香港資訊及通訊科技獎旨在表揚及推廣優秀的資

訊及通訊科技發明和應用，以鼓勵香港業界精英

和企業不斷追求創新和卓越，謀求更佳和更具創

意的方案，滿足企業的營運需要，造福社會。

通過業界、學術界和政府的共同努力，香港資訊

及通訊科技獎於二零零六年成立。香港資訊及通

訊科技獎由政府資訊科技總監辦公室策動，並由

香港業界組織及專業團體主辦，目的是為香港建

立一個廣受香港社會愛戴、並獲國際認同的資訊

及通訊科技專業獎項。

2016 香港資訊及通訊科技獎設有八個類別的獎

項。每個類別均設有一個大獎，而最終評審委員

會再從所有大獎中甄選出「全年大獎」。

The Hong Kong ICT Awards aims at recognising and promoting outstanding information and communications technology (ICT) inventions and applications, thereby encouraging innovation and excellence among Hong Kong’s ICT talents and enterprises in their constant pursuit of creative and better solutions to meet business and social needs.

The Hong Kong ICT Awards was established in 2006 with the collaborative efforts of the industry, academia and the Government. Steered by the Office of the Government Chief Information Officer, and organised by Hong Kong ICT industry associations and professional bodies, the Awards aims at building a locally espoused and internationally acclaimed brand of ICT awards.

There are eight categories under the Hong Kong ICT Awards 2016. There is one Grand Award in each category, and an “Award of the Year” is selected from the eight Grand Awards by the Grand Judging Panel.

It is my pleasure to give all participants a warm welcome to the International IT Fest 2016, which features a series of exciting events in these couple of weeks.

Information and communications technology (ICT) not only drives economic growth, but also provides us with a smarter way of living.

The HKSAR Government is delighted to join hands with the ICT industry to present the fourth edition of the International IT Fest. This year, the wide variety of activities includes prestigious international events for various sectors, knowledgesharing sessions for experts, and competitive challenges for tech start-ups.

Marking the 10th anniversary, the Hong Kong ICT Awards 2016 is the opening event of the International IT Fest and brings to the fore outstanding local ICT solutions and applications. Over the years, the Awards have been serving as a springboard for local ICT innovators to gain market and further achieve recognition, both regionally and internationally.

I wish to thank all the participants who have dedicated contributions to the resounding success of the Awards. I would also like to congratulate whole-heartedly the winners of the Hong Kong ICT Awards 2016 for their ingenuity and remarkable achievements.

As one of the world’s leading digital economies, Hong Kong’s rapid advances in ICT development empowers all sectors to scale new heights. To promote and recognise such achievements, the Hong Kong ICT Awards was debuted in 2006. Over the years, wi th the concer ted effor ts of the Government, industry and academia, the Awards has been promoting constant pursuit of innovation and excellence among local ICT talents.

This year, we have received a record-breaking 1,172 entries to compete for the eight categories of the Awards, showing flourishing achievements of our local innovations. For ten fruitful years, we have witnessed the growth of the Awards, as well as the development of numerous winners who have shone brilliantly in regional and international arenas.

I wish to extend my sincere gratitude to my fellow Steering Committee members, members of the Grand Judging Panel, Standards Assurance Sub-committee, Leading Organisers and judges for their dedication to the continuous success of the Hong Kong ICT Awards 2016.

The Hong Kong Information and Communication Technology Awards brings together the best and the brightest in the ICT sector in Hong Kong, turning this evening into a glittering gathering of innovation and creativity.Information and Communication Technology is embedded in our daily lives. It not only changes the way we live, work, learn, and play, but also enhances the development of our society and global economy. The development of the ICT industry is crucial to underpinning Hong Kong's position as an international business hub. It has promoted the application of innovation in different sectors, allowing the introduction of new products and services and encouraging creativity on all fronts.This year, the submitted works and ideas from contestants in different categories fully reflect their outstanding talents and exceptional potential. Smart Guide Path 智能引路徑There are 174,800 visually impaired in Hong Kong. Although many public places have installed tactile guide paths, visually impaired face difficulties when following the guide path. For example, position block is installed on the crossroad, but visually impaired may not know the destination of the guide path, so they may get lost easily. Another example is that hazard warning block being used for indication of potential hazard would have different meaning which would cause confusion. Thus, “Smart Guide Path” has been developed to solve this problem.

RFID antenna will be placed under user’s shoes to receive RFID signal which are under the guide path. The embedded Bluetooth device will send the data to the Android app. When user passes through “Smart Guide Path”, the Android App will download the guide message from the cloud database and speak to user by TTS.

"Smart Guide Path" can assist visually impaired to explore new places independently and freely. It can also arose public awareness on equal rights of visually impaired in using the road.

香港有174,800位視障人士。雖然不少公眾地方已裝設引路徑，但視障人士去到陌生地方，引路徑卻做不到引路的作用。以位置為例，位置磚設於引路徑的分叉路口，但它不能提示視障人士轉向後通向何處；而警示磚只有一種款式，包含的多重意思令人混淆。因為他們害怕迷路，視障人士寧願躲在家中，也不願意去陌生的地方。針對這個問題，便發明了這個「智能引路徑」。

RFID天線會放在使用者的鞋底以接收引路徑下的RFID訊號，並以藍牙傳送至開發的Android應用程式。當使用者經過警示磚或位置磚的時候，Android應用程式就會發出聲響提示，告訴使用者的前方，左方和右方通往什麼地方，為視障人士提供導航功能。

「智能引路徑」可以方便視障人士獨立自由地探索新地方，同時希望提高公眾關注視障人士使用道路的平等權利。


“Smart Guide Path” combines RFID, Arduino, Bluetooth, Cloud, Android Apps and text-to-speech technology. Receiving the signals and analyzing the data would assist visual disabled to identify their direction and allow them to reach the destination easily. It is recommended that the device should not be limited by the distance of the signal and thus it can enhance the sensitivity of signal transfer and receiving.

智能引路徑運用 RFID、Arduino、藍牙、雲端數據庫、安卓應用程式和文字轉語音輸出技術，去接收信號和分析數據，協助視障人士辨別方向，清楚知道自己所在位置，減少前往目的地途中的障礙。建議採用不受距離限制的信號傳送裝置，增加引路徑信號傳送和接收的靈敏度。
