I regret the delay in answering your letter of the 6th on the above matier, but I have been away visiting missions in the Reserves and could not receive any letters.

I shall be perfectly willing to represent the Institute on the local regional committee when it is formed, but as my work takes me away from Kimberley a good deal I cannot undertake to be present at every meeting. I sppke to the Ven. Archdeacon H.E.Wraige, who is also a member of the Institute, and I gather that he is to be a member of the regional committee as a representative of some other organisation. I would suggest therefore that I should be a member of the committee and attend when I can, and that the Archdeacon, who is generally in Kimberley, could be my alternate as representative of the Institute on the occasions when I am away.

Our own South African forces, moved by a spirit of service to others, conceived the idea of a Living Memorial for the 1959/45 War and raised nearly £20,000 to launch it.

The people of South Africa have continuously supported this concept. Everywhere, at hundreds of public meetings and on innumer­able official occasions,the idea has been given warm support. It has indeed made a great impression on the minds of our people and upon overseas opinion.

Living Memorials are being established all over the world but only in South Africa is such a memorial being attempted nationally.

We have never launched a National Appeal and yet have raised almost £100,000.

The former Prime Minister gave the scheme a valuable degree of moral support but the matter was never debated in Parliament. The onus of proving, as a precedent to fuller Government support,that the Foundation had correctly interpreted the mind of the people as to the appropriate form of the Nation’s War Memorial,has made our task more difficult. We submit, however, that our case is proven.

We are not here, solely concerned with the financial implications and are indeed grateful for the help already afforded by your Govern­ment, but a Nation’s War Memorial must have the full recognition of the Nation as personified by its Prime Minister. It is contended that we cannot continue our Appeal plans effectively unless we can honestly claim the approval of the Union Government.

The Health Foundation is just as much a memorial to the bravery of our people as is the Voortrekker Monument. We would pray,therefore, that you will accord us such recognition as will truly honour the courage and faith which created and sustained this organisation.Should this noble design be allowed to fade into futility, then is our country greatly dishonoured.

Here is vision. Will you recognise it as you have recognised the noble and humanitarian concepts of others?

As you will be aware, your Minister of Education, of Health and of Social Welfare, is in possession of detailed information concerning the Foundation and its utilitarian objective of assisting in the establishment of voluntary promotive health services throughout South Africa, with benefit to all in need, regardless of race,religion or politics.

Would you do us the honour of receiving a deputation, led by the Foundation’s National President, General George Brink,to discuss these points in detail? your obedient servant,

Dear Sir/Madam,

Our Annual General Meeting of Members of the Foundation, and our National Council Meeting, will be held in the Hiddingh Hall, University of Cape Town, Government Avenue, and Orange Street, Cape Town, on the 8th and 9th April, respectively. Attached are notices of meetings and agendas, of which copies have been forwarded to your representative on our National Council and General Meeting of Members.

Our Regional Organisation will have been completed before these meetings, which will therefore be fully representative of the Foundation, throughout the Union. You will see from the agendas, that many important matters will be discussed, and in particular our broad plan for the implementation of our objectives. In view of the importance of these conferences, which will be opened by the Prime Minister, we sincerely hope that you will be represented. In the event of your nominee on our Council not being able to attend the meetings, we trust you will exercise your right to appoint an alternate, and advise the name and address of the alternate so appointed.

Hotel accommodation in Cape Town, during April, will be a little difficult to arrange. Should your representative not be able to find accommodation, would you be so kind as to advise us in good time, so that we may assist, through our Cape Town Committee, in making the necessary reservation.

In conclusion we would draw your attention to Item 5 of the National Council Agenda, namely "Consideration of Recommendations, submitted by Organisation Members1". If there are any matters which your organisation would wish to have brought up under this item of the Agenda, would you kindly notify us, and our Executive will consider and co-ordinate the proposals for submission to the Council.
