Short Term Scientific Missions

Aim:to contribute to the realization of the Action’s scientific objectives.

How: by allowing scientist to go to a laboratory in another COST country to learn a

new technique or to make measurements using instruments and/or methods not available in their own laboratory.

Means: Average contribution for a mission will not normally exceed EURO 2,000

Starting point:

Altitude region around the tropopause is crucial for earths energy balance (water vapor cooling below, ozone heating above).Chemical, microphysical, and dynamical processes not well understood.

This was realized by the MC of Action 712 in 2000. Recommendation to create an Action „UTLS“



COST 723 History

December 2000First plans about starting a new Action, based on recommendation at the end of COST 712. First public announcement and call for ideas and contributions. Circulation of a first draft of the Memorandum of Understanding and its Technical Annex (MoU and TA).

2001-03-08First expert meeting to refine the MoU and TA in Bremen.

2001-03-24Submission of draft MoU and TA to the TC Meteorology.



2001-05-03COST TC Meteorology meeting in Paris. COST UTLS is rated highly, but some changes to MoU and TA are requested.

2001-08-03Second expert meeting to refine the MoU and TA in Reading.

2001-10-25Action proposal accepted by TC Meeting.

2001-12-13Action approved by CSO Meeting.



2002-03-13MoU in force.

2002-09-09First MC meeting in Brussels. Adjustment of Action title.

2003-04-08 Informal and unfunded COST723 splinter meeting at the EGS-AGU-EUG assembly in Nice.

2003-10-06 Limited amount of money freed to allow WG1 / MC meeting in Bern, Switzerland.



2004-03-11 Opening workshop at ESTEC.



Model and data studies for the UTLS altitude region.

Assimilation as the central tool to consolidate models and observations.

3 Workgroups for the 3 areas.

COST723 Structure



WG1: Measurement Techniques and Campaigns

Gather data and make it available to the Action.Critically assess the weak links in our measurement capabilities, help to identify new techniques and platforms to strengthen them.Improve the use of satellite data by the EO community, help to assess new sensors.Evaluate measurement campaigns and help plan and promote new campaigns.

Examples: Improved radiosonde calibration techniques, RT modeling efforts for improved satellite data usage.



WG 2: An Assimilated Ozone and Humidity Dataset

Identify most relevant datasets of atmospheric constituents and other key parameters for UTLS.Develop and publish assimilation algorithms.Compute assimilated dataset and make it available.Quality control of observations and models.Analyze benefits of combining nadir and limb sounder information.Preliminary studies towards assimilation of instrument radiances from research satellites.



WG 3: Assessing the State of the UTLS and Understanding the Relevant Processes

Assess UTLS climatology (mean state and variability).Assess trends where possible.Study dynamical processes in the UTLS and their role in global change.Quantify anthropogenic impact on the UTLS.



Summary of Action ScopeImprove data quality and availability (facilitate data exchange).Improve assimilation methods and provide assimilated UTLS dataset.Scientific Interpretation of raw and assimilated data.
