1.1 State wide area Network (SWAN)JharkhandStateInformation&CommunicationNetwork(JharNet)isthestate-of-the-artcommunicationnetworkbuiltexclusivelyfortheuseoftheGovernmentofJharkhandforitsvariousdepartmentalandfieldoffices.

It has revolutionized functioning of Government of Jharkhand by providing easier and faster intracommunication.JharNetisatransportnetworkonwhichtheuserDepartmentshasbuildtheirexclusiveIntranets.JharNetcaterstointernetrequirementsofGovt.Departments/Officesaswell.

Data,Voice(IPPhone)andVideo(Video-Conferencing)servicesisprovidedtillDistrictheadquarter(HQ)whereasData&Voice(IPPhone)isavailabletillSub-DivisionalandBlockheadquarters.

incidents� HelpinpreventionofillegalactivityintotheJailComplexbytheinmates. Maintain order in common areaswhere large groups of inmates converge, such as dining and

1.9 Modern Record RoomItisoneofthekeycomponentsofDigitalJharkhandLandRecordsModernizationprogram.TheobjectiveofModernRecordRoomprojectistomodernizeLandRecordroomsandprovideservicestocitizeninefficientmannerleadingtobetter,improvedandfasterservicedelivery.Keyobjectivesofthisprojectareas follows:

AstorageareawithCompactors/storagedevicesforphysicalstorageofrecordsofalltypesincludingmapsalsoanoperationalareaforcomputers/networkinghardware,printersetc.

A citizen service delivery area alongwith awaiting room for citizenswhowish to procure olddocuments from the modern record room�

Apart from the above mentioned aspects towards physical improvement of record room, thiscomponentalsocomprisesofscanningoldtextualrecordsalongwithaDocumentManagementSystemtoview,retrieveandprintthescannedrecordsforcitizendelivery.

1.10 Internet Connectivity in Dark Zone AreasInternetConnectivityisbackboneforICTenabledcitizencentricandotherservices.AlargegeographicalareaofJharkhandiscoveredwithforestlandshencetherearewidelyremoteareaswherenointernetconnectivityareavailable.Govt.OfJharkhand iscommittedtoprovidecitizencentricservicesattheirdoorstepsthroughPragyaKendrasavailableatpanchayat level.Approximately1200Panchayatswereidentifiedwhere internet connectivitywas either not available or very erratic.Govt. of Jharkhadhas

decidedtomakearrangementforavailabilityofinternetconnectivityinthesePanchayatsbydeployinginfrastructureforinternetconnectivity.

Till 8th July, 2016 total 601 Pragya Kendras at such Panchayats have been provided with internetconnectivity.Restareinprocess.

2.1 Pragya Kendra (CSC-Common service centre)TheGovernmentofJharkhandiscommittedtouseICTtotransformitsfunctioningtobuildCitizen-centric,inclusive and development oriented Information Society, by transforming its functioning to provideservicestothecommonmaninacost-effective,transparent,easilyaccessiblemannerattheirdoorstep.

AllGramPanchayats(GP)ofJharkhandhavebeenprovidedwithatleastonePragyaKendra(CSC).JAP-ITisthenodalagencyofGovt.ofJharkhandfortheimplementationofCSCschemeinJharkhand.

Approx5000VLEsareprovidingservicetomorethan5Lakhcitizenseverydayattheirdoorsteps.

2.2 e-District/Jharsewa(http://jharsewa.jharkhand.gov.in)

e-District aims at providing support to the basic administrative unit i.e. “District Administration” toenable content development of G2C services, which would optimally leverage and utilize the threeinfrastructurepillars(SDC,SWAN&CSC)todeliverservicestothecitizenathisdoorstep.e-DistrictprojectwasconceptualizedtoenhancetheefficienciesofthevariousDepartmentsatthedistrict-leveltoenableseamlessservicedeliverytothecitizen.TheMissionofe-Districtproject is ‘StrengtheningtheDistrictadministrationtodelivergovernmentservicesinasimplified,transparentandconvenientmannertothecitizens,therebyleveragingtheInformation&CommunicationTechnologies’.

2.2.1 e-District Pilot RanchiwasselectedasoneofthepilotdistrictsinIndiaforimplementationofe-DistrictMMPin2011.Since then to 27th July 2016 total 1693615number of applications have been received and 1462986numberofcertificates(Income,Cast,Residential,Birth&Death)havebeendeliveredtothecitizen.

Total33857numbersofapplicationshavebeenreceivedand11420certificateshavebeendeliveredsince1st July 2016 to 27thJuly,2016.e-DistrictpilotwillcontinuetillSeptember2016inRanchi.

APEXcommitteedecidedtouseserviceplusplatformofNICforstatewiderolloutofe-District(Jharsewa).On 16thJune2015,the5certificateservicesi.e.Caste,Income,Birth,DeathandResidentwererolledoutinall23districtsexceptpilotdistrictRanchi.

There are 125 (11configuredand114linked)servicesavailableontheJharsewaPortalason27th July 2016�

Since 16th June 2015 to 27thJuly2016,total1877324 numbersofapplicationshavebeenreceivedand1513468numbersofcertificateshavebeendeliveredtothecitizen.

JharkhandVATapplicationisanintegrated&automatedITsolutioncateringalltaxationbusinessprocessesofDept.ofCommercialTaxes,Govt.ofJharkhand.

TheprojectinvolvesimplementationofVATApplicationSoftware,WebPortal,andsetupofITInfrastructureatProductionandDisasterRecoverySites(NearDRandFarDR)andbuildingofCTDNetwork(Intranet)SystemacrosstheStatewithparallelfailoversupportprovidedbyJharNet(SWAN).

TheDISHAscheme,earlierknownasNDLM(NationalDigitalLiteracyMission)waslaunchedinpanIndiafromRanchibytheHonourablePrimeMinister,Sh.NarendraModion20th August 2014�

InitiallytheNDLMprojecthadatargetof20,000beneficiariesinJharkhandandlatertheprogrambecameknownasDISHAscheme.UnderthisschemetrainingisbeingprovidedthroughPragyaKendrasinthestateofJharkhand.Jharkhandachievedthetargetof20,000underNDLMandlaterthetargetwasrevised

Processing of request and provisioning ofmanpower is managed through online portal�
