Gender in Livestock VC Training   Gender  in Livestock Value Chain Training organized by The Ministry of Livestock and Fisheries: Women’s and Youth Directorate and facilitated by LIVES Project

Objectives  Objectives of the training were: 1.  To enhance the capacity of directorates and experts of the Ministry of Livestock and Fisheries, mainly in 

the area of Gender and youth inclusive livestock value chain development and governance 2. To Demonstrate Scalable gender specific  livestock technologies and  innovations adopted by smallholder 

farmers  engaged  in marketable  livestock  commodity  production  and marketing  (  Dairy,  L.  Ruminant Fattening, Poultry, male  and  female  youth  livestock  feed producers  and marketing groups,  FTC based livestock forage production and introduction of new forage types through LIVES project interventions

Summary of Feedback on the Training  The training methods and content help us participants to capture skills that would enable as 

to enhance the participation of women and men smallholders and female and male youth to ensure their benefits from the livestock sector   

The  training  was  participatory/interactive.  It  enabled  as  to  identify  constraint  impeding women  from  benefiting  from  the  livestock  value  chains.  Above  all  it  is  also  the  male counterpart within  the  household  context   who  can  benefit more  by  facilitating  better participation for women (wives) farmer in the livestock sector   

The Ministry as  it  is a new one deserves praise  for organizing such useful  training  for  the directors and experts. The training delivery and level of participation of trainees was nothing to none   

Although the majority of women and the youth were organized to engage themselves from the  livestock  sector;  there are  skills  related gaps  including business plan preparation. We need to focus on such soft skills in the long run. 

The training is good. We need also give emphasis on the fishery value chain separately to gain in depth knowledge like that of the rest of the commodities within the  livestock sector 

Closing and Way Forward  H. E. Ato Sileshi Getahun, Minister for The Ministry of Livestock and Fisheries  made a closing remark and gave recommendations for actions to the participants;  the following points were  the summary of the way forward stated by H.E. the Minister:

Capitalizing on Women and Youth inclusive livestock value chain development is a priority policy issue endorsed  and prioritized by  the  Ethiopian  government  in  its  second Growth  and  Transformation Programme (GTP II) 

The training organized by the Ministry of Livestock and Fisheries, Women’s and Youth Directorate has the objective of providing new skills on the methods and approaches of developing  market oriented women and youth inclusive livestock and fish value chains 

All directorates in the Ministry  are expected to practically reach extension and development agents located at different levels by cascading the skills gained from the training 

Although women and youth may have access to relatively smaller plots of land, however, there is a possibility  of  transforming  the  production  system  through  introducing  appropriate  livestock technologies,  by  focusing  on marketable  commodities  and  through  ensuring  inclusive  extension services to reach out women and youth 

All  Livestock  commodities  are marketable  and  subject  to  trigger  higher  demand  over  time  and investing skill and other resources on the sector will have high return in the short and  long run 

The Livestock sector need to create employment for women and youth. Therefore this government directive can be achieved only if all directorates, experts and decision makers could able to engage in   gender and youth  inclusive planning,  implementation, monitoring and evaluation of achievements and outcomes periodically 

Institutional  innovation, transformation, accountability on women and youth related development efforts and putting in place the necessary human resources with clear job descriptions are expected from the Federal Ministry as well as up to   regional, zonal and district levels.  

Addressing gender related concerns and development goals  is not only a means to reach  the  half (50%) of Ethiopian society,  it is much more than that as there is no value chain in the livestock sector that could successfully be   done without  the participation, skill and value addition contributed by women. Thus, women in both married and women led households need to participate and benefit. 

Involving  couples  (husband  and wife)  as  an  innovative  and  inclusive  approach would  enable  the ministry to reach women 100%. Thus, let us encourage our experts at different level to capitalize on this and to change exiting gender inequality.  

All those who contributed for the realization of the training workshop expect outcomes that can be measured and indicate the transform the livestock and fishery sector to be made over time. 

Participants of the training and other key partners need to work towards meeting the vision of the country to reach at the stage of middle   income nation in 2017 E. C. (2026/7 G.C.). 

Finally H.E.  the Minister thanked LIVES project for its partnership and for facilitating the training and the field visit for the training participants

Points of interest/follow up  A good opportunity for LIVES to use share scalable gender and youth inclusive livestock value chain lessons, approaches, methods and strategies for federal and regional entities 

The capacity development support for the Ministry of Livestock and Fisheries  paves the way for ILRI in the long run to collaborate and work in close partnership on new projects and initiatives 

Demand is already created from federal and regional directorates to further explore knowledge related resources from ILRI LIVES to strengthen the ministry  

Most of the regional training participants were drawn from LIVES intervention regions ( Amhara, Tigray, Oromia and SNNPR) and could be easily adopt LIVES outcomes beyond intervention districts and zones
