副主席的話Foreword: A Note from the Vice President of Gerakan

P a r t i G e r a k a n Ra kya t Ma l ays i a (PGRM) began as an opposition party.

As a par ty tha t a d v o c a t e s a n d c h a m p i o n s f o r a multi-ethnic society, P G R M w o n t h e support and trust of the people during the General Elections i n 1 9 6 9 w i t h a handsome majority

which enabled the party to form the Penang State Government.

It was not at all easy for Parti Gerakan which has won the Penang State Government in the midst of poli t ical instabil i ty and economic recession to govern and lead the state. PGRM faced a lot of challenges in its effort to improve the livelihood of the people who were severely affected by the political instability and economic recession.

The founding leaders in Parti Gerakan realised that in order to transform Penang from a fishing village to a modern city, it cannot work alone, but have to work hand in hand with the Federal Government which has the resources to help to spearhead Penang’s economy. Thus, PGRM allied itself with other political parties to form the National Front in 1974.

Thereafter, the Gerakan-led Penang State Government under Chief Minister Dr (now Tun) Lim Chong Eu together with the Federal Government embarked on a visionary policy

and strategic plan to develop Penang from a sleepy hollow into the country’s pioneer first industrialised state which eventually became well-known as the Silicon Valley of the East. When Dr (now Tan Sri) Koh Tsu Koon took over the reign of Penang two (2) decades later, he continued to lead and develop Penang ever more aggressively with the state recording high growth rates even during recessionary years.

However, at the same time when the party’s focus on economic development in the State of Penang, in specific, and in the country, in general, was very successful, Parti Gerakan suffered a severe setback in its political achievements. Having focused all its time, energy and effort in developing the state and the country, the party has neglected its very own political survival. Over the last three (3) decades, its political independence in the National Front was slowly eroding away, while its multi-racial ideology within its own party was almost lost.

With little political independence left, the party finds it an uphill task indeed to influence other race base component parties in the coalition to practise politics which is more encompassing for the benefit of all Malaysians regardless of race, religion and creed. This is made worst by the fact that the main component party in the National Front is becoming more and more arrogant and abusive.

Hence, inspite of the strong foundation laid for the robust development of Penang and the overall significant improvements in the livelihood of its people as well as all the hard

work being put in to continuously improve, enhance and upgrade the economic, social, safety, educational, cultural aspects of Penang, Parti Gerakan was completely wiped out of Penang in the General Elections in March 2008.

Nevertheless, despite of its complete lost in

Penang and some losses in other states, Parti Gerakan is not giving up and is continuing, in fact, stepping up its efforts to encourage its colleagues in the National Front to join forces with the party to build a better Malaysia for all and not just a selected few.

Parti Gerakan will, without fear or favour, fight vehemently against the politics of racism and religious extremism. It is committed to s t r i ve on to promote and ach ieve understanding and harmony in our multi-racial country which belongs to all of us.

At this most difficult time, we must have the utmost commitment, dedication, devotion and determination to advocate and champion for multi-racial politics for a multi-racial Malaysia. Now is the best time for us to revisit the founding spirit of the party and to reinforce ourselves with the founding ideologies and building a healthy and progressive political environment for the nation.

I therefore strongly urge our members to stay on the course, to be focused and not to be swayed. I believe that this difficult and challenging period in the political struggle and survival of our party may be our best opportunity yet to rebuild and map out the future direction and course of our party to be even more relevant than before and now.

民政黨是從一個不折不扣的反對黨起

家。身為一個標榜著多元種族的鬥爭精神

和目標的政黨,民政黨在1969年的全國

大選中,獲得人民的支持和信任,贏取多

數的州議席,成立檳州政府。

民政黨在檳州執政的初期,面對了州內

很多的民生問題、政局的動蕩和經濟不景

的嚴竣考驗。面對以上的棘手問題,為了

使檳州人民能擺脫這些生活上的壓力,並

把檳城從一個漁村轉型為現代化的城市,

民政黨於1974年和其他政黨聯盟,組織

國陣,通過國陣向聯邦政府尋求資源協

助。

成為國陣的一分子的這30多年裡,無可

否認的,在民政黨為骨幹的檳州政府,以

計劃和前瞻性的管理下,再加上聯邦政府

的全力配合和支持,檳州在林蒼佑醫生同

志和許子根博士同志的領導下,成功為檳

州帶來具歷史意義的經濟轉型、人文發展

和社會穩定。

然而,在這些驕人的政績裡,成為國陣

一分子的民政黨,似乎在一定的程度上,

漸漸的被視為失去了她的獨立和多元種族

的特色。在一個以單元種族為根基的政黨

為主的國陣大家庭裡,這些年以來,民政

黨面對著相對艱辛的政治任務和考驗,尤

其在於如何有效的影響友黨,以超越種族

為考量的思維來推動國家的建設和人文的

發展。

308的政治海嘯,是民政黨創黨以來,

所面對到的最嚴重的打擊。在這個艱難的

時刻,正是時候讓民政黨果敢的以堅定的

意志來推動多元種族政治。這也是一個絕

佳的時機,讓我們能更深刻的意識到回歸

到創黨精神、加強黨員對黨的理念認同和

推動健康政治文化的必要。

民政黨必須大膽打擊種族和宗教極端主

義的抬頭,並積極促使溫和和中庸的多元

種族主義得以鞏固,那麼,一個馬來西亞

的歡融和公平合理的社會才能夠實現。

只要我們秉承“在哪裡跌倒,便從哪裡

爬起來"的精神,逆機便是契機!

Timbalan Presiden Gerakan Datuk Chang Ko Youn mengutuk kenyataan “perkauman” yang dikeluarkan oleh Nasir Safar dan menegaskan bahawa beliau harus meminta maaf kepada seluruh rakyat Malaysia.

“Walaupun beliau telah berundur dari jawatan beliau, tetapi sebagai pegawai khas kepada Perdana Menteri, Nasir juga perlu meminta maaf kepada rakyat umum. Apa yang diperkatakan oleh beliau adalah tidak bertanggungjawab, boleh memecahbelahkan perpaduan kaum, bersifat jahil dan menjijikkan serta bertentangan dengan semangat 1Malaysia yang digagaskan oleh Perdana Menteri.”

Chang berkata kenyataan Nasir yang berbau “perkauman” bukan sahaja mencabar semangat 1Malaysia yang digagaskan oleh Perdana Menteri, bahkan juga mengejutkan seluruh negara, khususnya ketika perpaduan dan keharmonian kaum sedang menghadapi ujian getir yang paling mencabar.

Beliau berkata akhir-akhir ini, beberapa insiden di dalam negara boleh menyebabkan rakyat hilang kewarnaan dan menjurus kepada tindakan yang tidak rasional.

Chang berkata rakyat kini bercakap mengenai ketidakadilan dan golongan tertentu boleh digesa untuk menyelurkan kenyataan atau melakukan sesuatu yang bodoh, sekaligus menjejas ketenteraman dan kesepakatan.

“Set iap rakyat harus bertenang, berfikiran rasional, berwaspada dan jangan terperangkap oleh golongan yang tidak berprinsip yang mengambil kesempatan untuk mencapai objektif politik mereka.”

“Gerakan memuji Perdana Menteri Datuk Seri Najib Tun Razak mengambil t i ndakan pan tas l ag i t epa t un tuk melucutkan jawatan Nasir. Pegawai seumpama Nasir tidak harus berada dalam perkhidmatan awam 1Malaysia. Ini menunjukkan Najib bersikap serius dalam menangani isu-isu yang berkaitan dengan keharmonian kaum.”

It is no secret that the cooperation of DAP-PKR-PAS, in short PR, is based on marriage of convenience and they are united by their hatred against BN.

There is no love among the 3 partners who are exploiting

each other’s strength and the bandage is not permanent as their ideological differences and goals are world apart.It does not come as a surprise when the crack appears in PKR first which plays the role of middleman linking DAP and PAS together. PKR members are a mixture of all kinds; they are ex-UMNO, MCA, GERAKAN, MIC.

DAP members or anyone who can’t get along in their parties can

opt to join PKR to further their political agenda and objectives. With these complicated and divergent members having different

political objectives and beliefs the leadership of PKR can’t formulate a common stand on many national issues.

On the contrary, PKR has been opportunistic and exploitative seizing on any issue that will damage the image and credibility of BN.But, some members can’t tolerate Anwar’stactic and gimmick and he is seen as pandering to DAP and PAS for his ultimate ambition to be the Prime Minister of Malaysia at all cost.

Its members feel that the party is being turned into a machinery to serve

the interest and objective of one person only at the expense of party’s unity, future and ideology if there is any.

Thus, you can see its members are deserting PKR one by one as there

is nothing to cement them together ideologically. They leave on different grounds as we have seen the reasons advanced by the independent MPs.Some are upset by Anwar’s submission to DAP’s will and some are disgusted by his stance on the usage of “Allah’ and the position of the Malays rightly or wrongly. That only goes to prove their lack of cohesion and understanding which inchoate policy will certainly break up PR eventually.

The row within Pakatan Rakyat in Penang is “a tip of the iceberg. There are signs of the coalition “cracking”. The simmering feud between DAP and PKR leaders has been existing since they formed the state government after the general elections in 2008.

Their coalition is a marriage of convenience to suit the

purposes of their leaders and not of the party let alone the people.

The public attacks by Bayan Baru MP Datuk Seri Zahrain Hashim against Chief Minister Lim Guan Eng are showing their true colours.

It is common knowledge that the Penang government is

a one-man government which ostensibly promotes “CAT” (complaining, accusing and twisting) in a dictatorial and autocratic way.

For the sake of the people and Penang, the state one-

man government should sincerely and truthfully get more investments & developments, instead of banking on hollow slogans, forming unproductive committees or councils and playing on the sentiments of the people.

行动党、公正党及回教党之间是因为利益而结合关系早已不是秘密。在民联的合作关系里,他们是因对国阵的憎恨而结合的乌合之众。3党之间并没有真诚的关系存在,他们的结合只是互相利用。他们之间缺乏共同的政治理念和目标,因此这种因利益而结合的关系并不会长久。

所以我对公正党目前发生的内讧一点都不惊讶,因为公正党一开始也仅是扮演“拉线人" 的角色,充当行动党与回教党的中间人;而且公正党的党员不少也是前巫统、马华、民政党及国大党的成员。

民主行动党党员或任何人,只要无法继续与原生党共进退,都可以加入公正党来继续自己的政治议程及目的。

公正党党员政治背景复杂,他们没有共同的政治目标,导致领导层无法

在全国课题上拥有鲜明的立场。相反的,公正党也可利用这些模糊的立场,在许多课题上断章取义,以图破坏国阵的形象和名誉。可是,公正党有部分党员,却无法忍受安华不惜一切迎合行动党及回教党的手段和政治花招,以促成他当我国首相的野心。

这些不满的党员感觉到,安华正在牺牲党的团结、未来和理想的机制,

只是为了成全他一个人的政治意图和目标。因此,您可以看到,该党许多党员因无法认同党作法而一个个的离开。他们以不同理由离开,不过,我们已经从独立国会议员的身上看到了有关的原由。

有些人不满安华对行动党的屈服,有些是因为公正党对“阿拉"和马来

人的课题没有鲜明的立场,而产生反感。这些都只能证明,公正党并没有凝聚力,也缺乏团结和谅解的方针,所以最终导致内部出现分裂。

公正黨最新一輪的退黨風自去年10月29日掀起,繼巴生港口州議員巴魯希山退黨並宣佈成為獨立議員後,該黨陸續又有7名具影響力的領袖退出。據這些退黨領袖,這股退黨風還會持續下去,未來會有更多議員或領袖退出公正黨。

這些議員及領袖退黨的理由綜合起來只有兩個:1)不滿檳州首席部長過於霸權及獨裁;2)不滿公正黨在阿拉課題上的立場與表現。

Kedah state assemblyperson Tan Wei Shu announced his resignation from PKR at a press conference in Kuala Lumpur.

The Bakar Arang representative is the latest in a series elected representatives to have quit PKR since February.

He is also the second Kedah PKR state assemblyperson to defect, since Lunas assemblyperson Muhammad Radzhi Salleh defected last year in the run-up to the Permatang Pasir by-election.

大爆料:木蔻山宪报遥遥无期槟州政府迟迟未将木蔻山发布宪报,是因为有集团接洽州政府,表示有意

发展木蔻山。在民政执政时已完成提呈木蔻山为宪报的程序,只是等待州政

府将木蔻山放入宪报内并列为保护区,如此一来木蔻山就列为永久森林,不

允许发展,若要发展也仅是限制性发展。

“但是,从民联政府执政至今,木蔻山仍未宪报成为保护区,经查悉原来

是有集团接洽州政府建议要发展木蔻山。州政府曾说,木蔻山将在2009年列

为宪报成为保护区,但是至今仍不见木蔻山被列为保护区;若州政府认为木

蔻山发展会为槟城带来经济成长,就应该对外公布,但州政府没有做到。"

邓章耀同志抨击,槟州政府的公开招标只公开招标的“答案"(承包商),

而并没有公开整个招标过程的细节;但是人民要的是政府公开整个招标过程

的程序及细节,而并非答案。

“民政党执政槟州时已推行公开招标计划,而招标结果是由州秘书为首的委

员会开会决定。反观,现在是由林冠英来决定公开招标的一切结果,这会否

导致结果出现偏差?"

同时,他也透露升旗山缆车系统提升计划多次进行公开招标,是因为林冠英

不满得标的公司,而屡次公开招标,以让属意的公司得标。

另外,邓章耀也指出,槟州政府大事宣扬槟州外资在2008年取得102亿令吉

收入,不过2009年外

Is Penang getting any better since 2008? The people voted for a change of the Penang state government in the

2008 General Elections, hoping that it would bring new vitality, progress, and improvements to their quality of life.

Unfortunately, two years later, things are not getting better. There is

no continuation of development plan. Almost everything in the state is a standstill.Admittedly the Pakatan Rakyat (PR) state government has done well to “pull wool over the people’s eye with their clever publicity stunts and dramatic shows. Nevertheless the truth will prevail and their “ugly heads” will be exposed.

Political scientist Wong Chin Huat, who was present at the debate,

concurred that the PR state government was good at acting in serial episodes.

Wong added that Parti Gerakan Rakyat Malaysia (PGRM) and its

president Tan Sri Dr Koh Tsu Koon were not good at “acting”. “Things which needed to be said out, they didn’t say so. This is one reason, the party did badly in the 2008 General Elections,” said Wong.

On March 13, Gerakan secretary-general Teng Chang Yeow took on

the Chief Minister’s policy adviser and Bukit Bendera MP Liew Chin Tong in a political debate hosted by NTV7. The topic of the debate in Mandarin was Key Performance Indicators (KPI) Competition: Change in two years, Penang gets better?”

Liew was floored to the ground by Teng who came with facts and figures.

Liew had no answers to Teng’s line of attack. Many in the audience gave approval ratings to Teng who showed his skillfulness, forcefulness and articulation on matters concerning the people and Penang.Here Gerakan4u reproduced some of their keypoints.

Teng stressed that when BN was in power, it also faced many obstacles

and challenges. “Therefore, regardless of which party is in power, every effort must be made to develop Penang. The state cannot afford to remain behind in terms of development and progress,” he said, to applause from members of the audience.Teng said the previous BN government was very keen in promoting environmental protection and Penang became the first state in Peninsular Malaysia, to have two state parks, as well as a National Park.In his usual hard-hitting, no nonsense address, Teng put forth his arguments in a frank and direct way.“

The PR state government even showed a lack of urgency on such an important matter to gazette Pulau Jerejak as a Forest Reserve as it did not want to further restrict the development plans. I understand that a consortium had earlier approached the state government on a proposal to develop Pulau Jerejak. Is this the reason for the delay in the gazettement. The state government should give an explanation.”

“Also, the PR state government has been telling the whole world that it has institutionalised allocations to schools.“But when I repeatedly checked the 2009 and 2010 Penang budgets, I couldn’t find any specific funding allocated for schools. So, I can only presume that such allocations announced by PR state government are included in the expenditure under the Chief Minister and State Secretary Office. So, how can the PR government call the allocation “institutional funds”? This is nothing new. Theirs is just a continuation of what the previous BN administration had been doing.”

Liew criticised the federal government, saying there is “one country two systems” policy, including unfair funding to Penang and non-

cooperation of civil servants.“This is the reason the PR state government could not perform well.” When Teng challenged Liew to give specific examples, Liew evaded the question and went on to dwell on some other trivial matters. Teng then said the federal government had continued to fulfill its commitment under the Ninth Malaysia Plan to the Penang State

Government for the past two years, and to complete infrastructure development and other projects. Referring to the issue of uncooperative civil servants raised by Liew, Teng said if there was no co-operation, how come the state government

is able to implement various programnes such as senior citizens’ rewards program, no plastic bags campaign, etc.?

又应该保留呢?取消津贴又会对民生带来怎样的影响?

我国的津贴制度实行了多年,有无必要检讨甚至重组?

津贴对政府是一种负担,然而对低收入群却是一种辅

助。早前首相宣布重组我国津贴制度,社会各界人士对

这个宣布纷纷提出看法。津贴,应不应该?就听听我们

怎么说,他们又怎样说!

Subsidy : Yes Or No? 津貼:給或不給?Should subsidy remain or not? Which kind of subsidy

should be retained and which one should be abolished? How far will the people be affected by the abolition of subsidy? Do we need to review our subsidy system after it has been practiced for a long time?

Subsidy is a burden to the government, yet it is a need for the low income group. The PM said the government will reassess the subsidy system.

Subsidy needed or not needed? Let’s see what we and the others have said:

For example, people continue to buy big cars.4)When subsidies are cross-cutting, they tend to benefit larger companies rather than the deserving poor. This could lead to irregularities in how subsidies are disbursed if there is a lack of transparency.5)I believe that a balance can be struck between lifting subsidies and helping the poor. Subsidies could be more targeted at the poor by using per capita income as the main eligibility criteria.6)If we want to subsidize certain business sectors, we can structure incentives such that they are given only to businesses that perform.

Proposals1.Need to plug leakages in the implementation of government policies.2.The country and its leaders must have courage, conviction and political will to amend the current system, for a better Malaysia, for all Malaysians. 3.Subsidy is to help the deserving group, in a fair and efficient manner and reach target groups.4.A smart-subsidy scheme can be put in place while the government makes every effort to phase out subsidy.5.The government must make efforts for a gradual rise in wages so that the people can cushion the higher costs of living in the near future.6.We should also look into other commitments under the WTO membership, under other free-trade agreements; which will also necessitate our gradual lifting of subsidies. 7.Any subsidy system in place must be workable, reasonable, and able to eliminate the burden of the low-income households.

servants.“This is the reason the PR state government could not perform well.” When Teng challenged Liew to give specific examples, Liew evaded the question and went on to dwell on some other trivial matters. Teng then said the federal government had continued to fulfill its commitment under the Ninth Malaysia Plan to the Penang State Government for the past

two years, and to complete infrastructure development and other projects. Referring to the issue of uncooperative civil servants raised by Liew, Teng said if there was no co-operation, how come the state government is able to

implement various programnes such as senior citizens’ rewards program, no plastic bags campaign, etc.?

Subsidy : Yes Or No? 津貼:給或不給?

We must make a distinction between government subsidies for the poor, and subsidies that are meant to promote and develop domestic enterprises. 2)Subsidies are necessary for both helping the poor and to nurture certain domestic sectors. 1)I am not against subsidies in general, but that subsidies must be given more sensibility. As it is, with fuel subsidies, the people who benefit the most are the people who use the most fuel.

2)Therefore, when fuel prices skyrocketed in June 2008, the rich were ultimately able to absorb the shock. The Malaysian government subsidizes fuel, but in the 1980s and 1990s, they did not subsidize the growing public transport sector.

3)With huge capital costs and potentially good long-term effects, public transport was actually the sector that needed subsidies. Income for taxpayers could be used to subsidize healthcare for the poor. There are positive side-effects to keep people with lower income healthy.

Raymond Tan, a name known by Sabahans for 15 years but a new face to us. We recognize his contribution to Sabah from his records, but how about his views on Gerakan and even on politics? Let’s find out!

Q: Why did saudara choose to join Gerakan?A: Gerakan is an important component party of BN, the ruling Party. I have served as an elected BN ADUN in Tanjung Papat since 1994. I have never agreed that SAPP should leave BN. SAPP, as any component party of BN, represented BN in the last General Election with the BN Manifesto only. We were bound by the mandate given to us as BN representatives by the people who voted for us. When the President announced that SAPP was leaving BN on 17 Sept 2008, myself and other colleagues were put into a difficult position of how could we remain in BN.

In the ensuing months that followed, there were many political developments including the change of the Gerakan leadership and also the change of the PM. We didn’t join the Opposition parties and/or leaders or associate with them. Gerakan with the new leadership demonstrated its commitment to work with the PM in the process of “change” in BN and true in its service for the people. We want to be part of that process and Gerakan offered us a safe “home” irrespective of race or religion. The Gerakan President has given me a lot of encouragement and a strong belief that BN is always with the people and BN has to deliver what BN has promised.

Q: In your view, how will your joining of Gerakan help to better serve the Sabahans?A: Actually, it is Gerakan giving me a platform to serve the people, and not I giving Gerakan a service platform in Sabah.

With this platform I can serve the people without fear and favour of what we need to do and how to made Gerakan popular among Sabahans. The “Satu hati” slogan and “1Malaysia” concept make bearing the same which have to be accepted and supported by Sabahans.

People in Sabah want leaders who are sincere in their cause, working hard for the betterment of the people. People’s expectation have changed and people want leaders who are capable of meeting the challenges and provide a fair and just Government.

Q: Do you regret having lost the Sabah Deputy Chief Minister post after joining Gerakan?A: No. There were calls from Chinese leaders from BN component parties like LDP, PBS, MCA and native political leaders of UPKO that I was not “qualified” to serve as DCM when SAPP left BN. They all supported SAPP’s proposition that I should not have any posts in the State Government. LDP wanted the posts of DCM and Assistant Minister. They got the posts now. The CM has made other changes in a Cabinet reshuffle.

Q: Obviously, after your joining, Sabah Gerakan has been strengthened and expanded, do you have any specific plan to help advocate Gerakan’s political ideologies which are very consistent with the concept of 1Malaysia?A: Gerakan has a clear mission to serve the people and has an important role to play in the BN government to bring about changes in the administration.

Gerakan’s “Satu Hati” is mirrored in the concept of 1Malaysia. People in Sabah want to live in peace and harmony. As a role model for the country, Gerakan in Sabah will have to aggressively champion this cause.

Serving people does not require the number of positions in the Government, but we need to look at the role of party in the Government. My challenges are how to be a part of the party and how to play my role well, through the party platform and make our party ideology work. Lastly, my mission is to make Sabahans accept Gerakan.

陈树杰同志,在沙巴政坛早已耳熟能详的名字。在

去年5月5日他联同区锦华同志,一起加入民政党。对

于陈树杰,过去我们看到他对沙巴的贡献,如今成为

我们的一份子后,他对党的看法如何?他的政治见解

又如何?

问:请问在退出沙巴进步党后,什么原因让您选择

了民政党?

答:民政党对国阵而言,是一个举足轻重的成员

党。我自1994年就打着国阵的旗帜上阵丹绒巴拔并当

选为州议员,所以我无法认同沙巴进步党退出国阵一

事。

沙巴进步党身为国阵成员党之一,在上届大选代表

国阵、以国阵的竞选宣言出阵,而我们是以国阵候选

身份受到人民委托。因此当沙巴进步党主席在去年8

月17日宣布退出国阵时,我与其它同志当时是陷入两

难的窘局,尤其是如何继续留在国阵为民服务。

在接着的几个月,政局起了变化,包括民政党换了

一批新领导层及新首相上任。我并没有考虑过档反对

党,即使他们有游说我,但因为我看到民政党的新领

导层展示了他们要与首相一起“改变"国阵的决心和

意愿,而且也是真心的为民服务,所以我要成为民政

党的一份子,一起进行这场革新,继续在政坛及政府

机关扮演我的角色。

况且民政党给了我一个不分种族与宗教的“安全的

家"。党主席更是不时的给我鼓励及信念,那就是:

国阵永远与民同在,国阵有兑现他们的诺言。

问:随着您的加入,党将如何服务沙巴人民?

答:其实,应该说是党给我服务人民的平台,而不

是我给党平台去服务沙巴人民。

有了民政党的这个平台,我更无后顾之忧的去履行

/兑现我对沙巴选民的承诺,同时也让沙巴人民更认

识民政党,尤其是党的“万众一心"和“一个马来西

亚"其实是肩负一样的目标,而这个目标是已获得沙

巴人民的认可与肯定。

此外,沙巴人民的期望已经有所改变,他们要的是

一个勇于接受挑战并且不懈的为他们争取权益的领

袖,以打造一个公平和平等的政府。

问:加入民政党,却令你失去副首席部长一职,您

是否后悔?

答:从未后悔!

在我未加入民政党之前,的确是有不少国阵华基成

员党,如沙巴自由民主党、沙巴团结党、马华及民统

等认为,既然沙巴进步党退出国阵,我就失去担任副

首长的资格,同时他们也支持沙巴进步党的建议说我

不应该在州政府有任何的官职。而沙巴自由民主党最

后也争取到副首长及部长助理一职,而首长也在内阁

方面做出适当的调整。

问:沙巴民政党在您的加入后更加壮大了,您有何

计划去落实党的政治理念,尤其是“一个马来西亚"

方面的目标。

答:民政党和我都有共同的目标。民政党很清楚知

道自己服务人民的目标以及在对改革国阵方面的重要

角色。而且民政党的“万众一心"和“一个马来西

亚"是有异曲同工之妙。沙巴人民追求和谐,这是全

国的楷模,因此这是沙巴民政必须积极朝向的目标。

服务人民不应该在于官职的多寡,而是胥视他在政

府内所能扮演的角色。我的其中挑战就是如何在党内

扮演我的角色,如何通过党这个平台,把党理念化为

行动的落实它,并让沙巴人民接受民政党。

Is Penang getting any better since 2008? The people voted for a change of the Penang state government in the 2008

General Elections, hoping that it would bring new vitality, progress, and improvements to their quality of life.

Unfortunately, two years later, things are not getting better. There is no

continuation of development plan. Almost everything in the state is a standstill. Admittedly the Pakatan Rakyat (PR) state government has done well to “pull

wool over the people’s eye with their clever publicity stunts and dramatic shows. Nevertheless the truth will prevail and their “ugly heads” will be exposed.

Political scientist Wong Chin Huat, who was present at the debate, concurred

that the PR state government was good at acting in serial episodes. Wong added that Parti Gerakan Rakyat Malaysia (PGRM) and its president Tan

Sri Dr Koh Tsu Koon were not good at “acting”. “Things which needed to be said out, they didn’t say so. This is one reason, the party did badly in the 2008 General Elections,” said Ong.

On March 13, Gerakan secretary-general Teng Chang Yeow took on the Chief

Minister’s policy adviser and Bukit Bendera MP Liew Chin Tong in a political debate hosted by NTV7. The topic of the debate in Mandarin was Key Performance Indicators (KPI) Competition: Change in two years, Penang gets better?”

Liew was floored to the ground by

Teng who came with facts and figures. Liew had no answers to Teng’s line of attack. Many in the audience gave approval ratings to Teng who showed his skillfulness, forcefulness and articulation on matters concerning the people and Penang.

Here Gerakan4u reproduced some

of their keypoints. Teng stressed that when BN was in

power, it also faced many obstacles and challenges.

“Therefore, regardless of which

party is in power, every effort must be made to develop Penang. The state cannot afford to remain behind in terms of development and progress,” he said, to applause from members of the audience.

his usual hard-hitting, no nonsense address, Teng put forth his arguments in a frank and direct way.

“The PR state government even showed a lack of urgency on such an important matter to gazette Pulau Jerejak as a Forest Reserve as it did not want to

further restrict the development plans. I understand that a consortium had earlier approached the state government on a proposal to develop Pulau Jerejak. Is this the reason for the delay in the gazettement. The state government should give an explanation.”

“Also, the PR state government has been telling the whole world that it has institutionalised allocations to schools. “But when I repeatedly checked the 2009 and 2010 Penang budgets, I couldn’t find any specific funding allocated for schools. So, I can only presume that

such allocations announced by PR state government are included in the expenditure under the Chief Minister and State Secretary Office. So, how can the PR government call the allocation “institutional funds”? This is nothing new. Theirs is just a continuation of what the previous BN administration had been doing.”

Liew criticised the federal government, saying there is “one country two systems” policy, including unfair funding to Penang and non-cooperation of civil

servants.“This is the reason the PR state government could not perform well.” When Teng challenged Liew to give specific examples, Liew evaded the question and went on to dwell on some other trivial matters. “We are rebuilding our home bases in Penang, Perak, Selangor. I decided to take up a position in the federal government so that we can start to play this role,” he said, adding that Penang remains Gerakan’s most important base.

In an interview with The Edge Financial Daily, Dr Koh talks about challenges ahead for the party, its ups and downs, and efforts to revitalize and rejuvenate.

In the last one year, we’ve increased the number of assemblymen from four to seven — two independents from Sabah and one from Pahang. These three are not “katak” (frogs) in the normal definition.

The two from Sabah left SAPP, because of principles after the party quit BN, and remained as independents for quite a long period. The one in Pahang had left MCA even before the election and contested as

an independent.

But we are proud that we are now getting thousands of members in Sabah and a lot in Pahang. In a way, we are expanding faster in other states than our three home bases. That’s why we recently amended our constitution to increase the maximum number of branches under a division from 18 to 24.

Dr Koh, who is also Minister in the Prime Minister’s Department in charge of National Unity and Key Performance, said playing as an opposition in Penang, Selangor and Perak was not simple as the party did not have any representative in the state assemblies.

We can do it through press statements or working with NGOs. We cannot sit there and do nothing or theorising. That’s why in Gerakan FT, some of them have gone into environmental work while others have

taken up on issues. For us to be noisy, some of us feel very

unnatural. It’s okay for me to debate with Lim Guan Eng but to get me to go on the streets and demonstrate or be noisy over every issue, I say “Hey! That’s not quite right”.

Some of our younger people are taking it up, in Penang especially. In Penang, we are nurturing a group of young people to engage in issues and people again. But it will definitely take a while.

Our youth and other leaders in Penang have started doing their dut ies as an opposition and have started to criticise the government. My latest point was during Chinese New Year, I advised Lim Guan Eng to start governing and stop politicking.

If we go into election tomorrow, realistically, it’s going to be quite an uphill battle although I wouldn’t go as far as Tun Dr Lim Keng Yaik to say it is impossible. But let this be

a “mission impossible” and make it very exciting. The movie Mission Impossible wouldn’t be so exciting if it was not so impossible!

Dr Koh said the 2008 political tsunami hit Gerakan hardest because all its seats were in the urban and semi-urban areas. We were reduced from a party of 10 MPs and 30 state assemblymen to two MPs and four state assemblymen. Those of us who could not accept the reality left or went into inactivity.

Most of our leaders have devoted a lot of their time to contribute or work in government positions. Some who were very used to working with the government jumped over and they were welcomed (by the other side) because they were well-trained.

In the past, we had over 100 municipal and district councillors and hundreds of JKKK members, (but) suddenly most of them had nothing to do. Some of them even felt angry with the leadership, at BN and the government.

We are not as visible as before. In the past, when our YBs went to dinner functions, they would be seated at the head table and be requested to give a speech. Now, they are seated at No 4 table, just enough to interact, and listen to opposition YBs attack us, not being able to answer.

It is now more stable compared to a year ago and we are getting our feet back on the ground.

To a question as how Gerakan is going to come back in politics, Dr Koh said “If we are in politics for position, then without position there is no more role in politics. But we are in politics for idealism, for wanting to serve and to be an opposition in Penang in (itself) is a big adjustment after playing the leading role in government for 39 years. We have to tell the members that there is still meaningful life in politics.”

He said he perhaps, he needed to learn how to better manage divergent views and feelings of party members. But, I will not do anything that is against my principles and personal character.

On how he felt to be criticised openly by his predecessor and sifu, Dr Koh said his Confucian upbringing at home and in school taught me to

respect his elders and to take criticism in stride.

What more when we have a leader, and an elder, who has led the party for 28 years, who built up the party from its regional base confined to Penang to a nation-wide party with the third largest number of elected representatives (both MPs and state assemblymen in total) within the Barisan Nasional until 2008. Both Tun Dr Lim Chong Eu and Tun Dr Lim Keng Yaik deserve our respect.

On CAT (competency, accountability, transparency) slogan, giving money, etc, by the PR government in Penang, Dr Koh said BN could match them, except for giving money directly to the people which we did not do (other than in welfare cases).

As for CAT governance, we’ve actually been practising it. The Penang Water Corporation is the best-run water corporation with the cheapest water tariff and yet it made the most profit. When we were listed nine years ago, the company immediately qualified for the Main Board of Bursa Malaysia.

The state government kept 55% and 10% by Penang Water Corporation, 10% by EPF, 25% for the general public and water consumers. That was sharing. And I resisted many attempts by big companies wanting to privatise the company. What we did not do was to make it a fanfare. We announced, stated the principle and maybe it was a bit boring.

In terms of the state’s finances, when I first became CM, the state reserve was only RM50 million. By the time I left, it was RM400 million. Other than a few years in my 18 years as CM, Penang (state budget) turned deficit into surplus. Now that he (Lim Guan Eng) has two years of (turning) deficit into surplus, he’s talking like he’s the only (one) doing it.

There was also a call to replace me as the Penang Water Corporation (PBA) chairman on allegations that I was prejudiced as the PBA’s top management was overwhelmingly dominated by Chinese. I responded with a rational explanation of historical legacy and meritocracy.

在与《The Edge Financial Daily》的专访过程中,许子根同志分析了党的未来挑战、党起起落落的政途以及将来如何恢复党士气及活力的工作。

他透露,在过去的一年,党已经从4个州议席增加至7个州议席:2名是沙巴独立人士及1名来自彭亨的独立人士,而这3名加入民政党大家庭的新党员都不是政治青蛙。

“该2名沙巴州议员陈树杰和区锦华是基于无法认同沙巴进步党退出国阵的原因,而选择了民政党;而彭亨的新党员何业嘉则一早就退出马华,甚至在上届大选是以独立人士竞选受到人民委托。"

许子根同志对于能够吸引了逾千名沙巴同志及彭亨同志加入民政党感到骄傲,证明了我们党能够在3大核心州以外的州属迅速扩大版图。

同时也是肩负首相署部长(团结事务及绩效管理)的党主席指出,要在槟城、雪兰莪及霹雳扮演反对党的角色不易,因为党在该3州是没有任何一个议席。

“因此我们只能透过发文告或者与非政府组织合作来履行反对党的角色。我们不能坐以待毙或着满口理论而已;这也是为何民政党直辖区及其它区会已经积极的展开环保的工作。"

他不讳言,要民政党扮演喧闹式的角色,我们的一些人会认为那是一种娇作。

“所以你要我跟林冠英辩论我没有问题,但是如果你要我上街示威,我只能对你说:嘿,那不是正确的管道!"

同时,他说,槟城领袖及民青团已经开始执行了反对党的工作,甚至他本身也已经开始对槟州政策弊端作出批评。

他坦言,如果明天是大选,这将会是很严峻的考验,但是他不敢说如敦林敬益所言般不可能。

“我们就把它当作一项不可能任务,然后将它变成很有挑战性!就如电影“不可能任务" ,如果没有了哪个挑战的因素,那就不是“不可能任务" 了。"

许子根同志说,2008的政治海啸卷走民政党所有在城市及半城市的议席;我们从拥有10个国会议席、30个州议席减至2个国会议席和4个州议席。哪些无法接受事实的前同志选择退党或者进入“冬眠" 状态。

他表示,多数的领袖依然忠诚付出他们的时间来为党及其官职作贡献,而一些过去哪些对政府行政工作熟悉的前党员则跳槽,基于经验丰富他们也受到敌对党的欢迎。

他吐露,在过去我们有逾百名的市县议员及上百名的乡村发展委员会,可是杀那间他们突然失去一切,因此一些就怨气于领导层、国阵及政府。

“我们也已经不似以往般受到瞩目。昔日,当我们的人民代议士出席宴会,通常都是被安排在主桌,而且还被邀请上台致词;但是今日,他们被安排坐普通桌,就是哪种刚好可以与主办单位交流、听敌对党在台上攻击我们,但是却没有给机会我们去反驳的位置。"

不过,他说比较于1年前,目前的情况好多了,而且我们也逐渐获得民间的反应。

询及民政党如何再回到政坛上,许同志说,如果我们是为了议席而从政,那么没了议席也就失去了角色;但是我们是为了政治理念、是为了服务以及在槟城执政了39年后要当反对党,是一个大调整。不过,我还是要告诉党员,我们的政治生涯还有很多意义。

“或许我需要学习如何处理党内的歧见及党员的感受。但是我绝对不会作出任何违背于我的原则及性格的事情。"

至于他如何面对前任党主席兼“师父"敦林

敬益较早前的喊话,熏陶于儒家思想的家庭及正规教育的许同志还是秉持尊师重道的态度来看待。

“拥有一个资深的前辈领袖:一个带领了党28年、一个将当初根基只在槟城而后扩大至全国,并将民政党发展成为在国阵内第3多人民代议士的党(国会及州议员的总人数)直到2008年,敦林苍佑及敦林敬益是值得获得我们的尊敬。"

针对槟民联政府的CAT(能力、问责、透明)口号、100令吉回馈金等,许子根重申,国阵是能够配合他们,除了派钱给人民(包括其他的福利案件)。这是我党绝对不会去进行的政治手法。

他说,CAT的施政方针,其实民政党很早就已经贯彻。举例,槟城供水机构就提供了全马最便宜的水费而且同时间又有利润。当槟供水机构在9年前上市时,槟州供水控股有限公司马上获得在大马交易所主板 上市。

在上市后,州政府掌握55% 股权、供水机构掌握10%股权,10%股权属公积金局、25%公开给广大的水供用户。这就是分享,在这方面,我被许多大公司抵制,他们很想我们私营化这公司。我们没有做到的就是在这事件上大事铺张。“我们只是照实的做出宣布,这可能会让人觉得沉闷。 "

许同志透露,在州财务方面,在他开始当首席部长时,州的储备金只是5000万令吉,而在他离开时,有关储备金已高达4亿令吉。

“在我做首长这18年来,槟州的财政预算案除了有几年是出现赤字,其他的年份都是有盈余的。但现在,林冠英指他只花了2年的时间,就把槟州财政转亏为盈,而且其说法,好像只有他一个人可以做到这一点。 "

他继说,也有人打电话来说,我在槟州供水机构主席职被取代是对的,因为我身为该机构的高层,却太过于偏重于华人职员的重用。我的反应是,历史遗留下来的和任人唯贤,是一项合理的解释。

The very Anti-Thesis of 1Malaysia … if there’s such a thing, we are beginning to wonder!

It takes years to build up goodwill, trust and a harmonious relationship. And all it takes is another ‘Special Officer’ to break all of that … in a couple of seconds!Nasir Safar must be one of the ‘least’ educated special officers from the PM’s Office. Never one to make any sense and now that he had opened his ‘golden’ mouth, the gems just came spilling out. And its not very nice to hear though!

When PM took pains to visit the Thaipusam event in Batu Caves, we thought it was such a good gesture that we followed him to also see for ourselves the great turnout and atmosphere at the age-old Hindu Temple. It was also touted as the second time in the history of Malaysia that a PM took the trouble to come visit for himself the great majority of Indian people in this country and how they celebrated one of the grandest festival in South East Asia. His father was the first to do it.

Even Al-Jazeera covered the event for a full 10 minutes in their Night News Report, giving full coverage to the Indian Descendents in Malaysia and how the festival has come to be regarded as a annual crowd puller for tourism in Malaysia.

Then came a week later, a Special Officer took a great big hammer and shattered all of that. Calling Indian Malaysians ‘pendatang’ and Chinese Malaysian Ladies ‘whores’.

What is becoming of this country, al l of us have eyes to see. After 52 years of Independence, we still have this kind of derogatory remarks being hurled at each other. What was Nasir Safar trying to prove? That he was the almighty officer from the PMO and that nobody could touch him, even if he

had said it in good faith. This was the excuse (partial statement below) the PMO could cock-up, and that we are suppose to accept it and feel that everything is OK.

In a prompt reaction to what had happened, the PM’s Office quickly sent out a statement yesterday evening – “Nasir Safar, the special officer to Prime Minister Najib Abdul Razak, who stirred a hornet’s nest with his stinging ‘racist’ remarks will resign. The remarks allegedly made by Nasir in Malacca today do not in any way reflect the views of the prime minister. Nasir never intended to make any derogatory remarks. He spoke at length on the contributions made by all races in developing the country. Nevertheless, Nasir apologises for any offence caused and in light of this, will tender his resignation.”

Resign for what? He should be kept longer in the PMO so that the Pakatan Rakyat coalition has got a better chance to pave the “Path to Putrajaya”, faster. I think we should start a petition campaign to reinstate this ‘illustrious’ officer from the PMO. Better still, give him a TanSri next year (because he’s already a Dato) for making it clear that the real Ketuanan Melayu concept needs a damn good Ambassador, and he’s the man for the job!Some say during the period from 2002-2008, this country was ruled by an institution called the “4th Floor Boys”. This were a smart group of young professionals who could outdo and out-argue anybody of this country and they veil a considerable amount of power in the weak hands of the 5th PM. Now comes another breed of animals who are standing-skin-close, advising and breathing the same air as the PM … people like Nasir Safar. I just wish that the PM knows what he is doing,

including the minutest family background, and psychological profiles of each and every one of his Political Secretaries and Special Officers. We cannot afford to get the equation wrong aga in and usher in another group of ‘new’ 4th floor boys.

A s a p o i n t o f r e f l e c t i o n , w e (especially Indian and Chinese of this country) shouldn’t be perturb by what has been said. If some lowly-officer can create such a stir in our sentiments just by saying something like that, how easily are we ’manipulatable’ by others whom have got deeper and more sinister intentions than this.We should learn to sieve through the substantial and unsubstantial remarks that comes our way. Are we so weak that we also have the siege-mentality of one other race (of this country) that will continue to haunt us? Mention the word ‘pendatang’, all the Chinese and Indians of this country will just go berserck (berserk)! When are we able to hear that ‘loaded word’ and not be disturb nor affected by it?

Nay … we should remian (remain) strong and steadfast in trying to build a truly Bangsa Malaysia, 1Malaysia, Middle Malaysia, Malaysian Malaysia … brother any more slogans?InsyaTuhan (I believe not gazetted, but if it is, please tell me), we shall live to see our children enjoy a harmonious country for the future.

又再是一幕舉劍的猴子戲!這回,不再是以

往我們見慣的臉孔。今天的主角變成了馬來土

著權威組織(Perkasa)的依不拉欣阿里。

Perkasa是剛足齡的組織,依不拉欣阿里則

是主席。在大事慶祝的首屆代表大會上,有人

高喊捍衛馬來人、馬來王室和回教的權益和地

位。主人家依不拉欣阿里惟恐大會悶壞了賓

客,索性豁出去上演自認英雄風範的三步曲

--亮劍、舉劍、吻劍的戲碼。唉,麻木的劇

情,要說英雄,倒不如形容狗熊更為貼切。

在麻木中,這回觀眾卻帶著氣憤的情緒。因

為,前首相敦馬哈迪醫生為他站台。這彷彿是

一齣三流的電影,邀請了一位近乎過氣的影

星,試圖締造創票房的佳績。

依不拉欣阿里是國會議員。在這君主立憲的

民主國家裡,他獲得人民的支持,在國會擁有

平台。照理來說,他可以通過文明的方式,爭

取他所認為對或應該做的事情。但他卻選擇

了,成立所謂的非政府組織,扮演了極端、激

進的民族英雄,向各方開炮。好像是整個馬來

西亞的民間組織、政黨或個人,都得罪了他。

他要尊崇自己的宗教地位固然無不妥;他要

保衛自己的族群權益也無可厚非;他要捍衛馬

來王室地位也是名正言順。這幾個環節,根

本就是白紙黑字的在憲法裡闡明了。除此之

外,更收錄在讓我們倒背也如流的5大國家原

則(Rukunegara)裡。都什麼時代了?!世

界已經沒有邊疆了,每個國家都努力的在團

結國民,放下成見,異中求同,面對全球化的

衝擊和改變。然而,

馬來西亞還有一位國

會議員,躲在極端種

族思維的井底,做他

種族英雄的春夢。毕

竟,这片国土的许多

角落,还躲藏着和依不拉欣阿里一样思维的极

端分子。对于这类心怀政治议程的人物,让我

们同心协力,用文明的民主方式教训他们。

當人民逐漸成熟,踏上跨越種族,開往文明

的列車時,回頭一看,車窗外卻還留下了一些

人,依不拉欣阿里和為他亮劍、舉劍、吻劍而

歡呼的支持者,作繭自縛,顯然的,他們和文

明嚴重脫軌了!

Q1: Two years have passed, has Kedah changed under the PR state government?

A1: There is practically not much change in the state under PAS-dominated Pakatan Rakyat state government except for the restrictive policy against development like the 50% Bumiputra Housing Policy. Almost all the present development projects in the state are those initiated by the previous BN led government.

The p resen t PR government on ly continues everything the same from the previous administration, any failure or outcry in the state will be blamed on the previous administration. Credit will be claimed if there are no outstanding problems. There is now more emphasis on religious development.

Q2: As PAS dominates the Kedah government, do we see any Islamic policies? How are the responses from people on those policies?

A2: The present PR government has introduced a number of controversial Islamic measures in line with the Islamic State policy. The notable one is the demolition of the only pig abattoir in Alor Setar. Other new policies include the strict dress code for female models in advertisement and encouraging the use of Jawi in signboards. Recently, there is a proposal to separate women and men when they visit tourist spots such as hot springs in Kedah. PAS has always evaded giving answers when asked by non-Muslims regarding the new policies.

Q3: What do you think of these changes by Kedah state government? Do you think there is a need to review the policies?

A3: The PR government should review the anti-development policy such as the 50% Bumiputra Housing Policy and its decision to disallow swapping of land titles. Under previous BN administration, Malays reserve land in urban areas was allowed to swap with the same size of freehold title in the rural area .But the new decision of the PR government has curtailed housing development in the state,

as paddy land will not be allowed to be converted for development. So practically no new development project has been approved. And there is no clear policy about development. This has caused a drop of revenue for the state. All the down line under housing development has been affected.

Q4: How can Gerakan play its role in the future?

A4: Kedah Gerakan has adopted a closer-to-people approach to regain the confidence of voters towards BN. Gerakan Kedah wants to retain Derga state seat, retake the Sidam state seat and help BN to regain the other lost grounds. Serving the needy and having direct contact with the people is very important. Gerakan will explain to the people to be more alert with state issues which will have direct bearing on their daily life. We will tell the people not to be too engrossed with national issues. Gerakan Kedah has the role to explain to the people about 1Malaysia concept introduced by the PM. Gerakan Kedah is aware the people needs a transparent, efficiency and liberal government. There is no other approach other than hard work.

1.吉打州民聯政府已執政了2年,請問吉打州這2年來起了怎樣的變化,有關的變化是正面還是負面的居多?

答1:吉打州在回教黨的執政下,兩年來幾乎沒有任何的發展與改變,但是不利人民的政策如50%土著固打房屋政策卻被推行了,目前州內所有已被發展的計劃,都是前國陣政府所留下的。現有的回教黨政府,只是延續前朝政府所推行的計劃,唯一改變的,是新政府增加了很多回教化的政策,而且只要是稍有表現,回教黨政府就會大事宣傳及搶功勞。

2.請問,在回教黨執政下,吉打州是否曾经建议或已经推行回教化的施政,這些政策在民間引起了怎樣的反應?

答2:吉打州回教黨政府在上台後,的確有推行多項具爭議性,而且只有在回教國家才會推行的回教化措施。我可以舉出幾個州政府曾经建议推行回教政策的例子,如摧毀州

內唯一宰豬場、廣告牌上的女模須戴頭巾、鼓勵商號或招牌寫上爪夷文;此外州务大臣也曾建议在乌鲁乐贡温泉旅遊勝地,划分男女區等。而且,對於非回教徒的不滿,回教黨都採取迴避或不理會的態度。

3.您覺得吉打州民聯政府所推行的哪些政策,是應該重新被檢討的?

答3:是的,政府有必須重新檢討多項對人民不利的政策,包括開吉州房屋發展倒車的50%土著固打房屋政策及土地權轉移的政策。在國陣執政時,吉打州的土地條規,可讓人民,用郊區同樣大小的永久地契土地交換位於市區的馬來保留地。但是,新政府卻不讓人民把稻田轉換,以作其他用途,這已進一步削弱了吉打州的房屋發展。

在過去兩年來,州內沒有任何新的房屋發展計劃被批准,同時政府也沒有任何明確的房屋發展政策。這情況已導致吉打州的收入大大減少,而所有涉及房屋發展的下遊工業

都受到打擊。4:吉打州民政黨在未來將繼續扮演怎麼樣的角色?

答4:吉打州民政黨將會通過更親民的政策與方式以重新贏回人民對國陣的支持。在來屆大選,吉打州民政黨不止要保住德卡區州議席,也要重新奪回西塘區議席。我們也會協助國陣奪回在2008年3月8號時失去的所有議席。

Is Penang getting any better since 2008? The people voted for a change of the Penang state government in the 2008

General Elections, hoping that it would bring new vitality, progress, and improvements to their quality of life.

Unfortunately, two years later, things are not getting better. There is no

continuation of development plan. Almost everything in the state is a standstill. Admittedly the Pakatan Rakyat (PR) state government has done well to “pull

wool over the people’s eye with their clever publicity stunts and dramatic shows. Nevertheless the truth will prevail and their “ugly heads” will be exposed.

Political scientist Wong Chin Huat, who was present at the debate, concurred

that the PR state government was good at acting in serial episodes. Wong added that Parti Gerakan Rakyat Malaysia (PGRM) and its president Tan

Sri Dr Koh Tsu Koon were not good at “acting”. “Things which needed to be said out, they didn’t say so. This is one reason, the party did badly in the 2008 General Elections,” said Ong.

On March 13, Gerakan secretary-general Teng Chang Yeow took on the Chief

Minister’s policy adviser and Bukit Bendera MP Liew Chin Tong in a political debate hosted by NTV7. The topic of the debate in Mandarin was Key Performance Indicators (KPI) Competition: Change in two years, Penang gets better?”

Liew was fl oored to the ground by Teng who came with facts and fi gures. Liew

had no answers to Teng’s line of attack. Many in the audience gave approval ratings to Teng who showed his skillfulness, forcefulness and articulation on matters concerning the people and Penang.

Here Gerakan4u reproduced some of their keypoints. Teng stressed that when BN was in power, it also faced many obstacles and

challenges. “Therefore, regardless of which party is in power, every effort must be made to

develop Penang. The state cannot afford to remain behind in terms of development and progress,” he said, to applause from members of the audience.

Teng said the previous BN government was very keen in promoting

environmental protection and Penang became the fi rst state in Peninsular Malaysia, to have two state parks, as well as a National Park.In his usual hard-hitting, no nonsense address, Teng put forth his arguments in a frank and direct way.

“The PR state government even showed a lack of urgency on such an important

matter to gazette Pulau Jerejak as a Forest Reserve as it did not want to further restrict the development plans. I understand that a consortium had earlier approached the state government on a proposal to develop Pulau Jerejak. Is this the reason for the delay in the gazettement. The state government should give an explanation.”

“Also, the PR state government has been telling the whole world that it has

institutionalised allocations to schools. “But when I repeatedly checked the 2009 and 2010 Penang budgets, I couldn’

t find any specific funding allocated for schools. So, I can only presume that such allocations announced by PR state government are included in the expenditure under the Chief Minister and State Secretary Offi ce. So, how can the PR government call the allocation “institutional funds”? This is nothing new. Theirs is just a continuation of what the previous BN administration had been doing.”

Liew criticised the federal government, saying there is “one country two systems” policy, including unfair funding to Penang and non-cooperation of civil

servants.“This is the reason the PR state government could not perform well.” When Teng challenged Liew to give specifi c examples, Liew evaded the question and went on to dwell on some other trivial matters. Teng then said the federal government had continued to fulfi ll its commitment under the Ninth Malaysia Plan to the Penang State Government for the past

two years, and to complete infrastructure development and other projects. Referring to the issue of uncooperative civil servants raised by Liew, Teng said if there was no co-operation, how come the state government is able to

implement various programnes such as senior citizens’ rewards program, no plastic bags campaign, etc.?

Mengenai PR yang berniat untuk

merampas kuasa di N.Sembilan, beliau menyifatkan tindakan tersebut adalah slogan semata-mata dan ini juga merupakan taktik PR di mana Anwar juga berbohong kepada rakyat bahawa beliau akan berjaya merampas kuasa kerajaan pusat dan seterusnya menjadi PM pada 16 September 2008.

“Taktik ini adalah untuk menambat hat i ahl i -ahl i dan menipu rakyat. Memandangkan keadaan sekarang, PR tidak mungkin dapat merampas kuasa di N.Sembilan.”

Sdr Chang juga berkata, rakyat sekarang beria- ia dengan sistem dualisme. Ini merupakan faktor Pakatan

mendapat peluang pada 8 Mac 2008. Sehubungan itu, beliau menyeru parti komponen BN mestilah bersatu hati, merancang strategi jangka panjang , dan berubah supaya mendapat sokongan rakyat semula.

(Kuala Lumpur)Gerakan Youth today submitted a memorandum containing five proposals to the government to improve BTN (Biro Tata Negara) programmes to be in line with the spirit of 1Malaysia. Youth chief Lim Si Pin handed over the memorandum to the Prime Minister ’s Special Officer Mr Ravin Ponniah at the Prime Minister’s Department in Putrajaya. Also present was Youth Secretary-General Dr Dominic Lau.

Gerakan Youth has suggested five ways, including forming a special working committee to re-evaluate the format and content of the courses, to improve the Biro Tata Negara ( BTN ) programmes to be in-

line with the spirit of 1Malaysia.Gerakan Youth has proposed the special

working committee should be headed by the chief secretary to the government and comprises other high ranking government offi cers and academicians from the various races and backgrounds.

T h e o t h e r s u g g e s t i o n s i n t h e memorandum include hiring more non-Malay lecturers and BTN officers to bring the courses in line with the 1Malaysia concept; and ensuring that the contents of the BTN courses are based on the Federal Constitution, Rukun Negara, Wawasan 2020, Visi Negara and 1Malaysia.

Gerakan Youth also suggest that BTN

should be renamed as Biro1Malaysia to suit Prime Minister Datuk Seri Najib (Abdul Razak’s) wishes to uphold the spirit and the values of 1Malaysia.

林時彬指出,國家幹訓局肩負著團結全民的重大責任,但是當局近期頻頻被人投訴有乖離了原先設立的宗旨,被部份偏激種族主義講師利用來灌輸極端的種族主義思想,這是令人遺憾的。

“自國家幹訓局遭人投訴說出現弊病起,民青團就非常關注這課題,皆因這課題攸

關人民的團結,尤其是青年,所以各界都不可對此事掉以輕心。"他也透露,民青團過去數次通過媒體,一而再的表明在這課題的立場及呼吁政府必須徹底改革國家幹訓局,恢復其本來的宗旨。

“週二,我們把我們的聲音化為具體行動,呈交備忘錄予首相,提出5大建議,以履行青年對建國的責任。"

林時彬指出,在備忘錄中,民青團建議政府成立一個以政府首席秘書長為首,成員涵蓋了相關政府高官和各族的學術界及

Is Penang getting any better since 2008? The people voted for a change of the Penang state government in the 2008

General Elections, hoping that it would bring new vitality, progress, and improvements to their quality of life.

Unfortunately, two years later, things are not getting better. There is no

continuation of development plan. Almost everything in the state is a standstill. Admittedly the Pakatan Rakyat (PR) state government has done well to “pull

wool over the people’s eye with their clever publicity stunts and dramatic shows. Nevertheless the truth will prevail and their “ugly heads” will be exposed.

Political scientist Wong Chin Huat, who was present at the debate, concurred

that the PR state government was good at acting in serial episodes. Wong added that Parti Gerakan Rakyat Malaysia (PGRM) and its president Tan

Sri Dr Koh Tsu Koon were not good at “acting”. “Things which needed to be said out, they didn’t say so. This is one reason, the party did badly in the 2008 General Elections,” said Ong.

On March 13, Gerakan secretary-general Teng Chang Yeow took on the Chief

Minister’s policy adviser and Bukit Bendera MP Liew Chin Tong in a political debate hosted by NTV7. The topic of the debate in Mandarin was Key Performance Indicators (KPI) Competition: Change in two years, Penang gets better?”

Liew was floored to the ground by Teng who came with facts and figures. Liew

had no answers to Teng’s line of attack. Many in the audience gave approval ratings to Teng who showed his skillfulness, forcefulness and articulation on matters concerning the people and Penang.

Here Gerakan4u reproduced some of their keypoints. Teng stressed that when BN was in power, it also faced many obstacles and

challenges. “Therefore, regardless of which party is in power, every effort must be made to

develop Penang. The state cannot afford to remain behind in terms of development and progress,” he said, to applause from members of the audience.

Teng said the previous BN government was very keen in promoting

environmental protection and Penang became the first state in Peninsular Malaysia, to have two state parks, as well as a National Park.In his usual hard-hitting, no nonsense address, Teng put forth his arguments in a frank and direct way.

“The PR state government even showed a lack of urgency on such an important

matter to gazette Pulau Jerejak as a Forest Reserve as it did not want to further restrict the development plans. I understand that a consortium had earlier approached the state government on a proposal to develop Pulau Jerejak. Is this the reason for the delay in the gazettement. The state government should give an explanation.”

“Also, the PR state government has been telling the whole world that it has

institutionalised allocations to schools. “But when I repeatedly checked the 2009 and 2010 Penang budgets, I couldn’

t find any specific funding allocated for schools. So, I can only presume that such allocations announced by PR state government are included in the expenditure under the Chief Minister and State Secretary Office. So, how can the PR government call the allocation “institutional funds”? This is nothing new. Theirs is just a continuation of what the previous BN administration had been doing.”

Liew criticised the federal government, saying there is “one country two systems” policy, including unfair funding to Penang and non-cooperation of civil

servants.“This is the reason the PR state government could not perform well.” When Teng challenged Liew to give specific examples, Liew evaded the question and went on to dwell on some other trivial matters. Teng then said the federal government had continued to fulfill its commitment under the Ninth Malaysia Plan to the Penang State Government for the past

two years, and to complete infrastructure development and other projects. Referring to the issue of uncooperative civil servants raised by Liew, Teng said if there was no co-operation, how come the state government is able to

implement various programnes such as senior citizens’ rewards program, no plastic bags campaign, etc.?

On Sex Education

Hoped the government will walk the talk to ensure that government scholarships are given based on merits, irrespective of race or “who you know”. The implementation of the policy should be transparent, especially the selection criteria, should be strictly adhered to by the relevant authorities.
