Technology Creation, Sustainable DevelopmentAccess to modern technology is among the indicators of the level of development and economic growth in countries. This, in addi-tion to other factors like availability of skilled workforce, natural resources and investment in different industrial sectors, plays a key role in the level of development of a country. Ac-cordingly, in countries where oil constitutes a considerable share of the natural resourc-es, the significance of technology in integrity of growth and development is highlighted in the oil sector.The mobilization of domestic capabilities and capacities, on the other hand, is an indisputable necessity for national growth and development and is hence greatly emphasized in the new Economy Policies Issued by the Supreme Leader of the Islamic Republic Of Iran, and is among the foundations of the policies of the 11th Iranian Administration, and consequently those strategic policies of the Iranian oil industry. To emphasize this basic concept of the new Economy Policies, and the based on the conse-quent order issued by the Minister of Petroleum, the Research Institute of Pe-troleum Industry; working with the corporate slogan of «Technology Creation, Sustainable Development» has been assigned with the management of the integrated development of the largest oil fields in the country. In this regard, RIPI is assigned to utilize the up-to-date body of knowledge of the international companies and institutes through mutual collaborations further to using the potentials and capabilities of domestic scientists and researchers in the oil and gas sector, as an indispensible national asset.The International Conference on Technological Opportunities (ICTO) as a one of a major event for gaining a fresh insight over the opportunities present in the regional and global energy diplomacy, is organized based on the concept of optimized production from the reservoirs under Iran,s Vision-2025, in its second round. All technology holding and energy producing countries can regard ICTO as an indispensible opportunity for linking national and international interests and improving the level of technology indicators development and capacities of the growth of national economies.

Amir Abbas HosseiniDeputy of Technology and International Relations Head of the ICTO steering committeeEOR, as the main technological opportunity for international cooperations in the oil and gas industryThe oil and gas industry, as the main supplier of energy worldwide, provides a huge capacity for technology-based research, especially in the areas of optimized production and enhanced recovery. In this light, and based on the trust placed on RIPI by the Iranian Ministry of Petro-leum, which stems from RIPI,s long-term and quality expertise and activities in studying over 20 domestic oil reservoirs, led to the assignment of the institute with performing the integrated studies and development of the Ahwaz Mega reservoir. Accordingly, RIPI,s master strategic plan was revised prioritizing the upstream in-dustries and a large share of the activities of the organization were directed towards developing practical procedures and forming international relations to facilitate the mutual application of modern EOR technologies. The ICTO, which was initially born by offering 40 technological oppor-tunities, is going to be held this year, with the theme of enhanced oil recovery. This conference serves as a practical and efficient medium for facilitating technological cooperation with countries benefiting from successful models, and as the title of the conference implies, the event can provide an atmosphere for introducing technological opportunities as well as enhancing technological interactions with energy and technol-ogy producing countries.The acclamation received from different countries, is an indication of the interest among experts, researchers and leading domestic and inter-national companies in the practical and fruitful targets perused by the ICTO. The research Institute of Petroleum Industry is proud to host OMV company (Austria); the DBUII consortium (Dleft University, Utrecht Uni-versity (the Netherlands), Bergen University (Norway), Imperial College (UK), and the Brazilian national IMPA); the Synergy Company (UK); and Wellequip Company (Finland), in this ICTO. During the course of the 2nd ICTO, 16 preeminent technologies in the field of EOR shall be reviewed by researchers, operating companies and experts from domestic and in-ternational entities.

RIPI at a Glance

The Research Institute of Petroleum Industry (RIPI) was founded as «the Of-fice for the Development of Research» by the Iranian National Oil Company (NIOC) in 1959. The office was assigned with conducting research and devel-opment activities in the oil and gas sector. After the Islamic Revolution, the office was renamed to the «Center for Research and Scientific Services» in or-der to reflect the widening in the scope of its activities. In 1989, once again, it was renamed as the “Research Institute of Petroleum Industry,» based on the agreement in principle by the council of development of the Ministry of Culture and Higher education, and was assigned with conducting basic, applied and developmental research in the oil and gas industry based on a master strategy of creating added value through the advent and commercialization of technology. The research ac-tivities of the institute are conducted by its three Research Centers in the areas Upstream Technolo-gies, Downstream Technologies and Energy and Environment.

The Technology Folio of IIranian Energy Policy

The «International Confer-ence on Technological Op-portunities ( I C T O ) » in the Iranian Oil and Gas Industry is only two years old now. The 1st ICTO, which was held with the participation of esteemed delegations from 30 different countries, based on the new approach adopted by the Iranian Ad-ministration of “Prudence and Hope”. This rather new event has, however, found an indisputable position as the largest R&D event in the oil and gas sector, in the area. The 1st ICTO aimed at setting the com-mon grounds for effective collaborations among major domestic and inter-national companies over the 40 technological opportunities offered by RIPI.In the light of its competence and experience in field and reservoir studies, the research Institute of Petroleum Industry, as the cornerstone of technol-ogy-based research in oil and gas sector, was assigned with integrated study and development of the largest oil fields in the country in 2014,. This is meant to serve as a vehicle for mobilization of domestic capabilities as one of the key issues of the resistance economy polices. Accordingly, the theme of the 2nd ICTO centers around the development of production capacities, with a focus on joint fields and enhanced added value through the completion of the value chain of the oil and gas industry. The 2nd ICTO, considered as the technology folio of Iranian energy policy, tends to set the grounds for maximum utilization of the domestic R&D ca-pabilities, as well as, international collaborations to achieve the goals set by the 6th Iranian Development Master Plan. The joint initiative of the Iranian Ministry of Foreign Affairs and the Iranian Ministry of Oil to host this event, and the acclamation of domestic and international companies, institutes and universities; the Economic and Trade Attachés of foreign embassies and re-searchers, imply the role of the ICTO as a wide window of opportunity for strengthening the domestic technological status in the oil and gas industry.

• Sustenance and development of the oil and gas production capaci-ties, with emphasis on joint fields based on the guidelines of the Resist-ance Economy Policies• Finding technological solutions to the shortcomings in the oil and gas industry through the maximum utilization of the domestic R&D capaci-ties, as well as international collaboration with a focus on strengthen-ing domestic technological capabilities• Introduction of key Enhanced Oil Recovery (EOR) technologies for the Iranian reservoirs, with an eye on the successful international mod-els and defining the grounds for collaborations with leading interna-tional companies• Enhancing added value through the completion of the value chain of the oil and gas industry with particular emphasis on the development of the required technologies

ــت كه ــته اس ــعه و مديريت مخزن، فرآيندي يك پارچه و به هم پيوس مطالعه، توســان شركت هاي بهره بردار در حوزه باالدستي بايد در يك نگرش سيستمي، كارشناســت ــف ميدان تا ترك مخزن، به آن توجه كنند. توليد صيانتي و برداش از ابتداي كشــه مؤلفه ممكن ــتمر به اين س بهينه از مخازن هيدروكربني بدون توجه دائم و مســتمر چرخه مطالعه، توسعه و مديريت مخزن، به ــت. ارزيابي و بهينه سازي مس نيســت مبتني بر ــرفته ازدياد برداش كارگيري فناوري هاي نوين و اعمال روش هاي پيشــتند كه به ــگاهي و ميداني، نكات راهبردي مهمي هس ــترده آزمايش تحقيقات گســري و بهينه از ميادين نفت وگاز مي انجامند. از اين رو اجراي به موقع ــد حداكث توليــه مخازن از اولويت هاي مهم ــعه پژوهش محور و مديريت يك پارچ طرح هاي توس

برداشت صيانتي از مخازن هيدروكربني محسوب مي شود. رويكرد مديريت يك پارچه مخزن بر افزايش بهره دهي مخزن، توليد بهينه و افزايش ــاي فني با جنبه هاي ــازي و تلفيق جنبه ه ــود متمركز و بر مبناي يك پارچه س ساقتصادي و مديريت ريسك در يك محيط ديناميك استوار است. نكات بازدارنده اين رويكرد، محدوديتهاي فني و تكنولوژيك، مالي، ژئوپوليتيك، زيست محيطي، ايمني ــه ــتند. با به كارگيري فناوري هاي نوين و مديريت مخزن در س ــاني هس و منابع انســير اطالعات و برنامه ريزي و تصميم گيري، مي توان سطح جمع آوري اطالعات، تفس

تأثير اين محدوديت ها را كاهش داد و عملكرد مخزن را بهبود بخشيد.

Integrated Management of Reservoirs Development

Reservoir study, development, and management is an integrated and inter-connected process, which should be considered by the operating upstream companies in a systematic approach throughout the life cycle of a field. In other words, optimal production and recovery from fields cannot be achieved without dynamically monitoring these three elements. Ongoing assessment and optimization of the study, development and management cycles; the application of modern technologies, and implementation of advanced en-hanced oil recovery (EOR) means based on extensive lab and field research are strategic issues leading to the maximal and optimal production from oil and gas fields. The timely implementation of research-based development plans and integrated reservoir management are, therefore, among the major priorities for optimized production from hydrocarbon reservoirs. The integrated management approach is based on the increased yield, opti-mized production and benefit through integration and incorporation of the technical and economic aspects, and risk management in a dynamic environ-ment. Technological and technical, fiscal, geopolitical, environmental, safety and human resource issues can be limiting to this approach, yet the applica-tion of modern technologies for reservoir management in the data acqui-sition; interpretation and decision making levels can help overcome these limitations and optimize the reservoir performance.

تاسيس شركت دانش بنيان پژوهشگاه در حوزه باالدستى

------------------------------------------در طي ساليان اخير با توجه به معضالت و مشكالتي ارجاعي از طرف صنعت در حوزه باالدستي

به پژوهشگاه صنعت نفت، تالش گرديده متناسب با نقش كليدي خود در ارائه ــي بردارد. به ــكالت صنعت گام هاي اساس ــاي فناورانه براي رفع مش راه حل همنظور تبديل دستاوردهاي پژوهشي به محصول نهايي و بكارگيري در ميادين ــركت ــازي ش نفت و گاز و تكميل چرخه ايده تا محصول در فرايند تجاري سدانش بنيان باالدستي پژوهشگاه صنعت نفت تاسيس گرديده است. اميد است با حمايت همه دستندركاران اين مهم، گام هاي اساسي در تحقق صنعت نفت

Establishment of upstream knowledge-based company

In recent year, based upon the refer-rals of problems from the oil upstream industry to the research Institute of Petroleum Industry, Considerable ef-forts have been made to address the industry problems, in accordance with the key role of the RIPI in introducing technological solutions. In order to convert research achievements to final products, and applying in the oil and gas fields, and completion of cycle of idea- to-product in the process of commercialization, the RIPI’s upstream scientific- based company is opened.
