現代の医学と医療における課題は多岐にわたり、移植・再生医療、遺伝子治療、感染症対策、認知症を伴う高齢社会や生活習慣病への
対応など、枚挙にいとまがありません。この中で、保健科学（Health Science）とは、けがや疾病に直接的に対処する行為や対策より
も、健康体もしくは病気等の前段階における予防と予知、健康維持・増進（殊に精神的な健常維持）、そして治療後の更正や老化への取
組みなどに重点を置く学術領域です。本学では、看護学、放射線技術科学、検査技術科学、理学療法学、作業療法学の5つの専攻を基盤
としてこの領域が構成されています。それぞれの専門（医療専門職）の教育に関して独自の歴史がありますが、例えば看護学では、早く
も1920年北海道帝国大学内に、医学部附属医院開始のための看護法講習科が設置されています。2年制の技師学校を経たものを含
め、これら医療専門職の課程が3年制の短期大学部として統合されたのが1980年、そして、ようやく2003年に医学部保健学科とし
て4年制化されました。その後、大学院組織が医学部とは独立した部局として2008年にスタートし、教員は保健科学研究院に大学院
生は保健科学院に属するという形態になりました。これは、学院・研究院構想という北海道大学の教育改革に則したもので、研究院
（Faculty）に所属する教員が学部（Undergraduate School）と大学院（Graduate School）それぞれに在籍する学生を教えるとい
う形をとります。大学院保健科学院では、2013年に博士後期課程の第1期学生を輩出し、ついに最上位の教育課程までの完成年度を
終え今日に至っています。
本大学院保健科学研究院・保健科学院では、医療専門職の各専攻に対応する分野や科目群に加え、健康科学という分野・科目群を設
け、専攻横断的な健康維持と増進をめざす領域を形成しています。これは、医療専門職の国家資格に依らない理工系あるいは人文系の
背景を有する学生や研究者にも保健科学への門戸を開き、環境健康学、人類生態学、高次脳機能学、保健情報学などの研究を通して、
保健科学の新たな展開を模索するものです。また、保健科学院の修士課程の2年次から、小樽商科大学大学院商学研究科のMBA（経
営管理修士）特別コースへも進学でき、3年間で本科学院の修士（保健科学又は看護学）と小樽商科大学MBAの2つの学位（double
degrees）を取得することが可能となる大学院連携の部局間協定を、2009年に締結しています。さらに、北海道大学内の複数大学院
とJICAが連携し大学院教育を通じて発展途上国への国際貢献を進める「JICA開発大学院連携プログラム」にも参画しています。一
方、保健科学研究院において、2011年に健康イノベーションセンターが、2012年には保健医療教育研究センターが設置されました。
前者は、高度脂質分析ラボラトリー部門、遠隔健康相談部門、生体分子機能部門、One-Health推進部門の4つに分けられ、サイエンス
としてのみならず地域社会への研究成果還元と健康支援をねらいとしています。また後者では、2018年より、全学の大学院生や社会
人を対象に、病院経営にてリーダーシップを発揮できる人材の育成を目指す「病院経営アドミニストレータ育成プログラム」も始まって
います。
以上のとおり、独立部局としての本研究院・学院は、草創期を経て、英知を結集し保健医療をますます発展させるべき段階にありま
す。北海道大学の基本理念である、フロンティア精神、国際性の涵養、全人教育、実学の重視、これら全てを強く想起させる研究と教育
がここで展開されます。未来を読み、世界の動きを見据えながら、人類の健康と幸福のために、共に力を尽くそうではありませんか。

Message from the Faculty of Health Sciences DeanHiroyuki DATE Today's medical sciences and health care are directed to a broad range of subjects, such as transplant and regeneration medicines,
gene therapy, measures against infective disease and life-style related disease, provision of aged society coexisting with dementia, etc.
Envisaging these subjects, “Health Science” forms an academic area emphasizing health maintenance, the prediction and protection
against diseases, rehabilitation after medical treatment and handling of senile changes, in contrast to conventional medical issues. The
field of Health Science in Hokkaido University is configured based on five disciplines: nursing, radiological technology, laboratory technolo-
gy, physical therapy and occupational therapy, which issue their national licenses. Each discipline has its own history; for example, a
preliminary school for nursing was set up as early as 1920 in Hokkaido Imperial University (former Hokkaido University). After some
reorganizations of the schooling system along with 2-year colleges, the disciplines above were unified into a 3-year college (as the College
of Medical Technology) in 1980, and a 4-year system was finally ushered in 2003 as the Department of Health Sciences in Hokkaido
University School of Medicine. Following the advent of the 4-year system, the graduate school was established in 2008 as the Graduate
School of Health Sciences and the Faculty of Health Sciences was also founded as an organization for teaching staff, independently of the
School of Medicine. This organizational re-constitution was in accordance with the education policy of Hokkaido University, which
promoted the formation of our institution to consist of three structures, the Department of Health Sciences for undergraduate students,
the Graduate School of Health Sciences for graduate students and the Faculty of Health Sciences for teaching staff.
In the Graduate School and the Faculty, a division for “Health Research Studies” is allocated aiming at promoting the traversal area
of the conventional disciplines by opening the door to a variety of students and researchers who have other education and research
backgrounds, such as environmental health, human ecology, functional brain study and health informatics, etc. Beside this context, a
double-degree system was introduced into the Master course of the Graduate School in 2009, which has enabled the 2nd year students to
proceed to the MBA (Master of Business Administration) course alongside the Graduate School of Commerce, Otaru University of
Commerce. In this system, students can earn two degrees (the master degree of our school and the MBA of Otaru University of
Commerce) in only three years. Furthermore, students can join the JICA Development Studies Program to support developing countries
in cooperation with other graduate schools on campus. In the Faculty of Health Sciences, the Health Innovation & Technology Center
(HITEC) was established in 2011, and the Education Research Center for Health Professionals (ERCHP) was started in 2012. HITEC
consists of four sections (or laboratories): Advanced Lipid Analysis, Remote Health Checking, Biomolecular Function and One-Health
Advancement. This center is targeting on the contribution of the research outcome to not only the progress of science but also the health
promotion of regional community. ERCHP aims to develop programs for continuing education and training of health professionals in order
to level up their skills. Moreover, the Hospital Management Administrator program for nurturing administrators in hospitals has been
put into practice since 2018.
As mentioned above, our institution is constantly evolving to call upon a great amount of expertise to innovate the Health Sciences.
The basic philosophies of Hokkaido University: 1. Frontier Spirit, 2. Global Perspective, 3. All-round Education and 4. Practical Learning
must be strongly evoked in research and education of this area. Looking ahead the future and observing world trends, let's advance health
and human sciences together!
