● The Third Annual Review of Macau Gaming Law
took place on 20 May 2013 in Auditorium II of the
University of Macau Library. This was an annual
event to discuss the latest developments in gaming
law. This year the conference was the largest, with six speakers from the United States, Macau, the
United Kingdom and the Philippines. I Nelson Rose, Professor of Law, Whittier Law School, Los An-
geles, California, and Visiting Professor, University of Macau, gave the speech named “Gaming cul-
tures in conflict”. Robert Stocker, Member, Dickinson Wright PLLC, Lansing, Michigan, gave the
speech named “Eastern vs western views on licensing and the right to privacy”. Jorge Godinho, Asso-
ciate Professor, University of Macau, gave the speech named “The new limitations on access and play
in Macau casinos”. Katrina Nepomuceno, Legal Counsel at First Cagayan Leisure and Resort Corpora-
tion, Philippines, gave the speech named “The Philippine gaming industry: a legal perspective”. Tony
Coles, Consultant at Jeffrey Green Russell, London, gave the speech named “Recent trends in Europe-
an Union and UK gaming law”. Luís Melo, Partner at MdME Lawyers, Macau, gave the speech named
“The new Macau regulation on the supply of gaming machines and related equipment”. This event was
organized in the framework of International Business Law
Master Programme of the Faculty of Law by Prof. Jorge
Godinho with the support of the Institute of Advanced Legal
Studies.
● On 24 May 2013, the Institute for Advanced Legal Studies
organized an open discussion on “Europe and the World”.
The discussion was hosted by Prof. Manuel Carlos Lopes
Porto, Professor of University of Coimbra and University of

Lusíada, and Prof. Antonio Rebelo de Sousa,

Lisbon and University of Lusíada.
● Prof. John Mo presented a paper, “Rule by Me-
dia- The Role of Media in the Present Develop-
ment of Rule of Law in Anti-Corruption Cases
in Transitional China”, at the International Con-
ference on “The Rule of Law with Chinese
Characteristics”, organized by City University of Hong Kong Law School between 5-7 June 2013 in
Hong Kong.
● On 10 June 2013, the Institute for Advanced Legal Studies organized a seminar on “Legal Education:
Ideals and Ideas - Positioning a Law School in the Changed and Changing Landscape of Higher Edu-
cation”. The speech was delivered by Professor Jianfu Chen, Chair Professor of Chinese Law and Le-
gal Globalisation, School of Law, La Trobe University, Melbourne, Australia and a Fellow of the Aus-
tralian Academy of Law.
● Prof. Rostam J. Neuwirth, was recently invited to the international con-
ference called “Legal Environment of International Economic Govern-
ance: Present and Future” which was held on 17-18 June, 2013 at the
Southwest University of Political Science and Law (SWUPL), Chong-
qing (China). At this occasion he was also appointed as a Senior Re-
search Fellow of the Center for Teaching and Research of WTO Dis-
putes established at the Southwest University of Political Science and
Law (SWUPL).
● Prof. Jorge Godinho gave a special seminar on legal research methods in June to all master and PhD
students.
● From 26 to 28 June, Prof. Sten Verhoeven attended the conference on Non-state Actors Responsibili-
ties: Empirical Findings and Theoretical Considerations in Vancouver, organized by the International
Law Association Committee on Non-state Actors, Kwantlen Institute for Transborder Studies (ITS)
and Political Science Department, the Leuven Centre for Global Governance Studies, and the Flemish
Fund for Scientific Research Belgium. He presented the paper “The International Responsibility of
Armed Opposition Groups: Lessons from State Responsibility”.

Rector’s Reception and Faculty Open Day for New Stu-

On 7 June 2013, The Faculty of Law organized an Open Day
activity, which included mock trials at the Moot Court. The pur-
pose of the activity was to familiarize freshmen-to-be with the

● Prof. Sten Verhoeven will become editor of the Journal on the Use of Force in International Law. He is
also appointed regional coordinator for the Digest of State Practice, a collection of State practice on
the use of force, for the Asia-Pacific region.
● Prof. Fernando Dias Simões published 5 articles on the column “Entre Aspas”, on “Ponto Final”
Newspaper (twice a month, in Portuguese).

International Criminal Court Trial Competition
The team from the University of Macau’s Faculty of Law recently won the second prize at the International
Criminal Court Trial Competition 2013, which was held in Beijing. 15 universities, including China Uni-
versity of Political Science and Law, Fudan University, Nanjing University, Sun Yat-Sen University, China
Foreign Affairs University, and UM, participated in the competition.
Dr. Li Zhe was the instructor of this team. The student members include Yang Meng, postgraduate of Mas-
ter of Law in International Business Law , Liu Sijia, Wang Hanying, Zhang Yi, Zhang Yuxing, postgradu-
ates of Master of Law in Chinese language, and Wang Ya, postgraduate of Master of Law in European
Union Law, International Law and Comparative Law. Wang Han Ying also won the third prize of “the best
victim”.
International Criminal Court Trial Competition is the biggest competition of the highest level in six kinds
of court official languages of English, French, Spanish, Russian, Chinese and Arabic.

UM graduates Macao’s first doctor of law in Portuguese
Almeida Zacarias Machava, from the Faculty of Law, University of Macau, has passed his PhD thesis oral
defense with excellent comments from the examiners, becoming Macao’s first doctor of law in Portuguese.
Almeida’s supervisors were Prof. Manuel Carlos Lopes Porto from Coimbra University and Prof. Wei Dan
from UM’s Faculty of Law.
Titled “Economic and Trade Relations between China and African Portuguese-speaking Countries: Some
Legal and Economic Aspects”, his thesis explores the legal dimension of the plurilateral relations between
China and Portuguese-speaking African countries (PALOP), trying to identify the nature of the plurilateral
relations as well as the legal regime that supports them. From the study, the author concludes that, essen-
tially developed under the Declarations and Plans of Action adopted at the Ministerial Conferences of the
Forum on China-Africa Cooperation and the Macau Forum, relations between China and the PALOP have
been developed within the framework of the so-called “soft law”, and despite positive economic and trade
results, a more efficient and consistent legal framework is still needed. It is from this perspective that the
author suggests the creation of a free trade area , which the author believes would set a harmonized legal
framework to support the economic and trade relations between China and the PALOP. This free trade area
and its harmonized legal regime would clarify the issue concerning the nature, since it’s still not clear in
the current context where at least two conceptions exist—one considering the nature of the relations as one
of cooperation and another perceiving the nature as one of aid or assistance.
