On April 22, the U.S. Air Force launched an Atlas V rocket with a

unique payload: the X-37B experimental reusable space plane.

Looking much like a smaller version of the space shuttle, the

X-37B is an unmanned test vehicle. The mission, payload and

orbital parameters were kept secret. But Ted Molczan and other

amateur satellite watchers have succeeded in determining its

orbit from ground observations. Predictions of the orbit are now

possible. The X-37B can be seen tonight, but just barely. The

X-37B is predicted to be magnitude 5.1, and magnitude 6.0 is

usually considered the limit of unaided human vision in a dark sky.

It will also be very low in the sky, reaching a maximum altitude of

17 degrees shortly before entering the earth's shadow. One way

to spot the X-37B will be to lie in wait with binoculars trained on

a star and watch for the satellite to swim into the field of view.

At 10:07 p.m., the X-37B should pass within a half degree above

Menkalinan, a fairly bright star very low in the northwest. Four

degrees is only about twice the apparent thickness of your

thumb held at arm's length. So it's going to be low. By

comparison, Venus is in the west-northwest at about 8 degrees

in altitude. If your view of the northwest horizon is obscured, try

keeping Alpha and Beta Camelopardalis in the same binocular

view. X-37B will pass right between them at 10:09 p.m.,

according to the best available orbital elements. Sharp-eyed

observers with low light pollution should be able to make it out

without optical aid. If you can wait until Tuesday, you can see

the X-37B on a much brighter and higher path. You can, that is,

if the X-37B hasn't been de-orbited by then. The X-37B is

designed to return to the earth like the Buran, the "Russian

space shuttle," which was returned from orbit unmanned. On

Tuesday, the X-37B will have a magnitude of 2.5, and will be the

third brightest satellite visible that night. It will rise almost

straight up at 9:50 p.m. in the west-northwest, and head up just

over the inverted Big Dipper to an altitude of 80 degrees, fading

out as it enters Corona Borealis after crossing through Botes.

Rise early on Sunday, to see the International Space Station

emerge from earth's shadow at 30 seconds before 5 a.m. high in

the sky at 54 degrees altitude toward the south. The ISS will be

near its most brilliant at -3.3 magnitude. It will pass through the

Square of Pegasus nearby a close pairing of the Moon and

Jupiter in Pisces. Brevard Community College in Cocoa is the

site of the BCC Planetarium, the BCC Observatory and the

Iwerks Discovery Theater. The 70-foot planetarium dome is one

of the largest in Florida and features 26,000 stars from the

Minolta Infinium Alpha projector. Get to the BCC Planetarium to

discover The Planets, showing at 7 p.m. today. Rock the night at

9 with the Led Zeppelin laser show. The BCC Observatory is on

the third floor of the Planetarium and offers free public viewing

through a 24-inch diameter telescope. The International Hall of

Space Explorers and the Science Quest exhibit hall are also free.

deputy head of marketing at the Russian Institute of

personal navigator simultaneously receives signals from Russian

GLONASS and U.S. GPS," Elena Shatilina said. GLONASS

(Global Navigation Satellite System), the Russian equivalent of

the U.S. GPS (Global Positioning System), is designed for both

military and civilian use. Shatilina said a pilot batch of 100 models

had already been distributed among the Russian state authorities.

The first 5,000 units will appear in the stores in the fall for

around 10,000 rubles (around $330). The producers said the

gadget has a built in rechargeable battery, with a running time of

about four hours. The gadget is fully designed and produced in

Russia. "RIRT is the father of GLONASS so it is not surprising

that we support the full production cycle from the chipset to the

WASHINGTON — NASA officials are quietly assessing whether to

hold a new competition to build an emergency lifeboat for

international space station crews, a move that would scuttle

current plans to use the Lockheed Martin-designed Orion

capsule for that purpose under an existing contract that would

only have to be modified, NASA and congressional sources said.

“Continuing on the current contract is the option being assessed,

but there is forward work to verify that it is contractually

appropriate and the best approach for the emergency return

module acquisition,” Orion program executive Thomas Rathjen

said in a May 27 e-mail to Space News. The White House in

February unveiled a NASA 2011 budget proposal featuring plans

to cancel the Constellation program, a 5-year-old effort to

replace the retiring space shuttle with new rockets and

spacecraft that would transport crews to the space station and

eventually to the Moon. That hardware includes the Orion Crew

Exploration Vehicle, being developed by Lockheed Martin Space

Systems of Denver. In an April 15 speech, however, U.S.

President Barack Obama announced a modified plan retaining a

slimmed-down version of Orion that could serve as a rescue

vehicle for astronauts inhabiting the space station. Since then,

NASA officials have scrambled to shoehorn Orion into the

administration’s plan to scrap Constellation by the end of the

year — which requires congressional approval — to make way for

a new strategic direction in human space exploration that would

bypass the Moon. During a House Science and Technology

Committee hearing May 26, NASA Administrator Charles Bolden

said the agency’s cost estimate for developing the Orion lifeboat

is still being refined, but that it could run in the neighborhood of

$4.5 billion over five years. Privately, NASA and congressional

sources say Bolden’s estimate is optimistic, and that the likely

cost is somewhere between $5 billion and $7 billion, a range that

the committee’s chairman, Rep. Bart Gordon (D-Tenn.), cited

during the hearing. “ I understand that NASA’s preliminary

estimates indicate that it could cost $5 billion to $7 billion to

develop such a vehicle, and that number doesn’t include the

annual cost to launch it and rotate the vehicles once it is

operational,” Gordon said in opening remarks.

Amateur astronomers have glimpsed beneath a cloak of secrecy

shrouding the military's miniature robotic space shuttle, which

was launched last month on a trial run. The Air Force says its

Orbital Space Vehicle, also known as the X-37B, is intended to

test technologies for future space systems as well as

demonstrate efficient turn-around processes to prepare the

ships for flight. Officials have been mum on how X-37B has been

faring since it blasted off from Cape Canaveral Air Force Station

on April 22. But thanks to the efforts of amateur photographers,

we at least know where it is, which provides clues about what

it’s doing. The first spotting of X-37B in orbit is credited to

independent sightings from Greg Roberts of Cape Town, South

Africa, and Kevin Fetter of Brockville, Canada, reports Tony

Phillips with Spaceweather.com. Long-time satellite-watcher Ted

Molczan of Toronto used the sightings to derive the satellite’s

orbit, which allowed Fetter to find it again May 21 as it passed by

the star Sadalsuud in the constellation Aquarius. The X-37B is

now about as bright as the stars in the Big Dipper, says Phillips.

It is passing over the ground track once every four days, an orbit

that is typical for U.S. spy satellites, according to Molczan. The

informal team of satellite watchers has discovered that X-37B is

circling about 255 miles above the planet -- roughly where

NASA’s space shuttles fly -- in an orbit inclined about 40

degrees north and south of the equator. Forty degrees north

latitude is about where Philadelphia is located. The X-37B, which

is 29 feet long with a 14-foot wingspan, makes one orbit about

every 90 minutes. Like NASA’s shuttles, the mini-spaceplane

has cargo bay, which could be used to expose experiments and

sensors to the space environment and/or launch and retrieve

small satellites. It uses solar energy to produce electricity, rather

than chemicals like the space shuttles, and can stay in orbit for

up to nine months. No word from the military on when X-37B will

子島宇宙センタ（南種子町）から打上げられ、所在不明だった鹿児島

人工衛星（ＫＳＡＴ）との交信に成功。開発責任者の西尾正則鹿児

島大教授によると、同大学地上局からの交信に成功したのは６月１日

午後１０時３５分から１０時３７分までの計５回。受信電波が（１）ＫＳ

ＡＴが発する波形とほぼ同じ（２）ＫＳＡＴが電波を発する間隔と同じ約

２５秒置き－だったことから、ＫＳＡＴからの電波と判断した。交信した時

Los Angeles County officials are being urged to consider using

satellites to detect wild fires soon after they begin, according to

the Los Angeles Times. And not just any satellites. L.A. County's

Quality and Productivity Commission says in a new report that

the county should take a look at the satellites the U.S. military

uses to detect missile launches. “Another promising option,

according to the report, would be to use a military satellite that

is designed to detect missile launches. “‘Since a missile flame

has characteristics similar to a wildland fire, the system can

readily detect fires,’ the report states.” It’s not as farfetched as

it might sound: U.S. states have in fact used data from the U.S.

Defense Support Program missile warning satellite constellation

to combat wildfires. It appears, however, that the threshold for

obtaining such data is fairly high, and in any case these satellites

tend to be dedicated to their primary mission of detecting missile

launches in faraway places.

was halted just before the countdown clock hit zero. A SpaceX

launch commentator attributed the abort to an “out-of-limit

start-up parameter.” Prior to the abort, the launch countdown

was held at T-minus 15 minutes for about two hours while the

SpaceX flight team and range safety officials evaluated a low

signal reading from one of the antennas on the Falcon 9’s flight

termination system. Boats straying into the keep-out zone

surrounding the coastal launch complex presented another

nuisance to be dealt with prior to resuming the first countdown

at 1:15 p.m. Thousands of people tuned in to SpaceX’s

glitch-prone webcast to watch the launch and kept tabs on the

preparations throughout the day via Twitter, the microblogging

website.

That enthusiasm at SpaceX’s success was not universally

shared, however. U.S. Sen. Kay Bailey Hutchison (R-Texas), a

critic of President Barack Obama’s plan to rely on companies

like SpaceX to ferry cargo and astronauts to the international

space station, tempered her mild praise with a dose of complaint,

calling the launch “a belated sign that efforts to develop modest

commercial capabilities are showing some promising signs.”

“Make no mistake, even this modest success is more than a year

behind schedule, and the project deadlines of other private space

companies continue to slip as well,” she said in a statement.

NASA Administrator Charles Bolden, in a written statement, said

the Falcon 9’s successful debut was “an important milestone in

the commercial space transportation effort and puts the

company closer to providing cargo services to the International

Space Station. “This launch of the Falcon 9 gives us even more

confidence that a resupply vehicle will be available after the

space shuttle fleet is retired.” Although the rocket carried a

prototype of the Dragon cargo capsule on its debut, the June 4

flight does not count as one of the three demonstrations the

company agreed in 2006 to conduct under NASA’s Commercial

Orbital Transportation Services (COTS) program. SpaceX won a

$1.6 billion contract in 2008 to deliver cargo to the international

space station using the Falcon 9 and Dragon. SpaceX officials

said prior to the launch that they were targeting July for the first

COTS demonstration flight. The Dragon built for that mission is

expected to spend five hours in space, completing several orbits

before returning to Earth. The second COTS demo is targeted

for March 2011. SpaceX hopes to send that flight to the space

station, rather than perform the fly-by originally proposed, but

NASA has to approve the change of plans.

A Long Wait

When SpaceX delivered the Falcon 9 hardware to the launch pad

late last year, the company expected to launch between March

and May. But U.S. Air Force concerns about the flight

termination system, which uses explosives to destroy the rocket

in the event that it veers off course, continued to hold up the

rocket’s maiden flight. During a June 3 teleconference with

reporters, SpaceX founder and chief executive Elon Musk said

the Air Force had signed off on the Falcon 9 flight termination

system (FTS) earlier that day.

“It’s a pretty intense testing process for the flight termination

system. Obviously they want to make sure it works even under

extreme circumstances,” Musk said. “There were some elements

of it that we underestimated, some elements that our suppliers

Prior to launch, Musk likened the odds of a successful first

launch to surviving a game of Russian roulette. “I think my

personal assessment of the likelihood of success is probably 70

that it had sold Falcon 9’s inaugural launch to a U.S. government

customer it was not permitted to name, prompting speculation

that the customer is an intelligence agency since the U.S. Air

Force publicly announces launch contracts even when the

payloads are classified.

telecommunications satellite has brought it a step closer to

launch late this year. Once the final tests are completed, Hylas

will be ready to be shipped to Europe’s Spaceport in French

Guiana in August. In mid-May, thermal-vacuum testing was

completed in Bangalore, India. The thermal-vacuum test is the

most demanding phase of satellite testing. For Hylas, it involved

taking the complete satellite between the temperature extremes

weeks. The test confirms the overall performance and build

quality of the satellite subsystems. Hylas, a public-private

partnership between ESA and Avanti Communications (UK), will

target the high demand for broadband services in Europe that

cannot be met by terrestrial networks. It will provide capacity to

serve hundreds of thousands of Internet users and broadcast up

to 30 standard or 15 high-definition TV channels. “ The

on-schedule completion of thermal vacuum testing is a

significant milestone,” says Andrea Cotellessa, ESA’s Hylas

Project Manager. “In just four years from contract signature, we

have completed the development and qualification of our

advanced communication payload technologies. “We have now

demonstrated the full range of required performance in a

simulated orbital environment – this enables us to move towards

the launch campaign with great confidence.” Astrium UK is the

prime contractor leading the design and manufacture of Hylas

and is responsible for developing the advanced Ku- and Ka-band

payload. The Indian Space Research Organisation, in Bangalore,

India, has provided the satellite platform. Other European and

Canadian companies, including TESAT, ComDev and Casa

Espacio, have supplied equipment for the communication payload.

ESA and Avanti signed the contract in 2006 for the development

of Hylas, supporting the most innovative elements of this new

system. The satellite is designed to have a lifetime of 15 years,

and will be launched into a geostationary orbit at 33.5°W.

長征 5 号ロケット、2014 年に打上げへ

国際宇宙航行連盟と中国宇宙航空学会が共同で主催する「世界

月球会議」が5月31日、北京で開幕。中国運搬ロケット技術研究院

の魯宇在副院長は世界に見られる月探査ブームについて、「どの国も

関連構想に取組んでいる。中国では 2014 年に『長征 5 号』ロケットを

打上げ予定。このロケットの運搬能力は従来ロケットの 2 倍になるが、

次の月探査計画においてこの新型液体ロケットをいかに運用するかは

さらに研究する必要がある」と述べた。月探査衛星「嫦娥 2 号」と「長

征 3 号丙」ロケット開発は順調に進んでおり、今年下半期には嫦娥 2

号を月軌道に送込む予定。長征 5 号により中国のロケット運搬能力

はこれまで 2 倍に高まるが、次月探査計画でこの新型液体ロケットをい

有人火星探査シミュレーション「MARS-500」がスタート

モスクワ時間 3 日 13 時 50 分頃、「MARS-500・テスト施設のハッチが

ゆっくりと閉まり、中国、ロ、仏、伊出身の参加者 6 人が、人類初の

520 日間にわたる「火星探査シュミレーション」をスタート。3 日「新華

網」伝。「MARS-500」は、露連邦宇宙局、露科学院及び、欧州宇

宙機関（ESA）等の機関が共同で行うもので、火星探査プロセスにお

ける宇宙飛行士の心理的、生理的状態を調べることと、有人火星探

査に向けた経験の蓄積が目的。中国人参加者の王躍氏は、負荷の

専門家として任務を行う。スタート式典において、王躍氏は

「MARS-500」のマークと中国宇宙飛行士科学研究訓練センタのロゴ

の入った青い作業服を身につけて登場。「現在、身体的、心理的状

態はともに良好だ。仲間たちと良い関係を作りつつ、人類宇宙探査の

ために貢献したい」と述べた。参加者は今後、250 日間火星飛行、30

「鷹目 10」空中麻薬取締りが開始無人飛行機で初の麻薬取締り

北京市平谷区石林峡景観区の広場では 3 日午前、リモート操作の

無人機と警察ヘリが相次いで飛び立つ姿が見られた。コード「鷹目

10」と名づけられた空中麻薬取締活動の開始だ。無人飛行機を利用

した北京では初の空中麻薬取締活動となる。今回の活動は期間 1 カ

月で、不法な栽培活動を根本的に予防取締り、北京に於ける麻薬

原料植物の「ゼロ栽培」という目標実現を目指す。北京市禁毒（麻薬

取締）委員会が原料植物の生育サイクルの特徴に基づき、無人探査

機と警察ヘリによる共同行動を実施。無人機は高い機能性と柔軟性

を備え、無人機であらかじめ広範囲を調査し、重点区域を確定した上

で、麻薬取締専門家を乗せた警察ヘリが詳細調査を行う。北京市公

安局禁毒処の趙文忠処長によると、今年の 1～4 月までに北京では

麻薬関連の違法案件 1601 件を立案、昨年同時期に比べ 6.5％増

初の気象ロケット打上げに成功

国家重大科学技術基盤整備プロジェクト「東半球宇宙環境基盤総

合観測子午鏈（略称：子午プロジェクト）」の第 1 号となる気象ロケット

が 3 日午前 4 時、海南省ロケット発射場から打上げ。GPS 技術を使

って初めて低緯度地域上空 20-30km の高層大気の温度、圧力、風

向が観測された。3 日新華社伝。人類の宇宙環境や宇宙現象に対

する認識が深まるにつれ、地上で持続運行できる、総合的、全国規

模の観測ネット構築が益々重要さを増している。子午プロジェクトは、

大型の宇宙環境基盤観測システムを建設し、磁気、無線電、光学、

観測ロケット等様々な手段を運用し、地球上空 20～30km から数百

km までの中層・高層大気、電離層、磁気圏の継続観測を行うと同

時に、惑星間空間の磁界と電界等のパラメータも観測。子午プロジェ

クトは、東経 120 度、北緯 30 度に沿い、15 カ所に観測ステーションを

設置。うち海南省ダン州市雅興鎮にある観測ステーションはも機能

が充実した総合ステーション。同ステーション観測ロケット打上げ基地を

利用し打上げる観測ロケットや電離層観測ロケットは同プロジェクトの

工業情報化部は3日、2010年度（第24次）電子情報企業上位100

社リストを発表。トップは華為技術有限公司で、主業務売上高は

1492 億 5 千万元。2 位は海爾集団（ハイアール）、3 位は聯想集団

（レノボ）。華為は 2008 年以来 3 年連続で首位。今回リストで主業務

売上高が 100 億元を超えた企業は 22 社あり、研究開発投資の割合

が 5％を超えた企業は 27 社。09 年末現在、上位 100 企業の取得し

た専利（特許、実用新案、意匠）は 6 万件超。企業所在地をみると、

工業情報化部の婁勤倹副部長は 3 日、長年にわたる高度成長を経

て、中国電子情報製造業は戦略的で基礎的かつ先導性を備えた国

民経済の基幹産業に成長し、収益規模は世界一になったことを明ら

中国、4 機目の測位衛星「北斗」の打上げに成功

中国は北京時間 2 日夜 11 時 53 分(日本時間 3 日零時 53 分)、「北

斗」測位衛星システム(GNSS) 4 機目の衛星を載せた長征三号Ｃ型

（CZ-3C）ロケットを西昌衛星発射センタ(四川省)から打上げた。打上

げられたロケットは順調に飛行し、衛星を所定軌道に投入。これにより、

「北斗」GNSS の構築は再び重要な一歩を踏出した。3 日中国新聞

網伝。中国 GNSS 特別管理弁公室責任者によると、「北斗」GNSS

は3 段階の発展戦略に沿って着実に進められている。第 1 段階は既に

実現。2000 年から 2003 年にかけて試験衛星 3 機を打上げ、「北斗」

衛星測位試験システムを構築、中国は米ロに続いて世界で 3 番目に

独自 GNSS を持つ国となった。第 2 段階は 2012 年までに、「北斗」

GNSS を用いたＧＰＳ(全地球測位システム)、時報、短い電信といった

3 種のサービスを、アジア太平洋地域に向けて提供。第 3 段階は 2020

年を目処に、静止軌道衛星 5 機と非静止軌道衛星 30 機からなる、

中国初、月の３Ｄ地形図がまもなくお目見え

中国科学者は「嫦娥1号」に搭載したCCD立体カメラとレーザ高度計がとらえたデータを使い、世界でも鮮明な縮尺 1：250 万の月全体の

画像図を作成。「研究員は現在、レーザ高度計測高データとＣＣＤカ

メラの画像データを組合せ、より正確な月の３Ｄ地形図を作成中」と中

国月探査プロジェクト首席科学者の欧陽自遠氏は明らかに。立体図

処理には時間がかかるが、技術的問題は特にないという。2 日北京日

報伝。月の３Ｄ地形図は月の様子、月面地形、地形構造、月形成メ

カニズムについての研究に用いられ、将来の月面着陸に向け準備が進

められる。月のどの場所にどう着陸するか、着陸機設計、月面着陸プ

ロセスの安全確保、着陸後の月面車の走行等は全て地形図が欠か

せない。嫦娥 1 号がとらえた科学データから中国は月面上の様々な鉱

物を測定し、どの種類の岩石かを大まかに確定した他、マイクロ波放

射測量技術を使い、月面のそれぞれの地域の土壌厚さを測定し、月

に存在する重要なエネルギー、核融合燃料「ヘリウム 3」の資源量を算

上海万博で中国の将来の月探査車模型を展示

中国の将来の月探査車模型が上海万博で展示されている。中国科

学アカデミー院士、中国月探査首席科学者の欧陽自遠氏が先頃北

京で開催された世界月探査大会によると、中国は「嫦娥一号」で得ら

れたデータをもとに月の 3D 地形図を作成中だ。中国の月基地建設は

月への上陸以降の計画で、延安の徐 x 洞式構造を参考にする見通

中国、バイオ燃料を使った初のテスト飛行実施へ

中国国際航空（エアチャイナ）、中国石油（ペトロチャイナ）、ボーイング

社、ハネウェル系列会社のＵＯＰ社はこのほど、中国初の持続可能な

バイオ燃料によるテスト飛行を実施する業務提携覚書を結んだ。今回

の提携は先月 25 日に第 2 回中米戦略経済対話で合意に達した重

要成果の１つ。航空用バイオ燃料は、航空業界の数少ない代替燃料

の１つで、世界の各航空会社や航空機製造メーカがこれまでに 10 数

回にわたりテスト飛行を行ってきた。燃料は主にマニオクの木や海草か

ら抽出した航空用バイオ燃料を使用。今回のテスト飛行が従来と違う

点は、世界で初めてバイオ燃料の原料植樹から抽出、テスト飛行、評

価といった一連の作業を一つの国で完成させることだ。業務提携覚書

によると、中国国際航空は米航空機用エンジンメーカのプラット・アン

ド・ホイットニーのエンジンを搭載したボーイング機を提供し、バイオ燃料

のテスト飛行を実施する。バイオ燃料の原料となるマニオクの実は中国

石油の原料基地から調達、中国石油が燃料会社のＵＯＰ社の抽出

技術を使って航空用バイオ燃料を抽出し、ボーイング社が今回の技術

「嫦娥 2 号」年内の打上げほぼ確定

中国航天科技集団公司の呉燕生副総経理（副社長、国際宇宙航

行連盟（IAF）副主席を兼任）は先月 31 日、「全てが順調に進めば、

月周回衛星『嫦娥 2 号』は年内にも打上げが可能だ。現在、『嫦娥 2

号』任務はロケットと衛星の研究製造が基本的に完了し、関連テスト

や測定作業を進めている」と述べた。1 日「科技日報」伝。同公司科

学技術委員会の于登雲副主任（中国月探査プロジェクト副総設計

士を兼任）がある大会での報告説明によると、「嫦娥 2 号」は科学探

査の負荷を一部変更しており、後続中核技術の軌道上での検証、軟

航天科工集団、第 2 代爆発物処理ロボットを開発

中国航天科工集団公司が独自開発した、一部国内トップレベル技

術を誇る第 2 代爆発物処理ロボット「雪豹-10」がこのほど、調整・試

験段階に入った。2010 年珠海航空ショーに出展予定。航天科工集

団が開発した第 2 代爆発物処理ロボットは、国内の他の同型ロボット

に比べ重いものや大きいものが掴め、持運びが簡単でコントロールしや

すく、行動がすばやく、どんな環境にも使用できるという優れた特徴があ

る。また、ある程度の自己判断で窪みのある地面を走行でき、複雑な

地形、都市大通り、狭い道、それに草原や沙漠でも任務をこなせ、坂

や階段の上下もできる。ロボットの綿密で正確な動作を確保するため、

ロボットの電気システムには電機駆動システム、コンピュータ制御システ

ム、光センサシステムを搭載。中でも電機駆動システムには多くの電機

月探査に関する国際会議「Global Lunar Conference 2010」が 5 月

31 日、北京で開幕。26 カ国・地域の代表 450 人からなる出席者が、

科学と探査、生命科学、有人月探査等をめぐって討論を行う。1 日

「北京晨報」伝。中国月探査プロジェクト副総設計士の于登雲氏（中

国航天科技集団公司科技委員会副主任）は、中国宇宙探査の発

展構想について、「航天科技集団公司は、月探査プロジェクトの既定

の目標を基礎に、将来的には無人による月面調査を行い、段階的に

無人月面基地を建設していく。条件が整った後、月面上陸を実施し、

人が駐留する有人月面基地を建設していく」と述べた。同氏はまた、

「現在中国にはまだはっきりとした月面上陸計画はないが、関連機関

と科学技術スタッフは現在論証を行っており、月面上陸と基地建設に

向けた研究と探索を行っている。航天科技集団公司はキャリアロケット、

有人月探査船の開発という面から、月上陸計画の技術的研究を行

月探査に関する国際会議「Global Lunar Conference 2010」が 5 月

31 日、北京で開幕。第 1 回目となる今会議は 6 月 3 日まで開催され、

世界各国の宇宙局代表、宇宙関連企業の上層部、国際的な月探

査プロジェクト専門家等が出席。会議の議題は以下の通り。

航空分野初の国家工程実験室が開設

「構造用炭素繊維複合材料国家工程実験室」が 5 月 28 日、中航

工業北京航空材料研究院に開設した。中国航空工業とその研究分

野における第 1 号の国家工程実験室。5 月 31 日科技日報伝。同研

究院は中国航空工業で唯一の総合材料研究機関であり、中国で

も早く先進複合材料開発を手掛けた機関の１つ。李暁紅院長による

と、新開設された実験室は、北京航空材料研究院や製造所等国内

中国のスパコンが世界 2 位に

世界中のスパコンの性能を計測し、公式ランキングを公表するサイトが

5 月 31 日発表した新のトップ 500 で、処理速度が 1 ペタフロップス

(PFPS, 毎秒1000兆回の浮動小数点演算を実行)以上の実行性能

を誇る中国初のスパコン「星雲」が 2 位を獲得。 1 日「広州日報」伝。

業界関係者はこれについて、「中国で生産、応用、メンテナンスされる

スパコン能力が世界トップレベルに達したことを意味する。中国スパコン

発展にとって画期的な意義をもつ」と語る。「星雲」は曙光公司が天津

産業基地で開発した、実行性能が 1PFPS 以上の中国初の業務用

スパコン。ピーク性能は 3PFPS、LINPACK ベンチマーク性能測定結果

国際宇宙航行アカデミー(IAA)中国研究センタが 30 日午後、北京に

設立。会議管理業務を担当するインドのバンガロールに続く、IAA 第 2

の支部機関となる。今回設立された中国研究センタは学術研究の管

理業務をサポートし、世界各国若手学者を集め、国際的宇宙事業

発展を推進していく。30 日中国新聞社伝。IAA 会長が動画を通じ

「IAA 中国研究センタの活動が全て成功するよう祈る」と祝辞を述べた

他、秘書長は北京にIAA中国研究センタを設立することが「10年来の

韓国軍：「作戦計画 5027」北に流出、現役将官を逮捕「黒金星」と呼ばれた元対北工作員に抱き込まれ、数年にわたり軍事機密を横流し

韓軍の現役将官が近、北との全面戦争に備えた極秘の韓米連合作戦

計画を北工作員に渡していた疑いで緊急逮捕され、当局調査を受けている

ことが 3 日確認された。韓政府の関係者は、「○軍司令部の参謀長を務め

ている K 少将が、過去数年間、第三者を通じ、北側に韓軍作戦計画や教

範等を渡していたスパイ容疑で連行され、機務司令部と国家情報院による

取調べを受けている」と語った。K 少将が北に渡した、と当局が疑っている韓

軍の作戦計画とは、「作戦計画 5027（OPLAN5027）」。OPLAN5027 は、

北軍の挑発で戦争が起こった場合の、韓米連合軍による初期抑制戦略配

置や北軍の戦略目標破壊、さらには北進や上陸作戦、占領地の軍事統

制等といった戦略が含まれており、高機密に属する軍事作戦計画だ。K

少将は、盧武鉉（ノ・ムヒョン）政権時代、○軍団の参謀長を務めていた時

にスパイとして抱込まれたことが分かった。K 少将を抱込んだ人物は、軍で直

接後輩に当たるパク容疑者。パク容疑者はかつて、国家安全企画部で「黒

金星」という名前で呼ばれていた対北工作員だったが、1997 年に身分が明

かされたことに伴い、工作任務から外れたことが分かっている。その後パク容

疑者は、北と中国を何度も往復し、様々な事業を行う一方、K 少将から軍

機密を入手し、北工作員から金を受取って機密を流したとみられている。K

少将とパク容疑者は、取調べでこれらの容疑を否認している。韓政府の関

係者は、「韓軍現役将官がスパイ容疑で逮捕されたのは、この数十年間で

初めて起こった、極めて異例なこと。軍首脳部の一部でも安保意識が緩ん

でいるのは、深刻な状況」と語った。国家情報院とソウル中央地検公安第 1

【コラム】中国の二重性（上）

呂始東（ヨ・シドン）国際部次長待遇

中国は二重性が強い国だ。温家宝首相が韓を訪問した際、ソウル市の漢

江市民公園でスポーツを楽しむ市民と談笑を交わし、バドミントンや野球を

楽しんだかと思えば、日本でも都内公園でジョギングや太極拳を行い、市民

に親しみやすさをアピールした。そんな報道を見て感じたことだ。温首相は韓

全体が哨戒艦「天安」沈没事件に関心を寄せていることを知りながら、ジョギ

ングを楽しみ、ソウルや東京の市民と穏やかな談笑を交わした。我々が目を

向けるべき部分は、温首相の言動を含む中国の二重性だ。中国人がよく使

う四字熟語で、我々もしばしば引用する言葉がある。例えば、韜光養晦（と

うこうようかい・能力を隠し謙虚なさま）、求同存異（意見の一致点を求め、

相違点は残す）、和而不同（和睦しながらも意見の違いに妥協しない）とい

った言葉は、全て二重の意味合いを含んでいる。今回温首相が韓を訪れた

目的は、韓日中首脳会談への出席だった。中国の高首脳が胡錦濤国

家主席であることは厳然としている。温首相は呉邦国・全国人民代表大会

常務委員長に続く党内序列 3 位の人物だ。しかし、国際舞台では「中国首

相」という肩書きで様々な国際会議に出席し、国際社会もそれを容認して

いる。その点もまた二重性を帯びている。地球上にトップが 2 人存在する国

は中国しかない。他にも、中国の二重性を示す例は数多くある。脱北者政

策もそうだ。基本原則は「国際法と国内法に従い処理するが、人道主義的

な原則による」という。脱北者を強制的に北に送還するのは、国際法や国内

法に則った措置であり、第三国経由で韓に引渡す場合には人道主義の原

則を適用した措置だ。外国人が中国で反体制運動を起こし逮捕された場

合の処罰にも二重性がみられる。裁判で懲役刑が言渡される一方で、直ち

に国外追放となる。これは、該当国との外交摩擦を避けるためだ。


【コラム】中国の二重性（下）

「天安」沈没事件の渦中で中国が北の金正日（キム・ジョンイル）総書記の

訪中を歓迎したことも、中国の二重性からすればおかしくない。中国は北と

韓というカード 2 枚を決して手離さない。金総書記が中国を訪問した際の中

国外務省の説明にも二重性があった。「そのような問題は党（共産党）が管

轄しており、我々は知らない。党に聞いて欲しい」という具合だった。しかし、

金総書記の帰国後に発表を行ったのは外務省だった。中国に二重性がある

から悪いというのではなく、中国の現実だ。韓は中国に二重性があることを徹

底的に認識し、戦略的にアプローチせねばならない。中国がいずれ西側の基

準に合った国際ルールに慣れるだろうと漠然と考えるのは現実はない。中国

共産党の一党独裁は今後も長期にわたって続くというのが大方の専門家の

見方であり、中国共産党が政権を握る限り、こうした二重性は続く。「天安」

沈没事件をめぐり、我々は中国の姿勢に一喜一憂してはならない。中国が

金総書記を招待したからといって腹を立てる必要もなければ、国連安全保

障理事会への上程に積極的に応じないからといって慌てる必要もない。そう

した態度はむしろ中国への依存度を高めるだけだ。我々が絶えず説得を続

け、外交努力を尽くせば、中国は変化する外部環境を考慮し、自分達の立

場を徐々に変えるはずだ。中国経済はダイナミックだが、中国政治はそうでは

ないことを常に念頭に置いておく必要がある。

【社説】韓国人の個人情報を盗用し宣伝活動を行う北朝鮮

北は韓の複数インターネットサイトで、「政府は天安沈没を北の犯行によるも

のと発表したが、これは捏造（ねつぞう）だ」等の主張を広めている。こうしたネ

ット上での扇動活動に当たっては一般の小学生、主婦、高齢者等の住民

登録番号が悪用されており、それらは韓国内のパソコンやインターネットサイト

等に侵入し盗出したものという事実を、韓政府の情報当局は既に確認して

いる。例えば、韓国内のあるサイトには、韓人ユーザ名で「逆賊牌党（集団）

がでっち上げた、北による哨戒艦『天安』攻撃説の真相について論じる」とい

う書込みが掲載されたが、その内容は、北の対南工作機関である祖国統一

民主主義戦線部の傘下にある「6・15 編集社」が、北のインターネットサイト

「わが民族同士」に掲載した国防委員会報道官声明とまったく同じものであ

ることが判明。韓政府当局者はこれについて、「北は、韓の国民が政府発表

を非難する書込みを行っているように錯覚させるのが狙いだ」とコメント。北は

500－600人の専門ハッカー部隊を擁している。このハッカー部隊は昨年7月、

韓の主要サイトだけでなく、米ニューヨーク証券取引所やホワイトハウスのホー

ムページ等に DDoS 攻撃（分散型サービス拒否攻撃）を加え、これらをマヒさ

せた。これによって、北ハッカーたちの能力がかなり高いレベルにあることが立

証された。韓政府当局は、ここ 5 年間に北は韓国内のパソコンやインターネッ

トサイト等に侵入し、160 万人に上る韓人の個人情報を盗出した事実を既

に把握している。民間と軍の合同調査団は、北製魚雷の残骸等物証や科

学的検証を通じ、哨戒艦「天安」沈没は北の犯行であると断定した。それ

以来、北は国際社会から激しい非難を受ける等、窮地に追込まれている。

北はこのような状況から抜出すため、数少ない修好国に対し、「天安沈没は

米の犯行」等との主張を展開し釈明に当たっているが、逆に「証拠を提示せ

よ」と反論を浴びているという。このような恥知らずの行動を取る北が、大韓

民国国内で自らの主張に同調する世論が多数を占めるかのように錯覚させ

るため、上記のような行動に走っている。韓国内で一部の政治家や自称知

識人たちが、「座礁説」や「米軍艦船との衝突説」等のデマを堂々と口にして

いることも、北にとっては大きな力になっているだろう。北が韓国民の住民登

録番号等の個人情報を盗用している行為は、昨年の DDos 攻撃同様、韓

の情報セキュリティ対策に隙があり、万全ではないことを改めて示したともいえ

る。政府はこの問題を徹底的に解明し、サイバー安保において不十分な点

を補完する等、再発防止策を立てねばならない。とりわけインターネットを頻

繁に利用する若い世代が、北からの無差別的な扇動戦略に巻込まれない

よう、サイバー空間での広報対策により一層力を入れる必要がある。

【社説】天安めぐるデマに対する科学者の答弁

哨戒艦「天安」沈没事件に対する民間・軍合同調査団の共同団長を務め

た韓国科学技術院（KAIST）の尹徳竜（ユン・ドクヨン）名誉教授（70）は本

紙とのインタビューで、「科学者が論文を書く際には、その内容が世界中に知

れ渡り、永遠に記録として残るということを常に意識している。今回調査も、

そのような思いで取組んだ」と述べた。尹団長は米ハーバード大応用物理学

科で修士・博士学位を取得し、盧武鉉（ノ・ムヒョン）前政権時代には「大韓

民国高の科学技術者」として名を馳せた人物だ。尹団長は科学者の立

場で調査団長任務を全うしたことを明確にすると共に、科学者としての名誉

を懸け、「天安は北が発射した魚雷によって沈没した」という調査結果の確

実性を改めて強調。今なお複数の世論調査では、「調査団結論は信じな

い」という回答が 30%に達している。インターネット上には数々のデマを広める

自称「専門家」が数多く存在し、知性をアピールする有名人や政党公認の

複数選挙候補者、党執行部関係者も、これらのデマに歩調を合わせている。

彼らは決定的な物証として提示された北製魚雷残骸について、「それが天

安を沈没させた魚雷だとどうして断定できるのか」と言いがかりをつけている。

これに対して尹団長は、「天安船体から酸化アルミニウムとみられる白い吸

着物が検出されたが、魚雷残骸からも同じ成分が検出された」という科学的

な根拠を提示した。さらに「魚雷残骸に書かれた 1 番というハングルは、韓軍

が書いた可能性がある」という主張に対しては、「（インク成分を分析すれば）

“その主張には根拠がない。インクを分析する機器を製造する工場に行って

確かめてみよう”等と言いがかりをつけているが、そんなことに対応していると際

限がない」と述べた。一方、尹団長は野党が推薦する調査委員が主張する、

「座礁した後に米軍潜水艦と衝突した」という内容に対しては、「座礁したの

であれば、ソナードーム（音波探知機のカバー）が損傷しているはずだが、その

ようなことは起こっていない。ソナードームは船体下部のも弱い部分である

ため、真っ先に損傷していたはずだ。また、天安が沈没した海域を詳しく調べ

たが、座礁を引起こすような岩礁などまったく存在しない」と一蹴（いっしゅう）

した。また、「潜水艦と衝突したのであれば、天安（船体）に衝突した形跡が

残っているはずだが、それも存在しない」と述べた。さらに「（天安の）周囲にい

た艦船に搭載されていた兵器を全て調査したが、（天安を沈没させるほどの

兵器が）発射された形跡はなかった。米軍による誤爆説も根拠がない」と切

捨てた。尹団長は今なお陰謀論を主張する勢力に対して、「知らないことを

知っていると錯覚すれば、希望がなくなる」「（天安の真実を否定することは）

いかなる意味においても、科学ではなく素養の問題であり、真実を追究する

には謙虚な姿勢が重要だ」等と訴えた。これらの発言は「小学校の時から自

然科学を学んで論理的に考える教育を行わねばならない。狂牛病（牛海綿

状脳症〈BSE〉）、核戦争等について論じるのは全て科学的問題だ」という前

提から出されたものだ。明確な物証と科学的検証を経て、真実は既に明ら

かになっている。それでも自称「知識人」や「政治家」たちは頑なに目と耳をふ

さいで、「政府発表は 0.0001%の説得力もない」「いつしか真実を明らかにす

る良心宣言が発表される」等の妄想にふけっている。尹団長の言葉は、彼ら

が決して忘れてはならない科学者の箴言（しんげん）だ。

military usefulness of the U.S. Air Force’s X-37B military space plane

and suggesting that the ongoing orbital experiment could inspire other

space-faring nations to develop countermeasures. The report, “X-37B

Orbital Test Vehicle Fact Sheet,” was produced by the Secure World

Foundation, a private group of researchers advocating the peaceful use

of outer space. The report does not doubt the U.S. Air Force’s

contention that it is testing the X-37B to pave the way for a space

shuttle-like military craft that would launch and retrieve unarmed

satellites. But the report suggests that the experiment, which the Air

Force began last month by launching the craft on an Atlas 5 rocket,

could have unintended consequences because there is so much

secrecy surrounding it. “This is a technology which very well could be

used offensively, and other countries like Russia and China could see

that as a threat,” said Brian Weeden, the retired Air Force captain who

wrote the paper for the foundation. An Air Force spokeswoman

questioned the foundation’s decision to call the paper a “fact sheet,” a

term often used on government web sites. “We have not responded to

this article,” said Air Force spokeswoman Maj. Angie Blair. “We do want

the public to understand it is not an official fact sheet,” she added.

"It's something that we should, and probably will, carefully consider." In

the past, the U.S. has also frowned on Russian proposals because a

treaty wouldn't necessarily prohibit countries from using third parties to

conduct cyber warfare. Cyber-security specialists say Russia and

China rely on proxy groups to conduct attacks on enemies, as Russia

allegedly did in 2008 against Georgia. China and Russia deny such

accusations. The Obama administration has begun to reconsider its

position on the issue as it emphasizes engagement with U.S.

adversaries across a range of national-security issues. Administration

officials have made low-level overtures to Russian officials in the last

couple of months, according to people familiar with the matter. Russian

officials also visited the U.S. late last year to meet with State

Department, Homeland Security and law-enforcement officials to

discuss cyber-security matters. Gen. Alexander's remarks were the

first public comments from a U.S. official indicating a new openness to

negotiations. "We do have to establish the lanes of the road" for what

governments can and can't do in cyberspace, he said. The

administration should take the Russian proposal and use it to develop a

counterproposal, he added.

The U.S. has said the Cyber Command is primarily focused on

protecting military networks and conducting military operations in

cyberspace. Gen. Alexander, who also serves as director of the National

Security Agency, sought to allay similar concerns about the Cyber

Command's impact on domestic privacy. Cyber Command, if asked,

would provide "support" to the Department of Homeland Security to

protect networks running the government or key infrastructure, he said.

The military also has a strong interest in ensuring the security of some

private networks, such as power, because 90% of the military's power is

provided by the private sector, he said. Privacy concerns "are valid," he

said, but the public shouldn't be worried about NSA working closely with

Cyber Command because NSA officials are trained to follow "robust

and rigorous procedures" to protect Americans' privacy. He

acknowledged the need to earn public confidence, noting that he has

four daughters who are heavy Internet users, and he wants to protect

their privacy, too. "The real key to the issue is: How do we build the

confidence that we're doing it right with the American people, Congress

and everyone else?" he said. "That's going to be the hard part." The

government too has to work hard to protect its cyber secrets. The

government was spurred to improve protections for its military

networks, Gen. Alexander said, after a series of breaches of classified

for the first time publicly, that the military's Joint Strike Fighter

ロシア「無線ナビゲーションシンクロ研究センタ」（略して RIRV）が開発した

GLONASS と GSP の 2 衛星信号の受信可能なパーソナルナビ・システムが

シリーズ生産の準備態勢に入り、9 月から約 1 万ルーブルで店頭に登場する。

この旨、上述センタ（RIRV）マーケテング部次長エレナ・シャチリナが発表。

RIRV が開発するパーソナルナビ、「NT-1813」は、ロシア GLONASS、米

GPS、どちらの信号でも同時に作動する。内蔵される蓄積バッテリにより 4 時

間以上の連続作動可能。機器は自動車内にある固定電源にも接続可能。

シャチリナによれば、機器に利用されるチップ類はロシアで完全に開発され製

造されるものだ。

GLONASS 搭載の「ラーダ・カリーナ」と「プリオラ」が 8 月に登場

株式公開上場企業「ロシア宇宙システム」社の社長であり設計部長のユー

リー・ウルリッチは、衛星ナビ国際フォーラムで演説の際、GLONASSとGSPの

受信機が搭載された初の自動車「ラーダ・カリーナ」と「ラーダ・プリオラ」が

2010 年 8 月にモスクワ自動車ショーに登場すると発表。ウルリッチは、ロシア

の GLONASS 受信機が搭載された自動車のシリーズ生産は 2011 年 1Q に

始まるとの期待を表明。ウルリッチは、ナビ装置は、生産される全ての新車に

搭載されるわけでなく、購入者希望により搭載。GLONASSナビ機能の搭載

自動車価格は外国産 GSP ナビ搭載の同種の自動車に比べ約 10 分の 1

である。

飛行の新秩序」と題する講演を行った。バツーリン飛行技師によると、2050 年には、宇

宙を舞台にした米中大戦争が勃発（ぼっぱつ）するだろうという。環球時報等が報じた。

バツーリン氏予想によると、米中 2 カ国以外は、2020 年までに宇宙開発競争から脱

落する公算が大。月面活動では、米がまず月面基地を建設し、わずかに遅れ中国が

続く。米中両国は、宇宙に軍事ネットワークを構築。両国対立は高まり、2050 年には

「宇宙大戦争」が勃発。戦争は 2 年間続き、終的には米が勝利するだろうという。

バツーリン氏は、宇宙開発における中国の強みは、国として一丸となり、猛烈に突進む

ことと主張。米の場合、たとえばオバマ大統領が 2030 年代までに宇宙飛行士を火星

軌道に送込むとの目標を掲げたが、予算等で議会承認を待たねばならず、様々な意

見が噴出し、論争に時間を取られると指摘。但し、「宇宙開発において、米が世界一

でなければならない」との目標ははっきりしており、中国に簡単に追抜かれることは考え

にくい。露については、長期戦略を持たないと、宇宙開発における主導権を失うだろう

という。環球網には、同記事に対し、否定的なコメントが多く寄せられた。官民の心が

離れている国家に戦闘能力はないと主張したり、米と宇宙の主導権を争うことについ

て、夢とだけ書いたコメントもある。バツーリン氏に対し、洗濯石鹸の食べすぎと罵倒
