Basic Recognition of the World Economy

Growing trade conflicts and geopolitical tensionsRising anti-globalisation sentiment

The rules-based, free, fair and open international economic order needs to be strengthened

Each country should undertake the necessary structural reforms

(1) Develop policy frameworks to utilise data

Accord nondiscriminatory treatments to digital products and services, not impose customs duties on electronic transmissions

Promote international interoperability of risk-based security and privacy protection standards across jurisdictions so as to ensure the free flow of data, information, ideas and knowledge across borders, while respecting applicable legal frameworks for privacy, data protection, and intellectual property rights

Ensure the independence of business decisions regarding the location of computing facilities and confidentiality of corporate information

Long-term solutions should follow the principle of proportionality

(B) Realise a WTO rule on electronic commerce We support expediting efforts to timely launch WTO negotiations

on trade-related aspects of electronic commerce and encourage the members concerned to work in an innovative, open and inclusive manner to achieve a high standard outcome with the participation of as many members as possible

Recognising that multilateral solutions based on consensus remain the ultimate goal, members willing to move ahead to new rules through more flexible approaches must not be obstructed

Members should be encouraged to undertake commitments reflecting economic realities and capabilities

Renew G20 countries’ commitment to the rules-based multilateral trade principles

Establish a common understanding of the effects and benefits of trade

Industrial subsidies inconsistent with WTO rules to be improved should be eliminated, and no entity should gain privileged access to non-commercially available benefits based on its ownership

Expect the Global Forum on Steel Excess Capacity (GFSEC) to continue the spirit of "Global challenge, collective response"

Technology transfer should be based on commercial consideration

G20貿易・デジタル経済大臣会合閣僚声明抜粋(2019年6月9日:於つくば市)

44. International trade is important for productivity, innovation, job creation and development. We recognize the contributions that the WTO has made to this end. We agree that action is necessary to improve the functioning of the WTO. We recognize our business community's call for the G20 to continue supporting the multilateral trading system.

51. We take note of the “B20 Tokyo Summit Joint Recommendations: Society 5.0 for SDGs” as a voice of the business sector, while recognizing different national views on these proposals.

52. We also take note of the adoption by the B20 of a “Business Voluntary Action Plan” which reflects views from the private sector and the intention of global businesses to strengthen efforts to jointly contribute to achieving the Sustainable Development Goals, through responsible business conduct.

G20大阪サミットに関する中西会長コメント2019年6月29日/一般社団法人日本経済団体連合会

• わが国が初めて議長国を務めたG20大阪サミットが成功裏に終了した。米中貿易摩擦や地政学的緊張など世界経済の下方リスクへの対処とSDGsを中心とした地球規模課題の解決に向けた貢献が求められる中、経団連が推進し、本年3月のB20東京サミットでも賛同を得たSociety 5.0を実現するという方向性が共有されたことは大きな成果で

ある。参加各国の発展段階や経済体制も異なる中、サミット議長として共通点・一致点を見出し、「大阪宣言」(首脳宣言)を取りまとめられた安倍総理の力強いリーダーシップに深い敬意を表したい。

• 各政策分野についても、「自由で公平かつ無差別で、透明性があり、予測可能で安定的な貿易及び投資環境」の実現、WTO改革の推進、信頼性のある自由なデータ流

通、イノベーションを軸とした環境と経済の好循環、質の高いインフラ投資の促進に向けた原則など、B20の提言が広範かつ具体的な形で首脳宣言に反映されており、高く評価できる。

• これらを含め、首脳宣言に盛り込まれた課題は、いずれも一朝一夕で解決できるものではない。今後は、今回のサミットで得られた政治的モメンタムをベースに、8月のフランス・ビアリッツでのG7サミットでさらに突っ込んだ議論を行うとともに、来年のG7/G20サミットにおいても進捗状況を確認する等、具体的な行動・成果に繋げていくことが重要である。

• 経団連は、来週、フランスのエクス=アン=プロヴァンスで開催されるB7サミットに参加して議論をさらに深めるとともに、B20議長団体として、来年のサウジアラビアでのB20サミットの開催に協力していく。

本日の提言は時宜を得たもの。共に力を合わせて「Society 5.0」という新しい時代を切り拓いていきたい

データに関する国際的なルール作りに向けた「大阪トラック」を、G20大阪サミットの機会にスタートさせ、WTO改革に向けた動きに新風を引き込んでいきたい

イノベーションを加速すれば、気候変動問題は大きく解決に向かう。海で溶けるバイオプラスチックの量産化が成功すれば、海洋汚染の問題は劇的に改善を遂げるはず
