MDD/097/19 HOUSING CORPORATE SERVICES REPORT Housing Services

Progress reports on Grants, Loans, Casual Vacancies, and Housing Capital Programme, Tenant Purchase Scheme 2016, Housing Assistance Payments/Private Rented Inspections and Lease & Repair Scheme and Housing Need

Members noted the update reports on Grants, Loans, and Casual Vacancies, Tenant Purchase Scheme, Housing Assistance Payments, Private Rented Inspections, Housing Capital Programme, Housing Need in the MD, and Leasing & Repair Scheme as circulated with the Agenda and presented by Mr. P Sheerin. Members also noted further updates on the matters since the reports had been prepared as provided by Mr. Sheerin, in particular, on Casual Vacancies, Housing Grants and Housing Capital Programme.

Mr. Sheerin confirmed to Members as requested at the last meeting, that a photograph of the incoming Councillors has been mounted on the wall of the Peter Kennedy Chamber. He also confirmed that the Chain of Office, for the Cathaoirleach of the District has been ordered. A number of comments/queries were dealt with as follows;- Ballyshannon In response to a query from Cllr Sweeny in relation to housing in Ballyshannon, Mr. P Sheerin informed Members that lands have been identified in Ballyshannon which is still going through the legal process. He further informed Members if same materialises it could provide a significant number of houses in Ballyshannon. In response to a further query from Cllr McMahon, Mr. P Sheerin

confirmed that this is the same lands as had been previously being considered by an Approved Housing Body but had not progressed at the time. Bundoran In response to a query from Cllr McMahon for a timeframe for housing construction in Bundoran, Mr. P Sheerin informed Members that the Housing Capital Section is in the preliminary stages of working out the size of the scheme on the available land and it is likely that there will be a number of phases in this development. He further informed Members that it is hoped that the matter will be progressed to Part VIII in the near future.

Mr. P Sheerin also informed Members that the Housing Capital

Team will attend a workshop with Members in the near future to update them on the capital programme. He further confirmed that the Council is looking for housing solutions in areas of less need in conjunction with the areas of highest need.

Cllr Jordan commended the Council for the ongoing progress in

relation to the housing capital programme and for pursuing land acquisition.

Lease & Repair Scheme Cllr Jordan referred to his previous motion requesting that the

incentives for the Repair & Lease Scheme be increased and queried if there was any update from the Department. In response to same Mr. P Sheerin informed Members he had written to the Department outlining Members’ views on the Repair & Lease Scheme as requested, and a response is awaited. He confirmed that he would follow up again with the Department. Cllr McMahon submitted that it is important that this matter be followed up with the Department.

MDD/098/19 ROADS / TRANSPORTATION SERVICES REPORT

2019 Road Works Programme Status Report Members noted the update report on the 2019 Road Works Programme circulated with the Agenda as presented by Mr. M Sweeney. Staff Changes Mr. M Sweeney introduced Mr. Donal Murphy, Executive Engineer, Roads / Transportation to the meeting. He informed Members that Mr. Murphy is replacing Mr. Peter Kane as Area Roads Engineer who has transferred to the National Roads Office to take up a position there. Members welcomed Mr. Murphy to the District and wished him well in his new position. Mr. Sweeney also informed Members that transition arrangements are in place and Mr. Murphy is still undertaking duties in Road Design for a period.

Follow up Issues from previous meeting Mr. Sweeney provided an update on follow up issues from the May meeting as circulated by e-mail dealing with the following;-

• Follow up with Department of Marine for requested meeting (copy letter dated 26th June 2019 from Department also circulated with the Agenda for Members information)

• Public Lighting Infill Programme 2018/19

• Plaque at ‘Floyds Corner, Dunkineely

• Road Safety review for Scoil Aodh Rua agus Nuala

• Investigate safety measures at Creevy and Rockfield National Schools

• Draft bye-laws for Taxi Rank at Bundoran (as discussed at earlier workshop

• Legal Advice has been sought on request to prohibit overnight parking of caravans and campervans (motion adopted)

Legal Advice on parking of caravans and campervans Cllr McMahon supported by Cllr Sweeney emphasised the importance of obtaining the legal advice in relation to the overnight camping of caravans and campervans as a matter of urgency. Members submitted that a solution needs to be found to this issue which resolves it in an acceptable manner. A number of comments were made in relation to this matter which is unacceptable in a number of locations. Mr. Martin informed Members that this matter is being discussed county-wide and there is a balance to be struck to get the private sector service facilities for camping used looking at best practise internationally in this regard. Mr. M Sweeney undertook to follow up on the legal advice as a matter of urgency. Mr. M Sweeney also informed Members that a height restriction barrier is being installed at the Supervalu Carpark in Bundoran in the meanwhile which has been agreed with the businesses operating there. Members also noted that this matter will be further discussed in due course. Update on Fintra Bridge Mr. Donal Murphy briefed Members on the current status of the Fintra Bridge and & Road Realignment Project. Members noted that Road Design is following up with Landowners and that a preferred route option report should be ready for discussion with Members at the September 2019 Municipal District prior to submitting same to the DTTAS for approval. Cllr Kennedy that Roads for progressing this project. Public Lighting on the Diamond, Donegal Town Members noted the proposal to upgrade the public lighting on the Diamond, Donegal Town as circulated by e-mail and presented by Mr. M Sweeney. Members noted the cost estimate for the works is €45,000.00. Following a short discussion, on the proposal of Cllr

Naughton, seconded by Cllr Conaghan, Members agreed to fund the lighting works on the Diamond from the Donegal Town Parking Charges Reserve Fund. Four Masters Memorial – Donegal Town Members noted the report circulated by e-mail and presented by Mr. M Sweeney in relation to cleaning and re-pointing the Four Masters Memorial at the Diamond, Donegal Town. He informed Members that once the advice has been received the Roads Department would proceed with seeking quotations for the remedial works. Cllr Conaghan submitted that it is important that these works are undertaken as the Diamond Area is extensively used and important to the Town Centre. Laghey Traffic Calming Measures Cllr Naughton noted the update on Laghey Junction and asked that asked that the matter be kept on the agenda for follow up. In response to same Mr. M Sweeney informed Members that the speed limit review is being undertaken and will go to the TII in due course for consideration and that he would keep Members updated.

Other Roads Matters Request for road signs to be washed In response to a request for road signs at the Pier, Killybegs and the 5 Points on the national road to be cleaned, Mr. M Sweeney informed Members he would follow up on same. Accessibility of Footpaths in Killybegs (Shore Road and Main Street) Cllr Kennedy referred to two cruise ships in Killybegs on the previous weekend and noted that there had been a number of wheelchair users from the ships visiting in the town. She submitted that there are accessibility issues with the footpaths at Shore Road and Main Street, Killybegs and asked that this matter be considered. In response to same, Mr. M Sweeney undertook to investigate same. Street Bins – Killybegs, Kilcar and Sliabh Liag Cllr Kennedy asked if additional street bin emptying could be provided in Killybegs, Kilcar and Sliabh Liag as they are overcapacity at times at present. In response to the request Mr. M Sweeney undertook to follow up on same. One-Way-System for Killybegs and Donegal Town In response to a request for an update on the one-way-system for Killybegs, Mr. M Sweeney informed Members that the Part VIII’s for both Killybegs and Donegal Town one-way-systems are being prepared and it is hoped to progress both Part VIII’s at the same time when ready.

Plaque for seat at Bank Walk Cllr Conaghan requested on behalf of a local family if it would be in order for a plaque to be fixed to a seat on the bank walk, in memory of the late Michael McGettigan. This request was seconded by Cllr Naughton. In response to same, Mr. M Sweeney confirmed that this would be in order. Grass Cutting at Tourist Office/Shop in Bundoran Cllr McMahon enquired about an area of grass at the Tourist Office / Shop in Bundoran which used to be cut by the Council but has not been done for some time and is becoming unsightly. He referred to an Irish Water holding tank at this location and queried who was responsible for maintaining this grass area. In response to same, Mr. M Sweeney informed Members that he is currently investigating this matter and it is possible that these are Irish Water owned lands and that he would be in a position to close out on this shortly.

MDD/099/19 ECONOMIC DEVELOPMENT REPORT Tourism Unit Report

Members noted the Activity Report circulated with the Agenda and presented by Mr. B McLaughlin dealing with the following: 1. Marine Tourism Officer Report 2. Community Support Officer Update 3. Project Updates 4. Bundoran Tourism Report 5. Donegal Walks & Trails

Workshop on Sliabh Liag Bye-Laws Mr. B McLaughlin briefed Members in relation to a request for a workshop to discuss the proposed bye-laws for Sliabh Liag and asked if same could be facilitated in July 2019. Following a short discussion, it was agreed that the workshop would be held at 10.00 on Tuesday the 23rd July 2019 in the Peter Kennedy Chamber, Donegal PSC. A number of comments / queries were dealt with as follows: EuroVelo Route Signage In response to a submission from Cllr Sweeny regarding cycle route signage which he submitted is confusing around Ballyshannon, Mr. B McLaughlin advised he would investigate if maps can be provided for the routes and made available in Ballyshannon Town Centre. Tourism Officer, Bundoran Cllr McMahon complimented the work of the Tourism Office in Bundoran.

Pride of Place Cllr Kennedy complimented the Donegal Town Community Chamber on their application for the Pride of Place competition.

Dunkineely Community Centre

Cllr Kennedy complimented the Dunkineely Community on their recent official opening of the Community Centre and also the launch of the Dunkineely Health Check advising there is plenty happening in Dunkineely which is positive.

Tourism in County Donegal

Cllr Naughton made a lengthy submission in relation to Tourism in Donegal submitting that the UK and N Ireland visitors are in decline including wedding bookings which is a large portion of the business for the County. He submitted with Brexit and Sterling as continuing uncertainties impacting on business for the Tourism and Accommodation Sectors and in particular County Donegal is affected. He asked if everyone could work together to mitigate the decline. In response Mr. G Martin acknowledged the uncertainties which are likely to continue for a period. He informed Members that the Council is establishing a Brexit Committee to work with Members in relation to these issues. He also confirmed that the Council is re-doubling efforts to mitigate this for the remainder of 2019 and into 2020 including through ‘Donegal Connect’ and other initiatives.

Presentation on Donegal Connect

Mr. G Martin made a detailed presentation on the Donegal Connect Project for the information of Members at the meeting.

The presentation dealt with the following matters;-

• Aims of Donegal Connect – (10 day celebration 27th September to the 6th October)

• The initiative has something for everyone

• The outstanding beauty of the County

• Donegal having a strong brand

• Objective to entice people back to Donegal

• Practical opportunity for the Donegal Diaspora to connect with the County

• Examples of Great Offers – Donegal Connect

• Examples of Donegal Business with Opportunities

• Website/Facebook/Twitter/Instagram The presentation also included a short video which can be viewed online also. Members complimented Mr. Martin on the Donegal Connect Project.

MDD/100/19 ENVIRONMENT SERVICES REPORT

Ms. S Bogan presented the update reports for the Environment Section, as circulated with the Agenda dealing with the following matters;-

• Waste and Litter Management - Green Schools Awards 2019 - ‘Drive it home’ – Rosses Anti-Litter Campaign - 2019 Anti Dumping Initiative – ‘Not in our nature’ - Waste Presentation Bye Laws – Advertising Campaign – ‘Are

you waste compliant?’

• Public Conveniences - Seasonal Portaloos

• Coastal/Water Safety - Beach Lifeguards - Beach Maintenance - Beach Wheelchairs - Clean Coasts Week

• Rural Water - Rural Water – Group Schemes Takeover Project – appendix

III and Appendix A (Formal Takeover Priority List) -

A number of comments / queries were dealt with as follows;- Litter Cllr McMahon made a lengthy submission in relation to the litter problem which he submitted is widespread. He proposed that all of the relevant parties need to meet in workshop together to discuss how best to address the problems. He requested that this be facilitated and that the attendees should include;- Recycling/Bottle Bank providers, Clothes Bank Providers, Litter Wardens, Environment Section Staff etc. Cllr McMahon also referenced refuse facilities for private and social housing. The proposal for the workshop was seconded by Cllr Sweeny who commented on how disheartening litter is for Tidy Towns Committees. Cllr Kennedy also requested that the workshop include a discussion on campervans in respect of litter. Members submitted that the issue of litter needs to be tackled. In response to the request, Ms. S Bogan noted the comments in relation to litter and advised she would bring the request back to Headquarters. Green Schools Cllr Sweeny complimented the ongoing work in relation to the Green Schools which he submitted is very important to change the culture in relation to litter.

Litter Fines Cllr Conaghan queried if a person left a bag of clothes beside the cloths banks if it correct that they would receive a litter fine. In response to same, Ms. S Bogan informed Members that this is regarded as littering as this only serves to encourage others to leave bags / boxes at the recycling banks. In response to a query from Cllr Sweeny in which he enquired if the Council has substantial CCTV facilities for dealing with littering at Recycling Banks, Ms. S Bogan confirmed that it has covert CCTV which can be moved to different locations. In response to a request from Cllr Sweeny for CCTV to be provided at the recycling banks in Ballyshannon, Ms. S Bogan noted the request. Fintra Beach In response to a request from Cllr Kennedy for the Council to review a location where a red flag used to be in situ at Fintra Beach to warn swimmers of an area not suitable for bathing due to strong currents, with a view to replacing the red flag, Ms. S Bogan undertook to review same. ‘Not in our Nature’ signs In response to a request from Cllr Sweeney to query if ‘not in our nature’ anti litter signs can be provided in areas, Ms. S Bogan informed Members she would bring this request to Waste Enforcement Regional Authorities for consideration noting that there are particular regulations governing signage and the ‘not in our nature’ is a specific awareness campaign, as opposed to a signage based campaign. Public Conveniences in Ballyshannon Cllr Sweeny asked for any update on the Ballyshannon Public Conveniences. In response to same, Ms. S Bogan confirmed to Members that she would seek an update for the next meeting. Refuse Collections Cllr Kennedy referred to an issue with Waste Collectors not travelling on back roads to collect waste, noting that the ‘bags’ are no longer available for waste and also noted that the closest amenity site to Glencolmcille is Laghey which is a difficulty. She also noted that the Waste Bye-Laws have not been completed and asked that Holiday Homes owners be included on same. She queried if the County is ready for the proposed bye-laws.In response to same Ms. S Bogan informed Members that the Waste Bye-Laws should deal with the Waste Collectors obligations and also that the Holiday Home Owners can be included in the Bye-laws. Group Schemes Takeover In response to a request from Cllr Jordan if it is possible for a Member of Staff from the Group Scheme Section to attend a

workshop to update Members on the current status of Groups Schemes in the District, Ms. S Bogan undertook to bring the request back to Headquarters. Entrance to Pettigo from Co. Fermanagh Cllr Naughton submitted that at the entrance to Pettigo from Co. Fermanagh there is a need for hoarding to be erected to improve the appearance of the area. He understood that a building/buildings had been demolished at this location for safety reasons. In response to same, Ms. S Bogan advised that this may be a possible derelict site that would require further investigation which was noted for referral to the relevant section for follow up.

MDD/101/19 COMMUNITY DEVELOPMENT AND PLANNING SERVICES Community Development Mr. Paul Christie, Senior Executive Planner, Central Planning Unit was in attendance to represent the Service. Members noted the Community Development reports as circulated with the agenda dealing with the following;-

• Playground Maintenance

• Town & Village Update Reports - Kilcar - Mountcharles - Donegal Town - Killybegs

Cllr Kennedy confirmed that the Town & Village works currently ongoing in Killybegs will not affect the RRDF application as the current works are not in close proximity to the Town Centre.

Planning Services Mr. P Christie also presented the Planning Service Reports circulated with the Agenda dealing with the following;-

• Development Applications

• Enforcement

• Planning Clinics – next ones on,10th July, 24th July, 7th August and 21st August.

• Central Planning Unit - Chief Executives report is being prepared to be presented to

the Plenary Council meeting of the 22nd July 2019.

• Further Information Mr. P Christie also informed Members that the Bundoran Local Area Plan as discussed at the recent workshop will be referenced in the Chief Executive’s report to the Plenary Council. He also confirmed that the Part VIII for Killybegs will be on the agenda for the Plenary Council meeting of the 22nd July 2019 as discussed at the recent workshop.

A number of other comments/queries were dealt with as follows: AIRBNB In response to a query from Cllr Naughton who queried if the new directions from the Department which it is expected will require AIRBNB’s to register with Local Authorities will affect County Donegal, Mr. P Christie informed Members he understood this is only expected to affect rent pressure zones and this would not be applicable in County Donegal at present as there are no designated pressure zones in this County.

MDD/102/19 DISCUSSION ON A REQUEST TO INVESTIGATE POTENTIAL

DERELICT BUILDINGS IN BUNDORAN AND BALLINTRA On the proposal of Cllr McMahon, seconded by Cllr Naughton the following motion was adopted;- "That this MD make arrangements to have the two potential derelict buildings (1) in Bundoran (Hamilton Hall) and (1) in Ballintra (Two storey house at Main Street) investigated and followed up as appropriate.” Members were given a response to the motion by the Director of Community & Planning Services In proposing his motion, Cllr McMahon referred to the current state of both premises and referred to slates coming of the house at Main St., Ballintra which is potential danger to the public. He submitted that this area requires additional barriers to make it safe and noted that he understood the owner of the property resides in Canada. He also submitted that the Hamilton Hall in Bundoran is seriously deteriorating and requires action. Cllr McMahon also welcomed the response provided by the Director and submitted it is important that the Council follow up on derelict buildings. Cllr Naughton in seconding the motion submitted he understood that the owner of the property in Ballintra currently lives in Canada and also requested that both properties be followed up by the Council to a satisfactory conclusion. By way of an update in relation to the property in Ballintra, Mr. P Sheerin informed Members that he understood the “dangerous structure” aspect of this property is being dealt with by Housing and he would follow up with the Area Housing Engineer to get an update for Members as he understood that contact has been established with the property owner.

On the proposal of Cllr Sweeny, seconded by Cllr Kennedy the following motion was adopted;- "To establish a strategic tourism group at MD level with a focus on developing and marketing the tourist offering in the Donegal Bay area. I propose that all six members, representatives from interest groups along the route from Glencolmcille to Bundoran, relevant council staff and a Failte Ireland representative would comprise the working group.” Members were given a response to the motion by the Director of Economic Development. In proposing his motion, Cllr Sweeny noting the response, submitted that there needs to be a focus on smaller areas (e.g. Mountcharles that he submitted are being bypassed) on the Blue Mapping System. He submitted that many of the smaller areas in the Donegal Bay area have much to offer and need assistance to attract visitors. He also advised that many visitors to Ballyshannon are surprised as to what is on offer and that the Donegal Bay Website needs to tie in with GoVisitDonegal to find opportunities for all of the smaller towns and villages. He submitted that if even a workshop could be held to discuss a way to tie all of these smaller areas into the overall tourism strategy it would be important. In seconding the motion, Cllr Kennedy submitted that she was glad to support the motion. She submitted that the Council had recently appointed a Gaeltacht Tourism Officer which is helpful and felt that Donegal Bay as a destination needs to be looked and this could be supported by Blue Way Mapping. She submitted that Members know the groups that could have an input into the Donegal Bay Area, to make this a destination for tourists and promote it accordingly. Cllr Kennedy submitted that a workshop in this regard would be important and that a portion of the Members Development Fund could be set aside to assist in promoting Destination Donegal Bay. In response to a query from the Cathaoirleach, Cllr Jordan, if it was a workshop that is being sought if agreed, rather than a new Committee, Members confirmed that it was. Mr. G Martin advised that the response to the motion reflected the fact that there is no capacity to service another committee and noted that there are adequate formal strategic committees within the structures at present. He informed Members that it is a good suggestion to convene a workshop and that a workshop may be facilitated in September at the earliest.

The following Question was submitted by Cllr Sweeny;-

“What is council policy on the creation of cycle lanes as part of capital roads projects and can they be prioritised where opportunities exist? Consideration; To include a cycle element, ie a shared walking/cycle path as part of the two upcoming CIS schemes on the Jim White Road and the Donegal town to Killymard path.

Cllr Sweeny received a response from the Area Manager, Roads/Transportation in relation to the above.

1. Part VIII Application for Killybegs Town Centre Regeneration Project Members welcomed Mr. Paul Kelly, Senior Executive Planner, Ms. Sinead McCauley, Executive Planner and Ms. Monica O’Donnell to the workshop. Mr. P Kelly and Ms. McCauley briefed Members in detail in relation to the following;-

• Rural Regeneration & Development Fund (RRDF)

• The Local Area Plan Process

• Part VIII proposed development in Killybegs

• Consultation Process and Submissions

• Current & next steps Members noted in particular that the closing date for application for the RRDF is the 6th August 2019 and that application must be ‘shovel’ and ‘procurement’ ready in order for the department to consider. Members also noted in respect of the Part VIII for Killybegs that modifications are being made to same to take account of the public consultation and submissions, which it is hoped will alleviate the concerns raised and Members were briefed in detail on these modifications. Members noted that the Part VIII will be dealt with at the next meeting of the Plenary Council and it will be a matter for Members to either approve the Part VIII without amendments, Approve with amendments or reject the Part VIII. It was noted that in order for an application for funding to RRDF to proceed before the closing date, the planning permission for the project would be required. A number of comments/queries were dealt with at the workshop.

2. Bundoran Local Area Plan Mr. Paul Christie briefed Members in relation to the Bundoran Local Area Plan. He submitted that Bundoran has a local Area Plan contained in the County Development Plan which was adopted last year and which is fully functional at present for Bundoran. He submitted that consideration could be given to using the resources that would be otherwise assigned to producing a new Bundoran Local Area Plan, to deal with issues such as derelict buildings, Tullan Strand and other such items of implementation rather than just producing a new plan and recommended same to Members. A number of comments/queries were dealt with at the workshop. Following a discussion, Members confirmed that their support with the recommendation as outlined by Mr. P Christie. Members thanked the Planning Staff for attending.

1. Refugee Resettlement Programme Mr. Pauric Sheerin presented a report to Members on the Donegal Refugee Resettlement Programme which is being worked through Local Authorities and local agencies by the Department of Justice and Equality. He briefed Members in detail in relation to the programme including on progress to date and the numbers already housed in other areas of the County. Members noted that it is expected 5 families will be located in the Donegal Town area in the coming months and also in relation to the supports required for same. A number of comments/queries were dealt with at the workshop. 2. Casual Vacancies and reports Mr. P Sheerin briefed Members in relation to changes to reports to the MD meeting in particular in relation to Casual Vacancies and the Housing Capital Scheme. A number of comments/queries were dealt with at the workshop in relation to the Capital Programme and Casual Vacancies. 3. Section 183 for Donegal Family Resource Centre Mr. P Sheerin presented a document with map and briefed Members in relation to a proposed Section 183 for a portion of land in Donegal Town to the Donegal Town Family Resource Centre. A number of comments / queries were dealt with at the Workshop. Members confirmed that they are satisfied for the Family Resource Centre to proceed to apply for Planning Permission on the proposed lands with a view to proceeding with a Section 183 (if possible to the September meeting of the Plenary Council) subject to Planning Permission being granted and any legal issues dealt with as appropriate.

Section 183 at Tullintain Mr. P Sheerin briefed Members in relation to a proposed Section 183 at Tullintain which is in effect a partial land swap and extinguishment of a Right-of-Way and Members confirmed that they are satisfied that this can proceed. Roads 5. Draft of proposed Taxi Rank Bye-Laws 2019 for Bundoran, Co. Donegal Mr. M Sweeney briefed Members in relation to the Draft of proposed Taxi Rank Bye-Laws 2019 for Bundoran, Co. Donegal including the consultation process that has already been undertaken and subsequent meeting with the Taxi Drivers in Bundoran. Following a short discussion, Members confirmed it is in order for the Taxi Rank Bye-Laws to be advertised for public consultation in line with the Taxi Regulation Act 2013. Members also confirmed that after the public consultation period is expired it is in order to put the Bye-Laws to the Plenary Council to consider any submission and hopefully adopt. In particular Members noted that the Sliabh Liag Bye-laws are currently being prepared with a view to the Public Consultation process commencing in September 2019 with the Bye-Laws to be finalised before the end of 2019 in order to provide regulation and a funding stream to maintain the Sliabh Liag Project as a sustainable business model in the future.

In tandem with the above construction programme, the Council is actively pursuing

the acquisition of lands suitable for housing purposes, in towns and villages where

there is currently not a social housing solution available. In this regard, the Council

has identified suitable lands in Ballyshannon which are currently at contract land

conveyance stage.

2. House Acquisition Programme

Donegal County Council has acquired, or is in the process of acquiring, properties

under the House Acquisition Programme. In the Donegal Municipal District during

2018-2019, 2 properties were purchased under this programme. Additionally there

are 6 property acquisitions currently in progress, with further acquisitions planned.

Improvement works are carried out to previously owned acquired properties to

provide high quality, sustainable homes to individuals and families throughout the

county.

Ireland West Airport

As a further collaboration between Ireland West Airport and local authority

partners - Donegal, Galway, Leitrim, Mayo, Roscommon and Sligo, each

county was invited to promote their region at the Visitor Discovery Centre.

Donegal Tourism along with trade spent one week promoting the county in

July to incoming traffic.

Explore Inishowen, Discover Bundoran and Donegal Tourism staff manned

the stand for a six day period promoting the county.

Donegal Connect

Donegal Tourism staff has been working closely with the Diaspora Team on

the Donegal Connect initiative. 46 hotels and attractions have offered

discounts for Donegal Connect, including travel, accommodation, and

Chinese Brochure Translations

One of Ireland’s leading chefs, Donegal Native Brian McDermott recently

won a very prestigious award. Donegal Table by Chef Brian McDermott

won World’s Best Cookery Book at the Gourmand World Book Awards in

China.

Donegal Tourism translated a Donegal Information Booklet into Chinese

and 1,000 of these were distributed in China at the time of the

competition.

This booklet will also be available on our website in the coming weeks.

USA Trade Mission A recent trade delegation from Donegal and members of Donegal tourism

several stakeholders from the tourism sector in Donegal recently attended

the world's largest Irish ethnic festival, Milwaukee Irish Fest.

It is widely recognized as the largest celebration of Irish music and culture

in the United States. The four-day festival is held in August each year on

the shores of Lake Michigan. It showcases more than 100 entertainment

acts on 17 stages and features the sounds, tastes and culture of Ireland.

More than just a festival, the Milwaukee Irish Fest organization is

passionately committed to igniting a love of Celtic culture in all people.

This is the third year that Donegal Tourism has been represented

at Milwaukee IrishFest and it’s great to see the growing interest in our

county as a tourism destination.

It is exciting to note that Donegal will be the headline act at Milwaukee

2020. This is an excellent opportunity to present our beautiful county to

over 130,000 people from all over the US.

Rockhill House, Donegal Tour Guide, Irish Music Tours and Cathaoirleach

Donegal County Council, Nicholas Crossan was also present to fly the flag

for Donegal. Other representatives at the festival were White’s Hotels and

Tours, Edel MacBride, Rathlin Knitwear and Bundoran based Institute of

Study Abroad.

Prior to IrishFest, Donegal Tourism hosted an event in Chicago, engaging

with major American tour operators and the Irish Diaspora. It was a lovely

evening of celebration of all that is great about Donegal, showcasing the

county’s unique tourism offerings. There was a great response to the

forthcoming Donegal Connect event and the timing was apt following the

recent, highly successful #LoveDonegal day celebration.

Presence in the US market is part of Donegal Tourism’s marketing strategy

aimed at increasing its ever-growing visitor numbers to the county. Much

progress has been made in this regard, thanks to the collaborative effort of

all concerned.

Interim results of #LoveDonegal Day 2019 for Donegal Connect

which is absolutely incredible…..

• We started to trend before 6am and only slipped off the bottom at

Background

Donegal Connect aims to attract our Donegal Diaspora back

to the County for a 10 day celebration next autumn (27th

October). Through reconnecting with our

Diaspora we aim to create new opportunities for

investment, business development and employment. The

primary message that Donegal Connect wants to

communicate is that Donegal has lots of employment

opportunities, investment opportunities and offers a

superb quality of life. The steering group is made of public,

private and voluntary representatives.

Marketing:

A number of marketing events for this initiative have taken

place – USA, Glasgow, London and Dublin. A digital

marketing strategy has also run, which included

The new €4.95m Sliabh Liag Strategic Development Project

was officially opened on the 13th May. Sliabh Liag, one of

the signature points on the Wild Atlantic Way in Donegal,

offers stunning coastline cliffs of almost 2,000 feet high and

currently attracts in excess of 160,000 visitors each year.

Environmental Awareness

Do you have a project or initiative that could help your community to be become more sustainable or increase awareness of environmental issues locally? If so, you may qualify for financial assistance from the Community Environment Action Fund. This Fund, previously known as the Local Agenda 21 (LA21) Environmental Partnership Fund, promotes sustainable development by assisting small scale, non-profit environmental projects at local level.

Does Your Project Qualify?

Projects should focus on environmental actions and awareness which complement national environmental policies such as those on waste, biodiversity, water conservation and climate change. Projects which focus on climate and/or biodiversity will be prioritised under the 2019 Fund. A wide variety of projects and schemes have been supported under the Fund in previous years, including community gardens and allotments, compost schemes, rainwater harvesting, biodiversity projects, waste reduction initiatives and educational initiatives. Clean Coasts’ - Big Beach Clean 2019

Clean Coasts’ Big Beach Clean is taking place in County Donegal on the weekend of the 20th to the 22nd of September and all over Ireland. Each year millions of tonnes of marine litter enter our seas and oceans, resulting in environmental, economic, health and aesthetic challenges. Clean Coasts are inviting volunteers to join this global coastal clean-up helping remove marine litter from our beautiful coastline and in turn protecting our coastal habitats and marine life. During the Big Beach Clean, Clean Coasts volunteers are asked to carry out marine litter surveys to quantify the amount and types of litter on Irish beaches. These surveys are aimed at heightening awareness about the issue of marine litter and serve as an indicator of the magnitude of the problem. For more information contact: An Taisce at 01 4002210.

An Taisce has completed its inspections of our Blue Flag beaches, Blue Flag marinas and Green Coast beaches for compliance. Greencastle and Rathmullan Marinas achieved full compliance with the stringent criteria. This was quite an achievement especially as this was the first year for Rathmullan Marina to receive the accolade. Narin and Carrickfinn Blue Flag beaches received full Compliance. All other beaches had only minor non-compliances with all receiving praise. This is a reflection of the commitment by Water Sampling, Waste Management and Recycling, Water safety, Environmental Education, Lifeguarding and general maintenance and management by all involved.

Bathing Water Quality

Project

Description/Activity

Donegal County Council in conjunction with Environmental Protection Agency (EPA) and An Taisce monitors and reviews twenty-one Bathing Waters dispersed throughout the county. Eleven of these waters have Blue Flag status and four also have Green Coast awards. As a result of heavy and persistent rainfall on occasion over the Bathing Season, it has been necessary for Donegal County Council to issue a number of Prior Warning Notices, at various beaches across the county, in order to advise bathers of the likely increase in bacterial levels due to rainfall in the catchment. These notices are intended to safeguard the health of all bathers and recreational users of the bathing water. When the weather events (termed Short Term Pollution events) have been shown by sampling & analysis to have had a significant impact in terms of elevated bacterial levels, it is then necessary to issue a temporary Bathing Prohibition Notice, which stays in place until such time as monitoring results confirm that the weather event and its potential impact on health has passed. This is standard practice across the country and permits local authorities to, not only safeguard public health, but also discount one-off weather related short term pollution events when evaluating the overall water quality of a bathing water. Donegal County Council recommends that the bathers and recreational users regularly consult notice boards at beaches and social media outlets such as the Council’s facebook & twitter, as well as www.beaches.ie for the most up to date information, throughout the Bathing Season.

The summer bathing season is coming to an end across the county’s numerous beaches. It has been a very busy season at our 21 Designated Bathing Areas (including the 11 Blue Flag and 4 Green Coast beaches) with the good weather drawing large crowds to the coast. The 14 lifeguarded beaches saw the treatment of jellyfish stings, minor injuries and several rescues. This year, the Lifeguarding service will be extended in to the second weekend of September, where Lifeguards remain available for service.

Rossnowlagh Boardwalk

Project

Description/Activity

The boardwalk access to Rossnowlagh Blue Flag beach has now been completely replaced. The new access has been opened to the public and receiving much attention. The public had been very patient while this necessary work was being undertaken. The original boardwalk had become unsafe due to age, weathering and some recent abuse.

Draft Climate Change Adaptation Strategy 2019-2024

Activity

Donegal County Council has prepared a Draft Climate Change Adaptation Strategy 2019-2024. The Draft Climate Change Adaptation Strategy sets out how the Council will lead the journey to a Climate Ready Donegal and work to reduce our exposure to climate risks and capture new opportunities. The Draft Strategy includes a range of actions across four operational themes;

(i) Critical Infrastructure & Buildings, (ii) Natural & Cultural Capital, (iii) Water Resources & Flood Management, and (iv) Community Services.

The Donegal County Council Draft Climate Change Adaptation Strategy, the Strategic Environmental Assessment (SEA) Screening Report and Appropriate Assessment (AA) Screening Report, were available for inspection from 6th August 2019 to 3rd September 2019 inclusive at County House, the 5 Public Service Buildings and 13 Libraries and on the Council website. The Public Consultation was notified to the public via print media, social media and the council’s website. Notification was also circulated via email to Elected Member, prescribed Environmental Bodies, PPN and other relevant stakeholders. Currently all submissions are being assessed and a Public Consultation Report is being prepared. In advance of the September Council Meeting, the draft Strategy (with revisions, if required), SEA and AA screening Reports (with revisions, if required) and the Public Consultation Report will be presented to the Elected Members. The draft Strategy will be presented for adoption at the Council Meeting on 30th September 2019.

4 Central Planning Unit

(1) Regional Spatial and Economic Strategy (RSES)

The Northern and Western Regional Assembly’s Proposed Material Alterations were published for public consultation on 4th August, 2019 until 11th October, 2019. These Proposed Alterations are being reviewed by the Executive to identify any implications for Donegal and Members will be updated in due course. The Proposed Alterations are available to view on the following link, together with the accompanying SEA & AA

documentation www.nwra.ie/rsesma. It is open to any individual or party to make a written submission on the Material Amendments to the Draft. They can do so between 4th Aug – 11th Oct. 2019 either via the email to [email protected] or by sending their submission to the following address: RSES Material Alteration Submissions, Northern & Western Regional Assembly, The Square, Ballaghaderreen, Co. Roscommon. All submissions will be considered prior to the adoption of the RSES, anticipated to be finalized before the end of 2019.

(2) Letterkenny Local Area Plan

Work is continuing on the preparation of the Draft Letterkenny Plan on across a range of areas including: � Assessment of 90 land areas in relation to readiness and

appropriateness for development. � Ongoing consultation with Irish water in relation to their

work on a Network development Plan. � Recommendations in relation to identified conflicts

between land use zoning and areas of flood risk. � Ongoing engagement with Road Design and the local

roads team in relation to accessibility and movement within the town, inclusive of the provision of strategic routes. In this regard, the Council has been advised by way of consultation with the National Transport Authority and Transport Infrastructure Ireland of the necessity to prepare a transport study prior to, and to assist in the preparation, of the Local Area Plan. The Planning Section, in consultation with the Roads Directorate, is currently in consultation with both the NTA and TII in this regard.

� Engagement with Development Management re: relevant current planning applications and pre-planning enquiries.

� Coordination with the preliminary work of the Regeneration Team in relation to inception of masterplanning under URDF.

Coordination with parallel work being undertaken within the Central Planning Unit in relation to derelict sites.

(3) Buncrana Local Area Plan

With the agreement of the Inishowen MD Members at the July meeting, the Central Planning Unit issued an invitation to specialist consultants to quote for work on the preparation of a high level report to look at the strategic future direction of Buncrana. Two consultants returned an expression of interest and lodged a quotation with the Central Planning Unit on 14th August 2019. These are currently being assessed and it is hoped to make an appointment in the near future. The Brief shall include at least one presentation to the Inishowen Members. This report will assist in informing both the Local Area Plan and decisions around the future strategic positioning and direction(s) of Buncrana, in addition to potential future strategic regeneration funding applications.

(4) Bundoran Preliminary work has begun in relation to the targeted intervention measures previously discussed and agreed in principle with Members. Further details will be provided in due course.

(5)Town & Village Renewal Programme (2016) projects

Specialist Conservation Architect, Duncan McLaren of Dedalus Architecture is continuing the work to prepare the Ramelton Action Plan for Renewal and Regeneration including identification of proposals for enhancement of civic and public space. An updated timeline for the Action Plan is being currently prepared for delivery.

I will refer the query to the parking section to advise on the current status of the parking bye-law review.With regard to the one-way system: Road Design are currently working on the Part 8 planning details forthe proposed one way system for Donegal Town and these are almost completed. Road design are alsoworking on the details for the proposed Killybegs one way system and it is our intention to advance boththese simultaneously. These details will be presented to the Members in a workshop before they areadvertised and put on display for public consultation before bringing it back to the Council to consider.

Applications for Taking in Charge have been received in respect of Crest of a Wave and ArmadaCottages estates and works and investigations are underway to progress these to taking in chargestandard. Extensive works are required in both estates in respect of foul sewer upgrades, separation offoul and storm drainage as well as road and footpath repairs and upgrading of ducting for street lighting.CCTV surveys of the storm and foul sewer networks have been commissioned and our Street Lightingcontractor has been asked for a quotation to bring the street lighting up to taking in charge standard Noapplications have been received in respect of Bunhonvil or Sea Road. In relation to sections of Tullanstrand, the Council has taken over the street lighting in the majority of this estate. It is not Council policyto take in charge estates which are not occupied on a full time basis, schemes of holiday homes, specialhousing or gated developments. A number of estates in Bundoran were taken in charge by the formerTown Council but as the Town Council was not the Water authority, these may need to be regularisedfollowing discussions with Irish water. Various funding streams will need to be investigated in order toidentify budgets to allow for the completion of any works necessary to bring the estates up to taking incharge standards.

"That this Municipal District expedite the engineer’s report on the roof of Ballyshannon’s public toilets andthat additional funding be made available to complete the necessary works in addition to the financealready ringfenced for their refurbishment and provide or redirect temporary staffing resources to allowthe toilets to reopen after being closed for the summer season. Furthermore I propose that a Portaloobe installed at the Mall Quay/Mall Parks area of the town."

As part of the Regional Action Plan for jobs, the Economic Development Division of the Councilcoordinates a Blue Economy working group, including the referenced Harbour Users Group, in Killybegs.It has been agreed that a combined technical, regulatory and financial assessment is required toprogress any business case for certain aspects of further development. The development of a detailedterms of reference and sourcing of funding for this aspect of work is now required and work is underwayto progress this at present. Subject to the motion being adopted, a request will issue for a meeting withthe Minister.

The area in the vicinity of the storm water holding tank in Bundoran is owned by Irish Water and asowners they are responsible for the maintenance of this area. I have spoken to Irish Water recently onthis matter and they have confirmed that they have made arrangements to cut the grass in this area.

"What is the update position in relation to the Bundoran & Ballyshannon Fire Stations?"

GARRY MARTIN

The Chief Fire Officer’s recommendation for a merged fire station located adjacent to the Drumacrinroundabout to the north of Bundoran which would provide operational fire cover to the areas currentlyserved by Ballyshannon and Bundoran Fire Brigades was rejected by the plenary Council on the 25thJune 2018. The plenary Council instead voted to request a meeting with the Minister for Housing,Planning and Local Government to advance a two station solution. A response to that request, which wassubmitted in July 2018, is awaited.
