OF THE BOARD AND THE EXECUTIVE DIRECTOR
Es grato compartir con ustedes la memoria insti-
tucional de la Asociación Los Andes de
Cajamarca–ALAC, a tres años de iniciada su labor
para contribuir al desarrollo sostenible de
Cajamarca, en el marco del ejercicio de la respon-
sabilidad social empresarial de Yanacocha.
Durante el 2006 continuamos apoyando la ejecu-
ción de proyectos con potencial productivo, mejo-
rando los procedimientos para la selección, acompa-
ñamiento y monitoreo de los mismos, con énfasis en
el fortalecimiento de capacidades de los ejecutores
y beneficiarios, y las estrategias para mejorar la soste-
nibilidad, una vez concluido el apoyo de ALAC.
Con orgullo vimos este esfuerzo que fue reconoci-
do, por ejemplo, cuando el proyecto CITE Joyería
Koriwasi recibió el Premio Especial a la Creatividad
en la Responsabilidad Social, otorgado por la
Universidad Peruana de Ciencias Aplicadas–UPC.
Asimismo, en un trabajo conjunto, la Dirección
Ejecutiva y el Consejo Directivo concentramos
It is a pleasure to share with you the Annual Report
of the Asociación Los Andes de Cajamarca, three
years after it was created to contribute to the sus-
tainable development of Cajamarca, as part of
Yanacocha's corporate social responsibility.
In 2006 we continued to support projects with
productive potential, improving procedures for
selecting and monitoring them and placing
emphasis on strengthening the capacities of the
executing entities and beneficiaries as well as
strategies to improve sustainability once support
by ALAC ends.
We were proud to see our efforts recognized when
the “Koriwasi” Jewelry CITE project received a spe-
cial award for Creativity and Social Responsibility
from the Universidad Peruana de Ciencias
Aplicadas (UPC).
Furthermore, joint efforts by the Executive Board
and the Board of Directors have enabled us to
strengthen strategic partnerships and the Steering

nuestro esfuerzo en el fortalecimiento de las alianzas
estratégicas y del Grupo Impulsor para el
Desarrollo de Cajamarca, poniendo en marcha un
proceso participativo orientado a la formulación
de lineamientos de política en los diferentes ejes
de desarrollo de la región, contando para ello con
la asistencia técnica de un equipo altamente califi-
cado, liderado por un ilustre cajamarquino: Don
Francisco Guerra García. Estos documentos fueron
puestos a disposición de la colectividad cajamar-
quina, y sirvieron de base para establecer acuerdos
políticos y estrategias de acción entre los actores
del desarrollo regional.
Igualmente importante fue el inicio del programa
CREDIGRADO, que busca preparar nuevos líderes y
académicos, fomentando la investigación y la capa-
citación en materias relacionadas con los ejes de
desarrollo de la región y brindando oportunidades
para estudios de pre y postgrado a grupos excluidos
de este tipo de posibilidades, para que en un futuro
cercano ellos asuman el liderazgo de los procesos de
desarrollo en instituciones públicas y privadas.
Queremos agradecer al Consejo Consultivo de
ALAC, a todos y cada uno de nuestros socios estra-
tégicos: cofinanciadores, ejecutores, autoridades,
funcionarios públicos y organizaciones de la socie-
dad civil, sin cuya participación y aporte no sería
posible presentar los avances que resumimos en la
presente memoria institucional.
Finalmente, invitamos a retroalimentar a ALAC de
manera crítica y constructiva, para seguir mejoran-
do nuestro desempeño institucional.
Committee for the Development of Cajamarca,
implementing a participatory process for the cre-
ation of policy guidelines applicable to the diffe-
rent areas of development in the region; for which
we have had the help of a highly qualified team
led by one of Cajamarca's most noteworthy resi-
dents: Mr. Francisco Guerra García. These docu-
ments were made available to the public of
Cajamarca and will serve as a basis for political
agreements and strategies for action between
those engaged in development in the region.
The start of the “CREDIGRADO”program was equal-
ly important in preparing new leaders and aca-
demics, encouraging research and training in matters
relating to development in the region; and open-
ing up the possibility of studying for graduate and
postgraduate degrees to groups for whom this
was previously unattainable. So that such people
will in the future lead the development process in
public and private institutions.
We would like to thank the Advisory Board of ALAC
as well as each and every one of our strategic
partners: co-financers, executing entities, public
authorities and officials, and civil society organiza-
tions, without whose participation and support we
would have been unable to make the progress
summarized in this Annual Report.
Finally, we would like to invite you to provide
critical and constructive feedback to ALAC, so
that we can continue to improve the performance
of the institution.

We are a corporate association which
implements the principles of social
responsibility of Yanacocha and is commit-
ted to the sustainable development of
Cajamarca. The Association was created in
2004 with the aim of consolidating develop-
ment alternatives for mining in the
tourism, agribusiness, handicrafts, con-
struction and other sectors, for local small
and medium-sized enterprises.
To achieve this goal, Asociación Los Andes
de Cajamarca–ALAC, promotes a program
for strengthening business capacities with
social responsibility in sectors with compet-
itive and market potential, both within the
rural and urban context of Cajamarca.
The Association also supports a program
for the strengthening of institutional
capacities, which seeks to improve the col-
lective action of institutions and works to
promote human capital with an entrepre-
neurial approach towards education.
QUIÉNES SOMOS WHO WE ARE
Somos una asociación corporativa que res-
ponde a los principios de responsabilidad
social de Yanacocha, con un enfoque de
desarrollo sostenible. La asociación inició
sus actividades en el año 2004 con el obje-
tivo de consolidar alternativas de desarro-
llo a la minería en los sectores de turismo,
agronegocios, artesanía y construcción,
entre otros, a nivel de las medianas y peque-
ñas empresas locales.
Para alcanzar esta meta, ALAC promueve
un programa de fortalecimiento de capaci-
dades empresariales con responsabilidad
social en los sectores con potencial com-
petitivo y de mercado tanto en el campo
como en la ciudad.
Asimismo, la asociación impulsa un pro-
grama de fortalecimiento institucional
que busca mejorar las acciones colectivas
de las instituciones, y trabaja en la promo-
ción del capital humano, con énfasis en
educación emprendedora.

Consciente de la necesidad de contribuir con el
bienestar de la región, ALAC es una asociación que
busca impulsar el desarrollo a través de diversas ini-
ciativas empresariales e institucionales, con el obje-
tivo de lograr una mejora sostenible en el tiempo.
Además de la puesta en marcha, monitoreo y eva-
luación de proyectos y realización de concursos,
ALAC a través de sus proyectos, también cumple
con el objetivo de fortalecer las capacidades empre-
sariales, brindando cursos de capacitación, asisten-
cia técnica a productores agropecuarios, pequeñas
empresas y jóvenes.
Los resultados alcanzados por la asociación al año
2006 en el desarrollo de capacidades empresariales
se expresan en el fomento de 9,161 nuevos emple-
os directos logrados hasta diciembre en todos los
proyectos. Asimismo, se consiguió que 6,227 perso-
nas desarrollaran sus actividades con mejores tec-
nologías y las PyMEs y productores agropecuarios
obtuvieron un incremento de sus ventas por un
monto de US$ 8,791,157.

Aware of the need to contribute to the welfare of
the region, ALAC is an association that seeks to pro-
mote development through various business and
institutional initiatives aimed at achieving sustain-
able development over time. In addition to commis-
sioning, monitoring and evaluating projects and
tenders, ALAC is also committed to strengthening
business capacities, providing training and technical
assistance to smallholder farmers, small businesses
and young people.
The results achieved by the Association during 2006
in developing business capacities can be measured
by the 9,161 new direct jobs created in all of its proj-
ects up to December. Furthermore, 6,227 people
were enabled to work with improved technologies
and SMEs and smallholder farmers increased their
sales by US$ 8,791,157.
The Steering Committee for the Development of
Cajamarca, of which ALAC is the Technical
Secretary, was also strengthened at the institu-
tional level by the promotion of agreements
between different local and regional develop-
ment promoters. For example, an agreement was
reached on guidelines for regional policies in dif-
ferent sectors, as well as dissemination, communi-

Se logró, por ejemplo, un acuerdo sobre los linea-
mientos de las políticas regionales en diferentes
sectores, así como la difusión, comunicación y sen-
sibilización sobre el buen uso del canon minero.
La relación con los grupos de interés se ha mante-
nido mediante la participación en diferentes even-
tos de responsabilidad social empresarial a nivel
regional y nacional, así como a través de reuniones
de trabajo con los directores y jefes de proyectos
de las instituciones ejecutoras. Los medios de
comunicación han sido una importante vía para
informar sobre las diferentes actividades de ALAC.

sectores agrícola y agroindustrial en Cajamarca”, eje-
cutado por Technoserve, con un presupuesto total
de S/. 1,418,489, de los cuales ALAC aportó el 23%.

ALAC auspicia formas nuevas y creativas de desarrollar capacidades empresariales e institucionales. ALAC promotes new and creative ways of developing business and institutional capacities.
c) Asesoría para apalancamiento defondos
Se apoyó a instituciones en la búsqueda de cofi-
nanciamiento o apalancamiento de fondos. En el
marco del sexto concurso de proyectos del Fondo
Nacional de Capacitación Laboral y Promoción del
Empleo–FONDOEMPLEO, que financia proyectos
para fomentar el empleo a través de la capacita-
ción, se brindó asesoría a dos socios de ALAC para
el apalancamiento de fondos:
• Asociación Civil para la Investigación y el Desarrollo
Forestal–ADEFOR, con el proyecto “Desarrollo
competitivo del sector de transformación y comer-
cialización forestal maderero de Cajamarca”.
• Asociación para el Desarrollo Rural de
Cajamarca–ASPADERUC, con el proyecto
“Desarrollo de las competencias productivas y
de comercialización de la chirimoya en la cuen-
ca alta del Jequetepeque como actividad gene-
radora de empleo”.
c) Advisory for fund leverage
Support was given to institutions seeking co-
financing or fund leverage. As part of the Sixth
Project Tender of the National Fund for Work
Training and Job Promotion–FONDOEMPLEO,
which funds projects promoting jobs through
training, advisory was provided to two ALAC part-
ners for fund leverage:
• Civil Association for Forestry Research and
Development–ADEFOR, with the project
“Competitive development of the timber pro-
cessing and marketing sector of Cajamarca”.
• Association for the Rural Development of
Cajamarca–ASPADERUC, with the project
“Development of production and marketing
capacities of custard apple (“chirimoya”) in the
high basin of the Jequetepeque river to promote
job creation”.

2. MONITOREO Y EVALUACIÓN
DE PROYECTOS
Esta área realiza el seguimiento periódico de la informa-
ción sobre la implementación de las actividades de los
proyectos para establecer en qué medida se cumplen
los planes y hacer las correcciones necesarias a tiempo.
La evaluación busca determinar la relevancia, efectivi-
dad, eficiencia y/o impacto de las actividades desarro-
lladas. En el 2006 se implementó un sistema de moni-
toreo en una página web: www.losandesperu.org,
con un set de 15 indicadores por proyecto, de los cua-
les seis indicadores son de impacto:
a) Número de empleos directos generados.
b) Número de personas desarrollando actividades
con mejor tecnología.
c) Número de personas desarrollando nuevas actividades.
d) Ventas de las unidades productivas en US$.
e) Ingresos netos operativos en US$.

3. RESULTADOS DE PROYECTOS
A continuación se presentan los proyectos ejecuta-
dos durante el año 2006, los cuales permitieron el
fomento de miles de puestos de trabajo y la mejora
de la productividad de diversas actividades econó-
micas en términos de la tecnología utilizada. Los
proyectos incluyeron la realización de una serie de
programas de capacitación y asistencia técnica.
2. MONITORING AND
EVALUATION OF PROJECTS
This area is responsible for the periodic follow-up of
information on the implementation of activities in
order to determine if plans are met and make any
immediate modifications if necessary. The evalua-
tion seeks to determine the relevance, effectiveness,
efficiency and/or impact of the activities developed.
In 2006 a monitoring system was implemented
through a webpage: www.losandesperu.org, with
a set of 15 indicators per project, of which six are
impact indicators:
a) Number of direct jobs created.
b) Number of people developing activities with
improved technologies.
c) Number of people developing new activities.
d) Sales of productive units (US$).
e) Net operational income (US$).
f ) Value of family assets (US$).
3. PROJECT RESULTS
The projects executed during 2006 allowed the
creation of one thousand jobs and improved the
productivity of several economic activities in terms
of technology used. The projects included a number
of training and technical assistance programs.

1) Centro de Innovación Tecnológicade Joyería (CITE) Koriwasi
El CITE Koriwasi es una institución especializada en
servicios, que pertenece al Ministerio de Comercio
Exterior y Turismo–MINCETUR, que busca mejorar
las capacidades técnicas y la tecnología del proce-
so productivo de la joyería en Cajamarca mediante
la capacitación en tres módulos: diseño y graba-
ciones, casting y trabajo en mesa. Además brinda
servicios de alquiler de equipos, herramientas,
máquinas y venta de insumos para la joyería. En el
año 2006, como se mencionó anteriormente,
Koriwasi obtuvo el reconocimiento del premio
especial a la Creatividad en la Responsabilidad
Social. Asimismo, una alumna del CITE, Claudia
Montalván, obtuvo el primer lugar en el Concurso
Nacional de Innovación Artesanal en el área temá-
tica de Diseño y Desarrollo de Producto.
1) “Koriwasi” Jewelry–Center forTechnical Innovation (CITE)
The Koriwasi CITE is an institution specializing in
services, which is part of the Ministry of Foreign
Trade and Tourism–MINCETUR and seeks to
improve the technical and technological capac-
ities of jewelry manufacture in Cajamarca
through three training modules: design and
engraving, casting and assembly. In addition it
leases equipment, tools and machinery and sells
raw materials for jewelry production. In 2006, as
we mentioned earlier, Koriwasi received a spe-
cial award for Creativity and Social
Responsibility. A pupil of the CITE, Claudia
Montalván, won first place in the National
Artisanal Innovation Competition in the product
design and development section.

El CITE Joyería Koriwasi obtuvo el premio especial a la “Creatividad en la
Responsabilidad Social” otorgado por la Universidad Peruana de Ciencias Aplicadas.
Joyería Koriwasi CITE took the special prize for "Creativity and Social Responsibility"
awarded by the Universidad Peruana de Ciencias Aplicadas.
Ese mismo año se especializaron en tecnologías de
producción 12 joyeros, culminando los 3 módulos
de capacitación; se capacitó a 214 personas entre
operarios y joyeros; se formalizaron 5 empresas de
joyeros (con lo que ya suman 15 en sus tres años de
existencia); y se apoyó a 15 empresarios joyeros para
que sus productos se expongan en cuatro eventos
internacionales de exposición-venta en EE.UU.,
Argentina y Chile, dos eventos en Lima y seis locales.
Los ingresos del CITE en el 2006 alcanzaron un total de
US$ 47,959, lo que representa el 40% de sus gastos
operativos. Actualmente, la institución está realizando
esfuerzos para lograr su sostenimiento económico.
During the year 12 jewelers specialized in produc-
tion techniques, completing the three training
modules; 214 people were trained, including jewelers
and operators; 5 jewelry companies were set up
(making a total of 15 in its three years of opera-
tion); and 15 jewelry businesses were supported to
exhibit their products in four international events
in the USA, Argentina and Chile, two events in
Lima and six local exhibitions.
In 2006 CITE earned a total of US$ 47,959, represent-
ing 40% of its operating costs. At present the institu-
tion is trying to become economically sustainable.

El proyecto ejecutado por Swisscontact y
Recursos S.A.C. se basa en la implementación de
políticas y planes de desarrollo para proveedores
de grandes empresas y el fortalecimiento de la
Cámara de Comercio y Producción de Cajamarca,
así como su ámbito de atención a las pequeñas
empresas proveedoras de los sectores de cons-
trucción y transportes, entre otros, localizadas en
las provincias de Cajamarca y Celendín.
En su primer año de trabajo el proyecto obtuvo el
aporte de las pequeñas empresas por un monto
de US$ 27,280, lo que representa 129.5% de lo
planificado; también contribuyó a fomentar
1,316 nuevos puestos de trabajo, sus ventas

The project executed by Swisscontact and
Recursos S.A.C is based on the implementation of
development policies and plans for large-scale
suppliers and the strengthening of the Cajamarca
Chamber of Commerce and Production, as well as
assistance to small businesses providing services in
the construction, transportation, among others,
located in the provinces of Cajamarca and

In its first year the project obtained support from
small businesses amounting to US$ 27,280, which

ción ISO 9001:2000 para 11 empresas y se asesoró
a 5 para que accedieran al crédito de entidades
financieras. Asimismo, se realizó una Rueda de
Negocios en la que participaron 148 empresas
con 117 transacciones comerciales por un monto
total de US$ 4,724,264.
El componente de asistencia técnica ha permitido
reducir los costos de estas empresas en US$ 923 en
promedio. En conjunto, las 37 pequeñas empresas
atendidas han logrado invertir US$ 117,648.6 en

Su objetivo es brindar servicios financieros y asis-
tencia técnica para mejorar las viviendas de la
población de Cajamarca y Baños del Inca. El año
2006 el proyecto incrementó su cartera activa en
un 17.9%, logrando otorgar 667 créditos, por un
monto de US$ 371,587 y el número de créditos
aumentó en 39.32% con respecto al año anterior.
Asimismo, se generaron 2,561 empleos en el sector
construcción, se fomentó la creación de 5 nuevas
empresas proveedoras de materiales y servicios de
construcción, y se benefició a 3,619 personas con
créditos para mejorar sus viviendas. PROGRESO
tiene a su cargo la ejecución de dicho proyecto.

3) Improvement of Housing andDevelopment of SMEs Working inthe Construction Sector
Its aim is to provide financial and technical assis-
tance services to improve the housing condi-
tions of the population of Cajamarca and Baños
del Inca. In 2006 the project increased its active
portfolio in 17.9%, giving 667 credits amounting to
US$ 371,587, with an increase of 39.32% in the
number of credits with respect to the previous year.
Furthermore, 2,561 jobs were created in the con-
struction sector, 5 new companies providing con-
struction materials and services were set up, and
3,619 people were benefited with credits to
improve their homes. PROGRESO is responsible for
the execution of this project.

4) Competitividad de MiPyMEs,Consolidando el Desarrollo delDestino CTN
Este proyecto busca consolidar el desarrollo del
destino CTN y elevar la competitividad de las
MiPyMEs, diseñando y comercializando productos,
y contribuyendo a fortalecer la gestión del sector
como la sumatoria de elementos que definen el
destino turístico CTN Perú. El proyecto trabaja con
las Cámaras de Turismo de Cajamarca, Amazonas,
La Libertad y Lambayeque, bajo el liderazgo de
CARETUR Cajamarca.
En el año 2006 el proyecto se orientó a la validación
de los macroproductos naturaleza, cultura, experien-
cias especiales y ciudad de destino, a través de talle-
res descentralizados con las Cámaras Regionales de
Turismo de La Libertad, Lambayeque, Cajamarca y
Amazonas, y estuvo destinado a los tour operadores
para el manejo de circuitos y corredores. Asimismo,
se logró editar el documento final del estudio y vali-

This project seeks to consolidate the development
of the CTN destination and increase the competi-
tiveness of SMEs by designing and selling prod-
ucts, and helping to strengthen management in
the sector as elements that define the CTN tourist
destination in Peru. The project works with the
Chambers of Tourism of Cajamarca, Amazonas,
Libertad and Lambayeque, under the leadership of
CARETUR Cajamarca.
In 2006 the project attempted to validate the fol-
lowing macroproducts: nature, culture, special
experiences and city destinations, through decen-
tralized workshops in conjunction with the
Regional Chambers of Tourism of La Libertad,
Lambayeque, Cajamarca and Amazonas, and was
aimed at tour operators for the management of
circuits and corridors. The final report of the study

diagnosis of Fasciola hepatica in human beings.

animal health agenda of Cajamarca.

6) Tecnificación de la Producción del Cuy como una Alternativa Económicamente Rentable
Su finalidad es incrementar la producción y la pro-
ductividad de la explotación de cuyes mediante el
establecimiento de módulos de crianza que per-
mitan la tecnificación del proceso productivo,
acompañado de un proceso de capacitación y un
programa de créditos a la población ubicada en el
sector Aliso Colorado y Quishuar, distrito de
Cajamarca. Al segundo año de su ejecución se ha
cumplido con la instalación de 150 módulos de
crianza, se ha puesto en operación un camal en el
sector Aliso Colorado y se han comercializado a la
fecha 11,450 cuyes.
Este proyecto ejecutado por FONCREAGRO ha
capacitado y brindado asistencia técnica perma-
nente a 150 familias; se ha fomentado 71 nuevos
empleos y se ha logrado que 409 personas pue-
dan criar cuyes con nuevas tecnologías.
6) Modernization of Guinea Pig Production as an Economically Feasible Activity
Its aim is to increase the production and productivi-
ty of guinea pig through the use of breeding
modules introducing technology into the pro-
duction process, accompanied by a training process
and a credit program for the people of Aliso
Colorado and Quishuar in the district of
Cajamarca. In its second year of execution, 150
breeding modules have been installed together
with a slaughterhouse in Aliso Colorado, and so
far 11,450 guinea pigs have been sold.
This project executed by FONCREAGRO has trained
and provided permanent technical assistance to
150 families, has created 71 new jobs and has
allowed 409 people to breed guinea pigs using
new technologies.

7) Fomento del Cultivo de HierbasAromáticas para su Industrializacióncomo Hierbas Deshidratadas yAceites Esenciales
El proyecto busca generar ingresos y empleo en los
productores de hierbas aromáticas de los distritos de
La Encañada y Baños del Inca. En el año 2006 se
fomentaron 23 nuevos puestos de trabajo, se logró
incrementar el ingreso familiar entre 5 y 10% en 44
familias y se promovió la mejora de tecnología entre
25 nuevos productores mediante la instalación de
13.3 ha con variedades de hierbas aromáticas (menta,
manzanilla y orégano).
Asimismo, se ha avanzado en la instalación de una
planta de aceites esenciales en un 50%, se ha imple-
mentado 17 módulos de secado de hierbas y se ha
capacitado a 25 productores en técnicas de manejo
agronómico de cultivo, recolección, secado y deshi-
dratado de los aromáticos. El proyecto es ejecutado
por el Instituto CUENCAS con la colaboración de

7) Promoting the Cultivation of Aromatic Herbs for itsIndustrialization as DehydratedHerbs and Essential Oils
The project seeks to create jobs and income for pro-
ducers of aromatic herbs in the districts of La
Encañada and Baños del Inca. In 2006, 23 new jobs
were created and the incomes of 44 families were
increased between 5% and 10% whilst enhanced
technology was employed by 25 new producers
who planted 13.3 Ha. of aromatic herb varieties
(mint, chamomile and oregano).
Furthermore, 50% of the essential oils plant has been
installed, 17 herb drying modules have been imple-
mented and 25 producers have been trained
in techniques for agronomic crop management,
collection, drying and dehydration of aromatic herbs.
The project is being implemented by the CUENCAS
Institute in collaboration with the German Agro
Action and the Rural Sustainable Development
Program–PDRS–GTZ.

8) Desarrollo Competitivo de laCadena Productiva Comercial de laChirimoya en el Distrito de San Juan
El proyecto ejecutado por la Asociación para el
Desarrollo Rural de Cajamarca–ASPADERUC con la
participación directa de la Municipalidad Distrital
de San Juan, busca el desarrollo competitivo de la
cadena productiva comercial de la chirimoya en el
distrito de San Juan para acceder a mercados diná-
micos potenciales. En su primer año, ha beneficia-
do a 120 productores y ha logrado que 60 de ellos
apliquen nuevas tecnologías para controlar la
mosca de la fruta, podas, cosecha y riego; asimis-
mo, se han fomentado 50 nuevos empleos.

8) Competitive Development of theCommercial Production Chain of Custard Apple (“Chirimoya”) in the District of San Juan
The project executed by the Association for the
Rural Development of Cajamarca–ASPADERUC with
direct participation of the District Municipality of
San Juan, seeks to promote the competitive develop-
ment of the commercial production chain of custard
apple (“chirimoya”) in the San Juan district in order
to access potential dynamic markets. In its first year,
it has benefited 120 producers and 60 of them have
been able to apply new technologies for controlling
fruit fly, pruning, harvesting and irrigation; further-
more, 50 new jobs have been created.

9) Productive Development ofCaesalpinia spinosa (Spiny holdback)Kuntze “tara”
This project seeks to create sustainable jobs and
income as a model of organic and ecologically
sound business based on 100 Ha. of tara plantations,
management of 813 tara trees and 286 tara planta-
tions in Huacraruco in the district of San Juan. In its
second year it has completed 100% of its activities
and the forecast results are being achieved.
In 2006 the project created 25 new jobs while 25
people have been engaged in new activities and
400 have improved their work by the use of more
suitable technology. Furthermore, 20 people have
been trained in cooperative organization and 30 in
business management and financing for forest
management. To date, 100 hectares of tara have
been installed, 1,500 Pinus patula plants have been
reforested and natural tara sectors repopulated
with 270 trees.
9) Desarrollo Productivo de laCaesalpinia spinosa (Molina) Kuntze “tara”
Busca generar empleo e ingresos sostenibles como
un modelo de econegocio orgánico y agroindus-
trial a partir del establecimiento de 100 ha de plan-
taciones de tara, el manejo de 813 árboles de tara y
plantaciones de enriquecimiento de 286 plantas de
tara en el sector de Huacraruco, distrito de San
Juan. En su segundo año está cumpliendo al 100%
con el desarrollo de sus actividades y está logrando
los resultados previstos.
En el año 2006, el proyecto ha fomentado 25 nuevos
puestos de trabajo, ha logrado que 25 personas rea-
licen nuevas actividades y que 400 personas hayan
mejorado sus actividades con tecnología más ade-
cuada. Se ha capacitado, además, a 20 personas en
organización cooperativa y a 30 en gestión empresa-
rial y financiamiento para el manejo forestal. Hasta
la fecha se han instalado 100 ha de tara, se han

This project consists of increasing the productivity
and profitability of starchy corn, wheat, barley
and forage oats crops produced in La Encañada,

En su segundo año, se está trabajando con 14
comités de productores, cada uno de los cuales
cuenta con un promotor que capacita y brinda
asistencia técnica a 569 agricultores.
En la campaña 2005-2006 se sembraron 415 ha de
maíz amiláceo y 250 ha de trigo, avena y cebada,
lográndose un rendimiento promedio en maíz
amiláceo de 3,742 kg/ha, el cual supera en 312% el
rendimiento base de 908 kg/ha. El rendimiento
promedio de trigo “Centenario” fue de 2,110 kg/ha,
superando en 111% el rendimiento base de
1,000 kg/ha. Se ha iniciado también la introduc-
ción de cebada “UNA 96” y avena forrajera
“Centenario”, que ha alcanzado un rendimiento
promedio de 32,200 kg/ha.
El proyecto ha permitido el fomento de 59 nuevos
puestos de trabajo, 1,154 personas han mejorado
sus actividades agrícolas con nuevas tecnologías y
se ha brindado capacitación y asistencia técnica a
659 productores de cereales.

11) Modernización de la ProducciónLechera en el Valle de Cajamarca
El proyecto busca modernizar la producción leche-
ra en el valle de Cajamarca. En el presente año la
Asociación PROPIAGA, en coordinación con la
Cámara de Comercio y Producción de Cajamarca,
encargados de la ejecución del proyecto, consi-
guieron vender 843 Tm de Ración Total Mezclada
(RTM) por un valor de US$ 131,348, logrando pagar
sus costos operativos.
La estrategia comercial contempla la producción
de forrajes, lo que ha fomentado la creación de 38
nuevos empleos y la obtención de 2,356 Tm de
forraje. Asimismo, se ha capacitado a 150 produc-
tores ganaderos en el uso de la RTM, que se viene
posicionando en el mercado de manera significati-
va. Este proyecto culminó sus operaciones con
apoyo de ALAC en diciembre del 2006.
11) Modernization of Dairy Productionin the Cajamarca Valley
This project seeks to modernize milk production in
the Cajamarca valley. This year the PROPIAGA
Association in conjunction with the Cajamarca
Chamber of Commerce and Production, who are
responsible for implementing the project, managed
to sell 843 metric tons of RTM (mixed complete
feed) valued at US$ 131,348 which paid their
operating costs.
The commercial strategy involves the production
of feed; it has created 38 new jobs and produced
2,356 metric tons of feed. Furthermore, 150 cattle
breeders have been trained in the use of RTM,
which has gained a significant market share. This
project completed its operations with assistance
from ALAC in December 2006.
12) Producción Competitiva de PapasNativas en Cajamarca
Su objetivo fue brindar a 93 familias campesinas
productoras de papas nativas de Cajamarca capa-
cidad de gestión empresarial para generar produc-
tos competitivos, participar en la cadena producti-
va de la papa y aprovechar nuevas oportunidades
de mercado de los productores del distrito de
Namora y Gregorio Pita (San Marcos).
El proyecto, ejecutado por la Asociación para el
Desarrollo Sostenible–ADERS Perú culminó sus
actividades con financiamiento de ALAC en
diciembre de 2006, ha puesto en valor la papa
nativa, especialmente la “Huagalina”, que tiene un
mercado importante para la agroindustria de fritos
en Lima. Las empresas D·linkas y A&L Diversidad
Andina se han comprometido a comprar toda la
producción a precios justos.

12) Competitive Production of NativePotatoes in Cajamarca
Its objective was to provide business management
training to 93 families in the districts of Namora
and Gregorio Pita (San Marcos) producing native
Cajamarca potatoes so that they become more
competitive, join the potato production chain and
take advantage of new market opportunities.
The project, executed by the Association for the
Sustainable Development–ADERS Peru was com-
pleted with financing from ALAC in December
2006. It has improved the image of the native pota-
to, especially the “Huagalina”variety, which is impor-
tant in the French fries market in Lima. Two compa-
nies: D·linkas and A & L Diversidad Andina have
promised to buy all the production at fair prices.

13) Sustainable Management of Medicinal Plants for Biotrade: Valerian, Dandelion, Chamcua, Sageand Rosemary
This project aims at increasing the profitability in
the extraction and management of wild medicinal
plants in the microbasins of Chonta, Llaucano and
Sendamal through a scheduled and sustainable
extraction in natural grasslands and its introduction
with an agronomic management into cultivated
plots. This provides added value which allows
them to access the domestic and foreign markets
of biotrade.
The project developed by the CUENCAS Institute
involves 125 rural families. Arrangements have
made with PROMPEX to elaborate plans for the
management of wild medicinal plants under bio-
trade criteria.
13) Manejo Sostenible de PlantasMedicinales para Biocomercio:Valeriana, Diente de León, Chamcua,Salvia y Romero
Este proyecto tiene como objetivo incrementar la
rentabilidad de la extracción y el manejo de las plan-
tas medicinales silvestres en las microcuencas del
Chonta, Llaucano y Sendamal mediante la extrac-
ción programada y sostenible en praderas naturales
y su introducción con un manejo agronómico en
parcelas cultivadas. De esta manera, se les otorga
valor agregado para posicionarlas ventajosamente
en los mercados interno y externo del biocomercio.
El proyecto desarrollado por el Instituto CUENCAS
involucra a 125 familias campesinas. Se han realiza-
do coordinaciones con PROMPEX para la elabora-
ción de planes de manejo de plantas medicinales
silvestres bajo los criterios de biocomercio.

Cajamarca, San Pablo y Hualgayoc, lo que contribui-
rá al desarrollo de 30 PyMEs en el ámbito rural y
urbano, fomentando 180 nuevos empleos. El pro-
yecto es ejecutado por Technoserve.

se seleccionaron a las empresas que participarán en
el programa para elaborar su diagnóstico inicial.

The aim of the project is to help improve business
capacities in the agricultural and agro-industrial
sectors of the population located in the provinces of
Cajamarca, San Pablo and Hualgayoc. This will
contribute to the development of 30 SMEs in the
rural and urban areas, as well as the promotion of
180 new jobs.
The activities began in November 2006 and compa-
nies were selected to take part in the program for
elaborating the preliminary diagnosis.

elaboraron diez documentos con lineamientos de
políticas regionales con el título “Contribuciones
para una Visión del Desarrollo de Cajamarca”.

para lograr un Acuerdo de Políticas Públicas con los
candidatos a las diferentes instancias del gobierno.
Se realizaron consultas con representantes del
Acuerdo Nacional y con representantes y candida-
tos de partidos y movimientos políticos de
Cajamarca, concluyéndose que debía realizarse un
infrastructure, health, tourism, agriculture, decen-
tralization, environment, institutional strength-

ated coordinated and participatory processes to
agree on a Public Policy Accord with the candidates
running for the different government offices.

a) Plan de información y difusión delcanon minero en Cajamarca
En el Marco del Convenio de Cooperación suscrito
entre la IFC, ALAC y el Instituto de Investigación y
Capacitación Municipal–INICAM se desarrollaron
talleres sobre la gestión municipal y regional del
canon minero en el departamento de Cajamarca.
El objetivo era analizar la composición, distribu-
ción y uso del canon como fuente de financia-
miento para el desarrollo local, para lo cual se
determinaron los temas críticos que entorpecieron
las últimas gestiones, tales como la correcta aplica-
ción del Sistema Nacional de Inversión Pública
(SNIP) y la ausencia de ejecución de gasto en un
ejercicio presupuestal, en función al mercado y
estabilidad macroeconómica con capacidad pro-
gramática y prospectiva en diferentes escenarios
y en base a series históricas. Se mencionó la falta
de capacidad de gasto del canon minero tanto a
nivel provincial como regional y la falta de la apli-
cación del Sistema Integrado de Administración
Financiera–SIAF.

a) Plan on information and disseminationof the mining levy in Cajamarca
Workshops on municipal and regional management
of the mining levy in the department of Cajamarca
were held within the framework of the
Cooperation Agreement subscribed between the
IFC, ALAC and the Municipal Research and Training
Institute–INICAM. The aim was to analyze the com-
position, distribution and use of the mining levy
as a source of financing for local development.
Key topics were identified, such as the correct
application of the National Public Investment
System (SNIP) and the absence of budget man-
agement based on the market and macroeco-
nomic stability, with a programming and forecast-
ing capability for different scenarios and based on
historical series. The lack of capacity to spend the
mining levy at both provincial and regional levels
was mentioned, together with the fact that the
Integrated Financial Management System (SIAF)
was not being applied.

de la Pontificia Universidad Católica del Perú ha ela-
borado el Atlas Regional para el Desarrollo de
Cajamarca en el marco del convenio tripartito entre
el Gobierno Regional de Cajamarca, la Cámara de
Comercio y Producción de Cajamarca y la Pontificia
Universidad Católica del Perú, con el auspicio del
Grupo Norte y ALAC, que ha incluido en su página
web el acceso al Atlas.
b) Regional Atlas of Cajamarca
The Research Center on Applied Geography of the
Catholic University of Peru has elaborated the
Regional Atlas for the Development of Cajamarca
within the framework of the tripartite agreement
held between the Regional Government of
Cajamarca, the Cajamarca Chamber of Commerce
and Production, and the Catholic University of Peru,
under the auspices of the Grupo Norte and ALAC,
who has included a link to the Atlas in its webpage.

c) Promoción de Buenas PrácticasGubernamentales (BPG)
Mediante el convenio entre ALAC y Ciudadanos al
Día–CAD se promovieron las buenas prácticas
gubernamentales (BPG) en las entidades del sector
público regional, local y en los organismos descen-
tralizados. Se desarrolló el taller CAD “Formación de
Expertos en Buenas Prácticas Gubernamentales”,
donde se presentó el manual de BPG y se identifica-
ron experiencias en diversas entidades.
Se produjo un video para difundir las BPG en base al
premio logrado por la Municipalidad Provincial de
Cajamarca–MPC, en el Concurso CAD de BPG 2005,
en el rubro de Atención al Ciudadano. Asimismo, se
apoyó en la asistencia técnica al Gobierno Regional y
gobiernos locales para identificar BPG, logrando
incluir en el concurso BPG 2006 la experiencia de la
MPC “Implementación de un Sistema de Atención al
Ciudadano por Múltiples Canales de Comunicación”
c) Promotion of Good GovernmentPractices (GGP)
Through an agreement between ALAC and
Ciudadanos al Día–CAD, good government prac-
tices (GGP) were promoted among regional and
local State organizations, and decentralized entities.
The CAD workshop “Training of Experts on Good
Government Practices” was developed, where the
GGP manual was presented and experiences of dif-
ferent organizations identified.
A video was produced to disseminate the BGPs as a
result of the award granted to the Provincial
Municipality of Cajamarca (MPC) during the CAD
Contest on BGP 2005, in the field of "Citizen Services".
Likewise, technical assistance was provided to the
Regional Government and local governments to iden-
tify the BGPs. The experience of the MPC was included
in the BGP Contest 2006: "Implementing a Citizen
Service System through Multiple Channels of

del Nodo Perú, estableciéndose como una meta
importante para el 2007 el aumento de miembros

Generation” project, submitted to the
Multilateral Investment Fund–FOMIN.
• Workshop to analyze the grassroots develop-
ment evaluation system used by foundations
belonging to RedEAmerica.

• Workshop on grassroots development and education.
Furthermore, three working meetings of the Peruvian
Node were held and its main goal was to increase the
number of members of the Node by 2007.

que destacan: excelencia académica, capacidades
emprendedoras, responsabilidad y compromiso
social. La Secretaría Técnica de CREDIGRADO se
convierte en el primer filtro, informando a los inte-
resados y luego evaluando las candidaturas según
los aspectos priorizados y requisitos establecidos;

then evaluating the applications according to the
prioritized aspects and the requirements estab-
lished; the Secretariat then presents the candi-
dates to the Council, who ultimately decides on the
scholarships and educational loans to be granted.

• Se establecieron lineamientos para evaluar y
seleccionar a los postulantes, tanto por parte de
la Secretaría Técnica como por el Patronato.
• Se elaboraron las Guías del Participante tanto
para becas como para créditos educativos.
• Se fijaron lineamientos para la formación
de tutores.
• Se eligió a Caja Cajamarca como la entidad
financiera con la que trabajará el programa.
• Se diseñó y alojó la página web de CREDIGRADO
(www.credigrado.com).
El proceso se inició a través de convenios con entida-
des educativas de reconocido prestigio como la
Universidad Nacional Mayor de San Marcos–UNMSM,
Universidad del Pacífico–UP, Universidad Nacional
Agraria La Molina–UNALM, TECSUP y CETEMIN.
3. PROGRAMA DE FORMACIÓN

El proyecto consiste en organizar y ejecutar progra-
mas educativos, actividades y eventos para escolares
y promover entre ellos una actitud emprendedora y
una mejor comprensión de la economía de libre
mercado; involucra a colegios, universidades, institu-

tercero, cuarto y quinto de secundaria de las
escuelas adscritas al programa.
Cabe mencionar que el programa cuenta con cua-
tro componentes básicos: inculcar conocimiento y
generar competencias empresariales en los alum-
nos, insertar contenidos educativos modernos en
las currículas de las escuelas participantes, buscar
la sostenibilidad del programa, y constituirse en
referencia de responsabilidad social empresarial
para el sector minero.
El proyecto se encuentra en su segundo año y ha
conseguido logros importantes mediante la capa-
citación en los módulos de “Fundamentos empre-
sariales”, “Economía personal”, "Empresas en
acción”, “La compañía” y talleres de “Encuentro
empresarial”. El año 2006 terminaron 143 jóvenes

has achieved important goals through training
in the modules of “Business Basics”, “Personal
Economy”, “Companies in Action” and “The

Encounters”. In 2006, 143 youngsters concluded

ha capacitado a 82 docentes para replicar estos
módulos en sus respectivos colegios y han asistido
por lo menos a un módulo de capacitación 4,308
alumnos. Durante los dos años de vigencia del
proyecto se ha capacitado a 8,157 alumnos.
4. CAPACITACIÓN EN PLANES
DE NEGOCIO
El diplomado “Planes de Negocio para el
Fortalecimiento Empresarial e Institucional de
Cajamarca” contó con seis módulos y cinco talleres
dictados por la Universidad del Pacífico, cuyo obje-
tivo fue desarrollar habilidades, aptitudes y crite-
rios para identificar oportunidades de negocios y
optimizar la toma de decisiones.
De 107 postulantes fueron seleccionados 36, ade-
más de 5 becados de la Universidad Nacional de
Cajamarca. Se contó con los auspicios de ALAC, de
la Cooperación Alemana GTZ y FONDOEMPLEO.

4. TRAINING PROGRAM ON
BUSINESS PLANS
The Diploma Course on “Business Plans for the
Entrepreneurial and Institutional Strengthening of
Cajamarca”included six modules and five workshops
given by the Pacífico University. Its aim was to devel-
op skills, abilities and criteria for identifying business
opportunities and enhancing decision-making.
36 out of 107 candidates were selected, in addition
to 5 scholars from the Cajamarca State University.
This diploma course was executed jointly with the
National University of Cajamarca and sponsored
by ALAC, the Technical Cooperation Agency–GTZ
and FONDOEMPLEO.

1. GESTIÓN ADMINISTRATIVA
En el año 2006 se consolidaron algunos procesos
administrativos y se aprovecharon experiencias
que permitirán formular propuestas de actualiza-
ción y creación de políticas para mejorar la eficien-
cia y fortalecer puntos de control, con el propósito
de lograr una gestión transparente y auditable.
Desde mayo se contrataron los servicios de una
nueva empresa especializada en contabilidad, lo
que permitió obtener un mejor soporte contable y
asesoramiento en temas tributarios.
Hemos administrado aportes adicionales para ini-
ciativas o consultorías especificas, así como para
el cofinanciamiento de proyectos como el CTN y el
Programa de Formación de Jóvenes Emprendedores
de Cajamarca, con un importe total de US$ 634,507
que, sumado a nuestro presupuesto anual, hacen
un total de US$ 2,134,507.
Finalmente, se elaboró un Plan de Mejoramiento del
Desempeño y Desarrollo de Competencias del Personal.
1. ADMINISTRATIVE MANAGEMENT
In 2006 certain administrative processes were
consolidated and experiences used as the basis
for drawing up proposals to create and update
policies that will improve efficiency and strength-
en points of control, in order to achieve a trans-
parent management that can be easily audited.
A new company specializing in accounting was
contracted in May, providing better support for the
accounting function and advice on tax matters.
We have managed additional contributions for
specific initiatives or consultancy services, as well
as for co-financing projects such as the CTN and
the Cajamarca Young Achievers Program, amount-
ing to US$ 634,507 which, added to our annual
budget, makes a total of US$ 2,134,507.
Finally, a Performance Improvement and Capacity
Development Plan was elaborated.

El saldo de 7% en el rubro Financiamiento de proyec-
tos corresponde al cofinanciamiento para el Proyecto
de Desarrollo de Competencias Empresariales en
los Sectores Agrícola y Agroindustrial que ejecu-
tará Technoserve.
En el rubro Fondo intangible se hizo efectiva la
transferencia a la cuenta del Fideicomiso constitui-
da en el Banco de Crédito del Perú–BCP.
La ejecución del rubro de gastos operativos se tomó
un incremento debido a la ejecución de nuevas
iniciativas, promovidas por la Dirección Ejecutiva.
Tomando como base los fondos totales que ALAC ha
administrado para el 2006, el presupuesto ejecutado
se incrementó en US$ 634,507, haciendo un total de
US$ 2,095,619. El análisis en términos porcentuales
por rubro de gastos se muestra en el cuadro 5.

The 7% balance under the project financing item
corresponds to the co-financing of the project
“Development of business capacities in the agri-
cultural and agro-industrial sectors” executed by
Technoserve.
Under the Intangible fund item, a transfer was
made to the Trust account held by the Banco de
Crédito del Perú.
The operational expenses category showed an
increase due to the execution of new initiatives
promoted by the Executive Board.
Using the total funds managed by ALAC in 2006 as
a basis, the budget spent increased by US$
634,507 to a total of US$ 2,095,619. An analysis in
percentage terms of the item of expenditure is
shown in Table 5.

En base a la planificación de la ejecución presu-
puestal y el cronograma de desembolsos de los
proyectos que se cofinancian, se han constituido
cuentas a plazo fijo con los saldos de las cuentas
corrientes; lo mismo se hizo con los fondos del
fideicomiso mientras duró su constitución formal
con el BCP, habiendo logrado ingresos por intere-
ses de US$37,258.
Fondo intangible
En septiembre se formalizó la constitución del
fondo intangible con el BCP. Con los contratos
debidamente firmados se abrieron las cuentas res-
pectivas y se hizo efectiva la transferencia de US$
1,600,000. El fiduciario BCP inició desde octubre las

and the schedule of disbursements for co-financed
projects, we have created fixed term accounts to
hold the balances of our current accounts. The
same has been done with the funds in trust for as
long as they were held by the BCP (Banco de
Crédito del Perú), with an income earned from
interests of around US$ 37,258.
Intangible fund
In September the intangible fund was formally consti-
tuted. With contracts duly signed the respective
accounts were opened and US$ 1,600,000 transferred.
In October, the BCP Fiduciary started investing in the
Lima Stock Exchange, based on the structure
approved by the Investment Committee.

recursos alcanza los US$ 843,620 lográndose un
nivel de palanqueo de 1.20 por cada Dólar inverti-
do por ALAC.

ALAC ha definido sus políticas de comunicación a
través de un trabajo que incluyó a todo su equipo
y los grupos de interés, así como a personas clave
del área de Asuntos Externos de Yanacocha.
A inicios del año 2006 se contrató los servicios de
una empresa consultora para diseñar la estrategia
de comunicación y relaciones con los grupos de
interés, para lo cual se realizó un diagnóstico.

with input from all of the ALAC team and stake-
holders, as well as from key personnel in the
Yanacocha External Affairs Department.
At the beginning of 2006 a consultant firm was
engaged to design the strategy for communica-
tions and relations with stakeholders, for which an
internal and external diagnosis was carried out.

torías que ha realizado desde el 2004, fecha en que
inició sus operaciones.

acompañadas por joyas del CITE Joyería “Koriwasi”.
Además se realizó la exposición-venta “Peruvian
Artesano Market”, donde se ofreció al público
joyería del “Koriwasi”, piezas talladas en piedra de
Huambocancha, cerámica y textiles.
