    Chapter One Basic Introduction to K.S.A

    Geographic features of K.S.A

    Geographic: The full name of K.S.A runs: Kingdom of Saudi Arabia(KSA or SA).

    It is located on the Arabian Peninsula in southwestern Asia. It is west of the Red Sea,

    Persian Gulf is to the east ,with Jordan, Iraq, Kuwait, United Arab Emirates and several

    other countries on its border.

    Capital : Riyadh

    Time zone: Five hours late than BEIJING, GMT+03:00.

    Climate: K.S.A is on Arabian peninsula, it is east of Persian gulf and west of red sea, with

    most areas of K.S.A covered by sand and highland, the climate is typically continental

    featuring all year round dry and hot. In winter(from December to February), the

    temperature is rather low in the morning and evening, outdoor temperature in urban city

    will reach below 10 degree, temperature in the desert of rural areas goes as low as below 0

    degree.

    Territory Area: The total areas of K.S.A covers 2249690 square kilometers, the costal line

    runs as far as 2509 kilometers.

    Religion: Islam as national religion

    Language: Arabic as mother language, English is universally acquired

    Currency: riyal( the rate between riyal and us dollar: 3.75RIYALS=1 us dollar), 1 sr=1.77

    Manners and Customs

    Saudi is a country with extremely stern religion regulations, it is the origin of holy Islamic

    and holy city Makka. So Saudi is different from other Islamic countries in many aspects:

    More stern and complicated religion observations besides the traditional religion rules.

    Anyone who breach it will be under arrest and put into jail upon the authorization of

    religion police in the city

    Significant Note:

    Physical touch and conversation with woman in public is prohibited in public.

    No video and photo shooting in most public and outdoor areas

    Black robe and veil is a must for a female who is outdoor

    The dressing for male should not be too exposed, no vest nor short pants will be

    accepted in public areas.

    Prayer:

    Saudi is a very stern Islamic country , everyone follows the regular pray routines featuring

    five times everyday, that is midday 12, 3 pm, 5pm, 7pm and 5am, each will last half an

    hour .The prayer time will adjust according to the sunrise and sunset daily, during which

    all shops will be out of service.

    Ramadan:

    There is a month of fasting time called Ramadan every year in Muslim world , according

    to Islamic lunar. The starting date of Ramadan varies from year to year, but the

    verification of Ramadan follows the same waystart with the half moon and end with

    crescent. During Ramadan , no food, water or cigarette will be accepted by Muslim people

    after sunrise, which will start only after sunset, non-Muslim is free of this regulation , who

    will avoid eating ,drinking and smoking in public, the one who breaches the rule will get

    punished by religion police.

    Chapter Two- Company introduction

    Established in Riyadh ,capital of K.S.A at 2005, company undertakes the main

    responsibilities of the civil work, installation, commissioning, PAT as well as maintenance

    of telecommunication equipments, the employees fall into several categories in terms of

    nationalities: Chinese, Indian, Philippines as well as Pakistani .

    The local employee recognized as those CCS recruited all by it self according to demand

    and approved by head company in china. They will sign contract with CCS and enjoy the

    package salary . According to K.S.A Laws, company will provide with employees Medical

    insurance and GOSI.

    The main telecommunication equipment vendors are: HUAWEI,ZTE,ERICCSION,

    NOKIA,SIMMENS and MOTOROLA, the main telecommunication operators are:

    STC,ATHEEB,MOBILY and ZAIN.

    Company structure

    Responsibilities

    Marketing department:

    Be responsible for the market exploration and follow-up, drawing up the operation

    plan ,proposing operational strategies and implementations.

    Project Delivery department: The main tasks of this department is to implement the

    project , including 5 branches: network department, maintenance department, wireless

    department ,osp(zain,ftth)department and quality control department.

    Network department: there are around 100 employees in this department, main services

    include HUAWEI MW transmission project, MSAN DSLAM project, CS/PS core network,

    company keeps a strategic partnership with HUAWEI in transmission project in K.S.A.

    The main posts divide into PM, project TL, general administrator, executive engineer.

    Maintenance department: There are about 280 employees in this department, divided into

    two parts : maintenance department and field maintenance department, the main task of

    maintenance department is to front supervise(FO), back trouble-shooting(BO),field overall

    maintenance . The field maintenance department is responsible for the maintenance tasks

    of related fields, including maintenance of transmission equipments, Microwave

    equipments, radio access equipment. The main posts divide into PM, project TL, general

    administrator, executive engineer.

    Wireless department: There are 200 employees in the department. Main services include

    the installation and commissioning of HUAWEI BTS equipments and MW equipments

    Ericsson RBS,MW installation and commissioning, network DT etcZTE WIMAX civil

    work, equipment installation, MW installation and commissioning. The main posts divide

    into PM, project TL, general administrator, executive engineer.

    Quality Control Department: The main task of quality control department is to supervise

    the project implementation procedures and quality insurance

    Finance Department: To assist Marketing department in project payment refunding,

    invoice prescription externally , be responsible for the personnel advance payment, salary

    distribution, invoice claims etc.

    Procurement department The main responsibility of this department consists of project

    sub-contract and equipment procurement.

    General management department: It is the support and management department of the

    company, responsible for the administration affairs, logistic support, document

    management, conference preliminary arrangement and organization ,goals organization,

    interior coordination and the implementation of company rules and regulations.

    4Abide by company regulations, reply clients or colleague in time and prepare weekly

    7The official holidays for Saudi starts from Thursday and Friday every week, End of

    Ramadan and Haji represent the most important holidays each year in Muslim world,

    during which the holiday lasts usually from 9 to 15 days , two regular weekend holidays

    are included.

    Chapter Four Safety regulations

    1.Swimming or playing in the sea by oneself is prohibited , at least 2 people are required.

    2. Driving without license and over-speeding is prohibited.

    3. Wandering out alone is prohibited, please keep acquainted and inform others with your

    direction.

    4. Please keep your ID with you whenever you wander out.

    5.Coming across any emergency , please keep calm and notify your department manager

    immediately.

    Please affix the invoice with tidy arrangement from left to right, no folding or over-margin

    will be accepted.

    All invoices will be affixed by glue, no staplers will be accepted.

    The filled format shall be indorsed and the acceptance unit will be the origin department.

    Invoices of small amount (toll gate fees and other insurance fees) could be packed together

    Chapter Six Network safety regulations and case analysts

    .Network-safety Operation 10 regulations

    THINK OVER BEFORE ACTION

    1. Any operations on live network should have the implement solution which has been

    audited by HUA WEI technical team and approved customer.

    2. Any change operations on live network should be executed strictly according to the

    DOWN TIME approved by customer. Any operation ahead of schedule is prohibited.

    3. Consider the possible consequences before any hardware change. Wearing the anti-static

    wrist strap to plug and pull the boards is the must.

    4. Prohibit operating any other vendor's equipment.

    5. Prohibit logging in the system by using other person's or illegal accounts.

    6. Do not accept any temporary un-planned change operation arrangement. Any extra

    operation out of the change solution is prohibited.

    7. There must be another engineer to confirm the each step operation during the important

    change. Prohibit committing operation task to other staff and accepting other staff's

    change operation commission un-officially.

    8. Only the legal versions of the software can be used in the live network. Usage of un-

    officially released software is prohibited.

    9. Any incident must report to product line team leader and CS manager within five

    minutes.

    10. Confirm all services are running well with the monitor center before the leave.

    High-risk Operation Process

    1 Before or after high-risk operation, the engineer shall inform the related personnel by

    ways of e-mail or MMS.

    2 The format of E-mail and MMS will be decided by each department own character,

    including: who, when and what operation will be conducted and the possible effect.

    3 Case analysis

    Case One: Incident process

    On 28th,March,2009, project supervisor Mr Wang lead Chinese hardware technician to

    install BTS 2G equipment in Ericsson store Riyadh areas, under the demand of the

    technician, project supervisor lead the workers back to villa for lunch at 11:30 and

    resumed the work at 2:00 pm, left 3 hours vacuum without any supervision at site , which

    caused the client to complain to our company .

    Case Two: Incident process

    At ZTE core network project site , tension aroused because of a high-lighter between

    project supervisor and hardware mechanic , a rush of urge of the mechanic lead to a

    fighting due to the pouring scolding and endless blame by the project supervisor , which

    caused tremendous impact upon company.

    Case Three: Incident process

    On 25th,April,2010, engineer Mr Gong from the maintenance department received the

    urgent trouble-shooting task in the ARAR MV 2242-3351 to handle the power-off problem

    of the site. Followed the NOC regulations, the engineer replaced the accessories upon the

    arrival , but failed to check the configuration data with foreign staff, which lead to faulty

    trouble-shooting process, and the task failed and caused severe HUAWEI complain.

    Chapter Seven Safety regulations for vehicle drivers

    1.All the vehicles must be registered with drivers; each driver must take fully responsibility

    of his vehicle. It is prohibited to exchange the vehicle among the drivers without the

    permission of the company.

    2. All the vehicles should be checked daily before use.

    3.Driver must wear the safety belt. Driver must follow the safety specification.

    4.Driver must pay attention to safety while driving. any other activity affecting driving is

    prohibited.

    5. Driver must pay attention to the road sign while driving. Speeding is prohibited.

    6.Driver must keep safety driving distance while driving. Extra attention must be paid

    when vehicle pass through the intersection or crossing.

    7. In order to prevent vehicle theft and damage, the vehicle must be locked before leaving.

    8.The maintenance of vehicle would be executed strictly according maintenance manuals

    by driver.

    9. Any incident must be reported to Vehicle Administrators within five minutes;

    10. Anyone who compromise with company drivers and drive out without Authorization of

    Vehicle Administrators will take all afterwards consequences and be punished by

    company(Both cash penalty and administrative warning)

    11.Anyone(except vehicle administrators)can not dispatch vehicles at their own will and

    force drivers to drive against Saudi Traffic Regulations in the name of work. Violators will

    take all afterwards consequences and be punishable by company(Both cash penalty and

    administrative warning) .
