凡例

一、本年報(自 94 年版起更名，原名「臺北市統計要覽」，102 年版起僅編製電子書)彙

編之目的，為提供本市一般基本概況資料及重要施政成果，以供各有關機關執行公

務之參考應用，並為提升統計資料應用，本刊物資料悉數置於本處網站

(http://dbas.gov.taipei)「臺北市統計資料庫查詢系統」以資各界參考，另刊後最新資

料以該資料庫公布為主。

二、本年報之資料來源，為本府各業務機關造送之統計報表，以及本處直接向有關機關

蒐集或向民間調查資料，為期資料之完整，間有摘錄其他書刊者。

三、本期年報所列資料，以民國 105 年為主，並將本市改制以來歷年資料一併刊列，俾

便長期時間數列之比較，藉資察往知來。至於各年數字若與以前年度出刊各版有出

入者，以本期年報所列數字為準。

四、本期年報計分沿革、土地面積、人口成長、婚育概況、勞動就業、教育文化、工商

經濟、農林漁牧、財政收支、金融概況、公共建設、交通運輸、社會福利、社會治

安、公共安全、醫療保健、環境保護、家庭生活、數位城市、政府服務等 20 類，

凡 272 表；另附錄全國經濟 5 表。本期除於刊首編撰提要分析外，並於各類統計表

之前，扼要說明及佐以統計插圖，以增進使用資料者之了解。

五、本年報金額部分均指新臺幣，所引用度量衡單位，除極少數從慣例外，一律採用公

制；如有特殊情形而採用其他單位者，已分別予以註明。表內數字太長者，均酌予

提高單位，計算時仍以原始數據計算；因尾數四捨五入，故部分總數與細項之間，

或有未能吻合情事。

六、本年報各表所稱「年」係指全年；「年底」係指該年 12 月底；「年度」係指會計年

度，88 年度（含）以前為上年 7 月 1 日起至該年 6 月 30 日止、88 年下半年及 89

年度為 88 年 7 月 1 日至 89 年底、90 年度(含)以後為該年 1 月 1 日起至該年 12 月

31 日止；「學年度」係指教育年度，即當年 8 月 1 日起至次年 7 月 31 日止，為沿用

成例，以每一學年第一學期資料代表該一學年度。

七、本年報各表如以年齡分類，表列「5~9」係指年滿 5 歲且未滿 10 歲，「10~14」係指

年滿 10 歲且未滿 15 歲，餘此類推。

八、本年報所用符號代表意義如下：

「－」代表經統計，但無數據。「０」代表有數值，但數值不及半單位。

「」代表有數值，但該數值無意義。「」代表初步統計數。

「…」代表數值不明或尚未產生資料。「」代表修正數。

九、本年報封面係為「臺北能源之丘」─全國第一座完工發電的掩埋場太陽能發電廠，

所使用照片由本府環境保護局提供。

EXPLANATORY NOTE

1. The purpose of compiling this Statistical Yearbook, previously titled The Statistical Abstract of Taipei City, is to provide data relative to the general situation of the city and its major accomplishments, so as to be of assistance to organizations concerned with executing public business. The e-book with data included in the Taipei Statistics Database Inquiry System can be accessed at the Department of Budget, Accounting and Statistics (DBAS) website (http://dbas.gov.taipei), please visit this website for the most up-to-date information.

2. All data contained in this yearbook are provided by various offices of the municipal government, in the form of statistical reports, or is the result of interviews with people from the Department of Budget, Accounting & Statistics. Additionally, some data are sourced from other periodicals. At all times, we have tried to source accurate data for use in this publication.

3. Figures contained in this yearbook are derived primarily from year 2016; certain data, from 1968 through 2016, are also listed. Any differences in the figures from previous editions are subject to revisions in this edition. Examining these figures allows us to make comparisons and better forecast future development trends. If the figures for a year do not match figures from previous periodicals, please use the figures contained in this yearbook.

4. A total of 272 tables are included in this yearbook, and the data is classified into 20 categories: History, Land, Population, Marital and Fertile Status, Labor Force, Education, Industry and Commerce, Agriculture, Finance, Monetary Affairs, Public Works, Transportation, Social Welfare, Social Security, Public Safety, Public Health, Environmental Protection, Family Living, Digital City, and Government Service; additionally, five tables of data on the National Economy are included as appendices. In addition to analyses in the following chapters, we also include simple explanations and statistical charts before various statistical tables to enhance user understanding.

5. Monetary figures in this yearbook are denoted in New Taiwan Dollars. The publication states measured units in metric terms. Also, if the units are signified in other systems under special circumstances, footnotes will be provided for clarification. If the figures are too long in length for compilation in the tables, they will be rounded up accordingly and the original figures will take precedence for calculation; therefore, should there be any discrepancies between certain figures.

6. The word “year”, used in this yearbook, refers to the entire year. “End of the year” refers to the period until the end of the December of that year. “Fiscal year,” for years prior to 1999, commences on July 1 of the previous year and ends the last day of June the following year. The last half of 1999 and 2000 refers to the period between July 1 of 1999 and the last day of December 2000. Reference to the year 2001 means the course of time from January 1, 2001 to December 31, 2001. “Academic year” refers to August 1 of the year and ends on July 31 of the next year.

7. If the data in the yearbook are classified by age,“5-9”means all ages from 5 to 9; “10-14”means all ages from 10 to 14; other categories are denoted in accordance to this principle.

8. The following symbols are used throughout the publication: “－”means no figures upon calculation. “０ ” means figures below half a unit. “”means figures are meaningless. “”means preliminary figures. “…”means figures not yet available. “ ”means revised figures. 9. 提要分析

壹、沿革

本市原係盆地，開闢於何年，邈不可考，清康熙 48 年（公元 1709 年）始墾於

艋舺（萬華），光緒元年（公元 1875 年）繼續開墾北部地區，初見規模；甲午戰後，

本市地域為 18.65 平方公里。至民國 9 年 10 月正式設立州轄市，21 年市區範圍為

66.98 平方公里，居民約 60 萬人。34 年 8 月，臺灣光復後，本市為省轄市，行政

區為 10 區。56 年 7 月 1 日升格為直轄市，57 年 7 月 1 日將近郊內湖、南港、木柵、

景美、士林、北投等 6 鄉鎮正式併入本市域，面積擴大為 272.14 平方公里。72 年 5

月公告大坑溪整治區省市界調整，再增加 0.03 平方公里，75 年 7 月省市行政界線

調整，減少 0.40 平方公里。復因本市市政建設突飛猛進，人口急遽增加，社會結構

及客觀環境變遷甚大，而各區又限於地理條件之差異，其發展程度、建設情況及面

積、人口等之差距日形懸殊，然各區行政區域仍沿省轄市時期舊制，未作合理調整，

致無法發揮應有之功能，故於 79 年 3 月 12 日將全市調整為 12 區。81 年 8 月復因

省市行政界線調整，增加面積 0.03 平方公里。至 104 年底本市面積為 271.80 平方

公里，人口達 270 萬人，各項市政建設積極展開，強調年輕化與國際化的發展願景，

希冀成為華人學習、全球效法的偉大城市。

貳、土地面積

灱土地面積：民國 104 年底本市土地總面積合計為 2 萬 7,180 公頃；其中以士林區面積 6,237 公頃為最廣，占全市面積 22.95％，而以大同區面積 568 公頃為最小，僅占全市面積 2.09％。

牞土地利用：民國 104 年底本市已登記土地面積有 2 萬 6,086 公頃，占全市土地總面積 95.97％；未登記土地有 1,094 公頃，占 4.03％。已登記土地中，公有地面積有 1 萬 2,587 公頃，占已登記土地面積 48.25％；私有地面積有 1 萬 2,355 公頃，占 47.36％；公私共有地面積有 1,144 公頃，占 4.39％。

參、人口成長

灱總人口及其變動：民國 104 年底本市現住人口計 270 萬 4,810 人，較 103 年底增加 2,495 人，104 年人口增加率為 0.92‰；其中自然增加率為 4.39‰，社會增加率為-3.47‰；人口之粗出生率為 10.72‰，粗死亡率為 6.33‰。人口增加率較 103年減少 4.96 個千分點，其中自然增加率較 103 年減少 0.01 個千分點，社會增加率較 103 年減少 4.94 個千分點。

牞人口年齡分配：本市民國 104 年底未滿 15 歲人口占 13.95％，15 歲至未滿 65 歲人口占 71.29％，65 歲以上人口占 14.76％。扶養比 40.28％，老化指數 105.76％，較 103年底分別增加 0.91 個百分點、6.35 個百分點。

肆、婚育概況

灱婚姻狀況：民國 104 年底本市 15 歲以上設籍人口計 233 萬人，其婚姻狀況，未婚者占 33.70％，有偶者占 53.39％，離婚者占 7.19％，喪偶者占 5.72％。登記結婚對數計 1 萬 8,771 對，粗結婚率為 6.94‰，登記離婚對數計 5,499 對，粗離婚率為 2.03‰。

牞生育率：民國 104 年本市嬰兒出生登記數為 2 萬 8,987 人，粗出生率為 10.72‰，較 103 年減少 0.05 個千分點，其中男嬰與女嬰性比例為 108.75，另屬婚生子女占97.57％，非婚生子女則占 2.43％，較 103 年之 2.61％減少 0.18 個百分點；104 年本市育齡婦女總生育率為 1,340‰。

伍、勞動就業

灱就業情形：民國 104 年平均勞動力人口計 132.5 萬人，就業者 127.5 萬人，失業者 5.0 萬人，失業率 3.8％；若與 103 年相較，勞動力人口增加 1.0 萬人，失業率減少 0.2 個百分點。

牞就業人口之行業：民國 104 年平均就業者 127.5 萬人中，從事農、林、漁、牧業之人數所占比率為 0.17％，從事工業（含礦業及土石採取業、製造業、電力及燃氣供應業、用水供應及污染整治業、營造業）之人數占 18.91％，從事服務業（含批發及零售業、住宿及餐飲業、運輸倉儲及通信業、金融及保險業以及其他服務

業等）之人數占 80.92％。犴就業輔導：民國 104 年本府推介就業服務中，求職人數（皆為一般職業介紹）計

4 萬 6,590 人，求才人數計 8 萬 3,625 人，求職推介就業人數為 2 萬 3,656 人，求才僱用人數為 5 萬 8,703 人，其求職就業率為 50.77％，求才利用率為 70.20％，較 103 年分別增加 4.11 個百分點及 22.86 個百分點。

犵勞工保險：本市截至民國 104 年底，已參加投保單位計 10 萬 7,763 個，較 103年底增加 1.25％，參加投保者計 234 萬 2,920 人，較 103 年底增加 1.79％。104年全年保險給付件數計 12萬 165件，較 103年增加 0.02％，現金給付金額計 289.45億元，較 103 年增加 5.90％。

陸、教育文化

灱學校概況：民國 104 學年度各級學校在本市內計有 308 所，其中大專校院 25 所、高中 51 所、高職 16 所、國中 61 所、國小 151 所及特殊教育學校 4 所；另有幼兒園 682 所。

牞教師人數：民國 104 學年度大專校院教師 1 萬 746 人、高中教師 6,054 人、高職教師 1,928 人、國中教師 5,345 人、國小教師 9,886 人及特殊教育教師 355 人；另有幼兒園教師 4,810 人。

犴學生人數：民國 104 學年度大專校院學生 26 萬 7,363 人、高中學生 6 萬 5,424 人、高職學生 3 萬 9,235 人、國中學生 7 萬 5,015 人、國小學生 11 萬 8,471 人及特殊教育學生 828 人；另有幼兒園幼生 4 萬 6,757 人。

犵學齡兒童就學率：民國 104 學年度學齡兒童合計為 11 萬 8,464 人，其中就學兒童計 11 萬 8,394 人，占學齡兒童總數 99.94％。

柒、工商經濟

灱工廠登記：民國 104 年底本市工廠登記家數計 1,175 家，較 103 年底減少 23 家；其中電腦電子產品及光學製品製造業占 14.21％，金屬製品製造業占 12.34％，印刷及資料儲存媒體複製業占 11.40％，居前 3 位。如按地區觀察，則以內湖區 449家，占 38.21％為最多，其次為南港區 323 家，最少為大安區，僅 2 家。再按組織型態分，則以公司組織型態設立的工廠家數計 1,076 家，占 91.57％居首。

牞工商營業登記：迄民國 104 年底止，工商營業登記家數合計 24 萬 99 家，與 103年底相較增加 4,684 家或 1.99％；其中以批發及零售業 12 萬 6,041 家居首，占營業登記家數 52.50％。104 年實際營業家數為 22 萬 966 家，全年營利事業總營業額計 12 兆 5,892 億元，與 103 年相較減少 2,216 億元或 1.73％。

捌、農林漁牧

民國 104 年底，本市農耕土地面積為 3,220.58 公頃，占本市土地總面積之

11.85％；其中耕作地占 98.38％，長期休閒地占 1.62％。103 年底本市農戶為 9,164

戶，占全市總戶數之 0.88％；其中自耕農占 95.54％，半自耕農占 2.41％，佃農或

僱農占 1.62％，非耕種農占 0.44％。

玖、財政收支

灱總預算歲入歲出：民國 105 年度本市總預算歲入 1,607.45 億元，總預算歲出1,603.13 億元；歲入來源中，稅課收入占 72.37％，稅課外收入占 27.63％，歲出以教育科學文化支出 633.84 億元為最多，占 39.54％。

牞稅捐徵收：民國 104 年度本市國稅實徵數達 7,338.43 億元，較原預算超徵 15.95％；市稅實徵數 772.43 億元，較原預算超徵 18.49％。

拾、金融概況

民國 104 年底設於本市之金融機構有 1,170 家，其中本國及外國銀行 1,033 家，

人壽保險公司 34 家，產物保險公司 34 家，信用合作社 15 家等。金融機構在 104

年底存款餘額計 14 兆 3,951.62 億元，放款餘額 10 兆 4,397.76 億元；與 103 年底比

較，存款餘額增加 6.76％，放款餘額增加 1.65％。

灱都市計畫：民國 104 年底本市可供都市發展土地面積計 1 萬 2,998.30 公頃，占全市計畫面積之 47.82％；其中以公用設施用地面積最廣，計 7,102.90 公頃，占全市計畫面積之 26.13％。

牞建築管理：民國 104 年核准之證照案件共 1,516 件，與 103 年相較增加 28 件，其中以建築執照 721 件為最多。在全部建築管理核准之各項證照中，營造建築物之建造執照核發案件 267 件，占 17.61％，其建築物計 346 棟，總面積 167 萬 947平方公尺，總工程造價 243.16 億元；就各區件數比較，以中山區及士林區 38 件最多，南港區 7 件最少；就其用途棟數而言，住宿類占 58.38％最多，其次為休閒、文教類占 12.14％。

犴綠資源：截至民國 104 年底本市廣義之綠資源面積為 1 萬 3,840 公頃，平均每位市民享有 51.17 平方公尺；其中工務局所轄已開闢公園計 573 座，開闢面積達 806萬平方公尺，綠地已開闢 206 座，連同兒童遊樂場、廣場及河濱公園 78 座，總面積合計為 1,381 萬平方公尺；平均每位市民享有的公園綠地面積 5.10 平方公尺。

犵道路：民國 104 年底本市道路長度為 162 萬公尺，面積 2,260 萬平方公尺，平均寬度為 13.94 公尺。道路總面積占全市土地總面積 8.32％，平均每人享有道路面積 8.36 平方公尺。

玎自來水：迄 104 年底臺北自來水給水區域的總人口為 395 萬 4,411 人，用水人口為 393 萬 8,609 人，供水普及率為 99.60％。全年自來水售水量為 6 億 1,655 萬立方公尺，售水率為 75.06％，較 103 年售水率 73.38％增加 1.68 個百分點。104 年全年水費收入計 50 億 5,409 百萬元，較 103 年增加 29 百萬元或 0.58％。

拾貳、交通運輸

灱車輛登記：至民國 104 年底止，機動車輛登記計 176 萬 2,057 輛，較 103 年底減少 6,196 輛，減少 0.35％。本市機動車輛登記數中，若依車種區分，以機車最多，占 54.64％；次為小客車，占 40.46％。

牞大眾運輸：本市捷運系統截至民國 104 年底營運路線計有 5 條，104 年中運量客運人次計 7,462 萬人次，高運量人次計 6 億 4,289 萬人次，客運收入達 156 億 5,188萬元。104 年底臺北市聯營公車計有 285 條營運路線，行駛車輛數 3,202 輛，全年行駛次數 1,931 萬次，全年載客 4 億 8,068 萬人次，全年客運收入 83 億 6,115萬元，平均每日載客 132 萬人次，每輛車每次載客 25 人。

拾參、社會福利

灱人民團體：本市各級人民團體數迄民國 104 年底計 4,099 個單位，其中社會團體占 73.46％，職業團體占 26.54％。就組成團體情形分析：社會團體以社會服務及慈善團體為最多，占 18.10％，其次為國際團體，占 17.50％；職業團體以工人團體為最多，占 54.96％，其次為自由職業團體，占 28.13％。

牞社會救助：本市民國 104 年底低收入戶數為 2 萬 945 戶，計 4 萬 8,594 人；家庭救助部分，104 年計補助 6 萬 8,034 人（戶）次，6 億 2,138 萬元；在市民急難救助方面，104 年計補助 4,222 人次，1,693 萬元。

犴社區發展：民國 57 年底本市計有社區 7 個，社區人數 4 萬 6,809 人，至 104 年底增至 361 個社區，社區人數 270 萬 4,810 人。

拾肆、社會治安灱刑事案件：民國 104 年本市刑事案件計發生 4 萬 2,212 件，較 103 年減少 3.96％；

破獲 4 萬 57 件，破獲率 94.89％。發生數中以公共危險案件為最多，占 20.09％；竊盜案件居次，占 14.81％。

牞兒童少年犯罪：民國 104 年兒童少年犯罪計 1,277 人，較 103 年增加 11.14％；其中以竊盜 202 人最多，占 15.82％，傷害 184 人居次，占 14.41％。

犴經濟案件：民國 104 年經濟案件共發生 1,461 件，較 103 年增加 66.59％，其中以侵害智慧財產權案件最多，占 54.83％，其次為違反金融法令案件，占 44.56％。

犵取締查處各類案件：民國 104 年查獲違反毒品危害防制條例計 5,923 件、嫌疑犯6,138 人；取締賭博性電玩計 20 件、58 人；取締酒醉駕車方面，舉發酒醉駕車件數計 1 萬 1,531 件，移送法辦 7,575 件，因酒醉駕車肇事之死亡事故共 1 件，造成 1 人死亡；在查處色情廣告方面，104 年共查處 1,150 則，移送法辦 285 件、929 人，受停話處分共 24 件。

拾伍、公共安全

灱道路交通事故：民國 104 年共發生造成人員 24 小時內死亡之交通事故 84 件，車輛肇事率為每萬輛 0.48 件，造成 84 人死亡、38 人受傷；分析車禍肇事原因，在84 件死亡交通事故中，有 81 件為駕駛人過失造成；至於肇事相關車輛，則以汽車為最多，占 48.05％，其次為機車，占 42.86％。

牞消防安全：民國 104 年全年火災發生 103 次，較 103 年增加 1.98％，每日發生 0.28次；發生原因以電器設備居首，占 45.63％，煙蒂居次，占 14.56％，人為縱火居第 3 位，占 13.59％；全年財物損失估計價值達 3,148 萬元，死亡 5 人，受傷 21人。另截至 104 年底，本市計有消防人員 3,060 人（含義消人員 1,485 人），消防車輛 616 輛。

拾陸、醫療保健

灱醫事人員：民國 104 年底本市醫院診所計有 3,494 家，本市執業之醫事人員計有5 萬 2,581 人，其中登記合格之醫師（包括西醫、中醫、牙醫）總計 1 萬 3,383人，而藥師及藥劑生則有 5,605 人。

牞防疫措施：民國 104 年傳染病預防接種計有 50.7 萬人次；其中五合一疫苗（包含白喉、破傷風、非細胞性百日咳、b 型嗜血桿菌及不活化小兒麻痺）10 萬 6,606人次最多占 21.03％最多。至於法定傳染病，經檢驗確定者 3,746 人。

犴衛生管理：本市民國 104 年全年有關營業場所衛生稽查數計 5,346 家次，不合格飭令改善家數計 828 家次，不合格比率為 15.49％，較 103 年增加 1.42 個百分點。

拾柒、環境保護

灱空氣污染：民國 104 年全年連續檢測結果，落塵量平均值為每月每平方公里 5.27公噸；懸浮微粒每立方公尺之月平均值為 34.87 微克，低於臺灣地區環境空氣污染物之空氣品質標準（24 小時值每立方公尺 125 微克，年平均值每立方公尺 65微克），屬於安全範圍內。

牞水污染：持續執行事業廢水管制稽查，並賡續辦理污染源稽查採樣、專案輔導等措施，民國 104 年輔導改善家數為 35 家；另本市各河川之水質檢驗件數為 3,916件，與 103 年相同。

犴垃圾處理：本市為尋求城市永續發展契機，希藉垃圾減量與資源回收措施，以達成「資源全回收，垃圾零廢棄」環保願景。民國 104 年計清運垃圾 28 萬 2,756公噸，每日清運 775 公噸；另資源回收計 48 萬 4,977 公噸，廚餘回收量為 7 萬4,622 公噸，巨大垃圾回收再利用量則為 1 萬 5,076 公噸。

犵公害陳情：為服務民眾解決公害問題，市府透過電話、網路、市政信箱等多元管道即時受理公害陳情，有效降低公害污染程度，104年公害陳情案件計有6萬1,120件，較 103 年減少 1 萬 1,592 件。

拾捌、家庭生活

灱每戶家庭收支：民國 103 年本市每戶家庭所得總額 168 萬 4,110 元，較 102 年增加1.50％；經常性支出每戶 129 萬 7,477 元，較 102 年增加 2.32％。

牞每戶消費支出：民國 103 年每戶消費支出為 101 萬 4,262 元，占經常性支出 78.17％；其中居住費用占 32.47％，食品、飲料及菸草占 14.96％，醫療保健占 12.44％，教育、休閒與文化占 11.09％，交通及通訊占 10.99％，餐廳及旅館占 8.92％，衣著鞋襪及服飾用品類占 3.01％，什項消費占 6.13％。

犴消費者物價指數：民國 104 年臺北市消費者物價總指數（基期：民國 100 年=100）為 104.19，較 103 年 104.18，上漲 0.01％。

犵營造工程物價指數：民國104年臺北市營造工程物價總指數（基期：民國100年=100）為 98.61，較 103 年 101.38，下跌 2.73％。

拾玖、數位城市

灱網路服務：臺北市政府全球資訊網(hppt://www.gov.taipei)首頁民國 104 年造訪人次達 1,695 萬人次，而市民 e 點通上網人次則有 305 萬人次。臺北市辦理免費上網訓練課程，自 89 年 2 月開辦以來，截至 104 年底申請使用人次已達 41 萬 6,216人次。

牞網際網路：根據國家發展委員會「個人／家戶數位機會調查報告」資料，本市在家戶方面，民國 104 年家戶電腦擁有率為 87.7％，家戶上網率為 86.4％；另在個人方面，104 年個人電腦使用率為 83.5％，個人網路使用率為 82.6％，個人行動上網率為 92.1％。

貳拾、政府服務

灱市行政組織：本市於民國 56 年 7 月 1 日升格為院轄市時，本府組織係在市長之下，分設 8 局、5 處、9 委員會。後為因應業務發展需要，經裁撤、歸併、升格、新設部分機關，至 104 年底府屬一級機關已改為 22 局、6 處、4 委員會及 12 個區公所。

牞市行政區劃分及組織：民國 56 年 7 月 1 日本市改制時，原轄 10 個行政區，即松山、大安、古亭、雙園、龍山、城中、建成、延平、大同、中山等 10 區；翌年市區擴大，將近郊內湖、南港、木柵、景美、士林、北投等 6 鄉鎮併入，增為 16區。民國 79 年 3 月 12 日行政區、里調整後，全市共分 12 區、440 里、9,715 鄰，91 年復進行里區域調整，迄 104 年底，本市里鄰數為 456 里、9,592 鄰，共 104萬 3,948 戶。

犴公教職員數：民國 104 年底市府暨所屬機關現任公教職員(不含臺北大眾捷運股份有限公司)計 4 萬 6,565 人，較 103 年底減少 1,033 人。其中服務於各級市立學校之教職員占 50.56％為最多，服務於一般行政機關者占 47.98％居次，服務於市營事業機關者占 1.46％。

犵民意代表：民國 104 年底，本市各級民意代表計有 71 人，其中立法委員 8 人，市議員 63 人。第 12 屆市議員選舉於 103 年 11 月 29 日舉行，共分為 6 個選區及原住民 2 個選區，選出議員 63 人（含原住民議員 2 人），投票率為 70.46％。

Summary Analysis

A. History

Taipei is situated in a geological basin. It is not certain when settlement started, but it is known that in the 48th Year of Emperor Kangxi (1709AD), settlement began in Mangka (currently Wanhua). By the 1st Year of Emperor Guangxu (1875 AD), settlement had already expanded northward. After the 1894 Sino-Japanese War, Taipei city had an area of 18.65 square kilometers. In October 1920, Taipei was officially incorporated as a city under the State jurisdiction. Through new demarcation, the city covered an area of 66.98 square kilometers, in 1932, and the population was about 600,000 people. After the Restoration of Taiwan, in August 1945, Taipei City was put under the jurisdiction of the province with 10 administrative districts. On July 1, 1967, Taipei City was upgraded to a municipality, directly under the Legislative Yuan. The suburban townships of Neihu, Nangang, Muzha, Jingmei, Shilin and Beitou were included in the city’s territory, which increased Taipei City’s area to 272.14 square kilometers. Another demarcation, between the province and the city was made in May 1983, due to improvement work along the Dakeng River, and Taipei gained another 0.03 square kilometers. In July 1986, another demarcation caused 0.40 square kilometers to be taken away from the Taipei City’s territory. Since then, Taipei has undergone a series of changes, namely, speedy city development, significant increase in population, change in social structure and objective environments. Given the heterogeneous geographic features, the different levels of development and establishment, and the disparity in land area and population sizes, the old administrative district system could not perform the functions it purported to undertake. As such, as of Marck 12, 1990, the entire city was demarcated into 12 administrative districts. In August 1992, Taipei gained an additional 0.03 square kilometers in territory, due to another demarcation of territory between the province and the city. At the end of 2015, Taipei City has an area of 271.80 square kilometers and a population of 2.70 million. Numerous city building projects have been built or are under construction to emphasize the development of vision for young and internalization, and hope to become a great city to be learned worldwide.

B. The Territory

1.Land Area: At the end of 2015, Taipei covered an area of 27,180 hectares. Shilin remains the largest district with an area of 6,237 hectares, or 22.95% of the city territory; Datong district is the smallest with an area of only 568 hectares, or 2.09% of the city territory.

2.Land Use: At the end of 2015, 26,086 hectares of city land had been registered, or 95.97% of the city territory; and 1,094 hectares or 4.03% have not been registered. Of registered land, 12,587 hectares or 48.25% were public owned; 12,355 hectares or 47.36% were private owned; 1,144 hectares or 4.39% were public-and-private owned.

C. Population Growth

1. Total Population and Change: The population size in Taipei was 2,704,810 people at the end of 2015, an increase of 2,495 people from that at the end of 2014, or 0.92‰. Natural increase

rate was 4.39‰, while social increase rate was -3.47‰ in 2015. Crude birth rate was 10.72‰, while crude death rate was 6.33‰. Total population growth rate was 4.96 points less than that of 2014, of which natural increase rate was 0.01 point less than that of 2014 and social increase rate was 4.94 points less than that of 2014.

2. Distribution of the Population by Age: At the end of 2014, 13.95% of the population were less than 15 years old, 71.29% were aged from 15 to 64, and 14.76% of them were 65 or older than 65. Dependency ratio was 40.28%, while aging index was 105.76%. Compared to the data from 2014, the dependency ratio and aging index have been increased by 0.91 and 6.35 points respectively.

D. Marital and Fertile Status

1. Marital Status: At the end of 2015, the population over age 15 under household registration in Taipei City accounted for 2.33 million people; among them, 33.70% were single, 53.39% were married, 7.19% were divorced, and 5.72% were widowed. 18,771 married couples were registered in Taipei City, and the crude marriage rate was 6.94‰. The number of divorces registered in Taipei City accounted for 5,499 couples, and the crude divorce rate was 2.03‰.

2. Fertility Rate: In 2015, the number of births registered in Taipei City accounted for 28,987 infants. The crude birth rate was 10.72‰,which was a decrease of 0.05 points from that of 2014; Among the births, the sex ratio was 108.75; this included 97.57% legitimate children and 2.43% illegitimate children, which decreased by 0.18 point from 2.61% in 2014. The total fertility rate of childbearing age women was 1,340‰ in 2015.

E. Labor and Employment

1. Employment: In 2015, the eligible working population in the city was 1,325 thousand people and 1,275 thousand of them were employed. There were 50 thousand unemployed and the unemployment rate was 3.8%. Working population in 2015 was 10 thousand people more than that of 2014. The unemployment rate decreased by 0.2 point from that in 2014.

2. Industry for the Employed: Of the 1,275 thousand employed in 2015, 0.17% was engaged in agricultural, forestry, fishing, and animal husbandry. Another 18.91% were engaged in the mining and quarrying, manufacturing, electricity and gas supply, water supply and remediation services, and construction. The remaining 80.92% were engaged in trade, accommodation and eating-drinking places, transportation, storage and communication, finance and insurance, and other services.

3. Employment Service: There were 46,590 people looking for jobs in 2015 and there were 83,625 vacancies through the employment service of Taipei City Government. 23,656 of the job applicants were employed and 58,703 of the job vacancies were filled through placement service. The ratio of applicants placed was 50.77%, 4.11 points higher than that of 2014; and the ratio of openings filled was 70.20%, 22.86 points higher than that of 2014.

4. Labor Insurance: There were 107,763 units participating in the labor insurance program by the end of 2015, an increase of 1.25% from that of 2014. There were 2,342,920 people covered by the program, an increase of 1.79% from that of 2014. There were 120,165 cases in benefit payment, an increase of 0.02% from that of 2014. The amount of benefit paid in cash was 28,945 million NTD, an increase of 5.90% from that of 2014.

F. Education

1. Education Institutions: There were 308 schools in Taipei in Academic Year (AY) 2015, of which 25 were universities and colleges, 51senior high schools, 16 vocational high schools, 61 junior high schools, 151 elementary schools, and 4 special education schools, as well as 682 preschools.

2. Number of Teachers: In AY 2015, there were 10,746 teachers enrolled in universities and colleges, 6,054 in senior high schools, 1,928 in vocational high schools, 5,345 in junior high schools, 9,886 in elementary schools, and 355 in special education schools. In addition, there were 4,810 teachers in preschools.

3. Number of Students: In AY 2015, there were 267,363 students enrolled in universities and colleges, 65,424 in senior high schools, 39,235 in vocational high schools, 75,015 in junior high schools, 118,471 in elementary schools, and 828 in special education schools. In addition, there were 46,757 children in preschools.

4. Percentage of School Children to School-aged Children: In AY 2015, there were 118,464 children at school age in Taipei. Of all these children, 118,394 or 99.94% of the total attended elementary schools.

G. Business and Industry

1. Factory Registration: There were 1,175 factories registered in the city at the end of 2015, a decrease of 23 factories from that at the end of 2014. Of the registered factories, 14.21% were in computer, electronic and optical products manufacturing industries, 12.34% were in the fabricated metal products manufacturing industry and 11.40% were in the printing and reproduction of recorded media. They ranked the top three among all the industries. In geographic terms, 449 factories or 38.21% of the total were in Neihu, the most of all the districts, and followed by 323 in Nangang, and only 2 in Daan. By organization, the majority, or 1,076 of the factories were incorporated as corporations, constituting 91.57% of the total.

2. Business Enterprises Registration: By the end of 2015, there were 240,099 business enterprises registered in Taipei, an increase of 4,684 companies or 1.99% from that at the end of 2014. Of the registered business enterprises, wholesale and retail trade topped the rest with 126,041 firms or 52.50%. The number of operating registered business enterprises was 220,966 by the end of 2015, and the total revenue of the operating registered business enterprises in Taipei in 2015, amounted to 12,589.2 billion NTD, a decrease of 221.6 billion NTD or 1.73% from that of 2014.

H. Agricultural, Forestry, Fishery and Animal Husbandry

By the end of 2015, there were 3,220.58 hectares of agricultural cultivated land in the city, or 11.85% of the city territory. Of the agricultural cultivated land, 98.38% was cultivated land and 1.62% was long-fallow land. There were 9,164 farming households in the city by the end of 2014, or 0.88% of all households in the city. Of all the farming households, 95.54% were owner farmers, 2.41% were part owner farmers, 1.62% were tenants or farm workers and 0.44% were non-farmers.

I. Finance

1. Annual Revenue and Expenditure for General Budget: The annual revenue for FY 2016 general budget of Taipei Municipal Government was 160,745 million NTD and the associated expenditure was 160,313 million NTD. Receipts from taxes accounted for 72.37% of the total and non-tax revenue accounted for 27.63%. The expense on education, science and culture were 63,384 million NTD or 39.54% of the total, the largest among other expenditure items.

2. Levy of Tax: In 2015, the city collected 733,843 million NTD in national taxes, 15.95% more than the budget amount. City taxes amounted to 77,243 million NTD that exceeded the budget amount by 18.49%.

J. Monetary Affairs

As of the end of 2015, there were 1,170 financial institutions in Taipei. There were 1,033 domestic banks and local branches of foreign banks in Taipei, 34 domestic and foreign life insurance companies, 34 domestic and foreign property and casualty insurance companies, 15 credit cooperatives, etc. The total balance of deposits amounted to 14,395.2 billion NTD by the end of 2015, an increase of 6.76% from that at the end of 2014. The balance of loans amounted to 10,439.8 billion NTD, an increase of 1.65% from that at the end of 2014.

K. Public Works

1. Urban Planning: As of the end of 2015, there were 12,998.30 hectares of land in the city made available for urban development, or 47.82% of the total area in the city under planning. Public construction demanded the largest area of land at 7,102.90 hectares, or 26.13% of the aforementioned area under planning.

2. Construction Management: There were 1,516 applications for construction approved in 2015, a increase of 28 cases from that of 2014. Of all the applications, the majority or 721 were for construction permits. Of all the permits issued, 267 or 17.61% were for the construction of 346 buildings with occupancy area of 1,670,947 square meters. The total construction cost was amounted to 24,316 million NTD. The most or 38 construction permits were for constructions in Zhongshan and Shilin district, and only 7 in Nangang district, the least. Of all the buildings to be constructed, 58.38% was used for lodging purpose, and 12.14% was for leisure, culture and education class purpose.

3. Green Resource: As of the end of 2015, the area of generalized green resource was 13,840 hectares and each resident was able to enjoy an average of 51.17 square meters of generalized green source. There were 573 cultivated parks subordinated to Public Works Department in Taipei. The total area of the parks was 8.06 million square meters.
