1. NADLEŽNA SLUŽBA 1. RESPONSIBLE SERVICE

Meteorološke usluge za civilno vazduhoplovstvo obezbeđuje Kontrola letenja Srbije i Crne Gore SMATSA doo Beograd.

The meteorological services for civil aviation are provided by the Serbia and Montenegro Air Traffic Services SMATSA llc.

Kontrola letenja Srbije i Crne Gore SMATSA doo Beograd je sertifikovana na osnovu zajedničkih evropskih zahteva za pružanje usluga u vazdušnoj plovidbi. Sertifikat SMATSA doo pod brojem 002/2012 je izdat 19. oktobra 2012. i važi sve dok imalac sertifikata ispunjava neophodne zahteve.

Serbia and Montenegro Air Traffic Services SMATSA llc has been certified according to the common European requirements for the provision of air navigation services. The SMATSA llc certificate under number 002/2012 was issued on 19th October 2012 and remains valid until the certificate holder meets the necessary requirements.

Dokumentacija za let vazduhoplova opšte avijacije obuhvata: prognozu vetra i temperature vazduha na visini, značajne meteorološke pojave na ruti, METAR, SPECI, TAF, prognoze za sletanje, SIGMET i AIRMET informacije i one specijalne izveštaje iz vazduha koji nisu obuhvaćeni SIGMET-om i AIRMET-om,takođe i SPECIAL AIREP informacije koje su na raspolaganju, a značajne su za planirane operacije.

For general aviation aircraft operations flight documentation comprises: forecast of upper winds and upper air temperatures, significant en-route weather phenomena, METAR, SPECI, TAF, landing forecasts, SIGMET and AIRMET information and those special air-reports not covered by a SIGMET and AIRMET, also SPECIAL AIREP information which are available and relevant to the planned flight operations.

Za letove na malim visinama do FL 150 obezbeđuju se još i sledeće prognoze: – GAMET prognoze za oblast i – karta prognoze za oblast (SWL karta)

koja sadrži i prognozu vetra i temperature na visini, u obliku tabele.

For low-level flights up to FL 150 the following forecasts are also available: – GAMET area forecasts and – area forecast in chart form (SWL chart)

which also contains forecast of upper winds and upper-air temperatures in tabular form.

Za pojedinačne letove zahteva se najava koja je potrebna aerodromskom meteorološkom birou za planiranje odgovarajuće pripreme, i ona treba da sadrži:

The notification required for individual flights, needed by aerodrome meteorological office for the planning of appropriate arrangements, should contain the following:

a) aerodrom poletanja i očekivano vreme polaska;

b) odredište i očekivano vreme dolaska; c) planiranu rutu i očekivana vremena

dolaska na i polaska sa svakog usputnog aerodroma;

d) vrstu leta (po pravilima vizuelnog letenja);

e) vrstu meteoroloških informacija koje se zahtevaju za članove posade (dokumentacija za let i/ili brifing ili konsultacija); i

a) aerodrome of departure and estimated time of departure;

b) destination and estimated time of arrival; c) route to be flown and estimated times of

arrival at, and departure from, any intermediate aerodrome(s);

d) type of flight (under the visual flight rules);

e) type of meteorological information requested for a flight crew members (flight documentation and/or briefing or consultation); and

f) vreme(na) u koje se zahteva brifing, konsultacija i/ili dokumentacija za let.

f) time(s) at which briefing, consultation and/or flight documentation are required.

Redovni izveštaji iz vazduhoplova se ne zahtevaju u FIR Beograd.

Routine aircraft reports are not required within Beograd FIR.

Specijalni izveštaji iz vazduhoplova u FIR-u Beograd, zahtevaju se uvek kada se naiđe na, ili osmotri jedna ili više sledećih pojava:

Special aircraft reports are required within Beograd FIR whenever one or more of the following conditions is encountered or observed:

a) umerena ili jaka turbulencija ili a) moderate or severe turbulence or b) umereno ili jako zaleđivanje ili b) moderate or severe icing or c) jaki planinski talasi ili c) severe mountain waves or d) grmljavinske nepogode bez grada, koje

su sakrivene, maskirane, široko rasprostranjene ili su kao linija nestabilnosti ili

d) thunderstorms, without hail, that are obscured, embedded, widespread or in squall lines or

e) grmljavinske nepogode sa gradom, koje su sakrivene, maskirane, široko rasprostranjene ili su kao linija nestabilnosti ili

e) thunderstorms, without hail, that are obscured, embedded, widespread or in squall lines or

f) jake prašinske ili peščane oluje ili f) heavy duststorm or heavy sandstorm or g) oblak vulkanskog pepela ili g) volcanic ash cloud or h) prederuptivna vulkanska aktivnost ili

8.1 Opšte 8.1 General Radi bezbednosti vazdušnog saobraćaja, Kontrola letenja Srbije i Crne Gore SMATSA doo Beograd ustanovila je neprekidno meteorološko bdenje u FIR/UIR Beograd i kada je potrebno biro za meteorološko bdenje Beograd izdaje SIGMET i AIRMET, a svi aerodromski meteorološki biroi izdaju aerodromska upozorenja u skladu sa lokalnim dogovorom.

For the safety of air traffic, Serbia and Montenegro Air Traffic Services SMATSA llc maintains a continuous watch over meteorological conditions within the Beograd FIR/UIR and, when necessary, Beograd MWO issues SIGMET and AIRMET and all aerodrome meteorologicaloffices issue Aerodrome warnings in accordance with local arrangements.

8.2 Meteorološko bdenje 8.2 Meteorological watch Meteorološko bdenje u oblasti (FIR/UIR Beograd) vrši Biro za meteorološko bdenje (MWO) Beograd.

The area meteorological watch service (Beograd FIR/UIR) is performed by the Beograd Meteorological Watch Office (MWO).

Biro za meteorološko bdenje Beograd pruža sledeće usluge:

Beograd Meteorological Watch Office provides the following area meteorological watch service:

a) izrađuje SIGMET, AIRMET i druge informacije koje se odnose na njegovu oblast odgovornosti;

a) prepare SIGMET, AIRMET and other

information relating to its area of responsibility;

b) snabdeva SIGMET i AIRMET informacijama i, na zahtev, drugim meteorološkim informacijama odgovarajuće jedinice kontrole letenja; i

b) supply SIGMET and AIRMET and, on

request, other meteorological information to associated air traffic services units; and

c) dostavlja u razmenu SIGMET i AIRMET informacije.

8.3 Upozorenja za aerodrom 8.3 Aerodrome warnings Na aerodromima BEOGRAD/Nikola Tesla, NIŠ/Konstantin Veliki, UŽICE/Ponikve,VRŠAC, PODGORICA i TIVAT,obezbeđena su upozorenja za aerodrom kada se na aerodromu osmotri ili prognozira jedna ili više sledećih pojava:

Aerodrome warnings are provided at BEOGRAD/Nikola Tesla, NIŠ/Konstantin Veliki, UŽICE/Ponikve, VRŠAC,PODGORICA and TIVAT aerodromes, when one or more of the following phenomena is observed or expected to occur at the airport:

− grmljavinska nepogoda;

− grad;

− sneg (uključujući očekivanu ili osmotrenu visinu novonapadalog snega);

− padavine koje se lede;

− inje ili slana;

− peščana oluja;

− prašinska oluja;

− pesak ili prašina koji se dižu u vis;

− jak prizemni vetar i udari;

− olujni udari vetra;

− mraz;

− vulkanski pepeo; − druge pojave koje su lokalno

dogovorene.

− snow (including the expected or observed snow accumulation);

Kvantitavni kriterijum, jezik na kome se upozorenja izdaju, sredstva putem kojih se upozorenja dostavljaju i lista distribucije su predmet lokalnog dogovora.

Quantitative criteria, language on which warnings are issued, means by which warnings are supplied and distribution list are subject to local agreement.
