Chief Commercial Manager on behalf of President of India Invites

applications on the prescribed performa from manufacturer of the reputed

brand of the PDW (Packaged Drinking Water) for short listing for

use/service/sale in departmental and licensee units of the North Central

jurisdiction. Shortlisting will be done in two categories:-

S.N Category Financial Criteria

1. Category ‘A-1’ :- for sales at all categories of stations and mobile catering units.

Annual turnover of Rs. 20 Crores or more from the sale of the specific brand during last two completed financial years.

2. Category ‘A’:- for sales at ‘A’ and Lower categories of stations only.

Annual turnover of Rs. 2 Crores or more from the sale of specific brand during last two completed financial years.

Application form can be obtained from the office of Chief Commercial

Manager,Headquarter,North Central Railway, Chambal Parisar, Subedarganj,

Allahabad on any working day between 10.00 to 18.00 hrs. upto

25.02.2016 on payment of Rs. 5000/-+ 350/-(7% of sale Tax) Rs.5350/- for the

above item. The application form can be downloaded from the website

www.ncr.indianrailways.gov.in through ncr.indianrailway/ portal Policies & Forms of

Commercial Department and Government of India tender portal www.tenders.gov.in.

Place date and Time for submission of application : The application can be

submitted at Chief Commercial Manager Office, Headquarter, Chambal Parisar,

Subedarganj ,Allahabad on any working day between 10.00 hrs to 18.00 hrs

upto 25.02.2016 and upto 15.00 hrs on 26.02.2016. It is also clarified that this

is not a tender notice but application for shortlisting of brands of above

General Instructions

1. (a) This application form can be obtained from the office of Chief

Commercial Manager, North Central Railway, Headquarter Office,

Chambal Parisar, Subedarganj, Allahabad on any working day between 10:00 to 18:00 hrs, upto 25.02.2016, on payment of Rs. 5350/-(inclusive of Sales Tax) to be deposited in cash and

Divisional Cashier, Allahabad Junction Railway Station, or by way of Demand Draft in favour of FA&CAO, North Central Railway,

Allahabad. If the form is downloaded from the website www.ncr.indianrailways.gov.in, www.tenders.gov.in a separate Demand Draft of this amount may be attached with the application.

(b) The duly filled Form, with all required annexures, can be dropped

in the designated box put in office of Chief Commercial Manager, North Central Railway, Headquarter Office, Chambal Parisar, Subedarganj, Allahabad on any working day between 10:00 to 18:00

hrs upto 25.02.2016 and upto 15:00 hrs on 26.02.2016.

2. In the space given on the top of the form, indicate the brand for which

shortlisting is sought. Each form is valid for one brand only.

3. Information desired in all fields is essential. Applicants must comply with the corresponding query. If the space provided is not sufficient

the applicants may attach extra sheet (s). Applicants should fill all fields, if the field is not applicable, please write “Not Applicable”.

4. The PDW firm will be shortlisted in two categories ‘A1’ & ‘A’ ‘A1’- Category:- The brands shortlisted under this Category will be

permitted for sales at all categories of stations and mobile catering Units.

‘A’ – Category:- The brands shortlisted under this Category will be

permitted for sales at ‘A’ and lower categories of stations only.

Shortlisted brand will be supplied in Catering Units only in case of

non-availability of Rail Neer brand PDW bottles.

5. The above mentioned details may be given along with required

supporting documents duly attested.

6. North Central Railway reserves the right to reject any application at

any point of time without assigning any reason.

7. North Central Railway decision on short listing of brands shall be final

and binding.

8. Samples of the product are also required to be sent, as and when

demanded for short listing, free of cost, to North Central Railway.

9. North Central Railway reserves the right to inspect the production

facilities of the applicants company, as and when it deems necessary.

10. For each brand, the firms/companies/manufactures, if shortlisted for

‘A-1” category shall have to deposit Rs. One Lakh (Rs.1,00,000/-) as

non-refundable fee for registration on approved list and the

firms/companies /manufactures shortlisted for category ‘A` shall have

to deposit Rupees Fifty thousands (Rs. 50,000/-). These amounts shall

not be refundable. If the short listing is extended for further period the

proportionate non-refundable fee for such period shall have to be

deposited. The fee shall be deposited through Demand Draft issued by

Scheduled/Government recognized bank in favour of ‘FA&CAO

/NCR/ALD’ payable at Allahabad.

11. If the supply of Rail Neer and other brands of shortlisted PDW for ‘A-1’

category of station and mobile catering units falls short for any reasons,

the brands shortlisted for ‘A’ Category of station may be supplied for ‘A-1’

category of station also with specific order of CCM.

12. The shortlisting shall be valid for a period of two years from the

date of issue of the contract letter, which may be extended for two

terms of 03 months each, if required by the Railway

Administration.

13. The Company/Firm should give in writing to supply product with

MRP as prescribed by the Railway Board.

14. Eligibility Criteria: Packaged Drinking Water (PDW)

(i) The Firm should have requisite minimum turnover as given below

from the sale of specific brand for which short listing is sought for

the last two completed financial years (2013-14 and 2014-15).

(vi) The company/Firm should have at least two (02) years’ experience

of manufacturing the product in India

(vii) The company/Firm should possess valid license (BIS/FSSAI/ISI/FPO

etc) issued by the competent Government Authority.

(viii) The brand for which Short-listing is sought, should be registered

with the Competent Government Authority.

15. The Company/Firm should enclose copy of all relevant documents, in

support of requisite information, along with balance sheet and P&L

account of last two complete financial years (2013-14 and 2014-15).

16. Other terms & Conditions:-

Terminology:-

The ‘’packaged drinking water’ means water derived from any source of

potable water which is subjected to treatment, namely, decantation,

filtration, combination of filtration, aeration, filtration with membrane filter,

depth filter, cartridge filter, activated carbon filtration, demineralization,

remineralization, reverse osmosis & packed. It may be disinfected to a level

that will not lead to harmful contamination in the drinking water. It may

be disinfected by means of chemical agents and/or physical method of the

number of micro-organism to a level that does not compromise food safety or

suitability.

Packaging:-

The ‘packaged drinking water’ shall be packed in clean, sterile colourless,

transparent and tamperproof bottles/containers made of polyethylene (PE)

conforming to IS: 10146 or polyvinyl choride (PVC) conforming to IS:10151 or

polyalkylene terephthalate (PET and PBT) conforming to IS:12252 or

polyprophlene conforming to IS:10910 or foodgrade polycarbonate or sterile

glass bottles suitable for preventing possible adulteration or contamination

of the water. Seal should be tamper proof. All packaging material of plastic

origin shall pass the overall migration and colour migration limits as laid

down in the relevant Indian Standards for products for respective packaging

materials.

Labeling Prohibitions:-

No claims concerning medicinal (preventive, alleviative or curative) effects

shall be made in respect of the product covered by the standard. Claims of

the other beneficial effect related to the health of the consumer shall not be

made. The name of the locality, hemlet or specified place may not form part

of the trade name unless it refers to packaged water collected at the place

designated by that trade name. The use of any statement or of any pictorial

device which may create confusion in the mind of the public or in any way

mislead the public about the nature, origin, composition and properties of

such water put on sale is prohibited.
