    MAJOR ACCOMPLISHMENTS/RESPONSIBILITIES:

    GJB Consulting Associates July, 1986 - PresentSenior Program Manager - Consultant

    Initiated various consultation service agreements with various segments ofthe computer user community. Directed the migration and transformation of a major accounting applicationsystem for the United States Air Force from a Unisys mainframe fixed screenenvironment to a UNIX - Oracle Windows based platform operatingenvironment. Coordinated the system integration of various accounting and warehousesupply based application systems across various operating systems and vendorrelated application packages (SAP, PeopleSoft, Oracle, ERP, i2, ETL, DB2,Informix, SQL, SQL Server 2005, IDMS, DMS II, VSAM, TOTAL, OS, Tandem). Directed the design and implementation of a Medical Record ImagingRetrieval System for a major regional teaching hospital. This systemincorporated flatbed scanners, image displays and large volume optical diskstorage media. This system was highly structured around ICD9 codingprocesses. Managed Quality Assurance in global multi-platform system deployments. Directed the technical development and supply vendor contractnegotiations for a voice actuated personal computer workstation, intended foruse by severely disabled individuals. This project interfaced the components ofvoice recognition, voice digitization and playback, electronic mail and a voice-command directed six-axis robot device. All modules were developed utilizing awindowing/SAA architecture and the 'C' programming language. Conducted fee-paid training on various accounting, word processing,database and telecommunication software packages for regional clientorganizations. Managed system development in GIS, Logistical, and Federal/State/Local

    government arenas. Software analysis and design for a major CAD/CAM equipmentmanufacturer. Development of a Distribution/Tracking System for a major manufacturer ofhousehold consumer goods. Development of an Electronic Data Interchange (EDI) System-based withinthe personal computer environment for a major participant organization in theTransportation Industry TDCC communication standard definition committee. Developed a Time Billing System for a worldwide Time Sharing/BulletinBoard organization. Managed the website design for large tabular data displays, paginationtables and processes and large data content designs.

Performed performance audits of progress, compliance, documentation andbudgetary issues. Coordinated all Quality Assurance (QA) within the regulated FDA 21 CFRPart 11 development activity. Directed the technical design of operating system functional equivalentprocesses originally sourced in an Alpha Open VMS environment and targetedin a Linux/Oracle/Java environment.     Implemented formalized life cycle development procedures affecting allin-house software application development activities supporting customizedstatistical reporting of study data associated with preclinical contract researchorganization (PCRO) activities. Successfully restructured development teams to focus on successfulvalidation of production reporting software compliant with the FDA 21 CFR Part11 dictates utilizing SAS and BI. Managed ERP implementation utilizing both Documentum and Open TextLiveLink.

    Managed the restructuring of reporting system operational architecture toprovide a three-fold increase in reporting activity with limited increase inhardware budget and resources. Managed the development of a restructured .NET/web based (XML, HTML,RUP) user front-end data interface within a client server topology. Continually delivered specialized reporting components on time and withinbudget. Retained all members of development staff earning a superior subordinateevaluation rating.

    Directed the design and implementation activities of a development staff of4 to 16 individuals tasked with 'porting' a computer processor independent setof application development/application execution software across twenty (20)different processors and operating systems. These development activitiesdictated that a DBMS, Terminal/Printer/Communications Driver(s) andproprietary coding language, be developed to meet a set of specific functionalspecifications within single user, multi-user/multi-tasking and local area networkenvironments. Directed the management of, and participated in the selling process, for theattainment of 18.5 million dollars of hardware resale revenues within a three (3)calendar year period. Served as the organizations primary contract negotiator with varioushardware/software vendors and large, Fortune rated clients.

    Designed and formalized the sales, product release and training materialsassociated with the organization's available products. Directed the activities of the Systems Engineering and Consultation staff of32 individuals.

    Cincom Systems, Inc.

    Area Manager - Custom Systems Division

    Served initially as Project Leader, and subsequently as Area Manager, for'Time and Material' consultation projects in support of the utilization of theorganization's software products. Designed and implemented a MENU/SECURITY, GeneralizedOn-line/Batch Development System utilized by the U.S. Navy Department ofEducation and Training, the U.S. Navy Construction Battalion Corp., RCA

    Alascom Telecommunications and the British Steel Corporation. Performed the duties required for direct management responsibility forsoftware systems development projects ranging from four individuals/oneproject to forty-eight individuals/ten projects.

    Monsanto Research Corporation(Atomic Energy Commission)Lead Systems Programmer/Analyst

    Served as a member of a system programming team tasked with convertingan entire data processing operation from an IBM-DOS, PL/1, Batch processingorientation to an IBM-OS, TSO, SPF, COBOL, On-line, IMS DB/DC orientation. Implemented remote/distributed processing capabilities interfacingspecialized laboratory processors and inter-connected agency computer

    operations.
