Before  2003,  it  is  generally  believed  that  culture  is  a  public  welfare,  and  it  is  a  kind  of  public  service  that  the  government  should  provide  for  the  people,  including  newspaper,  books,  movies,  television,  museums,  libraries,  etc.  with  low-‐cost  or  even  free  of  charge.

A  process  of  recogni?on  of  cultural  industries  in  China

Before 2003

On  August  2003,  I  was  invited  to  give  a  lecture  to  China‘s  top  leaders    about  China’s  cultural  industries  development  strategy.    The  former  President  Hu  Jintao  and  other  leaders  all  demonstrated  their  posi,ve  support  for  my  sugges, ons.

A  process  of  recogni?on  of  cultural  industries  in  China

2003 2004 2006 2012

On  the  December,  The  State  Council  issued  a  document  calling  for  the  development  of  cultural  industries  in  China,  and  launched  a  number  of  incen,ve  policy.

On  the  March,  Released  an  official  guidance  document  "Culture  and  Related  Industrial  Classifica,on",  and  it  is  the  first  ,me  for  the  government  to  define  the  scope  of  cultural  industries.

According  to  this  sta,s,cal  standard,  in  July  2006,  the  Na,onal  Bureau  of  Sta,s,cs  released  the  major  sta,s,cs  for  cultural  industries  of  2004.

based  on  the  actual  situa,on  and  the  “2009  UNESCO  Framework  for  Cultural  Sta,s,cs”,  the  Na,onal  Bureau  of  Sta,s,cs  revised  the  "Cultural  and  Related  Industry  Classifica,on“.

The  construc?on  of  China's  indicators  system

2012 2004 The  first  release

The  value:determined  the  concept  and  scope  of  cultural  industries,  and  played  a  vital  role  of  filling  in  the  gap,  standardizing  the  industry,  and  promo,ng  cultural  development.  It  also  provided  a  quan,ta,ve  basis  for  high-‐level  decision-‐making.

The  defects:crea,ve  design,  copyright  and  patents  that  have  direct  impacts  on  contents  were  not  included  in  the  system,  and  manufacturing  and  produc,on  of  cultural  products  accounted  for  a  large  propor,on.  Also,  new  cultural  formats  such  as  anima,on,  games,  and  produc,on  and  sales  of  cultural  sojware  were  not  included.

The  First  revision

Industrial  development:          On  the  premise  of  keeping  the  overall  frame,  the  revised  version  follows  the  principles  and  methods  of  the  exis,ng  classifica,on  ,  adjusted  the  category  structure:

+

-‐

added  new  contents  and  sub-‐industrial  categories  such  as  crea, vity,  new  formats  and  sojware  design  services

cut  down  a  small  number  of  categories  that  do  not  meet  the  defini,on  of  culture  and  related  industries.

The  revised  defini?on,  scope  and  classifica?on  principles

•  Classifica?on  principles   1.Based  on  "Na?onal  Industry  Classifica?on"

The  category  is  based  on  "Na,onal  Industry  Classifica,on",  and  regroups  the  relevant  categories  in  industry  classifica,on  in  accordance  with  the  characteris,cs  of  cultural  produc,on  ac,vi,es.  It  is  a  deriva,ve  classifica,on  of  the  "Na,onal  Industry  Classifica,on".

2.  Taking  the  needs  of  management  and  operability  into  account                According  to  the  situa,on  of  development,  the  classifica,on  not  only  takes  the

characteris,cs  of  cultural  produc,on  ac,vi,es  into  account,  but  also  the  need  of  governmental  management.  It  is  based  on  the  exis,ng  sta,s,cal  system  and  method  and  is  full  of  operability.

3.  In  accordance  with  the  interna?onal  classifica?on  standards              This  classifica,on  draws  on  the  classifica,on  methods  of  “2009  UNESCO

Framework  for  Cultural  Sta,s,cs”,  and  is  in  accordance  with  its  defini,on  and  coverage  scope.

Since   2004,   the   total   income   of  Ch ina ' s   cu l t u ra l   i ndus t r i e s  increased   from   34   billion   yuan,  accoun,ng   for   2.1%   GDP   in   2004,  to  2.07  trillion  yuan,  accoun,ng  for  3.65%   GDP   in   2013.   The   annual  growth   rate   of   the   cultural  industries   was   over   23%,   6.6%  higher   than   the   average   annual  GDP   growth   rate   for   the   same  period  of  ,me.

The  sta,s,cal  indicators  of  cultural  industries  objec, vely  reflect  the  industrial  development  in  a  region  within  a  certain  ,me  period,  It  actually  contains  the  status  of  three  areas:

Therefore,  the  sta?s?cal  category  can  reflect  the  planning  layout,  sta?s?cal  indicators  can  reflect  the  produc,on  and  consump,on,  and  sta?s?cal  analysis  can  help  determine  and  adjust  the  direc,on  of  development.

Assessment

Overall  ra?ng:                            The  framework  has  nicely  handled  these  important  rela, onships  between:  social  welfare  and  economic  benefit,  state-‐owned  and  private,  tradi, onal  and  modern,  technology  and  culture,  produc,on  and  consump,on.                    Under  the  premise  of  reflec,ng  cultural  diversity  and  mul,-‐values,  the  most  important  is  to  construct  a  framework  that  builds  a  dialogue  bridge  for  cultural  development  between  different  countries  and  interna, onal  organiza, ons.

Crea?ve  economy

Taking  intellectual  property  as  core,  crea,ve  economy  has  transferred  from  one  industry  into  a  social  reform  from  crea,ve  produc,on  to  crea,ve  life.

Integra?ve  technology

Technological  development  and  social  demand  promote  the  integra,on  of  high  and  new  technology  and  cultural  crea, vity  and  new  commercial  ac,vi,es  bring  about  new  thinking.

Industrial  structure

From  industrial  transforma,on,  spa,al  agglomera,on  and  func,on  expansion  to  social  forma,on,  fundamental  changes  have  taken  place  in  the  structure  of  the  culture  industries.

         Advancing  with  the  ,mes

The  new  cultural  sta,s,cs  framework  has  to  be  highly  recognized  to  evaluate  and  promote  the  interna, onal  cultural  development.

There  is  a  great  poten?al  for  us  to  work  together!
