Year-End Message from our President Cynthia Colburn, SR/WA

Time to welcome December, the final month of 2014!  There are many things to accomplish before the year end, and many events to a end, so please note the date of the Annual Chapter 11 

Holiday Luncheon on your calendars – Wednesday, December 17th!  This year our theme is “Home for the Holidays”.  We have a group of amazing volunteers who will be behind the scenes, responsible for making the event fun for everyone!  We will have music, raffle prizes, sponsor gi s, and the opportunity to reconnect with some of our members that we don’t o en get to see.  There will not be a speaker for the Holiday Luncheon, but we will be recognizing our Administra ve Assistants and Bosses who are present.  We will also be presen ng awards to deserving, dis nguished individuals, as well as our Employer of the Year.  Please don’t forget to bring an unwrapped toy for Toys for Tots and any nonperishable food you would like to donate to the San Diego Food Bank.  On another note, I want to bring everyone up‐to‐date on the latest changes for our Designa ons.  The SR/WA designa on will remain the same, as a “Generalist Path” for members who do not wish to pursue a designa on in one of the relevant industries.  The Industry Designa ons are what’s new:  Oil & Gas Pipeline Industry Path (SR/WA‐OG), Transporta on Industry Path (SR/WA‐TN), and the Electric & U li es Industry Path (SR/WA‐EU).  All current IRWA Designa on and/or Specialty Cer fica on holders or applicants are grandfathered into all exis ng requirements un l such  me as they choose to apply to an Industry Path.  The plan is currently unfolding, so please watch for the details in upcoming IRWA publica ons.  Region 1 recently held the Fall Forum in Santa Ana.  Our Region 1 Chair, Janet Parks, SR/WA, R/W‐AMC, will be upda ng the Region 1 Bylaws to allow for the new posi on of Secretary/Treasurer to be part of our region leadership.  The Secretary/Treasurer du es have previously been handled by the Region Chair and Vice‐Chair.  There was also discussion regarding the IRWA Member Network and various sugges ons for improving the site.  Plans are being made to develop YouTube videos to provide technical training on how to use Member Network.  Region and Chapter Leaders par cipated in various exercises and breakout groups to discuss leadership roles and resources, the IRWA Organiza onal Structure, Region Communica ons, and Region funding.  The Spring Forum will be held in Tucson, AZ on March 21, 2015 at the Doubletree by Hilton – Tucson‐Reid Park.  I hope you have a wonderful holiday season with family and friends!   If

900—Principles of Real Estate Engineering January 5-6, 2015 (2 days) This course introduces the basic principles of engineering within the right of way profession, i.e. insight into the information contained in engineering plans as well as the practical applications of engineering tools. NOTE: Course 900 is approved by BREA for 15 hours of appraiser continuing ed. Instructor: Ralph C. Brown, SR/WA

902—Property Descriptions January 7, 2015 (1 day) This course combines hands-on experience with mentoring to illuminate engineering fundamentals, the practical applications of information in engineering drawings, and how to interpret property descriptions. NOTE: Course 902 is approved by BREA for 8 hours of appraiser continuing ed. Instructor: Ralph C. Brown, SR/WA

201—Communications in Real Estate Acquisitions February 2-4, 2014 (3 days) This course provides an introduction to the skills required in order to succeed during problem-solving negotiations, utilizing self-learning exercises, role-playing and simulations of actual acquisition interviews. Instructor: Carol L. Brooks, SR/WA

215—ROW Agent’s Development Program February 5-6, 2014 (2 days) This course emphasizes areas of pipeline acquisitions and sets the stage for the entire project planning and feasibility studies and is useful for any linear right of way acquisition projects, including electric transmission lines. In addition to the topic chapters listed, participants will receive sample checklists, charts, forms, reference lists, facts sheets, glossary of pipeline related words, and sample correspondence letters, all of which are designed to help the pipeline professional. Instructor: Fred W. Clark, SR/WA

100—Principles of Land Acquisition March 2-5 2015 (4 days) This course is the thorough introduction to the right of way profession, including the basic concepts of each right of way discipline. Topics include environmental issues, acquiring and transferring title to realty, viewing engineering plans, fundamentals of property description systems, requirements of a valid contract, easements, deeds, leases, the appraisal process, successful negotiations, and relocation. NOTE: Course 100 is approved by BREA for 32 hours of appraiser continuing education (#99382C142). Instructor: Carol L. Brooks, SR/WA

600 —Environmental Awareness April 6, 2015 (1 day) This course provides basic principles of ecology, a history of the environmental movement, a review of federal/state/local legislation, and the right-of-way professional’s role in the environmental process and mitigation of environmental impacts. NOTE: Course 600 is approved by BREA for 7 hours of appraiser continuing education (#93382C140) Instructor: Fred Walasavage of Bonneville Power Administration

606 —The Environmental Process April 7, 2015 (1 day) This course describes the National Environmental Policy Act (NEPA) and other important legislation which guide the project development process, as well as the various agencies and stakeholders involved. Right of way acquisition and management are herein described as typical in construction projects (linear and non-linear), but also for other purposes such as environmental mitigation. Instructor: Fred Walasavage of Bonneville Power Administration

2014 Project of the Year—Top Ten When the results of the IRWA annual competition for “Project of the Year” were announced in October, three of the top

ten were from California. And two of those were from our Region I colleagues: Chapter 57 Riverside/San Bernardino’s “91 Project: Right of Way Acquisition and Relocation” was placed 3rd and Chapter 1 Los Angeles member Paragon Partners Ltd. was named 6th for their “San Gabriel Trench Grade Separation Project”.

CHAPTER NEWS:

Meet Your Colleague For this our third interview, we hear from Lauren 

Kodama,  Environmental Scien st with Rincon Consultants for the past 1  1/2  years, ROW professional for two years.   Here she shares some of the thoughts that oc‐curred to her while she contemplated our profile ques onnaire ...   What are your current job responsibili es?  To conduct Phase I and Phase II Environ‐mental Site Assessments, to iden fy likely soil or groundwater contamina on at a site.  What has been your favorite project you have been involved with?    My favorite project was also my hardest project. I conducted a Phase I ESA, which iden fied  

        possible soil contamina on. I then worked on a Phase II, which confirmed the presence of lead‐impacted soil. Then,          I managed the soil remedia on por on of the project, which consisted of removal of the lead‐impacted  soil from the 

site. Although this was a tough project, I enjoyed the challenges and being able to see  the project through from start to finish.    

 

What path did you take to arrive in the ROW industry?    I a ended the University of California Santa Barbara, where I ini ally thought I wanted to become a doctor. However, a er taking one Environmental Studies course, I changed my major to Environmental Science. A er gradua ng in March 2012, I moved back to San Diego and began working for environmental consul ng companies, studying soil and groundwater contamina on associated with property acquisi on and development. 

 

What hobbies or ac vi es do you enjoy outside of work?    I love the outdoors, whether it is going to the beach, hiking, or playing sports. I also LOVE dancing !  

 

What is your ideal vaca on des na on?      Everywhere! Although I have not traveled much, I really enjoy it. My top 2 vaca on des na ons right now are the Caribbean and Europe. I think I am taking a Caribbean cruise next year, and I cannot wait!! 

 

If you could try another job for a day what would it be?    There are so many jobs I would like to try, but I would have to say that I would love to do forensics/criminal jus ce. Maybe I just watch too much NCIS…  

 

Whom do you admire and why?   I admire my younger brother. He a ends Cal Poly San Luis Obispo and is majoring in animal science, in prepara on of becoming a veterinarian. School has never come easy to him, and seeing him excel in his major while managing the swine unit on campus makes me a proud older sister. His dedica on to what he truly loves is inspiring. 

 

Tell us about an experience you consider part of your 15 minutes of fame.    I’m not sure if this counts, but when I was in 7th grade, I ran with the Olympic Torch during the Olympic Torch Relay through Southern California. I only ran a li le more than a mile, but my 7th grade self was in heaven!                                                                November 30, 2014

  COMING UP FAST: 2015 IRWA INTERNATIONAL EDUCATION CONFERENCE JUNE 13—17, 2015

There’s a lot of planning, scoping, networking and brainstorming going on in San Diego right now be‐cause we’re hos ng the 2015 annual IRWA Educa on Conference in just about six months.   Don’t miss out on the chance to be a part of the event … already registra ons are flowing into Headquarters … the U. S., Canada, and expanded Interna onal IRWA membership is coming to visit us this summer! Here’s a message from the co‐chairs of the Volunteer Commi ee about your chance to be a part of welcoming the world to our event.  If you haven’t joined the volunteer commi ee yet, this will bring you up to date ... 

 “Carolyn Lee and Mike Flanagan will serve as the Volunteer Committee Co-Chairs for the conference. This is the first of sev-eral emails you will receive from us as we head toward next summer. This past June, we had the opportunity to meet and work with many volunteers at the conference in Hartford. The methods employed in Hartford along with suggestions from volunteer staff are being implemented into our plan for the 2015 confer-ence. We anticipate that more than one hundred volunteers will be needed to effectively run the conference. We are continuing to gather names and solicit others that may be interested in helping. If you are aware of members that would like to contribute time to this effort, please have them register on the San Diego Chapter 11 website located at www.irwa11.org or email either of us directly at the addresses below. As co-Chairs of the Volunteer Committee, our intention is to send out periodic emails to the volunteers to keep you informed of our ongoing efforts for the conference. After the first of the year, we will send a more detailed sign-up sheet soliciting you as to the specific days or job duties you prefer.
