Grassroots Participatory Budgeting

• It is a process where the people at the grassroots are provided with the opportunity to be involved, in deciding how and where public funds should be spent especially to address their poverty situation,

• The people shall be involved particularly in the drafting of the national government agencies’ budget.

• Formerly known as the “Bottom-Up Budgeting Process”, it is the opposite of the top –down approach, where only the leaders and officials at the top decide where the public funds should go.

OBJECTIVES

– Promote people’s participation

– Strengthen government’s accountability and transparency

– make governance and public resources allocation more responsive to local needs

• It also hopes too break the monopoly where only a few decide where the public

funds should be spent, o curb corrupt practices where funds are mismanaged to benefit a

few and o prevent patronage politics or using the project as a reward to the

followers of political leaders for their electoral support.

OVERVIEW

• Local governments and local CSOs jointly identify P15M to P50M worth of priority projects

• LGUs required to provide counterpart funding

• Priority projects incorporated in budgets of regular programs of agencies

GPB PROCESS• 1. CSOs analyze their poverty situation, identify

possible projects and select their representatives to the LPRAT

• 2. LPRAT composed of equal number of government and CSO representatives meets to finalize projects for submission to the National Government

• 3. Proposed projects are reviewed / validated by national government

• 4. Funding is provided in the national budget
