" It must not o

the operation of the %ages Board. The fair empoye

is protected from the competition of his sweating rival

in trade. and is, to a great extent, relieved from the fear

of stril'es."

The further fact that other parts of Australia have followed

Victoria «6th a system of wages boards, and New South Wales and

%cstern Austraha have followed New Zealand with arbitration

courts, and the initiators of these movements have strengthened

and made permanent the temporary Acts, embodying those far-

reaching methods of regulating wages, is strong evidence that these

measures are serving a very useful purpose, and might well be

tried by this country. It is further evident that not only would the establishment of

a minimum wage be of great advantage to the poorest of the workers

m this country, but it would stimulate improvement in other

Furopean countries as.welL

Professor Stephen Bauer, speaking at a conference on the

kfmfmum Wage, says:—The objection which is raised against 6xing a minimum

wage was formulated against factory legislation in rgrg.

It has failed to obstruct national legislation, and the Con-

tinent has followed the British example. We might

apply the same role to the new wages policy."

und further:—"However difhcult, therefore, it might be to forecast the md

. this movement is leading to, one thing is certain, a grrat

hope is entertained among the people in the smaller work-

shops of the Continent. that the practical common sense

of the British %orkers and their great experierce may

fmd in the impiovement of their own national conditions

a remedy for the evils so prevalent on the Continent of

Europe."

The Ceuunittee therefore sutmit the following moticn for con-

'

ation fnffd adoption by the Congress:—

That this Congress strongly' recommends all the societies

in the movement to adopt at once some '«uch scale of

wages as is mdicated in this report; and further that

%his~ eaffuunns its resolution of last year regard-

n es His Majesty' s

capitalists an an

annum would be reduced from $6oo,ooo,ooo to

In short, the one-hiitiith part. of the nation, rather more than one

million people, who uctuaRy ownfkswsffou„-, saould still be left with

an aggregate income of goo, ooo, eoe between them.

Assume, again; that the manual workers were each to receive

on the average ys. 6d. per week more than at present. This would

mean an addition to the income of the rS,ooo, ooo manual workers

of gs9s,ooo,ooo per annmn, making theit total income /gay, ceo, neo,

or but a little more than one-hali of the entire national dividend.

Such an addition would. reduce the income of the orsufug classes

hom $6oo,ooo,ooo to about ~,ooo, ooo, so that the handful of

owners would still be left'with an aggregate income of exceedingly

handsome dimensions. That, of course, is to postulate an aii-

round raising of wages and not merely an increment for the most

grossly underpaid.CQNccusloN

Let us now sum up the subject.

Sweating, which is but a phase of poverty, 6nds its origin in

the competitive system 'of industry. It can only be completely

eliminated by the logical devtdopment of the principle of.Coopera-
