SUBJECT: Project: .American Association of Medical Colleges (A.AMC)
A contract was signed with the .American Association of Medical Colleges on May 31, 1966 to provide medical consultation to support A.I.D. program needs for manpower in the health field, and to furnish infornu tion which would provide the basis for determining those needs. The contract has paid for a core staff of professional people to provide advisory and consultation services to A.I.D. and to Missions overseas. Its present expiration date is March 31, 1970~
This project was discussed in a proj8ct committee meeting held on January 29, 1970. On the basis of the contractor's performance record it was agreed that a 25 percent increase in the annual funding level to $100,000 was appropriate considering expanded service needs which can be expected to result frcm field requirements in fe..mily planning. It sh0uld be noted tha l, considerable importance is attached to the success the Association will have in recruiting and maintaining a senior project director. Next year's funding review will be expected to take this into account in assessing contractor performance.
A PIO/T should be submitted providing detailed information for an amended contract which will outline the revised scope and substance of contractor core staff responsibilities as they relate both to A.I.D.' s central staff and field requirements. Such clarification is important both from the standpoint of the contractor in fulfilling his contractual responsibilities, and to the Agency for purposes of monitoring performance. The PIO/T would also provide for execution of a three year contract, with provision of annual funding by Task Order. It would also continue the provision for Task Orders to be issued on the basis of field requests for those specia.lized services falling within the scope of A.AMC responsibilities.

teaching connm.mity in the U.S. and internationally, providing pertinent
technical infonnation about international medical educatj.on to Am and to ·medical schools in the U.So and ab:road. It niakes periocl:lc reconm1end.s.tions to strengthen medical eclucation internationally.

performance on special activities has been excellent. All three
subproj ects have been completed on sched1tle; the reports of two are
co:mplete nnd the third iB expected to be completed by the end. of the

SUBJECT: FY 1973 and Future Funding of Proj. No. 212 -Health Manpower Development {AAMC)
This is to record the conversation between TA/H {Drs. Howard, Florio, and Lynch) and TA/PM {Mr. Mathiasen and Mrs. Sharp) on Monday, June 11 , 197 3.
Due to the lack of support received from the Regional Bureaus re the usefulness of this field support activity, TA/H decided that the services being provided by the contractor, AAMC, under the Basic Order Agreement -Arrangement should be terminated. Since there were still some services to be completed by the contractor under the existing BOA and Task Order No. l, it was agreed that the current BOA and Task Order No. 1 be extended through December 1973 at the latest to allow the completion of the services. It was also agreed that no funds would be conmitted to this activity after December 1973 until TA/H developed a new scope of work for AAMC. The funding of the project beyond December 1973 will, of course, be subject to AA/TA approval.
