Smart and Cost-effective Facilities Management
Occupants of smart city (or smart building) would not only demand smarter service quality but they would also expect more cost-effective facilities management services as well. Facilities operation & maintenance tasks are not revenue generating activities.
Therefore, FM professionals are to face with the dilemma situations :
● Are the building facilities under-maintained / over-maintained?
Over the past 8 months, we have gone through the basic concept, the seven questions and outcomes of the reliability-centred maintenance (RCM) process :
● Scheduled on-condition task;
● Scheduled restoration task;
● Scheduled discard task;
● Scheduled failure-finding task;
● Combination of tasks;
● Redesign;
● No scheduled maintenance.
For the FMC of this month, we are going to introduce how to determine the cost-effective way of selecting suitable maintenance task.

FM Blog Reliability, Maintainability and Risk (Part 9 of 10)
Reliability-centred Maintenance (RCM)
RCM is defined as ”a technique used to determine the maintenance requirements of any physical asset its operat-ing context”
1. Integrating Consequences and Tasks
In past 2 FMCs, we introduce the criteria used to answer the
last 3 of the 7 RCM questions :
● In what way does each failure matter?
● What can be done to prevent each failure?
The RCM Decision Diagram (see below) integrates all the decision processes into a single strategic framework and is applied to each of failure modes listed on the RCM Information Worksheet.
● What should be done if a suitable
preventive task cannot be found?
2. The RCM Decision Process
The RCM Decision Worksheet is used to record the answer in the Decision Diagram :
● What routine maintenance (if any) is to be done, how often it is to be done and by whom;
● Which failure are serious to warrant redesign;
3. Completing the Decision Worksheet
The RCM worksheets not only show what course of action has been selected to deal with each failure
mode, but they also show why it was selected. This information is invaluable if the need to do any
maintenance task is challenged at any time.
The ability to trace each task right back to the functions and desired performance of the asset also
make it a simple matter to keep the maintenance programme up to date.

CPD Requirements for Members
Continuing professional development (CPD) is a common requirement of most professional institutes to ensure effective execution of professional duties throughout the members' working life. With the approval of the Council, the Institute has laid down the CPD requirements for its members.
In brief, all members (including fellows) and associates should complete a minimum of 20 hours per year on a mandatory basis starting from 1 July 2015. The CPD may come under 3 categories: (1) education and training, (2) community, institutional, and social services, (3) private study. A minimum of 10 hours should fall within the type of education and training, of which at least 4 hours should be related to activities organized by the HKIFM. Private study should be subject to a maximum claim of 5 hours per year.
