2021 北京国际模拟联合国大会Beijing International Model United Nations 2021

敬启者，

我们非常高兴地宣布，由外交学院主办的“声生不息，和合共赢 · 2021 北京国际模拟联合国大会”（Our Voice Our Future · Beijing International Model United Nations 2021）拟于 2021 年 5 月 20 日至 23 日在外交学院沙河校区举行。

北京国际模拟联合国大会（BIMUN）作为中国首屈一指的模拟联合国活动，每年都受到了外交部、教育部、共青团中央、中国联合国协会和联合国驻华系统等部门和机构的大力支持。大会为学生提供了一个独特的平台，能够让学生们加深对国际关系的认识和对联合国运作模式的了解。

作为将模联活动引入中国的先锋，从 1995 年第一次举办模联会议时的摸索前行，到2001 年外交学院模拟联合国协会的成立，再到如今北京国际模拟联合国大会的蓬勃发展，外交学院不断积累沉淀经验，创新北京议事规则，坚持与中国的模联活动同轨并进。每年由外交学院主办的北京国际模拟联合国大会，标志着中国模拟联合国顶级的学术水平，是全国模联活动的一面旗帜。

本次大会共设立 10 个委员会，包括 5 个英文委员会、3 个中文委员会、1 个法文委员会和 1 个西班牙文委员会。本次大会议题设置紧追时代潮流，探索国际热点话题，让青年在BIMUN 发声，弱势群体在联合国发声，中国在国际舞台发声，努力实现国与国的共赢，不同文明的共赢，人与自然的共赢。

自 2002 年以来，北京国际模拟联合国大会一直实行邀请制，不公开对外招募大会代表。2021 北京国际模拟联合国大会旨在为参会代表带来更好的学术氛围和会议体验，将邀请 85所知名大学和模联组织及 50 所知名中学参加。此次大会为配合疫情防控，本次大会仅邀请中国大陆高校和高中学校的学生参与。感谢各院校对 BIMUN 的关注与支持，期待明年与您相见！

随着模联活动的不断发展与普及，近几年来，越来越多的青年学生选择参与到这一活动中。为使更多优秀学生能参与到北京国际模拟联合国大会，今年将继续开放少量代表名额供未获邀请的学校进行申请。拟邀请名单和申请办法随通告附上，正式邀请函将于近日发出。

此外，大会将公开对外招募若干名主席助理，具体内容请查看《主席助理招募》部分。

Introduction to Committee and Topic:

As one of the six main organs of the United Nations, the United Nations Security Council (UNSC) shoulders the primary duty of safeguarding international peace and secu-rity and serves as the center of global efforts to resolve disputes and prevent conflicts.

In spite of the armistice of the Korean War in 1953, a peace treaty has not been signed ever since. Two Koreas are divided along the 38th parallel, with conflict and détente in al-ternation. Facing changing international environment after the end of the Cold War, the Democratic People’s Republic of Korea started to develop nuclear weapon while the Re-public of Korea staged military exercises with the United States of America. The situation on the Korean Peninsula has become a primary destabilizing factor in North-East Asia as well as a major concern for international community and the UNSC.

We hope that delegates can contribute their wisdom and creativity to this conference, and not only review the lessons from past experiences but also consider the competing interests of all stakeholders. Should we be able to achieve de-nuclearization on the Ko-rean Peninsula and establish a lasting peace regime, the current vicious cycle can be bro-ken and a more peaceful North-East Asia as well as a more peaceful world will dawn.

Introduction to Committee and Topic:

As the center of the United Nations (UN) development system, the United Nations Economic and Social Council (ECOSOC) plays an important role in identifying emerging challenges, providing overall guidance and coordination, promoting innovation, and lin-king a diverse family of UN entities.

The extended human longevity combined with the subsequently reduced fertility levels leads to an inevitable change in the population age distribution, shifting from younger to older ages. With the sharp rise of the old-age dependency in recent de-cades, old-age support systems have witnessed increasing pressure on providing the elderly with enough assistance and social protection in all parts of the globe.

As one of the most critical social transformations of the twenty-first century, popu-lation ageing is related to implications for nearly all sectors of the society. Preparing for the societal shifts related to population ageing has become a significant issue to ensure the basic right of older persons. To this end, ECOSOC has put the building of age-friend-ly communities on the agenda. Here, delegates are expected to figure out ways to build communities for better protection for the older generation. We believe that through our efforts in giving priority to older persons, and ensuring a supportive and enabling environ-ment, we will make much more progress toward the achievement of the Sustainable De-velopment Goals (SDGs) of the 2030 Agenda.

Introduction to Committee and Topics:

Established in 2002, the United Nations Human Settlement Programme (UN-Habitat) is long dedicated to building a better quality of life for all in an urbanizing world. It is long at the heart of coordinating and planning the urbanization process of various parts of the world.

Today, over half of the world’s total population lives in cities or urban areas, creating over 80% of global GDP. Meanwhile, over 3 billion people will be added to the urban popu-lation worldwide between 2010 and 2050. However, inequality is also widely spread over urban areas. Only half of the world’s urban population enjoys convenient access to pub-lic transport, and the share of the urban population living in urban slums rose to 24% in 2018. Regarding the COVID-19 pandemic, 90% of the confirmed cases are in urban areas.

As the powerhouses of economic growth, urban areas should share the dividend with all its members and function as catalysts for inclusion and innovation. Furthermore, co-ordinating the development of satellite cities with the core cities is also crucial for a ba-lanced development of urban areas. By promoting more sustainable and inclusive cities and urban areas development, we will help implement the 2030 Sustainable Development Agenda and contribute to 17 Sustainable Development Goals.

The World Tourism Organization (UNWTO) is the United Nations agency responsible for the promotion of responsible, sustainable and universally accessible tourism. It offers leadership and support to the sector in advancing knowledge and tourism policies world-wide.

Tourism has long played a positive role in promoting economic growth, inclusive de-velopment and environmental sustainability. Yet since the beginning of the year 2020, the outbreak of the Covid-19 pandemic crisis delivered a hard blow to the tourism sec-tor all around the world. Now as countries around the world are lifting travel ban and governments continue to invest in the development of vaccinations, tourism is on its way to recover. It is also time to look further ahead and prepare the sector for future public health emergencies. Resilience-building in tourism is crucial for its healthy and sustainable development in this increasingly globalized world full of uncertainties and challenges. Besides long-term planning, it is also important to salvage tourism indus-tries out of the abyss of losses in the post Covid-19 era. We provide in this commit-tee a platform for countries to apply for their own program on marketing campaign in collaboration with the International Finance Corporation. We hope delegates can take this opportunity to be creative and contribute to the recovery of tourism in our own ways.

Introduction to Committee and Topics:

To facilitate the implementation of Sustainable Development Goal 14: Life Below Wa-ter and leverage ocean science to develop marine resources for human benefit, the United Nations Ocean Conference (UN Ocean Conference) is mobilizing innovative solutions all along.

Recently, the seaweed industry has been regarded as an emerging research and de-velopment field. Seaweed’s high edible value may assist in addressing starvation; mean-while, the plant itself plays an indispensable role in biological medicine engineering and chemistry. Most prominently, on a par with rainforests, seaweed carries a remarkable capacity for bidirectional carbon capture, significantly reducing methane emission and carbon dioxide, carving new ways to tackle climate change and marine pollution. The seaweed industry is promising in both coastal and landlocked states for its easy culture. However, obstacles, including lack of permission for underwater plantation, deficiency in global standards and technology, have hindered the full realization of its diverse poten-tials.

The resultant economic benefits carried by seaweed show the urgent need to fulfill its true potential by further expanding seaweed aquaculture and developing ocean farming. A mature ocean farming system may alleviate poverty, combat food insecurity and cope with climate change. However, it is still in an initial stage where environmental, techno-logical and infrastructural challenges exist. It is high time that countries engaged in es-tablishing a framework of the seaweed industry and further promoting ocean farming to utilize marine resources and protect our mother earth sustainably.

相较于其他国家，全球气候变化导致的一系列灾难性后果（如海平面上升、海洋表面温度升高、海水酸化等）对小岛屿发展中国家的经济、社会和生态环境的影响尤为剧烈，对当地居民的生存与发展权利构成了严重的威胁，甚至会让他们世代生息繁衍的家园遭遇“灭顶之灾”。面对气候变化带来的不确定性，小岛屿发展中国家已经不得不为生存与发展日夜奋斗。气候变化的影响毫无疑问是全球性的，为小岛屿发展中国家谋求应对气候变化的方案也应是全球各国共同的责任。因此，各国应携手努力，履行承诺，支持联合国 2030 年可持续发展议程，共同探索小岛屿发展中国家应对气候变化之道。

作为联合国系统内负责全球环境事务的牵头部门和权威机构，联合国环境规划署负责制定全球环境议程，并承担全球环境行动倡导者的角色。我们期待各位代表为激励、推动和促进各小岛屿发展中国家抵御气候变化的努力，规划海洋经济可持续化发展的蓝图，积极研讨，踊跃发声。

自 1948 年成立以来，世界卫生组织作为联合国系统内指导与协调国际卫生问题的专门机构，致力于帮助国家落实卫生目标，努力防治疾病，守护全人类的健康。

传染性疾病一直是人类面临的重大问题之一。进入 21 世纪，短短 20 年间便爆发了 SARS 疫情、H1N1 流感、埃博拉疫情、COVID-19 疫情等多起世界性的卫生危机，其中部分疫情被世卫组织定性为国际公共卫生紧急事件。历史经验表明，接种疫苗是控制预防这类疾病最行之有效的措施。在全球共同应对新的突发公共卫生事件的背景下，我们需要总结过去抗击疫情的经验，思考在现有框架下举全球之力研发疫苗以消灭疾病的途径。与此同时，我们必须关注到世界的每一个角落，打破有形或无形的障碍，重新审视各类医疗资源在世界范围内的流通，将医疗成果与各国共享，推动完成世界卫生组织的使命。让我们携起手来，为所有人创造一个更美好、更健康的未来。

1923 年 1 月，在协约国赔款委员会无法就德国频繁的拖欠还款行为达成一致应对措施的情况下，法国总理雷蒙·普恩加莱迈出了关键的一步险棋：使用武力占领德国重要的工业中心——鲁尔地区，通过控制这一地区煤炭和焦炭资源的生产以履行德国的赔偿义务。新生的德国苟延残喘于凡尔赛条约的武装限制和经济压榨之下，苦于内外交困，无力正面对抗咄咄逼人的法国。然而，在战胜国阵营内部，英美两国对于欧洲局势的认识实与法国大异其趣，曾经在同一条战壕内共同战斗的友邦如今“同床异梦”。鲁尔的命运不仅影响着法德两国的未来，也关乎战胜国建立的凡尔赛体系在欧洲的存续。在危机联动委员会，回到百年前的莱茵河畔，共同探寻欧洲迷局的另一种可能！

Introduction du comité et du thème :

Créée en juillet 2010, ONU Femmes est l’entité des Nations Unies consacrée à l’égalité des sexes et à l’autonomisation des femmes. Dans le but de parvenir à l’égalité des sexes, elle encourage les États membres des Nations Unies à adopter de normes internatio-nales, veille l’application effective de ces normes par les coopérations gouvernementales et sociales. De plus, l’entité coordonne le travail réalisé par le système des Nations Unies en faveur de l’égalité entre les genres dans le cadre des discussions et accords relatifs au programme à l’horizon 2030.

De nos jours, les femmes qui jouent un rôle principal dans la construction de la paix durable, sont touchées de manière disproportionnée par le conflit armé. En fait, les pro-cessus de paix sont dans l’ensemble dominés exclusivement par leurs homologues masculins. Malgré un bon nombre d’engagements internationaux soulignant le droit de la femme à être totalement impliqué dans la prise des décisions politiques, la participa-tion des femmes au processus de paix se heurte toujours à de multiples obstacles. De plus, les femmes sont des partenaires cruciaux dans le redressement économique et la cohésion sociale après le conflit. La participation des femmes à la force de maintien de la paix peut contribuer à garantir l’engagement des membres plus nombreux et diversifiés. Toutefois, la proportion des femmes reste faible dans ce domaine. En conséquence, il faut que nous donnions la priorité à la promotion de l’égalité entre les sexes dans le processus de paix et dans les opérations de maintien de la paix.

Introducción del comité y el tema:

La Oficina de las Naciones Unidas contra la Droga y el Delito fue compuesta por el Programa de las Naciones Unidas para la Fiscalización de Drogas y el Centro Internacio-nal para la Prevención de la Criminalidad en 1997 con el propósito de dirigir al mundo a combatir contra el crimen internacional y las medicinas ilegales.

Las drogas sirven de medicina para suavizar el dolor de los pacientes. No obstan-te, tiende la situación al abuso y la producción ilegal en gran escala. El riesgo de la seguridad pública causado por el abuso de las drogas ha hecho que el país y la socie-dad hayan de afrontar una serie de desafíos. Al mismo tiempo, los intereses exorbi-tantes logrados en el proceso de la producción y la venta han agravado el problema. La prioridad de la conferencia consiste en resolver de manera más natural y simple el problema de la prevención de los riesgos de economía y de seguridad, así como mitigar los efectos negativos del uso de las drogas a fin de realizar el objetivo de “Sa-lud y Bienestar” entre los 17 Objetivos de Desarrollo Sostenible de las Naciones Unidas.

请受邀单位于 2021 年 2 月 1 日（周一）23:59 前组织填写《代表信息采集表》，完成初步报名工作。领队应统一为包括代表、观察员和指导教师在内的每位参会人员各填写一份表单，并注明所在院校或组织。请各单位严格按照席位分配填写表单，否则将可能失去参会资格。

进入表单需要密码，专属密码和席位分配将通过联络专员发至受邀单位官方邮箱或负责人处。如受邀单位在 2021 年 1 月 5 日（周二）23:59 前尚未收到任何邮件或信息，请直接向秘书处发送邮件以说明情况（contact@bimun.org.cn）。

为使更多模拟联合国活动爱好者能体验会议，今年大会延续设立了申请制度，有数个代表团名额将开放申请。

未在拟邀请名单上的学校如已开展模拟联合国活动超过三年，并具有较高的学术水平，可填写《参会申请表》，秘书处将择优录取少量学校。若申请参与法文或西班牙文委员会，可免除对模拟联合国活动开展年限的要求。

考虑到各模联活动热爱者对大会的一贯支持和厚爱，本次大会将继续设置观察员机制，观察员将采取滚动录取制 , 即优先提交优先获得资格。但受会议整体规模限制，秘书处将根据整体报名情况确定最终观察员数量。未在邀请名单上的学校若希望仅以观察员身份参加会议，也应填写《参会申请表》。

每个学校只应填写一份参会申请表。申请时间截止时间为 2021 年 2 月 1 日 23:59，秘书处将于 2021 年 3 月 1 日前与申请成功的学校取得联系。

中文委员会：有充足的会议经验，并至少主持过两次全国或国际级会议；母语为汉语，或已达到汉语水平考试六级水平；具有良好的文字写作能力、口头表达能力与团队协作能力；有责任心，能按时完成各项任务，每周工作时间不少于 5 小时；曾经参与过以《北京议事规则》为议事规则的会议，熟悉议事规则者优先；有相关专业学术背景或对相关委员会与议题充分了解者可酌情放宽要求。

英文委员会：有充足的会议经验，并至少主持过两次全国或国际级会议；母语为英语，或已达到大学英语专业八级水平，或有效托福成绩 105 及以上，或有效雅

思成绩 7.5 及以上；具有良好的英文写作能力和口语水平（有效单项托福成绩不低于 25，有效单项雅思成绩

不低于 6.5）；有责任心，能按时完成各项任务，每周工作时间不少于 5 小时；曾经参与过以《北京议事规则》为议事规则的会议，熟悉议事规则者优先；有相关专业学术背景或对相关委员会与议题充分了解者可酌情放宽要求。

法文委员会：有充足的会议经验，并至少主持过一次全国或国际级会议；具有良好的法语写作能力和口语水平，已达到法语专业四级良好及以上，或 DELF B2 及

以上；具有良好的团队协作能力，有责任心，能按时完成各项任务，每周工作时间不少于 5 小时；曾经参与过以《北京议事规则》为议事规则的会议，熟悉议事规则者优先；有相关专业学术背景或对相关委员会与议题充分了解者可放宽要求。

西班牙文委员会：有充足的会议经验，并至少主持过一次全国或国际级会议；具有良好的团队协作能力，能熟练使用工作语文进行写作、对话；有责任心，能按时完成各项任务，每周工作时间不少于 5 小时；曾经参与过以《北京议事规则》为议事规则的会议，熟悉议事规则者优先；有相关专业学术背景或对相关委员会与议题充分了解者可酌情放宽要求。
