COORDINATOR’S REPORT / RAPPORT DU COORDINATEUR

Coordinated countries / Pays coordonnés: CANADA Nevine YASSA - National Coordinator We are pleased to inform you that we have established two Inter Country Committees. ICC Canada France and ICC Canada Egypt. ICC Canada France has been established in March 2015 with a vision for a student exchange program between France and Canada in the field of aerospace. Students will be visiting Quebec for this incredible experience which is envisioned to take place in the spring of 2016. A second project which is also being explored is a friendship exchange program between Canada and France to celebrate one century for the battle of Vimy in April 2017.

With respect to ICC Canada Egypt, it has been established in September 2015 after exploring interest from different districts to initiate an ICC between both countries. A possibility of having a friendship exchange program for Rotaractors, working on a Peace initiative, means of communication and conflict resolutions, during the upcoming Rotaract conference in summer 2016 is being explored.

ICC Canada Egypt is also planning to coordinate some prospect requests for Global projects covering clean water in remote and desolate areas in Egypt.

Three new members from district 7810 have joined ICC Canada Egypt. In addition to PDG Ron Denham from district 7070 who is also a very active member of WASRAG. In addition, PDG Judy Byron from district 5020 expressed interest in joining as an individual member.

A third ICC Canada Italy is being explored and will be reporting on progress of this initiative.

ICC is being promoted among districts and Zones through their respective newsletters and planning presentations to local Rotaract and Rotary clubs. Pls see district and zone newsletters for dec 2015.

INTERCOUNTRY COMMITTEE

ROTARY IN GREAT BRITAIN AND IREALND WITH

ROMANIA AND THE REPUBLIC OF MOLDOVA

Since the signing of the charter in November 2014 there have been some developments .

Elizabeth Tatman ( Chairman) Kevin Pitt and Mike Parry attended the District 2241

conference in May 2015 which furthered links .

The data base proposed at the meeting in 2014 is being compiled . Clubs and

Districts are slow to respond

In order to give more information ICC will have a presence on the RI Institute in

Kenilworth in November

The ICC group in 2241 are using the distribution of clothes and toys ( project led by

Elizabeth Tatman , Jim Houghton and Sandra Davey that since 1999 has sent over

£750,000 worth of goods) as a way of spreading the word

The ICC group in GBI is meeting in early October for an information session

It is intended to ask representatives from 2241 to the GBI conference in April 2016. A

member of the GBI ICC has links with the Moldovan Embassy and it is hope that they

will send a representative to the reception

Elizabeth Tatman is planning a visit for May next year( to mark 20 years of links) and

will be taking other Rotarians with her. Plans are being co ordinated by the 2241 ICC.

The GBI ICC committee will meet to organise the participation in the GBI Conference .

In addition its members are willing to address conferences and meetings

ICC REPORT 2015 - Serbia and Montenegro

COORDINATOR’S REPORT / RAPPORT DU COORDINATEUR

:

SERBIA & MONTENEGRO / District 2483

Svetislav MILOVANOVIĆ – National Coordinator 2013/2016

1. Contact Clubs and ICCs/CIP

ICC Committee in Serbia is very active. The basic methodology of ICC Serbia is to connect Clubs

from different Districts, then sign the ICC agreement. The second methodology is signing ICC

agreement first, which opens the way to the linked clubs, as well as mutual friendship between the

Clubs.

We believe that the present activities of the ICC are successful, shown by the following facts about

the collaboration:

– RC Subotica donated diagnostic and other medical equipment worth about 50,000 EUR donated

by the Rotary Club of Subotica in cooperation with a number of Rotary Clubs in the country and

abroad, also by Rotary Foundation and mostly through an account of RC Fajenca from Italy. Which

can serve as an example of a project that has largely international character where have been

involved many local and foreign Rotary Clubs.

ICC Serbia & Montenegro – Italy:

– RC Beograd-Singidunum – RC Milan-Linate, cooperation was initiated in RY 2013–2014 by

mutual visits and continued in 2014–2015, elaborating details about the ongoing projects.

– RC Belgrade-Stari Grad – RC Milano-Leonardo da Vinci, signed the fraternization document,

Rotarians made a visit to each other both in Milan and Belgrade. Humanitarian cooperation was

defined in details, and that begins in RY 2015/2016.

ICC Serbia & Montenegro – Romania:

– RC Kraljevo – RC Sibiu-Sibyl continued cooperation in 2015, according to the program of

cooperation agreed between clubs

ICC Serbia & Montenegro – Slovenia:

– RC, Podgorica – RC Maribor 2; continued cooperation in 2015, according to the program agreed

between clubs.

– RC Krusevac – RC Maribor 1, continued cooperation in 2015, according to the program agreed

between clubs.

ICC REPORT 2015 - Serbia and Montenegro

All the above clubs with ICC Bulgaria continued their collaboration druing 2015, according to the

ICC Serbia & Montenegro – Switzerland:

The holder of a project is RC Beograd-Cukarica, under the title "Access to work" in which they

1,300 EUR and from our District we got an amount of 3,720 EUR (total: 7,620 EUR). In this way,

an implementation of both phases of the project was enabled, namely professional training with

courses in foreign languages, computer skills, working with employers and others.

–11 refrigerators and 11 electric stoves were delivered to the flooded families from Obrenovac.

Resources of 3,454 EUR were provided by RC Beograd-Cukarica, RC Bern Christoffel and RC

Nittedal-Oslo from Norway (2,764 EUR) for Secondary Technical School in Obrenovac. In addition

2. New projects or activities since the last meeting / Activites or nouveaux

projets depuis la dernière reunion

Simply put, the new projects are:

– RC Beograd-Skadarlija established a cooperation with RC Cesena, Italy in connection with the

Global Grant that continues and will be completed during RY 2015/2016. GG "Rebuilding flooded

school in Obrenovac" means the purchase of computers, interactive blackboards and 3D printer for

the schools: Agricultural, Technical and Gymnasium. The total value of the project which is being

Page 38: INTER-COUNTRY COMMITTEE REPORTS 2015 - Rotary … of ICC National... · CIP France-Algérie 3. ... March 2015 with a vision for a student exchange program between France and Canada

- 38 -

ICC REPORT 2015 - Serbia and Montenegro

implemented with the Italian club Cesena is 104.000 USD. Currently the project is in the approval

of RI and its completion is expected by the end of year 2015.

– ICC Serbia & Montenegro – Sweden – RC Morava-Cuprija, is in negotiations with RC Aseda,

Sweden

– ICC Serbia & Montenegro – Italy – RC Beograd-Stari Grad, signed a memorandum of

fraternization with RC Milan-Leonardo da Vinci

– ICC Serbia & Montenegro – Russia – RC Loznica, is in negotiations with RC from Russia

regarding new projects

– ICC Serbia & Montenegro – Turkey is in the negotiations as well as Serbia & Montenegro –

Croatia. Negotiations have been initiated during the previous Rotarian year.

Only written contact was established with ICC Albania, with a mutual desire to continue during the

next Rotarian year.

– Our District signed an agreement on cultural cooperation with Austria, Hungary, Slovenia and

Croatia, and our desire is for ICC Agreement to be signed with Austria, as well as to establish new

ones with Germany (due to the large number of Districts) during the 2014/15 and 2015/2016.

Regarding this, we have reformed the individual and formed a new national committees / sections:

– Serbia & Montenegro – Austria

– Serbia & Montenegro – Germany

– Serbia & Montenegro – Sweden

To implement this, we need the support of RI ICC.

We have continued successfully cooperation with Israel, through the RC Zemun.

It is important to note that Serbia has established the ICC Serbia and Montenegro – Israel in

Jerusalem 2013/2014, with the presence of the President of the Committee of the ICC Serbia and

Montenegro and Israel, the Director Gideon Piper. Very significant was the presence of RI

President 2014–2015 Gary C.K. Huang who put his signature on the agreement as a symbolic

support of this agreement.

This can be understood as an interesting gesture of support for the promotion of the ICC, which

may be symbolic model of the spread and development of ICC in the future.

All started projects mentioned in this report under paragraph 1, which are not completed, will

continue with the implementation during next Rotarian year.

3. Important activities in progress / important Actions en cours

Serbia and Montenegro intends to establish a new ICC Committee, Serbia and Montenegro –

Norway.

Serbia and Montenegro – Italy – extraordinary contacts were made, Charters signed and/or specific

projects started, of which there is a report to RID.

Between RC Beograd-Singidunum – RC Milan-Linate; RC Skadarlija – RC Cesena, and RC

Beograd-Stari Grad – RC Milano-Leonardo Da Vinci. During a visit to Milan Club Leonardo da

Vinci, a contact was initiated and, we hope, will lead to cooperation between the RC Beograd-

Metropolitan and RC Naviglio Milan San Carlo Trezzano D-2041.

4. Any financial problems with ICCs / Problemes financiers des CIP

There are not any financial problems. It is recommended that the Clubs themselves finance

cooperation with clubs from other countries.

ICC REPORT 2015 - Serbia and Montenegro

Comments / Observations

It should be noted that the value of the above projects in RY 2014/15 exceeds 250,000 EUR, which

is commendable and worth to be highlighted in our District. Proponents of this project are Rotary

clubs.

There is disagreement with the understanding of the role and place of Inter Country Committee.

ICC only serves to coordinate, inform, monitor, connect and foster a deeper and wider cooperation

between two or more Clubs, between one or more States, easily recognizing stakeholders and users

by projects. In fact, neither the ICC nor District should be above the Club.

The above uncertainties can be one of the interesting topics on the international seminar ICC ideas.

Sincerely,

Svetislav Milovanović

A joint Project of ICC was the organization of Balkan Peace Initiative which was held in Istanbul on 29

March 2014. After seeing the success of the meeting it was decided that a similar meeting should be held in

a different country. Next meeting will be in Sofia within October 2015.

Turkey – Slovenia District 2440 Committee Chair Mazhar Izmiroğlu – Izmir-Karsiyaka RC

For several years, we have been organizing reciprocal family visits between Turkish and Slovene

Rotarians. In this regard, familes from both countries visited their counterparts and stayed with

hosting families’ homes. Last visit of this programme, was paid by Turkish Rotarians from District

2430.

The Committy meeting was so fruitful and the gathering was so friendly. One of theimportant

outcomes of the meeting was the decision to organize same reciprocal visits for next years but this

time on vocational basis. Besides, a reciprocal trainee programme was considered for Rotaracts

from both sides in the years to come. Also in last year, I attended to Slovene District Conference.

This year Anton Koncnik, the District Governor of Slovenia, will pay a visit to Turkey and will attend

to 2440 District Conference as my quest which will be held on May 2015 in Marmaris.

Discussions for starting new ICCs:

Israel

Columbia The ICC Manual of Procedure for D5240 was finalized a couple of years ago and I submitted it to ICC Chair but I did not get any feedback. The manual was developed in order to clarify the way of creating and operating an ICC and most important to list the benefits of an ICC. The most important points that I would like to see adopted by all ICCs are: The document for chartering of a new ICC should be a standard document that states that it is an agreement for three years that can be expanded and include the signatures of all the three governors in line: DG, DGE, DGN. This will assure that all the governors are informed. After three years the ICC should be renewed and again signed by the next three governors: DG, DGE, and DGN. This will help keeping everybody informed regarding the ICCs. I think that our goal at this stage needs to be – ICC to become an official Rotary International program We need to come with a plan on how to make this possible. In my mind the role of the Executive Board (leadership) is to set this goal and collect suggestion from all the NC and create a plan of action.

ICC REPORT 2015 - USA

We need to have a promotion plan for ICC World Wide – same message to everybody emphasizing the benefits of ICCs. The promotion Plan needs to target especially the District Governors. Ideally the ICC presentation / training will be included at International Assembly in San Diego. Till then ICC presentation / training should be included at GETS training at Zone Institutes not only in Europe but alos in USA. ICC Chairman should send a letter to all RI Directors regarding ICCs and ask to include ICCs presentations at the Zone Institutes. National Coordinators can be asked to go to Zone Institutes to present ICCs. I for sure will go to the Zone Institutes in USA. I need help from the ICC Chairman in order to include ICCs in the Institutes. In US nobody knows about ICCs. When I talk to people they tell me it is a great concept, but they never heard of it. Governors are not going to support ICCs if they do not know about them. As any business in order to grow and develop we need promotion /advertising campaigns. We need to reach the DGEs as they are the most important link. I am asking for a concentrated centralized effort – ICC sends out a unique message. Till know everybody did more or less his / her promotion now is the time to concentrate the effort and have it come from the Chairman first and then NC can take it on and continue with the effort. If we want ICC to become a Rotary official program it needs to develop in US and I need the support of ICC leadership for that. In US this program is 99% unknown! In order for ICCs in US to function I need support from the Executive Committee for training of what ICCs are and promotion of ICCs.
