Texas Marshal Agency Bureau plan with White Collar criminal court circuit: Database to categorize defendant and convict placement; to maintain Bureau Grievance Process. 2. Stipulation for persons seeking to run for judge as a public candidate whereby, it is mandatory for candidate to have completed a minimum of 100 hours as a teacher in any school district. 3. Welfare Work Exchange with Housing Conjective for the Willfully Disabled by city and state community and not for profit service. 4. Better community service programs for providing meals for the public accordingly, with improvement features for current services by survey poll. 5. Replacing or improving relations processes in Texas State and City Government Agencies; subsidize to Mayor's Council. 6. Budget Forecasts - Statement of GDP and deficit ratio; mandatory allocations with ratio derivatives for standard appropriations clauses and stipulations. 7. Texas State Agency Audit. 8. Salary equations with comparable and appraisals for all State Officials. 9. Restructuring State Agency presence, ie. Headquarters and Key Offices locations. 10. Jurisdictional order with regard also to interstate and intrastate boundaries. 11. Social Services Reform with Child Protective Services audit. 12.
