絡人，皆由ALAC成員票選，並組成

ALAC執委會

※常設工作小組：IDN政策等7個

※特別工作小組：ALS改善執行等5個

※跨社群工作小組：解讀框架等6個

※每個RALO至少由來自2個

不同國家的3個ALSes組成

※主席、秘書長由選舉產生

※ALS還有機會受邀加入

全世界能促進個別網路使用者了解ICANN議題、參與ICANN活動的任何self-supporting團體，包括：

Internet society chapters

Computer user organizations

lnternet civil society groups

Consumer advocacy groups

Community networking groups

Professional societies (engineers, attorneys, etc.)

Academic & research organizations

※免費申請

※鼓勵申請 but there cannot be too many ALSes

成為ALS的5大基本要件

承諾透過訊息發送、提供線上討論機制等方式，協助個別網路使用者參與ICANN的政策發展、討論與決策

要有組織，以便個別網路使用者可以掌握ALS的運作

要能 self-supporting

有公開網站，提供相關說明

組織目標、架構、會員制度、運作方式、管理、連絡資訊

協助RALO執行功能運作
