A Christmas Message

Kakiyonizvakamakinak! I wish each and every one of you a very Merry Christmas andSafe New Year.

I remember as a child this time of year itot for the presents, bitt for the time spent with

family; alt of its kids jumping i;tto a car with our late Morn, travelling from house to

house starting from the South end of the reserve at Uncle Basil and Auntie Josephine’s,

zve zvouttd make our way ;torth, stopping at what seemed to be every house along the

way, and then having to eat afull meal at every one of those stops (you’re not allowed

to refitse either,). Kutkom Philomene, was usually at Uncle Roy and Auntie Shirley’s,

which zvas generally our last stop, before heading back home. There are many of us who

talk about those days with very fond n;e;nories, some of us have eve;; begun to carry on

the tradition zvithin their own brothers, sisters, and children; those days will always

hold a special place in ;n heart and mind.

My very best Christmas memory took place in time zvinter of 1976. My Mom, siblings

and I, moved into a new house in Saskatoo;;, we had nothing bitt a small record player

and one record (‘Happy Days’,); for abo;tt 2 years us kids had all bee;; separated into

foster ho;nes amid this was the first time we had alt bee;t together in awhile, amid it was

right before Christmas; Christmas Eve, a priest came to the house with a small

decorated tree with tights, it had little presents tied to the boughs; zve putt the tree in

front of the pictttre window amid sat on the floor around it, each opening a present

which had candy inside. That was alt we had for presents bitt my heart was futt,

becautse we had each other — I learned that year that Christmas was about family,

aboitt sakhitowin. Let’s remember that.

Please keep in yoztr thoughts and prayers, all of ourfamilies who have experienced loss

in the past while it is a difficult tin;e of yearfor many.

The following is a quick update to the portfolios:

Urban/Finance/Lands/Economic Development

Urban: We are still awaiting a decision on a proposal sent in at the end of May of thisyear to have an urban office for transition assistance as well as various other supportsfor BOCN Members — we received confirmation that they are still in the process ofreviewing the applications, but our is one of 500 applicants for the same dollarsnationally — we are hoping for a positive outcome.

Finance: The Audit was completed for the 2016/17 fiscal year by Myers/Norris/Pennyand was presented at the Members Meeting held on November 30, 2017. Please note: the

Members Assembly was postponed on two occasions due to loss in the community;

FMA states that this presentation must occur within 180 days of the new fiscal year.

Lands: The income generated from land leases has historically been utilized to cover

shortfalls in areas such as infrastructure, to assist in community driven events, pay foritems such as funerals, and any emergencies costs; often the items identified in ourbudgeting process get put in the back burner; there was intention to provide gift cards

for this Christmas, but due to unforeseen expenditures throughout the past months weare unable to, instead we have once again utilized what dollars we do have to provide acommunity Christmas Meal and Secret Santa for the Children. Some history; due toflooding in previous years, the Nation lost approximately 9,000acres of land, 6,000acres of whichwere farm lands; this has decreased our yearly lease income considerably.

Economic Development:

1. Two Lakes Horizon North: the camp and catering, contract has been extended

for another two years.

2. Innergex/BOCN Yotin Project: we will know by May of 2018 whether we have

been awarded the Power Purchase Agreement (PPA) from SaskPower.

3. Esso/Blackhawks Gas Ltd.: plans for upgrades are still in the in the works for the

future, there are still a lot of things we need to do before any of that can moveforward.

4. The BHP Billiton opportunities agreement will come up for renewal in 2019.Plans are underway to negotiate a better system.

In an effort to keep all band business at arm’s-length of Chief & Council, the WillowCree Development Board was incorporated and will oversee all business’ of the Nationonce their governance processes are in place and they have completed all of thelegalities of the process.

Other: Pimacihowin Project Inc. the building of the home in the new sub-division byour students of Cst. Robin Cameron Education Complex is still underway - manystudents have been involved in the process since the inception of the project. We arehopeful that this build will be complete by the Summer of 2018.

The Governance Committee continues to work towards the goals outlined in the Nations Governance DevelopmentPro/ect Plan. Throughout 2017-2018 our focus will be consulting the Nation on the development of the following:

Youth Advisory Council ActElders Ath’isory Council Act

Membership ActPersonnel Management Act (Amendments)

These four Acts have been identified by leadership as a priority for the Governance portfolio. The Constitution thatour nation enacted on May 16, 2017 identifies the creation of a Youth Advisory Council Act, an Elders AdvisoryCouncil Act and a Membership Act. The Personnel Management Act requires updating to bring it up to date and toensure it can be reconciled with the Nations Constitution.

The Governance work that our Nation has been focusing on is something to be very proud of; it means that we areasserting our inherent right to self-determination and nationhood. Flaying a sound governance system strengthensour stance when we pressure government for autonomy in providing programs and services according to ocir ownlegislation and policies and according to Treaty. Currently, all programs and services are delivered according toFederal Government policy, which we have no input in developing. There is still a lot of work to be done in thearea of Governance development but we have the capacity to do the work, our own people know what’s best for ourNation. I encourage you all to participate in our consultation efforts and have your say in the development of ocirnations legislation, these are your rules and will only be meaningful if they are created and enacted by ourmembers.

Under the Justice portfolio we recently developed a 5-year plan that outlines goals for the justice department. Theplan will be released to the community early in the new year. The Willow Cree Healing Lodge is also working on anumber of things one of which is preparing our Elders Services Contract for the recent expansion at the lodge. Thisexpansion means there may be opportcinities for more of our Elders/Spiritcial advisors to provide services for theNicisanak. This work is still early in development, once finalized a formal notice will be provided to thecommunity and the Elders.

Dear Membership,

Season’s greetings. I want to provide an update on some of the things I have been working on, andfor the sake of the newsletter I will be brief.

• BHP — Summary reports and new submissions for upcoming fiscalyear,

• Camp Tawow marketing plan,• Job Series and Residential Renovations and Construction Training

Programs,• Gravel study with Pinter & Associates,• Property Management Group dissolution,• Blackhawk’s board, and• Daycare renovations.

The above is just a list of projects that have had my focus the last few months. Things are alwayschanging, which I love.

If you are not aware I have the Health and Social Development portfolios,work with and manage the SAET program and I also work with QBOW.These are all top heavy portfolios and there are many issues that must beaddressed in these areas. I try to balance these portfolios as best I can, butmany times one takes more energy to manage than others. If you have any

questions, issues or concerns please contact me.

One area though that has and will maintain my interest this term is housing. Housing is an importantpiece of health and social development. I have been researching and looking at initiatives that couldpossibly help to address some of the housing needs on our Nation. On December 13, 2017 a few repsfrom the band attended a meeting to discuss a new INAC initiative called Universal ShelterAllowance. I am hopeful this is a start for our Nation in addressing our housing needs.

I want to take this time to wish you and your families a beautiful holiday season. As we gather with our com

munity, it is important to recognize that when we do have those opportunities to come together, we take full

advantage of them. This last year has seen many loved ones pass on. It can be especially hard at this time,

sitting around the Christmas tree with that loved one missing. Take comfort in the love you and our families

and community share—be kind to one another, wave on the highway, and hug each other. I know that I will

be hugging my family extra fight this Christmas—our first without my late Moshum Ken. Remember, feel, and

share love. In the end, it’s really all we’ve got.

The last few months have been very busy with new initiatives and new opportunities.

Community Development

- BHP Opportunities Agreement

Early in our term, I, along with Councillor Leighanne Gardipy-Bill, was appointed as a Senior Advisory Team

(SAT) member to oversee the implementation of the BHP Opportunities Agreement.

Each year, the BOCN receives just over $300,000 for areas such as Community Development, Employment &

Training, and Economic Development. This year, we have allocated

those dollars according to the plans and ideas—your ideas— con

tained in our Community Development Plan.

- Community Development Initiative

We have recently launched the newly ratified 2017 Community De

velopment Plan. This new plan contains goals, and plans that you

have told us what you’d like to see. It is a roadmap for our commu

nity’s shared success and I encourage each of you to view the plan

- Tourism

I am very pleased that the Department of Indigenous Services—Community Development (formerly INAC),

has approved the allocation of $15,000 toward the hiring of a Tourism Expert and Consultant to assist us with

the implementation of our Tourism Development Plan.

Representatives from Indigenous and Northern Affairs Canada, Tourism Saskatchewan, Saskatchewan Parks

& Recreation, the Town of Duck Lake, and the Duck Lake Regional Interpretive Centre committed to work in

partnership to enhance and better develop tourism in this tremendously rich historical region. We will work

with our partners and Western Diversification Canada to develop a multi-year regional tourism plan and cre

ate a ‘world-class tourist destination and experience’.

Emergency Management

As the winter sets in, it is critically important that you take some practical steps to prevent against any unfor

tunate situations. In severe cold weather, I encourage you to have a look at the tips contained on our emer

I am also pleased to report that our new text-blasting software has been tremendously successful. We con

tinue to update community members on emergency situations or critical weather advisories, events, pro

Veterans

- National Aboriginal Veterans Day (November 8)

I, along with Chief Petit and several of my colleagues on

Council, joined Veteran Hilliard Gardypie at the Saskatche

wan First Nations Veterans Memorial at the monument for

a flag-raising ceremony to honour our First Nations Veter

ans. I hope to make this a bigger event in the future in the

lead-up to Remembrance Day.

- Remembrance Day (November 11)

Remembrance Day was a beautiful day. I was pleased that

so many of you turned out to pay your respects and hon-

our our Simakansihkanak. I was also very excited to an

nounce the renaming of the Rec Centre to

“Simakansihkaniwikamik—Veterans Memorial Hall”. I am working with Veteran Hilliard Gardypie on a pro

posal to see a permanent memorial and sign erected at the Hall as a constant reminder of our solemn obliga

tion—we must never forget.

- Military Co-Op Program

It is my hope that we will be able to once again have this program at our First Nation. As the first program of

its kind in Canada, I was proud to see 11 members of the Beardy’s & Okemasis’ Cree Nation graduate. More

information will be available early in the New Year!

- Two-Spirit Pride

This was the second year that we conducted the Two-Spirit Pride festival. More than 200 people join us this

summer; and although it was slightly smaller due to the weather, the rain couldn’t dampen our spirits. We

did add an event that was well attended. I was proud to see children and parents come and view some mov

ies and participate in a discussion on gender, diversity, and love.

In closing, I would like to thank our community members for your condolences and warm wishes during the

loss of my late Moshum Ken. Your kind words, hugs, and expressions of love and support were much needed

during that difficult time. I wish you all a happy and safe holiday season and all the best in 2018!

This is the time of the year that families gather together to celebrate the birth of our Lord J-:.Christ. There are smiling faces everywhere, people rushing, shopping and planning for family t

as the holidays approach. Thinking about the families who have lost a loved one this year,prayers are with you at this time.

The past eight months have kept me very busy. 1 have the Education Portfolio that serves the twoschools: Chief Beardy Memorial Elementary and Constable Robin Cameron Education Centre. Ihave the Education, Employnwnt and Training Centre and the Day Care Centre under myPortfolio. I have been in the schools at various occasions and extend my thanks to the staff as thexcontinue to support student learning. I am encouraged to see the community members engaged inthe various programs that are available as they educate themselves in various capacities. Keep onthe good work as you go forward in meeting your educational goals. Thank you to the Education

Board members for their excellent work in support of student learning,

Currently I am working with various Committees:

Special Needs: A Christmas meal is scheduled on Sunday December 17, 2017. The committeemembers are Elizabeth Seeseequasis, Pam Okemaysim-Camble, Miranda Sutherland, Nicole(iambic and Carrie Sutherland.

Elders & Seniors: A Christmas meal and Bingo arc scheduled on Monday December 18, 2017. Itis a celebration to honor them and the work that they do in support of our community.

Community Development hoc afew different and exciting things going on:

• Community Development Plan (2017) has been ratified by Chief and Coun

cil on Wednesday November 8, 2017. It contains priority projects that were

gathered through data in several community engagement activities such

as the Community survey. We erigagod more than 1000 community mem

hers, and we are very proud and thankjulfor everyone’s input. This will be

a working toolfor leadership and departments based on the communities

needs and wants.

As we move into the Implementation stage of the Community Develop

ment Initiative we have been approved from INAC to hire a pmofessional

con.stiltant to assist us in a 7ourism Development Project. We have the

support from dtfferentstokeholders such as Western Diversification Cana

da, Parks Canada IN/IC, Tourism Saskatchewan, Saskatchewan Parks and

Recreation Association, lhe RM of Duck Lake, the Duck lake Interpretive

Centre and I art Canton.

In the months to come we will be working on the Indicators Dashboard

that will hold different types of data in the areas of the 8 different de

mographics .shown iii the planning wheel. The information published will

be public and will assist administrators and leaders in priority identifica -

tion and resource allocation. We will be working with different key part

ners to gather the required data.

A short Comm unity Video has been developed explaining the Community

Development lriitiatii’e in partnership with M.Pet Pmaductions.

As part of Implementation, we will he developing a working group that will

focus on developing proposals for different priority projects using the

Implementation Matrix located at the back of the Community Develop

mnent Plan (2017).

Tansi, The CBMES staff has been very busy this pastmonth getting our students signed up for otir after schoolclubs. Our clubs now have a Fine Arts focus, whichenables all of our students to be involved in dancing(jigging, square dance. Powwow, Creative Dance), Art,beading, Sewing, and Crafts. This month has been a wonderful growing

experience for our little ones. They have been

working very hard learning their names, developing

their fine motor skills, identifying patterns and

extending them.

Every day is an important day to come to school.

We are learning new concepts every day and we

don’t want your little one to miss out.

The weather has gotten colder so please dress your

little one appropriate for the cold days. We do our

best to find extra jackets for those colder days.

Your child will not be kept indoors unless the come

with a letter or unless it is an indoor recess.

October was a very’ busy month in our classroom. It was

our canteen month to raise money for our end of the year

field trip. Thank you to all the staff, students, parents

and caregivers who participated in our fund-raising.

We celebrated Thanksgiving by sharing all the things wewere thankful for. Being thankful was our Tipi Teaching

for the month. In November. we will be learning all

about Humility.

One of the highlights in our classroom was preparing for

the October school assembly. Students participated in amusical presentation based on the story: Big Pumpkin byErica Silverman. Students showcased their talents as

actors. They’ did very well with their presentation.

Language ArtsKindergarten will continue to review their letters andletter sounds as well as practice their printing every day.We will be starting guided reading in the class, usingsimple pattern books. We are also starting our homereading program called ‘Snuggle Up with a Book”.

MathKindergarten finished their pattern unit. To keep them

skilled in this area, continue to encotirage them to look

for patterns in their surroundings. In November they willfoctis on their numeracy skills, number formation andidentification as they’ represent numbers.

Theycan use their play money to buy schoolsupplies, prizes, books or posters. Thestudents are rewarded when they treat othersnicely, read silently or just need a boost ofself-confidence.

Night is designed for families to come havefun learning together with the staff atCBMES.Every month Scholastic Book Club flyersare sent home with your child. The booksare affordable and are terrific gifts!Our Leveled Literacy Intervention (LU)reading groups are going great. This is areading and writing intervention which hasproven to be very successful for moststudents. I teach 2 groups for 30 minuteseach day. The students who make the mostgains in the 5 months while being in theseLU groups are the students who come toschool every day, do the daily activities andwho read the take home books everyevening.National Addictions Awareness Week(NAAW) — We will be having special guestsand activities (November 15 — 17) atCBMES. This is not a subject we shouldonly show awareness of for 1 week. Ourwhole community needs to show awarenessby the way we live our lives every day.all year.I had a wonderful Learning Cycle with Ms.I. Gardipy in the grade 1 classroom. Wetaught a Traits Writing unit during the monthof October. We were very pleased to see the

progress made in 1 month, after looking attheir writing assessments.Ms. J. Felix and I are looking forward to ourLearning Cycle teaching a writing unit toher grade 1 students in the month ofNovember. We are already exciting with theanticipation of what her students willaccomplish in 1 month.All of the teachers at CBMES conducted aCommon Writing Assessment on Monday,October 2nd. We will be doing 3 CommonWriting Assessments this year. The purposeof these assessments are to help teachersplan better lessons with differentiation inmind when teaching writing. Another veryimportant reason for these assessments areto provide teachers with information abouttheir students learning gains during the year.I encourage you to read and write with yourchildren daily. The time you spend withyour children at home helping them learnand getting them into reading and writingroutines will benefit your child for a lifetimeof learning as well as forming good habits. Itbuilds a sense of pride and responsibility inyour child’s character. It is an all-aroundwin-win situation for yoti and your child!You have amazing children which make thisschool a wonderful place. The Month of October has been a very busy monthwith so many activities. In November, the goal for TLC is to focus onIdentity. Understanding Beardy’ s and Okemasisand identifying the history of the community tohopefully end up with a focused ttnderstandingof who the child is and tvhere they can identifythemselves and their roles within the communityof Beardy’s and Okernasis.

• I hope to take some kids out to do someharvesting of birch bark before it gets too cold.This will be a great learning experience for thekids to identify what types of trees are in theirtraditional territory. Also to identify differentusage for trees available.

• I hope that we can get a regular schedule ofdrumming for this month to start the new drumgroup for CBMES, we are in the process ofsecuring someone that can teach the studentssinging and protocol of drums.

• Tipi teachings will also be a focus for the monthof November. it is important to maintain theseteachings throughout the year to keep us ontrack with our behavioral plan at CBMES.

• One major event we anticipate is theRemembrance day Ceremony which will behosted in the gym on November 10th• This is animportant day for Beardy’ s and Okemasis firstNations.

• We also have our Report Cards this month onNovember 5th we look forward to seeing all theparent’s/care givers on this day.

The following is the criteria students must display’in order to qualify for student of the month:

Displaying great awareness to the values of ourschool in the area of academics, attendance. attitude

and cultural participation

Every classroom teacher selects the student of themonth for their grade.

Wow it is already November. This bringsthe first assessment period and report cards.We have busy setting up goals and hopefullystudents are finding success. The studentsshould be aware of their goals and how theyare doing by progress reports. Rememberall IEP goals are adjustable and we canchange them if they are no longer relevant orstudents are achieving higher or lower thanexpected. We are working towards having agreat report card night. I hope to see you allthere and we can talk in person more aboutyour child’s goals.

Along with our daily work in StudentSupport, Speech and LU we have been busydoing assessments for students on phonemicawareness and we hope this will be able tohelp the classroom teachers direct theirlessons better. They’ will be able to be morespecific to what the students in their classneed.

All T.B.O.C.N. try outs will be held in January 2018 with dates to be determined. There will be a $10.00 tryout fee and a $25.00 registration fee. The TBOCN committee feels we need to generate funds for the upcominggames and didn’t want to push for the try outs to be in December do to the fact of making a financial burdenon the parents/guardians before Christmas.

Beardy’s & Okemasis Cree Nation will host the 2018 Youth and Adult Soccer Championships with a slightadjustment on the budget in the bid package we will receive conftrmation from F.S.I.N. no later thanDecember 6, 2017. The youth championships wifi be in Beardy’s/Duck Lake in July and the adultchampionships will be in Saskatoon during September long weekend in 2018.

Do you curl? Or have an interest in curling? If so then adults can curl for FREE in Duck Lake, SK onMondays and Wednesdays starting at 7:30 PM at the Duck Lake Curling Club.

Sports, Culture, & Recreation department have fundraising initiatives starting on December 11, 2017 with aTeam Merchandise Bingo with a $500.00 jackpot. $10/PERSON + the cost of books.

January 2018, we will have our first Ice Dance at the arena with admission to offset the cost of Much Music ora local band. There will be an open senior recreation tournament in January to offset the repairs in the arena.

Fumigation for BedbugsRecently, there has been a problem for clients postponing the 2I treatment forbedbugs. It is imperative that the 2 treatment be done 7 days after the 1st

treatment because the eggs hatch every 7 days. It is useless to do thefumigation the first time if the follow up for the 2 treatment is not done.Effective immediately, for those that make excuses not to get the 2 treatment,we will be making a list of those that do not complete the required twotreatments and will no longer assist in getting rid of the bedbugs in your home.The Chemical used is very expensive and we need to complete treatments.
