UNTUK BASIS DATA ASET TANAH DAN BANGUNAN

ABSTRACT: Asset management which not optimal makes the financial performance of West

Sumatra Province government gets disclaimer opinion by the BPK/ Financial ExaminerInstitution. One of problem, because the Provincial Government gives less attention to asset

management which is performed includes the facilities required. This research study aims to

inventory the land and office buildings assets which located in the West Sumatra Province, then,creates a data base of land and official building assets in the form of GIS application

(Geographic Information System) as well as identifies the benefits. The attribute data of land

assets (the information-related of the land and official buildings assets) form of a report on land

assets in 2010 was analyzed with inventorying and classifying the assets according to the clearand free status (to have a clear legal law status and they are not controlled by other parties). The

next step is identification of the research object to take an image and spatial data in the form of 

point coordinates of the location by using GPS (Global Positioning System). Making the

database is done by combining the attribute data in the form of related-information of the landand office buildings assets, the office buildings photo and spatial data’s come together. 5 Be

based on the inventory result of land assets which spread on 43 SKPD at 19 regencies / cities

totaled 476 units, with details of 255 units are the office building land, 27 units are vacant land,110 units are housing land, 62 and 22 units are the ground path and agricultural land. The

observations result of 3 units of land and buildings assets conclude clear and free conditions

amounted to 23 units (66 persen), non-clear and free amounted to 9 units (26 persen), clear andnon-free amounted to 2 units (6 persen) and non-clear and non- free amounted 1 unit (3 persen).

The results of a database formulation in the form of GIS application displays the distribution of 

land and buildings assets in the District / City and be able to display the attribute, image and

spatial data’s of a land and buildings assets come together so that these systems produce data

assets to be more fully, more quickly available and more accurate. Furthermore, through theapplication of GIS, the inventory process can run well and be structured, so that, the assets value

in financial reports can be accounted.

INTISARI: Pengelolaan aset yang tidak optimal membuat kinerja keuangan Pemerintah

Provinsi Sumatera Barat mendapat opini Disclaimer oleh BPK. Salah satu penyebabnya karenaPemerintah Provinsi kurang memberikan perhatian terhadap manajemen aset yang dilakukan

termasuk fasilitas yang dibutuhkan. Penelitian ini bertujuan untuk menginventarisasi aset tanah

dan bangunan gedung kantor yang terdapat di Provinsi Sumatera Barat, kemudian membuat basis

data aset tanah dan bangunan gedung kantor dalam bentuk aplikasi SIG (Sistem InformasiGeografi) serta mengidentifikasi manfaatnya. Data atribut (informasi terkait aset tanah dan

bangunan gedung kantor ) aset tanah berupa laporan aktiva tanah tahun 2010 di analisis dengan

menginventarisasi dan mengklasifikasikan aset menurut status Clear and Free (mempunyai status

hukum yang jelas dan tidak dikuasai oleh pihak lain). Langkah selanjutnya adalah identifikasiterhadap objek penelitian untuk mengambil data foto dan data spasial berupa titik koordinat

lokasi dengan menggunakan GPS (Global Positioning System). Pembuatan basis data dilakukan

dengan menggabungkan data atribut berupa informasi terkait aset tanah dan bangunan gedungkantor, data foto gedung kantor dan data spasial secara bersama sama. Berdasarkan hasil

inventarisasi aset tanah yang tersebar pada 43 SKPD di 19 Kabupaten/Kota berjumlah 476 unit,

dengan rincian 255 unit tanah gedung kantor, 27 unit tanah kosong, 110 unit tanah perumahan,62 unit tanah jalan dan 22 unit tanah pertanian. Hasil Observasi terhadap 35 unit aset tanah dan

bangunan menyimpulkan kondisi clear and free berjumlah 23 unit (66 persen), non clear and free

berjumlah 9 unit (26 persen), clear and non free berjumlah 2 unit (6 persen) dan non clear and

non free berjumlah 1 unit (3 persen). Hasil pembuatan basis data dalam bentuk Aplikasi SIG

menampilkan persebaran aset tanah dan bangunan di Kabupaten/Kota serta mampu menampilkandata atribut, data foto dan data spasial suatu aset tanah dan bangunan secara bersama-sama

sehingga sistem ini menghasilkan data aset secara lebih lengkap, lebih cepat tersedia dan lebihakurat. Selanjutnya melalui aplikasi SIG proses inventarisasi dapat berjalan dengan baik dan

terstruktur, sehingga nilai aset pada laporan keuangan dapat dipertanggungjawabkan.
