forFY2011actualexpendituresandfiscalyears2012and2013estimatedrevenuesandplannedexpenditures.

The FY 2011 beginning cash balances, actual revenues bytype, expendituresby type,and transferswere retrieved fromthe Arizona Financial Information System. Estimates andrecommendations for fiscal years 2012 and 2013 are from theExecutiveBudget.

Manyofthefundsshowninthesetablesarenotexclusivetoasingleagency.

The fund description explains the funds revenue sourcesand the legally allowable uses of the fund. The descriptionswerecompiledfromtheestablishingstatutes,sessionlaws,andothersources.

The FY 2011 beginning balance figures reflect cash, cashinvestedwith the State Treasurer, outstandingwarrants, andwarrantsintheprocessofbeingprinted.

In caseswhere therewere commitmentsmade before FY2011tomakeexpendituresduringFY2011,theexpendituresofcash during FY 2011 are classified as Prior Committed orObligatedExpenditures.Whenpossible,reservationsaremadeagainst the cashavailable fromnonlapsing,prioryearappropriationsthathaveyettobeexpended;and,theyareidentifiedasExpenditure/Reserve forPriorAppropriations.Administrative Adjustments refers to liabilities that were incurred

during the previous year, but not paid before the end of thefiscalyear inwhich the liabilitywas incurred.The conceptofadministrative adjustments can only apply to appropriatedfunds.

ThetermOperatingExpenditures/Appropriationsisusedtodenotetheuseofthemoniesforthenoncapitalfunctionsofthe agency in terms of actual expenditures, appropriations orExecutive Recommendations. Monies designated for capitalfunctionsarelistedasCapitalExpenditures/Appropriations.

The termNonAppropriatedExpenditures isusedeitherwhenagencieshavetheimplicitauthorizationtoexpendmoneyfrom a fund (due to the nature of the fund)without specificauthorizationbytheLegislature,orwhenfundsareeliminatedorconsolidatedandthebalanceshavetobetransferredbetweenfunds.Somefundshavestatutorycapsastohowmuchmoneycanremainattheendofthefiscalyear;thus,thetermTransferDuetoFundBalanceCapisused.

Many agencies have been required by the Legislature totransfermoniesfromspecificfundstotheGeneralFund.Theseare labeled Legislative Fund Transfers. Proposed FundTransfers are those recommended by the Executive to beenactedaspartofthebudgetsforFY2013.

DuetotimingissuesandreportingvariationswithintheArizonaFinancial Information System, the status of any particular fund should beconfirmedbyOSPBpriortofinalizinganypolicydecisions.
