India 2014: A New Government!General Elections 2014: Results and Implications General Elections 2014 gave a clear majority to BharatiyaJanata Party (BJP) led by Mr. Narendra Modi, the Chief Ministerof Gujarat The Modi-led government replaces the Congress-ledgovernment which was in power since 2004 The government, which was in power during 2004 to 2014, wasoften faced with many issues such as corruption charges, policyparalysis, delays in project clearances, lack of capital availabilityand a general pessimism about Indian economy The BJP was able to gain voter-confidence, mainly on the backof a campaign centered on Development and Growth agenda Mr. Modi is known for running his government in a streamlinedand efficient manner. He is known to adopt technology as avehicle to disseminate services, and as a tool to eliminatebureaucratic inefficiencies, corruption and delays. Thedevelopment agenda of Mr. Modi is best captured as,5 Ts Tradition, Talent, Tourism, Trade and Technology3 Ds Democracy, Demography and Demand3 Ss Skill, Speed and Scale Image Courtesy: Website of Prime Ministers Office and the Hindu 8. New Government and Power Sector The key ministries related to Power sector in India are, Ministry of Coal Ministry of Power, and Ministry of New and Renewable Energy (MNRE) So far, each of these ministries had different Cabinet Ministers and Ministersof State (MoS) In the new government, responsibility of all three ministries have beenentrusted to Mr. Piyush Goyal, Minister of State (Independent Charge) Credentials of Mr. Goyal Currently Member of Parliament ( Rajya Sabha Upper House) National Treasurer of BJP, Head of BJPs Information Communication CampaignCommittee All India 2nd rank holder, Chartered Accountant exam: 2nd rank holder in Law,Mumbai University Industry experts believe that under the leadership of Mr. Narendra Modi andMr. Piyush Goyal, reforms in Indian Power Sector will be revived The key benefit of entrusting of these 3 key ministries to a single minister is expected to augment thefunctioning of the ministries Especially for Smart Grid initiatives, this move is expected to be a major boost, as the decision-making might bemore centralized and inter-ministerial coordination might also be improved Pro-business nature of BJP government and general realization that upgradation of power infrastructure is ahigh priority area, is likely to positively influence Smart Grid adoption initiatives 9. A public consultation meeting was to be convened by the Maharashtra ElectricityRegulatory Commission (MERC) in June 2014 to finalise the Smart Grid Policy andRoadmap for Maharashtra.Low Cost Smart Meter Specifications A committee formed by Ministry of Power to review the functionalrequirements/specifications of single-phase smart meters has recommended 2 categoriesof Smart Meters: Category A meters to have all the basic Smart Meter requirements including two waycommunication and a remote connect/disconnect switch, Category B meters to have additional feature for bi-directional energy measurement.India Smart Grid Week (ISGW), 201503 to 07 March, 2015, Bangalore, IndiaISGW 2015 is planned as a Conference andExhibition that will bring together Indias leadingElectricity Utilities, Policy Makers, Regulators,Investors and worlds top-notch Smart GridExperts and Researchers to discuss trends, sharebest practices and showcase next generationtechnologies and products 18. Other Smart Grid News/EventsImmediateAction forFacilitatingtheDevelopmentof SmartGridsDevelopment of standards & regulations Smart meters and Advanced Metering Infrastructure(AMI), cyber security and Interoperability for power system communicationsFor large-scale integration of renewable energy sources, standards and regulations need to bedeveloped for facilitating integration of these intermittent resources with the grid. In this regard,CEA notified Technical Standards for Connectivity of Distributed Generation resources inSeptember, 2013 and CEA (Installation and Operation of Meters) Regulations 2006 are beingamended to include generation from renewable energy sources.Communication solutions: Multiple communication options like GPRS/CDMA, Zigbee, SubGigRFand PLC etc. are available for last mile connectivity. However, they are yet to be tested in the14 Smart Grid pilots. On the basis of the lessons learnt from these pilots, it would become easierto decide as to which communication option would be the most appropriate for which categoryof consumers/geographical areaConsumer education and outreach programmes have to be an integral part of all policies relatedto Smart GridAmendment of Electricity Act 2003 is currently under the consideration of the Government ofIndia. In order to promote the implementation of Smart Grids in the country, it is proposed toinclude the basic definition of a Smart Grid in the Act and responsibility for the promotion ofSmart Grids. Ancillary services shall lie with the State Commissions 19. ISGF Feedback ISGF (Indian Smart Grid Forum) and its President, Mr. Reji Kumar Pillai, are still enthusiastic to haveFinnish companies, organizations and research centers to participate in ANY OF THE SMART GRIDPROJECTS in India ISGF thinks that Finnish competencies in high technology areas such as Smart Grid can be leveraged toIndias advantageInvitation for Finnish Companies to Involve in Indian Smart Grid Projects ISGF invites interested companies, or group of companies from Finland to take up a Smart Grid Project Such a project could be one of the 14 Pilots (those not awarded yet), or a totally new one ISGF imagines that the Finnish company (or group) can decide the scope of the project, functionalities tobe included (such as AMI/AMR, PQM, OM, etc.), customer base for pilot etc. ISGF desires that the size of the project to be not less than US $5 million ISGF advises interested Finnish company or group to take up Rajasthan utilitys pilot project NEDO Experience NEDO (New Energy and Industrial Technology Development Organization) of Japan, promotes research, development, demonstration and deployment of promising energy, environmental and industrialtechnologies ISGF invited NEDO to take part in one of the Indian Smart Grid Projects. NEDO shortlisted three (3)projects and finally selected the Haryana Pilot Project For such government/government agency-linked collaborations, RfP process can be avoided 20. ISGF Invitation to FinproIndia Smart Grid Week (ISGW) 2015 (March 03 07,2015) ISGW is planned as a conference and exhibition tobring together India's leading Electricity utilities, policymakers, regulators, investors and world's top-notchSmart Grid experts and researchers Bangalore Electricity Supply Company Limited(BESCOM) has joined ISGW 2015 as Utility Partner,Bloomberg New Energy Finance (BNEF) asKnowledge Partner and Messe Dusseldorf India (MDI)as Co-organizers The Board of Governors of ISGF have invited FINPROto join as Supporting Organization of ISGW 2015,to guide ISGF to make ISGW a signature event onSmart GridsThe special invitation to Finpro may be extended toTeam Finland or TEKES, and thus provide a biggerplatform for Finnish Smart Grid players. 21. Conclusions With the new government in place, India Power Sector is likely to see many new initiatives andreforms Distribution losses in India is also quite high about 26% in distribution and more than 7% intransmission! Government of India (GoI) is determined to leverage Smart Grid Technologies toaddress these problems. In 2013, GoI issued Smart Grid Vision and Roadmap for India which is a15 year roadmap for transformation of Indian power system to Smart Grids. With the recent activities around 14 Smart Grid Pilots projects in different states, India hasemerged as the hot destination for Smart Grids. Grid modernization and expansion activities are expected gain momentum Smart Grid initiatives are more likely to move beyond the Pilot projects. Utilities are likely toencourage domestic and foreign companies to take up Smart Grid projects either individually or asconsortiums, along with available financial instruments provided by many development agencies Finnish companies should actively and dedicatedly pursue the business opportunities in IndianPower sector Major events such as the ISGW-2015 to be proactively utilized to familiarise with and Indiancounterparts, and to further establish a strong business case for Finnish interests in Indian SmartGrid sector 22.
