U.S. Department of State Educational Exchange Programs for Students from Europe and Eurasia
The Bureau of Educational and Cultural Affairs of the U.S. Department of State administers a variety of educational and cultural programs, including academic exchanges and activities involving individual fellowships or institutional linkages. The flagship international exchange program sponsored by the United States Government, the Fulbright Program is designed to increase mutual understanding between the people of the United States and the people of other countries. It promotes leadership development through learning and international cooperation. The Fulbright Program operates in more than 155 countries and over 285,000 participants — chosen for their academic merit and leadership potential — have had the opportunity to study, teach and conduct research in each others' countries and exchange ideas.

The Edmund S. Muskie Graduate Fellowship Program provides fellowships for Master’s degree‐level study to emerging leaders from Eurasia for study in the United States in the fields business administration, economics, education, environmental policy and management, international affairs, journalism and mass communication, law, library and information science, public administration, public health and public policy.

The Global Undergraduate Exchange Program provides one semester and academic year scholarships to outstanding undergraduate students from underrepresented sectors in East Asia, Eurasia and Central Asia, the Near East and South Asia and the Western Hemisphere for non‐degree full‐time study combined with community service, internships and cultural enrichment.

The Hubert H. Humphrey Program is a one‐year, full scholarship program offered to mid‐career professionals who have a commitment to public service, are in current leadership positions, and at a point in their careers to fully benefit from a self‐defined program of independent study at a

The Opportunity Program provides support to talented international students of limited financial means who cannot afford the expenses of applying to accredited U.S. higher education institutions for degree‐granting programs. Available to citizens of Belarus, Russia, Turkey, Ukraine, and other countries outside of Europe. May cover up‐front expenses including, but not limited to: standardized testing fees; application fees and international postage; translations and certifications of academic transcripts; visa and SEVIS fees; transportation to the U.S. for enrollment; settling‐in allowance for initial costs of living in the U.S. Information and applications available from EducationUSA Advising Centers. Administers numerous scholarship programs, about $5 million for study abroad: • Ad futura for study abroad: scholarships for undergraduate
studies in STEM fields or graduate studies in all fields except the arts; awarded for the full duration of study provided student meets the program requirements. After completion of studies the student must return to Slovenia for employment (limited exception is possible if continuing study).
• Ad futura for doctoral research: grants for Ph.D. students of STEM fields to conduct part of the research relevant to their Ph.D. at a foreign higher education or research institution (up to 4 months).
• Arts Scholarships: scholarships for students in the arts and arts‐related fields (e.g. art history, arts management); primarily aimed at graduate students, but can be awarded to undergraduate students if programs do not exist in Slovenia or in other exceptional circumstances. Funded by the Ministry of Culture of Slovenia.
• Corporate Scholarships: employers in Slovenia offer scholarships as part of their long‐term recruitment strategy. They can be also obtained for study abroad provided both student and employer agree, while some are offered specifically for study abroad.
• Municipality and private foundation scholarships: many Slovene municipalities as well as private foundations offer various scholarships either based on residency or field of study. Scholarships exist for athletes, arts, legal studies, etc.
• State Scholarships: need‐based scholarships awarded for study in Slovenia or abroad for either undergraduate or graduate studies. Although there is no limit regarding field of studies,

students of certain deficit programs will be entitled to a higher scholarship based on chosen subject.
• Zois Scholarships: merit scholarships awarded to students with high GPA or outstanding achievements for study in Slovenia or abroad for high school, undergraduate or graduate studies. There is no limit regarding field of studies, but students of certain deficit programs will be entitled to a higher scholarship based on chosen subject.
