General Requirements

Self-testers of the product shall have adequate resources and capability for the

testing against the relevant national standard. It is recommendable that their

laboratories receive national accreditation by the authorized accreditation body.

The manufacturer or the importer of the product listed may have its product tested

by itself or by the testing laboratories accredited by the officially authorized

accreditation body, so as to determine its energy-efficiency level against the

applicable national energy efficiency standard.

Requirements of Test Capability (I)



- If the producers or importers use their own test resource to determine the energy efficiency levels , shall submit the laboratory materials, related records to authority. The materials should include staff capacity, equipment capacity and testing management program and so forth.

- Authorized institution should check the relevant materials of test ability submitted by producers.

The manufacturer or the importer shall have the product registered by the authorized registrar within 30 days after it

has been labeled. The following documents shall be provided by means of mail, telegraph, telex, facsimile or e-mail:

1. Copy of the business license or the testimonial of their registration for manufacturers; copy of the

relevant contract with the producers overseas for importers;

2. Test report of the product energy efficiency;

3. Sample of the label;

4. Other relevant information, such as the initial date to apply the label;

5. In the case that an agent submits, on behalf of the manufacturer or the importer, documents for

the registration, a proxy document of the client shall be presented.

The above-mentioned documentation shall be reliable, accurate and complete!

Registration (III)

� Producers or importers should submit annually the report on label using

before March 15 to the authorized bodies. The report should include the

main contents of: registration situation of each type, supervision and

punishment concerning label, label using and other relevant information.

Chinese version shall be submitted along with the documents originally

written in foreign language, and the Chinese version is given preference.

� The registration shall be renewed in the case that the contents of the

label have changed.



Particular Requirements for 5 Products on Labeling



1. Style and specification of label

I. Self-ballasted Fluorescent Lamp

Information should be labeled:

1. Name or its shortened form of the manufacturer of the product

2. Product model

3. Energy efficiency level of the product

4. Nominal power (W)

5. Tint/Hue

6. Initial luminous efficiency (1m/W)

7. Code of the national standard applied

Minimum dimension: 45 mm* 30 mm



2. Printing and sticking of the label

� Producers or importers make its label by themselves, and responsible for the quality of

printing.

� Label should be printed or stuck at the obvious place on the minimum outer package of Self-

ballasted Fluorescent Lamp.

� If use the self-adhere label, should adopt 80g or above chrome paper for making.

� Energy Label should be printed or stuck to each produced or imported lamp.

� Energy Label printed or stuck on the lamp should be in accordance with the provisions of

Implementation Rule. The pattern, text and color of it is not allowed to change. The

dimension can be enlarged proportionally.

� The Label used in manual or propagandizing materials can be printed in black-and-white in

proportion, but the text on label should be clearly identified.




3. Basis for energy information labelling

� Producers means those who is responsible for products legally, the owner or user of brand.

� The type/model of product should be named in accordance with valid edition of GB/T 17263,

the producer can use their own series number for naming also and should be in

correspondence with the series number indicated on nameplate.

� Energy efficiency level should be confirmed according to the test methods and requirements

of valid edition of GB 19044 and test report.

� Initial luminous efficiency should be confirmed by the test report and the valid edition of GB

19044、GB/T 17263, and shall not exceed the corresponding level scope of energy

efficiency, initial luminous efficiency of tested product should meet the value of initial

luminous efficiency indicated on energy label.

efficiency, the average initial luminous efficiency of tested product should meet the value

of initial luminous efficiency indicated on energy label.

1032, efficiency on label shall not exceed the value scope of corresponding energy

efficiency level, the tolerance should meet the requirement of valid edition of GB 755.
