• Buildings use 40 % of total EU energy consumption• The built environment generates 1/3 of GHG in Europe• Even new buildings are far from being all energy efficient• Replacement rate is very small (1 to 2 % per year)• The renovation of the existing stock is a real challenge• Many experiments are made but actual impacts are limited

Where is the built environment?
EeB EI- Background
At the end of 2005 the European Construction Technology Platform (ECTP) developed its Strategic Research Agenda (SRA ) defining priorities, around three main topics:
1. Meeting client and user requirements2. Becoming sustainable3. Transforming of the construction sector
In June 2007, ECTP published an associated roadmap proposing an Implementation Action Plan. This roadmap showed a major priority on new technologies, concepts and materials for efficient and clean buildings, a theme which initiated the E2B concepts and a significant part of E2B EI.
E2B EI initially stemmed from a group of ECTP members and is fully supported by the platform as an instrument to implement their roadmap.
EeB EI- Concept and objectives
• “The overall objective of EeB EI is to deliver, implement and optimize building and district concepts that have the technical, economic and societal potential to drastically cut the energy consumption and reduce CO2 emissions due to existing and new buildings at the overall scale of the European Union.
• EeB EI will speed up research on key technologies and develop a competitive industry in the fields of energy efficiency processes, products and services, with the main purpose to reach the goals set forth for 2020 and 2050 to address climate change issues and contribute to improve EU energy independence thereby transforming this challenge into a business opportunity "

In 2008, the E2B A, an International, non-profit Industrial Association was created by 9 industrial stakeholders covering the Energy efficient building supply chain:

The E2B Association’s main objectives are:• Prepare and manage a Public Private Partnership (PPP) with the EC• Seek and demonstrate industry engagement and represent• Coordinate members’ research interests within the PPP
E2B A’s aspiration is to develop and implement a €2bn research anddemonstration programme over the period 2009-2019.
National Liaison Points (NLPs) Network
NLPs are a network of E2B A’s representatives in all Member States, their role is:• Share national priorities to the E2B research agendas• Disseminate E2B information to the national stakeholders• Set up a national network of stakeholders to increase engagement and pave the
way for national follow-up actions• Seek national liaison points in unrepresented Member States

EeB PPP: Launching
COM (2008) 800-“A European Economic Recovery Plan.” – The European Commission announces the launch of three public private partnerships (PPPs) in the framework of the plan for the economic recovery of Europe.
• In the automobile sector, a “European green cars initiative”• In the construction sector, a “European energy-efficient buildings' initiative” EeB
PPP (also called E2B PPP)• To increase the use of technology in manufacturing, "a factories of the future
initiative“ (FoF PPP)

Ad-hoc Advisory Group
• Ad-Hoc Industrial Advisory Group: Set up in the framework of the E2BA with the purpose of answering the European Commission’s request to the E2B A of providing them with priorities for 2010 -2013. Composed by the Steering Committee and the Scientific Council. It´s objectives are:
• To define the RTD priorities for 2010, 2011, 2012, 2013
• To mobilise specific projects to answer to the EC Calls
• To gather the inputs of E2B A members
• To define a strategic Roadmap for the period 2010-2013
