Caribbean FLNG Project Background Pacific Rubiales Energy (PRE) via its
subsidiary Pacific Stratus Energy Colombia Corp. (PSE), signed a natural gas/ LNG Liquefaction, Storage and Loading Services Agreement with Belgium based EXMAR NV:− EXMAR will build, operate and maintain a Floating
Liquefaction & Storage Unit (FLNG) to be located on the Colombian Caribbean coast.
− PSE will have exclusive rights to supply and liquefy up to 0.5 mmtpa of LNG over a 15 year period, under a tolling structure.
The source of the gas is PSE’s La Creciente Field.
PSE will build an 18 inch pipeline to transport gas from the field to the coast (88 Km).
Page:5www.wison.com | www.wison-offshore.com
The FLNG Solution
Selected FLNG solution is a non-propelled barge moored to an offshore jetty.
FLNG is to be located 4 Km offshore in 14 m water depth.
FLNG storage and process requirements are:- Storage - 16,000 m3
- Liquefaction - 0.5mmtpa
Alongside FLNG is 170,000 m3 LNG Floating Storage Unit (FSU).
Regasification option:
65% of Colombia’s electricity comes from hydropower.
In some years (la Nina) water shortages may require importing LNG to generate power to maintain supply.
Page:6www.wison.com | www.wison-offshore.com
Wison is the primary EPCIC contractor to EXMAR for the barge-based FLNG.
 Wison’s Scope:− FLNG Project Management,
Engineering, Procurement, Construction, Commissioning, Transportation, Installation and Start-up of the Facility.
Major subcontractors : - Black & Veatch: Topside
LNG Equipment Design, Procurement & Commissioning
- TGE: Cargo Tanks & Cargo Handling Systems
FLRSU Project Details and Wison Scope
Page:7www.wison.com | www.wison-offshore.com
Transportation & Installation
Following yard commissioning, FLNG will be loaded onto transport vessel for dry transport to Colombia.
FLRSU will be offloaded at inshore location and wet-towed to final installation site.
Permanent mooring brackets will be installed while temporarily moored at site.
Gas export hoses will be installed from jetty to FLNG.
Voyage: ~13,000 n.miles
Page:8www.wison.com | www.wison-offshore.com
Barge FLNG Applications
Complete LNG plant in a single module. Near-shore processing in sufficient depth to transfer
to LNGC. Eliminates/reduces need for a cryogenic load
out jetty. Storage on board, onshore LNG tanks not
required. Both on-shore and off-shore feed gas. Gravity based structures. Ports or on land.

PRICO® SMR Liquefaction Technology
Black & Veatch’s patented PRICO® Single Mixed Refrigerant technology is the simplest form of mixed refrigerant cycle.
B&V has considerable experience in the field:
- 27 global LNG plants in operation
- 11 plants under construction
Process is scalable over wide capacity range but core process remains the same.
Compact layout with modular philosophy lends itself to use offshore.
Simplicity of process results in relatively low cost.
Simplified operations lead to quick startup.

Dealing With The Gas
Slug catcher on inlet. CO2 must be less than 50ppm before entering the main heat exchanger.
Membrane and amine systems. Dealing with CO2
N2 is dealt with in the BOG. Heavies removed in the BAHX.
LPGs, condensate stabilisation, NGLs. Product Storage. Inlet Booster compression.

Main Exchanger – BAHX “Cold Box” Aluminum plate fin exchangers (cores) in
parallel Strictly use external connections No valves or equipment in cold box Cold box is for insulation / support only Plate fins are highly efficient and reliable More than half with 30+ years of service (no
repairs) Design vetted by ExxonMobil – approved
offshore applications Down flow condensing / up flow boiling Refrigerant & feed gas condensing flowing
downward Low pressure refrigerant boils in up flow Simplified hydraulics – working with gravity Cold end down Upon shutdown, cold liquid stays in
cryogenic area of the core No cold liquid flows in to warm part of the
exchanger No special precautions in case of shut down

Summary & Conclusions For an FLNG unit the storage
volume requirement as well as the tank type selected has a significant effect on the topside lay-out and how the equipment is configured.
The type of offloading equipment selected impacts the lay-out of the topside as well as set some of the crane coverage requirements.
Safety studies are required for an FLNG unit to become reality. These impact spacing, lay-out principles and cryogenic spill protection as well as mechanical handling etc.
