Gardiner Expressway Repair ProjectDustin Nguyen

Introduction18 kilometer expressway that connects to the heart of Toronto Consists of a surface area of about 300,000 square meters. 30% of that consist of ramps both off and onLarge portions of the expressway run above ground, suspended by large steel and concrete pillarsConstruction initiated in 1955, completed in 1966 to the standards set back then

2Over the years, the Gardiner has taken a beating due to heavy traffic loads, harsh weather and corrosion due to the salt used in winterSeveral areas have started to chip and wear away, raising several safety hazardsOne place was so bad that the only option was to demolishThe city of Toronto has decided to implement a plan to repair the road, in segments every year

LifespanFor the time being, a 10 year project has been setFuture plans are needed, but have not been decided yetFirst Phase replacement of the deck from Cherry to Don roadway from 2013-2014Second Phase replacement of the deck from Parliament to Cherry from 2015-2016Third Phase replacement of the deck from Jarvis to Parliament from 2017-2018Future Phases replacement of the deck from Strachan Avenue to Rees (TBD)

Defined ObjectivePeople From Multiple DisciplinesProject Development is done through the governmentConstruction will be carried out by individual construction companiesProject Managers will come from each respective construction companyProject Life CycleTime, Cost, Performance MatrixTime PerformanceCostConstrainXAcceptXEnhanceXTime Constrained because this project needs to be done in a timely manner, if not quicker to allow the Gardiner to open up as fast as possible.Cost Accept because although a budget is used to help the project stay within a certain financial limit, if the limit must be surpassed to meet the goal (in this case allowing for a safe repair), an increased budget should be acceptedPerformance Enhance, because if a the repairs are even better than expected, it may prevent repairs from having needed to be done in the future10Strategic relevanceMaintaining the Gardiner Expressway is paramountSeveral cracks and chipping have caused safety hazards especially in places where the Gardiner is elevatedThe repairing of the Gardiner is cheaper than its demolition. And ignoring the Gardiner is no longer an optionA good repair will prevent problems in the futureCultural FactorsTeam EmphasisBecause the project is broken down and handled by different companies, it is crucial that there is communication between them. Miscommunication could be disastrousRisk ToleranceThe city must realize the amount of traffic strain these projects will cause. Reaching downtown will be significantly harder, which could be an issue for those who work thereScopeProject ObjectiveTo repair the Gardiner Expressway to a state that is acceptable to safety standards created todayDeliverablesSmooth, safe roadsRepainted lanesReduced road chippingRoads more resistant to corrosion from salt

MilestonesMay 16, 2012 Idea for Gardiner repair was pitchedAugust 29, 2012 Construction companies were selected for each phase through biddingJanuary 16 Plan was approved by city council with a budget of 505 millionTechnical requirementsAbility to transport heavy levels of traffic throughout the yearBe able to withstand harsh winter climates, including regular salting and corrosion through melted snow and salt getting into the concretePrevent any chipping from falling and damaging people under the expressway

Limits and exclusionsThe construction may be limited to being done during certain times during the day. This must be considered in planning the project. There is a budget to be follow. Though it is not set in concrete, maintaining within it would be optimal.Reviews with customersMany people have noticed the Gardiner literally falling apart. Several complaints have been filed, including a case where cement has fallen on a park; this cannot be ignored any longer

ResourcesThe construction companies are localAll of the money for the project will be from the citys transportation budget

The Nature of RisksThere are always risks posed when doing constructionRepairing an already deteriorating highway can be dangerous, one must keep an eye on falling debrisBad weather may cause the project to fall behind scheduleRisk of the project going over budget is an issueKey to SuccessPerforming a quality repair that will prevent the expressway from needing extra maintenance for a long period of timeGood communication between the construction companies to allow timely completionBeing able to complete the project as quick as possible, as to allow the Gardiner to be re opened
