 1) the emerging new technological revolution (namely thefourth industrial revolution) represented by artificial intelligence will proceed apace andcontinue to remain the predominant trend for economic and social transformations; 2) theforces of intellectual technology and industry will for the foreseeable future challenge thedevelopment of labor forces and the world of work; 3) higher education should restructure intheir teaching and learning activlties and responses to the new trend and socia1development.

Each presentation will be individually treated during the seminar and discussed. Notes will betaken of each presentation, aggregated by the seminar facilitator and returned to the presenter(s)for consideration in any revision of the presentation prior to publication. Subsequent to theseminar a prospectus will be developed from the papers and presented to an internationalpublisher as a book proposal. We will also seek publication of these papers in an appropriatescholarly journal. Publication of such an outcome normally requires 8-12 months.

Meals, accommodation and local transportation will be provided by Zhejiang University.
