1 INTRODUCTION

1.1 Project Background

1. The Asian Development Bank (ADB) has approved Loan 3161/8286-VIE:1 Ha Noi and Ho Chi Minh City Power Grid Development Sector Project to strengthen the capacity and reliability of the power infrastructure in Ha Noi and Ho Chi Minh City through the rehabilitation and development of the 220 kilovolt (kV) and 110 kV grids. Hanoi Power Corporation (EVN HANOI) and Ho Chi Minh City Power Corporation (EVN HCMC), which are respectively responsible for the power supply in Ha Noi and Ho Chi Minh City, are the executing agencies. The project’s impact will be that growth in national electricity demand is met in a sustainable manner, and the outcome will be improved reliability and efficiency of electricity supply in Ha Noi and Ho Chi Minh City.

2. The project’s outputs, categorized into four distinct groups to enable more focused monitoring of project performance, are the development and/or rehabilitation of: (i) four core substation and transmission line subprojects in Ha Noi, (ii) four core substation and transmission line subprojects in Ho Chi Minh City, (iii) up to 19 noncore substation and transmission line subprojects in Ha Noi, and (iv) up to eight2 noncore substation and transmission line subprojects in Ho Chi Minh City.

1.2 Report Purpose

3. This report presents the results of the environmental management performance and internal monitoring activities for period of July-December 2017. The report covers the following:

- Status of compliance with ADB environmental loan covenants and with the environmental requirements of the Government of Vietnam during the report period.

- Status of implementation of the environmental mitigation measures during the report period of July-December 2017, under construction six subprojects i) Phu Nghia 110KV substation and 110KV line; ii) Expansion of Thuong Dinh S/S (110kV) - E1.5, iii) 110kV line to 220kV Son Tay S/S; iv) New building 110kV Ba Vi substation; v) Increasing capacity of T2 transformer, rehabilitation of 110KV bay - Tia substation - E10.4; and vi) Rehabilitation and upgrade Phuong Liet 110kV substations - E13) based on the EMP requirements included in disclosure IEEs

- Recommending measures to mitigate the negative impacts on the environment for the construction phase.

- Monitoring results during operation phase of 5 subprojects namely: (i) Rehabilitation of Son Tay S/S (110kV); (ii) construction of Noi Bai airport S/S (110kV); (iii) Mo Lao S/S (110kV) and 110kV Branches; (iv) Chem - Tay Ho T/L (220kV); (v) Thanh Xuan S/S (110kV); and (vi) transmission line (110kV) from Thuong Tin S/S to Thanh Oai.

1.3 Project implementation progress

4. As stated in the approved IEE, the independence environmental monitoring consultant will not be mobilised to conduct environmental monitoring. Thus, the monitoring tasks have been assigned for Construction Supervision Consultant (CSC), Hanoi Development Project Management Board (DPMB) with support of Project Implementation Consultant (PIC). This monitoring focus on monitoring implementation of environmental protection measures of the construction contractors. The status of internal environmental

monitoring system as well as preparation of national EIAs and IEEs and construction states are summarized in Figure 1.

5. The construction progress during the reporting period and to-date for each of the sub-projects is described below. During the second semi-annual period 2017, the construction activities are taking place in 6 subprojects: i) Phu Nghia 110KV substation and 110KV line; ii) Expansion of Thuong Dinh S/S (110kV) - E1.5, iii) 110kV line to 220kV Son Tay S/S; iv)New building 110kV Ba Vi substation; v) Increasing capacity of T2 transformer, rehabilitation of 110KV bay - Tia substation - E10.4; and vi) Rehabilitation and upgrade Phuong Liet 110kV substations - E13. Particularly, civil works of Ba Vi s/s, Phuong Liet s/s, and Tia s/s started in August, October and October 2017, respectively. The scope of each contract package and its implementation period is summarized in Table 2.

Thuong Dinh 110kV station was built and energized on December 2012 in an area of 4,844.16m2. It currently operates with 03 transformers of a total capacity of 166MVA. This subproject will install 02 additional 63MVA power transformers on an expansion area of approximately 2,705.6m 2. The whole expansion is made on part of Thuong Dinh Warehouse that is managed by National Power Transmission Corporation

3.110kV line to 220kV Son Tay Substation

The subproject Construction of 110kV transmission line from the 500/200kV Thuong Tin substation to the 110kV Thanh Oai substation consist of construction of a new 110kV transmission line which consists of 13 towers with total length of overhead line is 10.119km. Substation’s land use will be expanded toward the West for 16m x111.5m and to the South35.3mx59m which is enough to renovate and build 06 new 110 kV outgoing bays according to 2 bus bars map with contact breaker. Station’s existing area is 4.105,5 m2. The total expansion area is 4,039m2

including 2.916,3m2 of station expansion area, 1,122.7m2 is returned residential roads outside the station’s fence, embankment slope and retrieving intertwined land

6. Thus, during this second semimanual period, three subprojects were completed: i) Phu Nghia 110KV substation and 110KV line; ii) Expansion of Thuong Dinh S/S (110kV) - E1.5, iii) 110kV line to 220kV Son Tay S/S in August, July and July, respectively.

7. Until Dec 2017, Three others, namely iv) New building 110kV Ba Vi substation; v) Increasing capacity of T2 transformer, rehabilitation of 110KV bay - Tia substation - E10.4; and vi) Rehabilitation and upgrade Phuong Liet 110kV substations - E13 are in working progress of of 21%, 38% and 70% respectively.

2 MONITORING MANAGEMENT SYSTEM AND MONITORING METHODOLOGY

2.1 Monitoring Management System

9. As stated in the approved IEE, the independence environmental monitoring consultant will not be mobilised to conduct environmental monitoring. Thus, the monitoring tasks have been assigned for Construction Supervision Consultant (CSC), HANOI DPMB with supported by Project Implementation Consultant (PIC). This monitoring focus on monitoring implementation of environmental protection measures of the construction contractors. The status of internal environmental monitoring system could be summarized in Figure 1. The detail description of Environmental monitoring responsibilities of each stakeholder is presented in Table 4.

Hanoi DPMB established an Environment and Social Unit which is led by a vice director of DPMB and consists of Head of Technical and Supervisory, one safeguard expert staff, and some other DPMB staff who are assigned for each subproject to be responsible for environmental issues such as supervision of EMP implementation, its monitoring and coordination with relevant stakeholders.

Construction Supervision Consultant (CSC) (which has one Construction safeguard consultant)

• Prepare and implement Environmental Supervision Plan during construction phase

• Approve the Environmental Monitoring Plans (during construction phase) prepared by contractors, and supervise their implementation

• Report on any incidents or non-compliances of EMP to DPMB

• Ensure adequate education and training to all staff related to environmental supervision

• Provide recommendations on EMP performance to DPMB

One CSC, who oversees EMP compliance monitoring as well as construction work and engineering, was assigned for 5 ongoing civil work packages respectively. S/he prepared an Environmental Supervision Plan right after they signed the contracts with the HANOI DPMB, and reviewed Environmental Monitoring Plans prepared by contractors. These plans are prepared under the instruction of HANOI DPMB and approved by HANOI DPMB.

Project Implementation Consultant (PIC)

• Assist EVN/DPMB in reviewing detailed design for the subproject to ensure mitigation measures being incorporated.

• Assist EVN/DPMB for monitoring and evaluation of safeguards compliance

• Maintain close coordination with HANOI DPMB’s Environment Unit throughout the project life.

• Work with HANOI DPMB to provide education and training for awareness building on safeguards issues

2.2 Monitoring methodology

11. The EMP compliance monitoring has been conducted through: i) reviewing the completed monthly EMP compliance forms of CSCs for each civil work package; ii) Site inspection by HANOI DPMB (weekly); iv) environmental effect monitoring; and iv) Random site inspection by PIC, at least twice per year.

2.2.1 Document review of Monitoring Compliance with EMPs by CSC

12. All documents related to environmental management of the project are collected and reviewed to understand the performance of mitigation measures through its documentation. The reviewed documents include: internal monitoring reports of contractors of ongoing civil work packages, site inspection of CSC for every ongoing civil work packages, contractor environmental management plans (CEMP) and biding and contract documents. The Monthly reports on EMP compliance of contractors are done through site inspection of CSC for every ongoing civil work packages. Monitoring form aided by the monitoring checklist were prepared based on detail described mitigation measures, as per stated in EMPs, proposed in Annex C. The effectiveness of a contractor’s environmental management of a particular impact item is evaluated subjectively using the following rating criteria:

1 – Very good: all required measures are conducted

2 – Good: main measures are conducted

3 – Medium: some measures conducted

4 – Weak: few measures conducted

5 – Very weak: few measures conducted

2.2.2 Site visit

13. Site visit has been conducted by HANOI DPMB (weekly). The PIC visits construction site at least two times every year. During this report period (July-December 2018), PIC has conducted site visit on October and December to random check performance of contractors on the site, check the location of worker camps, interview workers.

3 Compliance with ADB loan covenants and applicable government laws, regulations and requirements

3.1 Compliance with ADB loan covenants

14. As required, all safeguard environmental schedule stated on Loan Covenant need to strictly be complied with, the list of environmental loan covenants and the level of compliance of Loan 3161/8286 is presented in Table 6.

analyses, technical specifications, bidding documents and bid

evaluation reports in accordance with procedures acceptable to

ADB for recruiting individual consultants.

Hanoi DPMB has recruited Project Implementation Consultant (PIC) as well as Construction Supervision Consultant (CSC) for supporting in revising/preparing environmental reports and supervising in environmental mitigation measures. The Borrower shall cause the Executing Agencies to ensure that

the preparation, design, construction, implementation, operation

and decommissioning of the Project and all Project facilities

comply with (a) the Borrower's applicable laws and regulations

relating to environment, health and safety; (b) the Environmental

Safeguards; and (c) all measures and requirements set forth in

the IEE, the EMP, and any corrective or preventative actions set

forth in a Safeguards Monitoring Report.

ensure that the Executing Agencies will not issue a notice to

proceed with such Works, until it has been confirmed in writing

that the related construction site is free and clear from any

unexploded ordnance.

The Project Owner has sent a letter to the Hanoi Capital Military Command to get recommendation for UXO clearance for every subproject. If the Hanoi Command request for UXO clearance, this is always done before subproject construction. For 3 subprojects monitored in this report, UXO was required by Hanoi Capital Military Command and the UXO clearance was conducted before construction starts.

16. The environmental requirements of the Government of Vietnam are followed by HANOI DPMB and Contractors in general, but some improvements are required for full compliance.

4 Incorporation of Environmental Requirements into Project Contractual Arrangements

17. The environmental consideration has been incorporated into the subproject documents such as the EMP/IEE and the bidding and contract (B&C) documents of PL-W01-L01, NRST-W01, PL_W01, BV_W01, BV_W02, TIA_W01) as stated in Appendix A.

18. In these B&C documents, the content of the potential environmental impact and proposed mitigation measures for construction period in the EMP chapter in IEE and the emergency respond plan are included.

5 Summary of Environmental Mitigations and Compensation Measures Implemented during the Construction Phase

19. During this report period, 7 construction packages of 6 subprojects, namely: Phu Nghia SS, Thuong Dinh substation, Tia substation; Ba Vi substation and connecting line (2 packages), Son Tay TL (1 package), Phuong Liet substation are under construction. The monthly site inspection was conducted by the environmental officer of the HANOI DPMB. The Construction supervision consultant monitor at construction site every day.

20. Two substations have been completed during this second semimanual 2017. They are Thuong Dinh substation (completed in July 2017) and Phu Nghia substation (completed in August 2017). Thus, these two subprojects have been assessed during both construction and operation phases.

5.1 Environmental Mitigation Measures Implemented during the Construction Phase

21. The environmental mitigation measures implemented at the six subprojects are as follows:

5.1.1 Phu Nghia substation and connecting line

22. Sites are located inside the subproject area so that they do not interfere with the welfare or social cohesion of surrounding communities. There is no clearance of vegetation and other facilities outside the construction. Contractor’s storage facilities have been surrounded by a security fence. Excavated material is disposed of outside and away from the work area to Xuan Son licensed landfill site. The contractor has applied dust control measures: covered truck transporting construction material; made fence surrounding construction site; covered construction material piles etc. The work generating big noise is implemented at daylight hours only. It is expected that an amount of construction wastewater of 0.5 – 1 m3/day is generated from construction of Phu Nghia substation. Construction wastewater is preliminary treated by the sediment hole before discharging into surrounding water bodies. The wastewater quantity is small, the negative impact is negligible. Oil and fuel from machinery was collected and disposed to Xuan Son licensed and regulated site; All fuel storage areas were securely fenced and provided with oil and water separators.

23. Fuel was stored in properly sealed containers. Regularly check its locks to prevent fuel from running over to environment. All waste oil and oil filters were collected and if possible recycled, otherwise to be disposed of to Xuan Son licensed landfills

24. Contractor has provided workers with safety equipment potable water, sanitary toilet, washing and showering facilities, medical and first aid facilities. Regarding the community/worker health and safety, warning signs and barriers around work areas were erected. Site could only be accessed with permission of contractor. Visitors were warned against site hazards to avoid possible accident. Workers have been educated on the social problems and measures of preventing HIV/AIDS.

5.1.2 Rehabilitation and upgrade Phuong Liet 110kV substations - E13

25. Phuong Liet substation is built in a closed area within a surrounding wall. Warning signs and barriers around work areas were erected. Site could only be accessed with permission of contractor. The construction activities are conducted inside the substation area. Thus, the environmental impact, such as, dust and noise to residential areas is negligible. Building materials are gathered in the substation area, therefore it does not create dust and does not make traffic obstructs. There is no clearance of vegetation and other facilities outside the construction area. The contractor has applied dust control measures: covered truck transporting construction material; surrounded construction site by a fence. The work generating big noise is implemented at daylight hours only. Oil and fuel from machinery was collected and disposed to Nam Son landfill, which is licensed site for solid waste treatment/disposal. The workers are supplied on-site with potable water.

5.1.3 Expansion of Thuong Dinh Substation

26. Thuong Dinh substation is expanded on part of Thuong Dinh warehouse that is managed by National Power Transmission Corporation. Warning signs and barriers around work areas were erected. Site could only be accessed with permission of contractor. The construction activities are conducted inside the Thuong Dinh warehouse area. Thus, the environmental impact, such as, dust and noise to residential areas is negligible. Building materials are gathered in the substation area, therefore it does not create dust and does not make traffic obstructs. The excavated area was limited to the area needed for construction only. There is no clearance of vegetation and other facilities outside the construction area. The contractor has applied dust control measures: covered truck transporting construction material; surrounded construction site by a fence. The work generating big noise is implemented at daylight hours only. Oil and fuel from machinery was collected and disposed to Nam Son landfill, which is licensed site for solid waste treatment/disposal. The workers are supplied on-site with potable water.

5.1.4 New building 110kV Ba Vi Substation

27. Sites are located in the rice field so that they do not interfere with the welfare or social cohesion of surrounding communities. The contractor has applied dust control measures: covered truck transporting construction material. The work generating big noise is implemented at daylight hours only. Construction wastewater is preliminary treated by sedimentation in the excavated hole before being pumped to surrounding rice field. However, the wastewater quantity is small, and the receiving water bodies are rice field that does not require the high water quality standard. Therefore, the negative impact is negligible. All waste oil and oil filters were collected and if possible recycled, otherwise to be disposed to the regulated area. No solid waste is disposed at the surrounding area. All fuel storage areas were securely fenced and provided with oil and water separators. Fuel was stored in properly sealed containers. Regularly check its locks to prevent fuel from running over to environment.

28. Contractor has provided workers with safety working environment, No drugs or alcohol on-site. Before construction, workers need to be introduced and explained site safety procedures. Regarding the community/worker health and safety, site could only be accessed

with permission of contractor. Visitors were warned against site hazards to avoid possible accident. Workers have been educated on the social problems and measures of preventing HIV/AIDS.

5.1.5 Increasing capacity of T2 transformer, rehabilitation of 110KV bay - Tia substation - E10.4

5.1.6 Connecting line to 220 kV Son Tay

32. The 110 kV connection line starts from the 110 kV bay of the 220 kV Son Tay SS and terminate at the separated connection of the existing 110 kV TLs. The connection line traverses Thanh My and Xuan Son communes of Son Tay Town, and mainly passes through paddy fields, rain-fed crop growing area, and low hills in line with the master plan of the satellite urban area of Son Tay. The contractor has applied dust control measures: covered truck transporting construction material. The work generating big noise is implemented at daylight hours only. Construction wastewater is preliminary treated by sedimentation in the excavated hole before being pumped to surrounding rice field. However, the wastewater quantity is small, and the receiving water bodies are rice field that does not require the high water quality standard. Therefore, the negative impact is negligible. All waste oil and oil filters were collected and if possible recycled, otherwise to be disposed to the regulated area. No solid waste is disposed at the surrounding area. 5.2 Main findings from site visit

34. During this report period, PIC conducted site visit during October and December 2017 to random check performance of contractors on the site of 3 subprojects under construction period: i) Rehabilitation and upgrade Phuong Liet 110kV substations - E13; ii) New building 110kV Ba Vi Substation; and iii) Tia substation - E10.4. Three remaining subprojects namely i) Expansion of Thuong Dinh Substation; ii) Phu Nghia substation and connecting line and iii) Connecting line to 220 kV Son Tay are under operation period since July and CSCs of each subproject was confirm by photos that all that sites were rehabilitated so PIC was not visit these sites.

35. The main findings from site visit could be summarized as below:

5.2.1 Rehabilitation and upgrade Phuong Liet 110kV substations - E13

5.3 EMP Performance Status

36. The EMP compliance monitoring results based on the reviewing of CSC site inspection forms (see annex C) and site inspection of Hanoi DPMB and PIC is summarized in Table 8.

5.4 Summary of Environmental Mitigations and Compensation Measures Implemented during the Operation Phase

37. The High Voltage Grid Company under EVN Hanoi, that manages operation of substations and transmission lines, is conducting the environmental monitoring on hazardous solid waste, accident cases, health and safety. The monitoring results are submitted to DONRE and kept at the office for occasional inspection by DONRE. The summary of the monitoring results is in Table 9.

6 ENVIRONMENTAL EFFECT MONITORING

38. Environmental effect monitoring should be conducted in line with the national regulation and as required in IEE. The required monitoring aspects are: noise and air quality (for 4 subprojects), surface water quality (for subproject Ba Vi ss only) and soil quality (only for subproject Rehabilitation and upgrade Phuong Liet 110kV substations - E13). The requirement of environmental effect monitoring stated in IEEs of 5 ongoing subprojects are summarised in Table 10, and the status of environmental monitoring analysis of each subproject is summarized in Table 11.

39. Four subprojects (namely Rehabilitation and upgrade Phuong Liet 110kV substations - E13, Phu Nghia substation and connecting line, Thuong Dinh Substation and New building 110kV Ba Vi S/S) have to monitor air quality. However Phuong Liet SS and Ba Vi SS have not conducted the environmental monitoring, because the construction activities have just started at the end of October, so they will conduct air quality effect monitoring during First semi-annual period 2018. The air quality monitoring was conducted in July 2017 of Phu Nghia SS and Thuong Dinh SS were attached in previous internal monitoring report (Jan-Jun 2017).

40. The soil and surface water effect monitoring are required for Phuong Liet SS subproject and Ba Vi SS respectively once in three months, so these environmental monitoring effects will be conducted during first semi-annual period 2018.

41. During this second 6 months, two air quality effect monitoring has been conducted for two subproject (Thuong Dinh SS, Phu Nghia SS) in July 2017. Four other subprojects have been just started, the construction activities are not too much and they will conduct environmental effect monitoring during first semi-annual period 2018.

7 Key Issues Identified

7.1 Issues identified between July and December 2017

42. According to IEE requirement, the subproject “New building 110kV Ba Vi S/S” needs to monitor the air quality and wastewater quality quarterly. However, this subproject has just started at the end of October 2017, the construction activities were not many, so these environmental effect monitoring would be conducted in first semi-annual period 2018.

43. PIC is supposed to visit 30% subprojects under construction twice a year. However, during this year 2017, PIC visited field sites 3 times. Particularly, during April 2017 visited all 5 under construction subprojects. During this period (July-December 2017), PIC visited two times (October and December 2017) three subprojects under construction. Because the three remaining subprojects are under operating period since July and CSCs of each subproject was confirm by photos that all that sites were rehabilitated. Therefore, for three subprojects which were not visited by PIC. Next semi-annual report of 2018, PIC will visit all the subprojects during that reporting period.

44. The main points of environmental performance monitoring for the six subprojects under construction/operation during this monitoring period are summarized as follows:

7.1.1 Rehabilitation and upgrade Phuong Liet 110kV substations - E13

7.2 Issues from previous report (January-June 2017)

46. The issues from previous reports were related to improper construction activities, solid waste management, soil erosion, working safety etc. Though, almost all environmental issues have been corrected right after reminder of PIC or CSC, some issues were continued from the previous monitoring period from subprojects such as rehabilitation of Son Tay 110KV substation and Thuong Tin-Thanh Oai transmission line. The detail description of

issues of each subproject is presented in Table 12.

8 COMPLAINTS

47. No complaints regarding environmental issue in the period between July and December 2017.

9 CONCLUSION AND RECOMMENDATION

9.1 Conclusions

48. The compliance with requirements during construction phase is generally good. Almost all impact mitigation measures have been implemented.

49. The main environmental issues of the three subprojects are related to: hygienic condition of worker camp; management of construction and domestic solid waste; soil erosion, not wearing working protected equipment, lack of phone number in subproject information board; workers and community safety etc.

50. The ambient environmental monitoring for required subproject which is “new building 110kV Ba Vi S/S” has not been conducted during this monitoring period because this subproject has just started at the end of October 2017, the construction activities were not many. Thus, these environmental effect monitoring would be conducted in first semi-annual period 2018.

51. All subprojects have no complaints from residents living surrounding the subproject area on the environment issues.

9.2 Recommendation

52. Summary of identified issues and action required is presented in Table 13. Those identified issues were notified to the contractors immediately during the monitoring visit of PIC, environmental office of Hanoi DPMB or CSC. The deadline for the implementation of corrective actions was agreed among contractor and monitoring teams at the same time. The corrective actions were implemented by contractor then confirmed by CSC, and reported to the environmental office of Hanoi DPMB.
