ACTION PLAN FOR 2013-2015ADOPTED AT THE FIRST SESSION

OF THE JOINT COMMITTEE FOR COOPERA TIONBETWEEN THE GOVERNMENT OF THE STATE OF KUWAIT AND THE

GOVERNMENT OF THE REPUBLIC OF TURKEY(24 OCTOBER 2013, KUWAITCITY)

The First Session of the Joint Committee for Cooperation (JCC) between the State ofKuwait and the Republic of Turkey was held on 24 üctober 2013 in Kuwait City underthe co-chairmanship of H.E. Sheikh Sabah Khaled Al-Hamad AI-Sabah, Deputy PrimeMinister and Minister of Foreign Affairs of the State of Kuwait, H.E. Ahmet Davutoğlu,Minister of Foreign Affairs of the Republic of Turkey with the accompanyıng

( delegations.~

Affirming the decisions taken at the Joint Committee for Economic, Industrial andTechnical Cooperation meeting between Kuwait and Turkey hel d on 17- i9 April 20 i3 in

, Istanbul, the Ministers approved the recommendations of the JCC Senior OfficialsMeeting, held on 23 üctober 2013 in Kuwait City and expressed their shared desire tofurther develop the relations between the two countries in all fields and towards this aimadopted the following Action Plan for 2013-201 S in their commitment to;

i. Economic, Financial, Investment, Development, Trade and IndustrialCooperation

A. Economİc and Financial Cooperation:,

1-Welcome the ratification of the agreement on promotion and protection of mutualinvestments in both countries.

2-Encourage the exchange of economic data between the two countries.

3-Exchange economic delegations, experience and visits to enhance bilateral relations,. between the two countries .•

4-Activate the economİc and financial agreements signed between the two countries.

S-Continue to coordinate in the lslamic and international fora in the fields of economic,financial and commercial cooperation, including the framework of the COMeEC in theoıc.

B. Trade and Contracting Services Cooperation:

Review recent developments in their bilateral trade relations and note their desire to:

l-Increase the volume of bilateral trade between the two countries to reach USD i billiontarget by 2016,

2-Encourage participation their respective businessmen and companies in exhibitions andforumes held in both countries,

3-Pramote exehanging reciprocal visits of trade missions and business delegations taidentify the trade and investment opportunities available in both countries,

4-Promote exehanging information about databases on trade and investmentopportunities in both countries,

.S-Encourage Turkish and Kuwaiti corıtractors for joint ventures in infrastructure projectsin Kuwait, Turkeyand third countries.

6-Cansider concerns expressed by the Kuwaiti side about Turkish anti-dumping measureagainst MEG exports of Kuwait, which are of high importance to the Kuwaiti oil sector,and the Kuwaiti side requested from the Turkish side to work expeditiously to finalize thenecessary procedure. The Turkish side informed that interim review investigation hasbeen started on the 2nd of üctober, 2013 and expressed its intention to finalize theinvestigation as soon as possible.

7-Kuwaiti side expressed its concem with regard to the expected change in the futureGSP regime that will be implemented by 2014 which may resuIt in exclusion of Kuwaitfrom the beneficiary list. The Turkish side explained that the harmonizatian of the GSPregime is stemming from its commitments within the Customs Union with EuropeanUnion, and the Kuwaiti side requested from the Turkish side to exert efforts to find asolution.

8-Pramote exchange of experiences in the field of free zones.

9-Encourage technical exploration visits, investment delegations and to participate in theinvestment conferences in order to inform the public and private sector about İnvestmentopportunities.

Annex i,, 10-Encourage Turkish companies to invest in Kuwait and take advantage of the Kuwaitii foreign investment law.

11-Agreeto work on the Agreement on Cooperation ın the Field of Tourism. (TheTurkish side will convey its draft proposal soon.)

! C. Investment cooperation:

!" I-Support direct investments and joint ventures of the companies in both countries and! exert the necessary effort in order to identify the ways of solution for the problems whichi the investors encounter in respective countries.

ii 2-0rganize investment fairs in both countries with the participation of businessmen and

public/private sector establishments.i.

3-Take note of the request of the Kuwait investment authority to consider decreasing thetax rate imposed currently dividends on profits from i0% to 5% for all Kuwaitigovernmental institutions and i0% for other Kuwaiti investors.

iD. Industrİal CooDeration:

i l-Expedite the process to bring into force the "Memorandum of Understanding betweenhe Government of the State of Kuwait and the Republic of Turkey in the field ofndustry Cooperation" signed on iO January 20 II in Kuwait City.

2-Benefıt from the potential of Turkey in raw materials and machinery sectors, which areneeded by the Kuwaiti industrial sector and to organize reciprocal sectoral visits toward

• 3-Benetit from Turkish experience in inereasing the efficiency of the local factories,1 which contributes to the transfer of modem industrial technology that helps to develop'" he technical capacity of the industrial sector in Kuwait.

4-Exchange information and experience in the field of standards and specifications (TheKuwaiti Side has submitted a Draft Executive Program).

S-Exchange information and experience in field of standardization, conformityassessments, testing and calibration (Kuwaiti side has submitted a draft Executiveprogram) and call for an early meeting of joint committee to discuss the techrıical andcientific cooperation between both sides in tield of standardization, accreditation and

metrologyas agreed at the ninth session of Kuwait- Turkish Joint Committee (April 17-19~ 2013).

6-Benefit from Turkey's experience in the management of industrial zones.

~ Enhance Turkish and Kuwaiti private sector cooperation through active implementationof the protocol between TOBB and KCCI dated 1995, April 30, through encouragingactivities such as joint sectora1 meetings receiving trainees by KCCI from TOBBEconomy and Technology University, sharing information on investment opportunities inboth countries, updates on trade and investment legislation ete. Turkish side also

r proposed to cooperate with KCCI in order to establish Turkish - Kuwait Businessi CounciL.ii F) Development Cooperation

l-Support the operations of the Kuwait Fund in Turkey, for which the Turkish sidei expressed its sineere appreciation to Kuwait Fund for the valuable assistance in

implementing the top priority development projects presented by Turkey.

! ~-Take stock of the existing programs under implementation as the Turkish side.dentified the hospital projects and conveyed the project profile to Kuwait Fund on April13,2012, in order to utilize the remaining amount of the financing program of the GulfCooperation Council conceming the contribution of financing in infrastructure and socialprojects in earthquake affected regions, of which a total sum of about US $26 millionwhich is available for the healthcare sector; and the importance of receiving moredetailed information about said projects, as indicated in the note on Kuwait Fundequirements for the preparation of the feasibility study.

, 3-Welcome the readiness of Kuwait Fund to look into the possibility İn particİpating in~ finarıcing the Turkish government's top priority project in infrastructure or social sectorsi such as health and education upon receiving an official request from the Turkish

governınent along with all relevant information including the technical and economic• ~easibility studies and financing plan.

ll. Oil and Energy Coopcration:

ı-Cooperate in the energy sector through explorationloperation of oil and gas fields in thethird countries, especially in Africa and the Middle East and promote joint venturesbetween Turkish and Kuwaiti energy companies in the third countries, with special focuson Africa and the Middle East and also look for ways of establishing joint LNGterminals.

2-Promote Kuwaiti and Turkish companies and funds to invest ın the Kuwaiti andTurkish energy sectors.

3-Exchange information on the new investment opportunities with a view to thei participation of Turkish and Kuwaiti companies in the energy sector.

III. Military and Defence Industry Cooperation:

l-Expedite ratification process for the "Memorandum of Understanding on DefenseIndustry Cooperation" signed during the visit by H.H. Sheikh Sabah AI-Ahmad AI-JaberAl-Sabah, Amir of the State of Kuwait, to the Republie of Turkey on 29 April 2013.

2-Renew and update the Military Training Agreement signed on 20.02.1987 .•

3-Seek effeetive ways to enhanee cooperation in the field of defense industry along with• further encouraging cooperation in joint ventures between public and private sectori companies operating in defense and supplying seetors.

4-Improve defense industry capabilities of both sides through cooperation in the fields of~ development, production, maintenanee of defence goods and services and relevanti' echnical and logisties support.{

, 5-Establish Military and Defense Industry Cooperation Working Group.

IV. Communication. Transoortation. Maritime and Civil Aviation Coooeration:

~ı-Encourage participation in exhibitions and conferences for communications in bothcountries.

~-Increase cooperation and investment in the field of international communications byoperıing voiee circuits and international information shared between the two countries.

3-Stimulate private companies for joint investment in the field of telecommunications inboth countries.

4-Exchange information in the field of communications technology.

S-Jointly undertake necessary efforts for the completion of negotiations on andconclusion of "Maritime Agreement" and to pursue negotiations to further deepen civilaviation cooperation.

6-Continue discussing the Kuwaiti proposals on Civil Aviation.

V. Judicial Cooperation:

Take note of Kuwaiti proposal to establish a working group to consider further ways toenhance legal and judicial cooperation to function as a subsidiary of to the JointCommittee.

VI. Information and Media Cooperation:

l-Develop cooperation between the institutions, video and audio for both countries.

2-Develop cooperation between the two state news agencies in both countries.

3-Encourage relations between the institutions of periodicals and publications in bothcountries.

4-Exchange visits of delegations to the means of media through important internationalmeetings.S-Expand relations between the competent centers in the field of media in both countries.

VII. Higher Educational and Scientific Cooperation:

A. Higher Education:

ı- Welcome the "Agreement of Cooperation in the field of Higher Education andScientific Research between the Government of the Republic of Turkeyand theGovernment of State of Kuwait" signed in Ankara during the Amir visit to Turkeyon the 29lh of April 2013; Strive for early completion of the ratification processfor the implementation of its provisions.

2- Encourage and support exehanging visits between the academics, researchers andstudents.

3- Encourage collaboratiorı between universities under the said agreement to deepenand develop relations in the fields of Higher Education and Scientific Research.

4- Organize joint seminars, scientific conferences, and workshops in the field ofHigher Education.

5- Exchange literatures and text books, academic publications and scientific joumalspublished between universities.

6- Exchange experiences to strengthen the system of scholarships for postgraduatestudies.

7- Welcome exehanging information regarding accredited universities and the iracademic programs.

8- Establish Turcology Department or Chair at Kuwait University, wherbye Turkishside can provide lecturers, books and teaching materials.

B. Scientific and Technological Cooperation

ı- Welcome bilateral cooperation in science, technologyand innovation (ST &1).Within the framework of such cooperation the following activities are envisioned;

o Joint Research and Development projects and activities,o Visits and exchange of researchers, engineers/other appropriate personnel

to participate projects, seminars, symposia and workshops.

2- Kuwait Institute for Scientific Research (KISR) and The Scientific andTeclınological Research Council of Turkey (TUBITAK) desire to sign a protocolin the area of ST &1 within the coming future.

3- Wish to ınake high level official visits to identify the potential topics for themutual cooperation areas such as energy, food research, biotechnology,environnıent, water and ete,

C. EducationaJ Cooperation

ı-We1come the establishment of the Executive Program on the Exchanges in the field ofeducation, culture, science and media with a view to develop cooperation in the field ofeducation.

2-Encourage the Exchange of information on e-Iearning.

3-Call to exchange views on the possibility of establishment of a satellite channel foreducation.

4-Call for the exchange of visits of students and their supervisor as stipulated in theArticle 19of the aforementioned Executive Program.

Vııı. Cultural Cooperation:

l-Explore the possibility of establishing Yunus Emre Turkish Cultural Center in Kuwait.

2-Cooperate in organizing cultural activities to commemorate the 50th anniversary ofestablishment of diplomatic relations.

3-Exchange holding cultural weeks, exhibitions and cu!tural events in both countries andexchange of images of manuscripts of cultural heritage, exchange views for the definitiorıof cultural heritage.

iX. Youth and Sport Cooperation:

l-Promote closer contacts and exchanges in the field of youth and sports as an instrumentfor enhancing mutual understanding between the younger generations and athletes of thetwo nations.

2-Complete negotiations on and corıclude a framework agreement on cooperation in thefield of youth and sports.

X. Urban and Environment Cooperation:

l-Explore possibilities to develop cooperation between the relevant organizations andexchange of expertise in the fields of urban renewal and projects for inereasing energyeffieiency in buildings and risk assessment to maintain sustainable urban development.

2-Take note of a need for a new Memorandum of Understanding in the field ofEnvironment to replace "the Memorandum of Understanding between the Government ofthe Republic of Turkeyand the Government of the State of Kuwait on the cooperation inthe field of Environment Protection and Conservation of Natural Resources forSustainable Development" signed in Ankara on 30 March 2008 in view of the fact thatthe Ministry of Environment and Urbanization of the Republic of Turkey wasrestructured in 2011 and its portfolio was reorganized.

Xl. Health Cooperation:

l-Aeknowledge the progress aehieved within the Agreement on Cooperation in the Fieldof Health which is in foree since 24 February 2010, further develop cooperation in thefield of health tourism, particularly in the SPA sector and on capacity building andsharing the expertise in the health sector eovering the areas of hospital management,matemity care, new bom intensive care and infeetious diseases.

2-0rganize joint health fairs, promote high-Ievel visits and exchanges at the expert level.

3-Encourage and promote treatment of Kuwaiti patients in Turkish hospitals andreciprocal visits by Turkish and Kuwaiti doctors, such as the visit to be held in November2013 by the mediation of the Health Council of Turkish Foreign Economic RelationsBoard as the first step on this matter.

XII. Agriculture cooperation:

1-Take necessary actions to implement the previous agreements on "Technical, Scientificand Economic Cooperation in Agriculture" and "in the Field of Livestock and Animal

~ Health between the Government of The State of Kuwait and The Government of theRepublic of Turkey".

2-Share expertise through various forms including exchange of experts, site visits andeapaeity building in the fields of

• Animal health including veterinary quarantines and laboratory diagnosis,

• Animal breeding,

• Plant production,

• Fisheries and aquaculture ineluding sustainability and technical cooperationon cage culture, marine fish hatchery, and fish farming,

• Food security,

• Plant quarantina,

• Research on plant health, food safety and traceability,

• Soil-water management.

3- Encourage private sector to collaborate and develop joint ventures in the field oforganic farıning, fisheries, aquaculture and animal production.

ii XIII. Security and Law Enforcement Cooperation:

Encourage to organize first meeting of the Joint Committee on Security Cooperation asstipulated at the Artiele 9 of the "Agreement on Cooperation in the Field of DomesticSecurity" which entered into force on 1 February 2006.
