INTRODUCTION

Work relating to Disaster Management deals with works of distribution

of Relief materials & grants to the distressed people in normal period vis-

à-vis providing emergency Relief to the victims of different Natural

Calamity. Under Disaster Management act 2005, paradigm shift has

taken place from Relief Management to Disaster Risk Management.

Activities like preparedness, planning and capacity building works are

also done in DRMP as per guideline of National & State Disaster

Management Authority to minimize impact of Disaster and thereby the

works of this department is integrated between Risk Management and

crisis coping mechanism.

The Rivers and Canals:

Ganga/ Padma

Touches the district at its northern-most point and flows south-west along the eastern boundary of the district.

Tributaries: Bhagirathi, Jalangi, Bhairab Estuary:Mahananda (Lalgola)

Bhagirathi

Branches off from the Ganga at Nurpur, 25 Km below Farakka, runs parallel to her for about 2 Km, winds its way to the South and leaves the district north of Plassey.

On its banks, mainly on the east, historic and wealthy towns like Murshadabad, Jangipur and Jiaganj lie.

Jalangi

Originates from the Ganga shifts eastwards, flows along the Murshidabad-Bangladesh boundary & then southward along the Murshidabad–Nadia boundary; then goes into Nadia district.

Estuary: Bhairab

Bhairab Originates from the Ganga in Lalgola and meets the Jalangi to the north of Nadia district.

It is an old river and is partly deserted.

Bansoli

Enters Murshidabad from Birbhum near village Husainpur, flows east and falls into the Bhagirathi north of Jangipur.

Dwaraka / Babla

Enters Murshidabad from Birbhum near Morgram, flows eastward and then to the south-east, forms the eastern boundary of Kandi sub-division and leaves the district at Raghupur.

Estuaries: Mayurakshi & Kuiya (on the right bank)

Though a moderate river, it has several names and many small tributaries and estuaries. Its many backwaters and side channels also connect it with the Bhagirathi.

Brahmani

All originate from the hills of Birbhum, flows to the west and falls into the Dwaraka. All rivers meet at Hizal Beel of Kandi Sub-Division

All are hill streams with beds full of pebbles & yellow clay. Depath of river is redused due to silt deposition.

Mayurakshi

LOCATION

Murshidabad district is situated between the latitudes 24O50´20´´ and

23O43´30´´ in the Northern Hemisphere. The eastern most proximity of the district

is marked by 88O46´00´´ east longitude and its western most extremity by

87O49´17´´ east longitude.

It is located almost in the central position of West Bengal , this district plays

an important role in connecting both the ends of Bengal. It also provides linkage

with the rest of India through the corridor of Bihar. It has connected India with

Bangladesh through its international border towards east of the district. It is the

northern most district of the Presidency Division of the State of West Bengal.

II) BOUNDARIES ,NATURAL DIVISIONS AND GEOLOGY

A. BOUNDARIES:

In shape, the district resembles an isosceles triangle with its apex

pointing to the North-West. The Padma River flows through the entire eastern

boundary, separating the district from Malda and Rajshahi (Bangladesh). Burdwan

and Nadia are on the southern side and Birbhum and Pakur (Jharkhand) are on the

western side of the District.

NATURAL DIVISIONS:

The river Bhagirathi has bifurcated the triangle shaped district and

divided it into two broad geographical regions of almost equal area and having a

striking difference in their geology, in the agricultural and habitational pattern and

even in the religions of their inhabitants. The two regions are a) The Rarh Area

& b) The Bagri Area .

a) The Rarh Area – This is the area to the west of the Bhagirathi having the pre-

dominant geographical character of a plateau. It is substantially a continuation of

the Sub-Vindhyan region of laterite clay and nodular ghuting. The land is high,

slightly

undulating, but is interspersed with numerous swamps and beds of old rivers. The

soil is greyish and reddish, rich in lime and iron oxide. The rivers in this part

originate from hill torrents and they are prone to overflowing due to sudden rain.

Hijal: It is a tract within Rarh, situated in the south-

west of the district near the confluence of the Mor and Dwarka, is about 50 sq.

miles in area. Here the country becomes more open, and, in place of rice fields

large stretches of thatching grass cover an almost treeless plain. During the rains,

this area is widely inundated with water. Again, it becomes dry in the winter and a

large portion of it is cultivated with Rabi crops.

b) The Bagri Area – This is the area to the east of the Bhagirathi formed by

Gangetic alluvial deposit. This area was formed later than the Rarh Area. It lies

entirely between the Ganga, the Bhagirathi and the Jalangi River. The area is low, is

therefore, exposed to annual inundations resulting in fresh silt deposits, and hence

it is very fertile. Various crops are grown here, not to be surpassed by any part of

the State. The Kalantar bill is a continuation of Bagri in the south-eastern corner of

the district and receives the drainage of the swampy rivers in the eastern part of the

district. It is a very swampy tract of dark clay and it is good as a rice growing area.

GEOLOGY:

The tract of Bagri, lying east of Bhagirathi is covered with recent

alluvium, consisting of sandy clay and sand along the course of the rivers,

and fine silt consolidating into clay in the flatter parts of the plain; sometimes

the areas form saucer–like depressions. A bank of stiff clay, gravels and

calcareous nodules called ghuting forms the junction of the alluvium and

higher grounds on the west of Bhagirathi. In the north-west of the district are

some isolated clay hillocks.

III. LINES OF DRAINAGE

The general inclination of the district, in the tract west of the

Bhagirathi is from north – west to south – east; but in the tract east of

Bhagirathi, the lines of drainage are somewhat irregular as the main rivers

do not uniformly takes this direction. Though the western half of the district

slopes eastwards toward the Bhagirathi, a number of the hill streams do not

find their way directly into that river; they are intercepted by bils or marshes

and for the most part are carried off to the south by the Dwarka. The two

chief drainage basins in this part of the district are that of the Bansloi in the

north and that of the Dwarka with its confluents, in the south. The large bils

act as reservoirs during the flood by absorbing some of the excess water

carried down by these streams, and also drain the excess water through the

streams, emanating out of them.

The eastern half of the district may be described as an isosceles

triangle. The Ganga (Padma) and the Bhagirathi forms the two equal sides;

The Jalangi forms almost the entire base. However, the line of drainage is not

along any of these rivers. The local rainfalls in this part of the district do not

run off either into the Ganga or the Bhagirathi. The floods of these two great

rivers converge towards each other, and ultimately make their way in a south

– eastern direction. It may be roughly stated that the greater part of the

surplus water ultimately falls into the Jalangi by means of the Gobranalah,

the Bhairab and the Sialmari. During rainy seasons these canals, are

connected with a number of bils, forming a network of water

communication.

PEOPLE :

Like other parts of Bengal, there has been an inter-racial mixing in

Murshidabad as well. The original inhabitants of the district are found among the

Hindus & the Muslims. There have been immigrations in the ancient period from the

Northern India (Karnary & Rajputana) and the Southern India (Karnat). During the

Nawabi regime the Jains from Rajasthan came and settled here. Now they mostly live

in the Jiaganj – Azimganj area. During the period of Sultani period, Turk, Arab and

Persian immigrants also settled here ; but their numbers are few. Europeans from

countries like England, France, Netherlands etc. settled here temporarily during the

eighteenth century. But there are hardly any Europeans in the district now. There is a

sizable number of Santhals in the Nabagram Block of Lalbagh Sub-Division. But

they have also migrated about a hundred years ago from the neighbouring Birbhum

district and other parts of the Chhotanagpur Plateau. Among other native

communities Mal and Rajbansi communities need special mention. The Chais are

peculiar in comparison with the demographic characteristics of this district and

neighbouring Malda district.

TYPES OF DISASTERS EXPERIENCED IN THIS DISTRICT

Disaster means a catastrophe, calamity or mishap, a grave

occurrence, which causes loss of life, human suffering,damage to and destruction

of property, and/or degradation of environment and/or which disrupts the

normal functioning of societies, Government and/or communities and/or

adversely affects individuals and families with severity .

The district of Murshidabad is flood-prone. This district is

ravaged by the devastating flood almost every year.Besides this murshidabad

District is in the effect of serious erosion caused by relentless and continuous

change of course of the river Padma, the river Bhagirathi and their tributaries.

Erosion caused by the river has been causing serious concern for the past few

years. It has now become a perennial problem of this district.

The main causes of flood in this district can be listed as follows :

Incessant and unprecedented rainfall

Overflowing of the rivers Ganga, Padma, Bhagirathi, Mayurakshi, Brahmani,

jalangi and their tributaries due to heavy rainfall

Sudden discharge of excess water from the dams

Erosion and break-through of riversides

HISTORY OF DISASTERS EXPERIENCED IN THIS DISTRICT AND PROBABILITY OF THEIR OCCURENCE

A) FLOOD :

HISTORY OF DEVASTATING FLOODS IN THE DISTRICT

1870 The embankment of Lolitakuri of Bhagwangola –II affected thousand of bighas of land washing off completely paddy of Amon and Ayush varaiety.

1885

The embankment of Lolitakuri broke down again. The flood water remained for a period of two months at a stretch from August to September. Water was flowing at the rate of 50, 000 (Fifty thousand) cusecs during the flood. The water level of Jalangi River stood at 29 fit above the normal level.

1890 Flood occurred due to the breaking down of the embankment of Lolitakuri.

1904 Jangipur and Lalgola Police Station areas were completely flooded. In Berhampore and Kandi Sub –division only a few areas were affected.

1907 Flood occurred at Lalgola Sub –division.

1924

The overflowing of the Padma River flooded 11 mouzas of Farakka Police Station, 19 mouzas of Samserganj Police Station, 22 mouzas of Suti Polcie Station 27 mouzas of Raghunathganj Polcie Station 12 mouzas of Jalangi Polcie Station 21 mouzas of Raninagar Police Station 7 mouzas of Lalgola Polcie Satation and 13 mouzas of Bhagwangola Polcie Station.

1931 -32 Kandi Sub –division suffered heavy losses during the floods.

1933 -34 Five thousand houses in the Rarh area broke down and eight thousand people were affected.

1951 Over flowing of the Padma River flooded 11 villages.

1956

The water of Babla / Dwaroka River destroyed many houses and 25 % of the total crops of this area; flood water remained for 6 days. The overflowing of the Padma River destroyed 23 villages spread over 13 mouzas, affected 10162 acres of arable land, 21372 persons and 4564 houses.

1959 The Babla / Dwaroka River overflowed again and the flood water remained for 3 weeks.

1961

The flood affected 11 mouzas of Suti Police Station along with 8569 acres of arable land, 21879 persons and 4466 house holds. Lalgola Bhagwangola, Raninagar and Jalangi Police Stations were equally affected. In total, 99750 acres of arable land, 238105 persons and 36868 houses were affected in 86 villages of 8 Police Station areas.

1968

The Moyurakshi, Brahmani, Dwaroka and Gambhira Rivers flooded simultaneously affecting Kandi Sub –division. The water level rose to a maximum of 7 ft. above the normal level. At the same time the Bhagirathi and the Babla River over flowed and flooded Nurpur and Chakghat. The flood affected 1/3 area (1900 sq miles ) of the eitire district.

1971 The flood of this year was of a similar nature to that of 1951. 86 villages were affected.

1978

The flood was of a devastating nature. The flood started from the first week of August and lasted till mid September. It affected 820000 persons residing in 845 villages spread over an area of nearly 485 sq. miles. The Afflex embankment broke down which resulted in the merging of two rivers namely the Ganges and the Padma. Out of 26 Blocks of the district, 21

were flooded. 52000 houses were destroyed and crops, spread over 2 lakh acres of land & worth of 10 crore rupees were damaged. In the month of October, Kandi sub-division faced flood due to the overflowing of the mayurakshi river.

1986 10 lakh people spread over 10 blocks of the district became homeless.

1987

This flood was more devastating than the flood of 1978. The water of river Ganga and Padma overflowed. 23 blocks and 04 Municipalities of the district were severely affected.31532 hectares of land were inundated and crops worth Rs. 09 crores were damaged. 10483 houses were completely destroyed and 11448 houses were partially damaged.

1989

On 2nd September, 19000 cusecs of water was released from Tilpara barrage which resulted in the flooding of Kandi Sub-division destroying crops spread over 18000 acres of land.10000 acres of land in Jalangi was inundated.

1990

Akheriganj in Bhagwangola –II was the worst affected area during this flood. 1507 sq. kms. of land was completely flooded, 575 houses were destroyed and 4032 persons were affected. In Salarpur Gram Panchayat 2130 houses, 117 shops 24 Mosques, 7 Temples, 1 Post Office, 1 Bank and 4 Primary Schools were completely washed off.

1992 Flood occurred in the first week of September. 220 houses were destroyed due to the over flowing of the Bhairab River. Rabi crops were lost during this flood.

1994 Lalgola and Jalangi Police Station areas were mostly affected due to the breaking down of the embankment of the River Padma.

1995

Rs. 20 crores were spent to prevent the embankment of the River Padma from breaking but on 11th June the embankment of the river Bhairab, a branch of Padma, flooded 70 villages and affecting 10 lakh persons.

1996 The embankment of Padma River broke down at Bhagwangola P.S area. 1200 mtr. long embankemtn was damaged.

1997

The embankment of the Padma River about 90 kms in length, broke down again affecting 1/4 of the total population of Murshidabad district. The distance between the Ganga and Padma Rivers reduced to about 1 kms due to the breaking down of the banks of both the rivers cosing the Hon’ble Prime Minister to visit the affected areas. Had the two rivers merged the water of river Padma would enter the Ganga and all the areas and the houses along the banks at the Ganga from Murshidabad to Kolkata would have been washed off.

1998 12 lakh persons of 22 Blocks were affected by this flood.

1999

Flood occurred due to the release of water from the Farakka barrage on and from 25th September to 30th September. 100 gates out of 109 of the barrage were opened. Tilpara barrage also released water from 24th September to 27th September. Kandi Sub –division was heavily affected. 7 Blocks from Farakka to Jalangi (1850 sq. kms.) were partially affected 6 Municipalities and 221 Gram Panchayats comprising 23 lakh persons were affected. 13 people died, 70200 houses were completely damaged and 89000 houses were partially damaged. The district suffered pecuniary loss of Rs. 561 crores.

2000

The flood occurred mainly due to over flow of water from the major rivers flowing through the district, sudden discharge of water from the dams, erosion and break through of river sides and continuous heavy rainfall from 18th September to 21st September. 600 human lives were lost and pecuniary loss exceeded Rs. 2000 crores.

2003 Flood and erosion occurred in 12 Block and one Municipality total 339 nos. of villages were affected.

people ware affected. 22746 no. houses ware damaged. This District suffered damaged to crop estimated value of which was Rs. 9745 lakhs. Two lives ware lost.

2006

Flood occurred in almost 26 Block and 7 Municipalities. 1892 villages were affected due to Flood and Erosion. 1436334 people were affected. 35437 Nos of houses fully and 50729 Nos partly damaged. 74476 Hector of land was affected. 11 lives were lost during Flood.

2007

Flood occurred in almost 26 block and 7 Municipality Dwaraka, Bramhani, Mayrukhashi, Bhagirathi and some other hilly rivers 1310 No villages & & Municipalities with 556995 population were badly affected. 20 human lives loss in addition 15 human lives loss due to effect lightning

EROSION:

River bank erosion is a burning problem of this district by which every year

hundreds of family are being houseless and suffer indescribable pain, agony and

harassment . 102 km of embankment of river Padma / Ganga from Farakka to Jalangi is

vulnerable due to erosion. Some or other part within this length are being eroded every

year. 45000 hector of land has been eroded to river Ganga / Padma. Which is to be

prevented in the event of comprehensive plan with effective implementation by Irrigation

Department

From 1931 to 1977, 26,769 hector lands have been eroded. Loss of cultivable land,

homestead land and orchard has been increasing day by day, incurring heavily to the

financial health of this district. Thousands of people have lost their dwelling houses.

In 1942 to 1958, 13 km Railway line from Baraswa to Azimganj was

destroyed due to erosion of river Ganga near Nimtita to Sankopore. NH -34 was shifted to

the west side. Dhuliyan town has been shifted four times and now it is situated at 2 km.

West of river Ganga. Higher Secondary School, Police Station and Highway of Jalangi,

Raninagar, Bhagwangola, Lalgola has been shifted. Number of villages has submerged

into river Ganga. River Ganga is coming closer and closer to river Bhagirathi day by day.

Near Fajilpur of Raghunathganj –II Block, distance between Ganga and Bhagirathi is only

1.5 km. If these two rivers are mingled up due to bank erosion, the purpose of Farakka

Barrage will become useless.

1980 -1990 is a decade of erosion of this district which badly affected Giria, Sekhalipur, Khejustala, Mithirpur, Fajilpur villages. In 2002 -2003, 694 nos. of families were completely shifted due to erosion, 612 no families in 2003 -2004 were shifted suffering loss of their dwelling houses, increasing migration and loss of employment opportunity. 613 nos of families in 2005 - 2006 were affected due to erosion. During the year 2006-07, 1354 families are shifted due to erosion at Jalangi Block, 3 no. of Mouzas are fully washed away there. In 2007 , families are shifted in Lalgola Block due to erosion of river Padma. Apart from it, 97 families in Bhagwangola-I, 49 families in Bhagwangola-II, 40 families Farakka and 225 families Raninagra-II are forced to shift due to erosion. During the year 2008 Bamnadab of Raninagar-II block affected by Erosion, 168

families in Raninagar-II block 205 families of Lalgola block 875 families in Bhagwangola-II

block and 165 families at Bhagwangola-I block are shifted. Action is being taken by

Farakka Barrage and Anti Erosion Division for Bank projection out of schemes approved

by T.A.C.

Flood Warning System

The Central Flood Forecasting Stations at Siuri and Patne and the Meteorological

Department send messages to the District from time to time on the rain fall in the district

and the water levels of various river especially the Ganges.

Executive Engineer, Irrigation & Waterways Department, Berhampore has also

been requested to submit regularly, the level of water in various rivers in the district and

the rain fall recorded in the district from time to time.

The wireless networks available with Superintendent of Police Murshidabad and

various Battalions of BSF at Roshanbagh near Lalbagh are used to transmit flood messages

to points in the district. Internet connection of SDOs , BDOs will be utilized also to

transmit the warning message. Service of cable operators and All India Radio

Murshidabad Station will also be utilized in case of emergency.

S.P., Murshidabad has also been requested to install RT Sets at remote places which

normally get cut off during floods.

The information dissemination teams at the community level trained in the

Disaster Risk Management Programme with also help the process in this district.

Education Department will be requested to issue necessary instruction at the grass

root level so that the School Buildings are made available for the purpose of Flood-

Shelters / Medical facilities by CMOH / drinking water by PHE.

A list of nodal persons with their contact phone number for each vulnerable

villages will be kept with the BDOs for communicating flood message from both side at

the time of paramount need as well as evacuation in safe palaces before hand.

Requisition of Army & B.S.F. The army will requisitioned only when the flood situation worsens and when it becomes almost impossible for the District Administration to carry out rescue and relief operation to all the affected persons in time and smoothly. The BSF is available at Roshanbagh near Lalbagh, and which is of immense help during floods and resources available with them are utilised, if the situation so demands. Help of Zilla Sainik Board will also be obtained in search and rescue work. Civil Defence water wing will also be utilized in rescue and relief work.

Telecom

The General Manager & Telecom District Manager, Berhampore is being requested to make all necessary arrangements to ensure the Telephone lines function properly and there is no disruption in communication net work during flood season.

Role of Voluntary Organizations

It was experienced during the previous floods that some of the voluntary organizations like UNICEF, Bharat Sevasram Sangha, Lions Club, Red Cross Society, etc. provided immense services in tackling the flood situation. SDOs. and BDOs have been requested to identify the voluntary agencies whose services can be utilised in providing relief to the flood affected people.

Flood Damage Reports All the departments are being requested to ensure that the flood damage report is sent to

the District Relief Control Room regularly. This is necessary to determine the extent of

damage that may be caused due to floods and accordingly, a comprehensive report on

the flood damage can be sent to the Government without any loss of time.

Post Flood Measures

All the Department are being requested to chalk out the plan for post flood measures

especially in case of Health, PHE, Agriculture, irrigation, PWD, PRI’s, ARD Fishery Roads

and other sectors. BDOs have been requested to cause immediate inquiry as per

guidelines on the house damage due to floods.

SDOs and BDOs are bring requested to ensure that all the formalities in case of any

human death, should be completed at the earliest and necessary reports should be

submitted to the District Administration for further action. BDOs are bring requested to

ensure that post-mortem in each and every case is conducted. Block level damage

assessment team consisting with representative of BDO, Gram Panchayat , Panchayat

Samity, and one Member of opposition party will conduct their enquiry as to house

Co-ordination Meeting

Coordination meeting will be held with all the departments to ensure that there is proper

coordination and liaison among various departments and the rescue and relief operation

is conducted smoothly. The meeting will be held every day to take stock of the flood

situation, action being taken by various departments and their problems, if any. Such

meeting will also be held at SDOs, & BDOs level daily for close monitoring flood relief

operation and better coordination among the Disaster Manager.

Aerial dropping of relief materials

Aerial dropping of relief materials are needed when it would not be possible to reach the flood affected people to remote area through road & rail. Helicopters from the Indian Air Force and other agencies need to be requisite by the State Govt. for transportation of medicines, bleaching powder, relief materials & for rescue operation also other wise which could be accessed for a no. of days.

A list of the map coordinates of each block of the district has been drawn up so that they can be communicated to the IAF authorities for aerial dropping of dry food & other materials, as & when necessary

Dos and Donots for Community Awareness

1. Must listen to the warning message carefully.

2. take shelter in safe place immediately after listening the warning message.

3. Do not stay inside weak structure. 4. Keep drinking water, dry Food, Match

Box, Torchlight etc before starting to relief camp.

5. Keep your important documents like land records, Voter identity card, Ration Card, Certificate, Licence etc in safe place.

6. Children, Old, Women, and physically handicapped be rescued first.

7. Know the safe route for relief camp 8. Drink boiled water or keep halogen

tablets. 9. Do not drink water of submerged tube-

well without disinfection. 10. Do not spread rumors. 11. Keep patience during crisis and cooperate

with disaster managers. 12. Use local resources as many as available in

rescue and evacuation. 13. Turn off electrical connection from house

before leaving to relief camp.
