Size of the meeting: 2,315 delegates

Geographical location of the meeting: Punta del Este, Uruguay.

Methodological approach: a combination of sources were used for this case study, from published

and unpublished material and statistics as shown on the references of this document, meetings with

key people directly involved in these event, comprising representatives from the three authoring

organizations, representatives from the Ministry of Tourism and the Ministry of Foreign Affairs.

Key benefits realized: Benefits were realized in two major areas. 1.) For participating countries the

formation of business ties among participating firms resulting in potential investments, new markets

and business opportunities for both regions, and 2.) The extended promotion of Punta del Este as a

top destination for international events.

Main beneficiaries: The local and the national tourism sector. The companies in the private sector

willing to make business with China, and the public sector.

Name of the event: 11th China-LAC Business Summit.

Date: November 30th through December 2nd, 2017.

Venue: Punta del Este Convention & Exhibition Center.

Space used: the entire Convention & Exhibition Center was used for this event, including all meeting

rooms and foyers of the Conventions Pavilion, over a range of layouts and room combinations as

depicted in Annex I. The Exhibition Pavilion was used for the trade exhibition that comprised 157

booths for the 172 participating organizations, thus occupying 5,600 sq. meters as shown in the

sketch in Annex I.

1 Introduction

1.1 About CHINA-LAC Business Summit 2017.

The CHINA-LAC Business Summit is an annual event organized by the Chinese Council for the

Promotion of International Trade (CCPIT for its acronym in English), with the cooperation of the Inter-

American Development Bank (IADB). It is the most important annual event for businesspeople,

entrepreneurs, and governments of China, Latin America, and the Caribbean, with regard to the

exchange of business and investment prospects. Its 2017 edition in Uruguay was organized by

Uruguay XXI (The Investment, Export and Country Brand Agency).

The 11th edition of this Summit was held in Punta del Este, Uruguay, from November 30 to December

2, 2017.

Uruguay was chosen in recognition of the long history of the country’s trade and diplomatic

relations with China.

The initiative is part of the 2015-2019 China-Latin America Cooperation Plan, promoted by the

Community of Latin American and Caribbean States – CELAC. China-LAC 2017 gathered hundreds of

companies from various sectors and industries in China, Latin America, and the Caribbean, seeking to

enhance commercial relations based on their products and services.

Below are some features that characterize each region, making it interesting for the other:

CHINA:

• A growth rate that is significantly higher than the world’s average.

• One of the world’s greatest food exporters and importers.

• Strong middle class.

• Strategic partner for the promotion of global trade.

• Great opportunities for complementarity.

LATIN AMERICA AND THE CARIBBEAN:

• One of the most dynamic economies in the world.

• 600-million consumer market.

• An important world reserve of energy and minerals, and the world’s primary food exporter.

According to information provided by the “World Economic Forum” (Melguizo 2017), China is already

the main business partner of Argentina, Brazil, Chile, Peru and Uruguay, as well as the second most

important for Mexico. Another characteristic to be highlighted is China's interest in investing in public

developments in the region, which is a strategy of the Chinese government.

China-LAC has become the natural setting for strengthening trade relations and investment

opportunities between China and the Latin American and Caribbean countries. This event was

conceived to facilitate the generation and consolidation of strategic commercial ties with the most

important investors, and for government organizations and Chinese companies to find partners in

Latin America and the Caribbean. Likewise, it provides the participating organizations and

governments of these regions an opportunity to find the support and investors they need for their

development plans for their destinations.

1.1.1 Objectives of China-LAC 2017

The 11th edition of China-LAC, held in Punta del Este, Uruguay, 2017, had, among others, the aim of

shading light over some strategic subjects for both parties:

• How Latin America is inserted into the 21st Century Maritime Silk Road.

• What can be learned about the business success experiences between the two regions?

• How to create more added value and generate more productive linkage.

• What is the role of Chinese currency on international trade, particularly in the LAC region

• What are the challenges in terms of infrastructure in the new global economy and inserted in

the strategy of the Belt and Road Initiative?

• What kind of opportunities do Chinese Banks find in the LAC region?

• What is Latin America’s role in the food security on a constantly growing and expanding China?

• What cooperation opportunities are available in terms of transport, infrastructures, and energy.

In order to put all these subjects on the table for discussion and further deepening, the Summit had

the presence of top specialists on the different fields, influential and relevant both in the public and

the private sector

1.1.2 China-LAC in numbers

Although the initial target for China-LAC 2017 was to attract 500 companies from both regions, the

results far exceeded expectations, as there were finally 2,315 delegates, as broken down in the

scheme below (Table 1):

The attendance in 2017 was the record registered out of all the editions held in Latin America

The business appointments scheduled between companies and different organizations reached

1,200, thus constituting the Latin America edition with the largest audience in the history of the

event.

1.1.3 Investment opportunities brought by governmental and non-governmental

organizations.

As a way to illustrate the kind of projects that were brought by the different organizations and

government to China-LAC 2017, the major projects brought by Argentina, Chile and Uruguay are

listed in Appendix 1. Please note that other countries also brought their projects to work on finding

investors and partnerships for them, these countries were: Ecuador, with a total of USD 14,077.58

million Dollars in projects, El Salvador with a total of USD 263.4 million Dollars in projects, and

Mexico with 24,543 million Dollars in projects. The complete information of all projects is published

1.1.4 About the venue:

The Punta del Este Convention & Exhibition Center is the largest public-private investment project in

the tourism sector developed in Uruguay in the last 50 years (Punta del Este Convention & Exhibition

Center 2017). The whole venture was conceived with the objective of developing the Meetings

Industry in Punta del Este and the region, in an effort to de-seasonalize the destination; it arises from

the real need of the entire region and the country to have a Convention and Exhibition Center that

meets international standards and top-level infrastructure suitable for all sorts of events.

Today, 30 months following the inauguration with the Platino Awards for the best Ibero-American

Films and having operated for two years and a half it has presented to the local and international

trade with its first Business Report, as a way to provide the stakeholders with updated information of

the work that has been completed and the targets met. The report comprises the business held in

2016 and 2017, and the achievements of that period reflect more than a decade of work; it took two

years and an investment exceeding US$ 35,000,000 to build the facilities.

So far, the Punta del Este Convention & Exhibition Center (Table 2 & 3) has generated revenue for the

local Economy, highest off-season occupancy rates and multiple new job opportunities through small

and medium-sized services enterprises. It enabled the destination to receive meetings and events

that were unable to be hosted in Punta del Este and in Uruguay in the past, developing a destination

marketing that helped the Center to capture events with high international media coverage. It also

contributed to the professionalization of specialized services for the meetings sector that is currently

the most profitable of the global tourism mix.

2 Methodology

In order to build the present case study, a combination of data sources were used, from face to face

meetings, to observation, written reports provided by suppliers, news and media releases.

2.1 Data Sources

The following section describes the information provided by each key player that was directly

involved in the organization of China-LAC 2017, it was collected in the form of formal post-event

reports, face to face meetings and information provided via email.

2.1.1 Grupo Elis: (Annex I)

Technical visits to key Uruguayan companies and developments: places, activities, and number of

participants on each visit.

The number of volunteers and Universities where they came from.

Program of the event.

2.1.2 Uruguay XXI: (Annex II)

Facts and figures about the impact of the event on the press at a national and international level, and

approximate monetary value of those publications.

2.1.3 Arquitectura Promocional:

Meters sold, amount of stands, and countries that originated them as well as the number of people

that worked on the stands.

2.1.4 Interamerican Development Bank8:

Business networking session with one-on-one meetings between Chinese companies/organizations

and the Latin American and Caribbean companies/organizations. There were about 1,200 meetings

aimed to bring together companies and business people from both regions, helping to develop a

better understanding of the banking, financial and commercial systems in the different regions

(China Xinhua Español 2017).

2.1.5 Punta del Este Convention & Exhibition Center:

Space used/sold, other services contracted as food & Beverages Audiovisuals and decoration, as well

as news published during and after the event along with interviews and video testimonials recorded

during the event by different media sources.

2.2 Measurement of the Return on Investment (ROI) on the press (Annex II – Clipping)

Uruguay XXI and the Uruguayan Government were the main investors which brought this event to

Uruguay, in that respect, not only the trade generated as a result of the event but also the image of

the country and the exposure on the media. The ROI of the press releases published on national

media was calculated considering the average price of the market, quoted by the Media Center of

Grupo M Uruguay, and Argos Monitoring Agency, contracted by Uruguay XXI. This was the base used

for the calculation, and according to the same reference sources, it was possible to establish an

estimated price for the articles published on international media that varies from two and a half to

four and a half times the prices of an article published on national media in Uruguay. Therefore, in

order to obtain a well estimated numeric value, the estimation was of a 20% of the articles at a top

price, 40% at an average price and the remaining 40% at the lowest price.

The exchange rate used was the one of December 18th, 2017, marked by the Banco de la República

Oriental del Uruguay (Uruguay’s National Bank) at $U 29,58 Uruguayan Pesos per American Dollar.

2.3 Measurement of the impact on Twitter

The strategy taken by Uruguay XXI during 2017 for Twitter was based on three different pillars:

• Planning according to the event´s program and three main subject areas.

• Planning and working before the event with companies that were taking part of the event, the

Interamerican Development Bank - IADB, speakers and other parties that were capable to

producing a multiplying effect with their tweets and posts.

• Design of specific templates according to the different target audiences and objectives

previously intended for them.

The Twitter strategy did not involve any investment in publicity, and all the printed material and

interactions were organic.

2.4 Data limitations

One key aspect that has a big impact on the case we are presenting now, is the actual date of the

event, which was held from November 30th to December 2nd, 2017, and the moment when it was

decided that it could be used to be presented to JMIC in order to be considered to take part in the

JMIC Case Study Program, which was at the end of January 2018.

Having started more than a month after the event took place, prevented us from being prepared to

collect information previous to the event, as well as during it, not being able to design in timely

manner questionnaires, allocate human resources to interview key participants, and get prepared to

gather important information that would be interesting for this case study. Therefore, there is a lack

of primary data, and all the information that is being presented was retrieved from different sources

after the event was finalized.

From the official Uruguay XXI Twitter account: @UruguayXXI, 130 tweets were released on the

following amount and dates: 22 tweets on November 30th, 96 tweets on December 1st, and 12 tweets

on December 2nd. . These tweets had 190,870 impressions, 408 clicks on their respective links, 585

retweets and 927 likes as well as 16 replies.

different days of the event:

3 Key benefits realized

3.1 Business/Trade-related benefits

In addition to the great number of participants and the vibrant interaction promoted during the

event, which will certainly lead to future developments in both regions, key agreements were

reached including:

• A memorandum of understanding signed by CCPIT and the Uruguayan Chamber of Country

Produce, and the Uruguayan Union of Exporters. These agreements will be an important

instrument for the promotion of Uruguayan products and exports.

• CCPIT signed three other agreements during the event with organizations from Argentina, Cuba,

and Colombia for the trade promotion between China and this countries (Punta del Este

Convention & Exhibition Center 2017).

After Uruguay was designated as the host for the eleventh edition of China-LAC, the two countries

signed a number of agreements that significantly changed the relationship between them, moving

away from just a bilateral commercial relationship and turning into a strategic partnership; hence,

the foundations were laid for a future free trade agreement between both countries (Punta del Este

Convention & Exhibition Center 2017).

“Hundreds of business meetings took place throughout the summit, both in the 140 stands of the 40

countries present and in the business round organized on the morning of Saturday, December 2. To

close the day, 200 foreign businessmen made technical visits focused on agribusiness - Bodegas Garzón

and Olivares - and in Zonamérica and Antel Data Center, a visit attended by those interested in learning

about Uruguay's corporate, logistics and technical services.

In the framework of China LAC, the so-called Trade Promotion Organizations (TPO) meeting was also

held among 30 promotion agencies and trade organizations from 16 countries in China and Latin

America and the Caribbean, which culminated in the signing of the Declaration of Punta del Este, as

well as bilateral agreements of cooperation between agencies” (Uruguay XXI 2017).

Moreover, several initiatives were announced during the event, including:

• The creation of the Confucius Institute, a joint endeavor between the University of the

Oriental Republic of Uruguay and the University of Qingdao in China, to promote the

learning of the Chinese language and culture in Uruguay.

• The signing of a memorandum of understanding to celebrate 30 years of Sino-Uruguayan

commercial relations, authorizing Chinese aircraft and airlines to land in Uruguay, either

through direct lines or through regional hubs (Fernandez 2017).

• Lifan Motors’ announcement of their intention to expand their services in Uruguay, to include

the production of electric cars, in addition to those already being manufactured in the country

(Fernandez 2017).

• An IADB USD 100-million loan for the Financial Fund for the Development of the Plata Basin -

FONPLATA, which includes Argentina, Bolivia, Brazil, Paraguay, and Uruguay. The loan aims to

help financing different projects in infrastructure, governance, and tourism in the five-member

countries (FONPLATA 2017).

• An agreement was signed between the Uruguayan National Meat Institute and the Chinese

“National Certification and Inspection Group", for the certification of the processes of

traceability of the beef exported from Uruguay. In 2017, Uruguay was ranked as the 6th largest

beef exporter in the world, after India, Brazil, Australia, the United States, and New Zealand, in

that order, being China the main buyer of Uruguayan beef (40% of the total exports).

We would then like to emphasize that the China-LAC 2017 Business Summit in Uruguay was and still

is a powerful tool, showcasing Punta del Este at an international level. It is a perfect example of the

benefits that countries and communities can obtain through international events, and of the way

their people may benefit in a range of areas, from knowledge to production, creation of jobs and

cultural exchange in the medium and long term.

Due to its size and characteristics, it is an event that could not have taken place in any other facilities

available in the country, once again showing that the existence of specialized, highly adaptable

venues with great capacity, and top services and technology play a key role in the dissemination and

development of the destination, the country, and the region, in many different ways.

3.2 National and International media exposure: (Annex II)

The following information comprises the impact in national and international media between

November 23st and December 8th, 2018. A total of 865 pieces where the event was mentioned,

being 156 in national media and 709 in international media belonging to 39 different countries.

3.2.1 Press releases per type of media

Of the 156 press releases shown in national media, 56 were in digital format, 43 on TV, 34 in radio

and 23 in newspapers. On the other hand, the 709 international media which posted information

about the event, were 100% digital, detected by the Meltwater platform.

3.2.2 Return on Investment (ROI)

The impact on the media described above was calculated on US$ 137.006. This amount comprises all

kinds of media in Uruguay (TV, radio, newspapers and digital media).

The international media coverage with a total of 709 articles published by international portals was

valued on USD 354,000, so the ROI was a total of US$ 491,006. The three countries with more

publications, excluding Uruguay were: United States of America: 143, Spain: 140 and China: 130,

other countries with an important coverage were: Colombia: 47, Venezuela: 44 and Mexico: 42

publications.

3.3 Impact on Twitter (Annex III)

During the course of the event, from November 30th to December 2nd, 2017 the official hashtag of

the event: #ChinaLAC2017 was used 3,300 times. Followed by other hashtags as #ChinaLAC, used 42

times and China-LAC used 534 times. We would like to emphasize that the private accounts are out

of the count.

Form November 13th to December 12th of 2017, the hashtag #ChinaLAC 2017 was used 4,288 times,

#ChinaLAC was used 600 times and #China-LAC 1059 times, totalizing 5,947 mentions of the event

counted through these three specific hashtags.

3.4 Impact on Future Research and Data Collection

Giving the importance of this particular event, and other events for Uruguay´s economy, production,

research and many other different areas, the Punta del Este Convention & Exhibition Center has

embarked in conversations with the Universidad Católica del Uruguay and the Universidad de la

Empresa. The purpose of partnership is to work together across different projects related to those

events, that have a special interest for different areas, and which can and should be considered as

case studies, to provide valuable information for the country, the community and local organizations

in order to help measure whether the objectives of the event in the medium to long term are being

achieved, and monitor other kinds of impact these events may have in the community and the

country more broadly. As such there is an ongoing discussion with the Universidad de la Empresa

about creating an Observatory for this purpose.

3.5 Impact on the local economy

Although this was not measured as such during the event, after it was finalized a set of well-

estimated figures can be obtained regarding the economic impact for the local economy considering

the direct expenditure in different areas, that even taking into consideration that do not reflect the

total of all the expenditures that took place, cover some basic areas as:

• Audiovisual equipment at the main venue: USD 274,622

• Food and Beverages at the main venue: USD 55,881

• Others: USD 185,076

4 Discussion and Conclusions

Through this case study, we intend to show the great promotion obtained by the destination as a

result of hosting this event and showing its capabilities to the world, as well as how this event, in

particular, used as an example, had the potential of generating multiple kinds of impact in the future

of the destination, in this case, there is an emphasis on trade, commerce, and generation of business

opportunities for organizations from the LAC region and China.

We believe that this case study is a good example of how high profile events are worth considering

even though certain destinations may perceive the investment as high. Our aim goes even further, by

developing a system that would allow us to monitor in the future this kind of event in order to

demonstrate the level of actual and/or potential ROI they can have on the country where they take

place and even the region.

For this particular case study, besides the agreements made during the event and the following

actions led by the Uruguayan Government, as well as the other participating countries, it is very

difficult to quantify the impact in certain sensitive areas as the actual state of potential business

deals between different parties, and the development and results of the agreements which will only

be seen with time and will remain confidential in most of the cases.

Nevertheless having been able to measure the ROI that had for Uruguay XXI in terms of exposure on

the national and international media, is of great importance since it could have been impossible to

reach such coverage on the media worldwide at no actual cost if it was not for this event. For the

destination of Punta del Este itself, is very important as well as it is for the rest of the country, since

Uruguay and Punta del Este are focusing on international events as a way of bringing education and

business opportunities to this part of the world, as well as maintain an active economy all year round

in Punta del Este.

Future studies shall be carried out in order to give more information and insight on the impact in

different areas of the society and economy, although we consider this as a valuable first approach to

it and are confident that thanks to this initiative, we will keep on working on establishing a system to

improve the data collection and standardization of research for some key events happening in Punta

del Este and in the rest of the country.

CARTA DE BIENVENIDA

¿Qué es China-LAC 2017?

La Cumbre China-LAC es un evento anual organizado por CCPIT (Consejo Chino Para el

Fomento del Comercio Internacional) y el Banco Interamericano de Desarrollo.

Uruguay tiene el honor de ser huésped y organizador de la 11a edición de la Cumbre en

Punta del Este, en una muestra de la confianza y el largo camino de entendimiento que

mantienen ambos países.

Desde su creación en 2007, China–LAC es el evento empresarial más importante entre

compañías de China y los países de América Latina y el Caribe.

Es una iniciativa incluida en el Plan de Cooperación con América Latina 2015-2019,

lanzado por China a instancias de la CELAC (Comunidad de Estados Latinoamericanos y

Caribeños).

China-LAC 2017 reunirá cerca de medio millar de compañías chinas, latinoamericanas y

caribeñas de diversos sectores e industrias con el objetivo de fortalecer las relaciones

comerciales a través del intercambio.

El Dr. Tabaré Vázquez es el actual

presidente de la República Oriental del

Uruguay desde el 1° de marzo de 2015.

Anteriormente había ocupado el

mismo cargo durante el período 2005-

2010.

Ma Peihua, nacido en agosto de 1949 en la provincia

de Jiangsu, se graduó de la Escuela de Postgrado del

Instituto de Tecnología de Kioto, la facultad de

Química Inorgánica como doctor, empezó a trabajar

desde el agosto de 1968, se afilió en la Asociación de

Construcción Democrática Nacional de China,

profesor, tutor de doctor, investigador.

Actualmente se encarga del Vicepresidente de la 12º

Sesión de la Conferencia Consultiva Política de China,

Primer Vicepresidente de la Asociación de

Construcción Democrática Nacional de China, el

Vicepresidente de la Federación de Sindicato Nacional

de China (parcial), Director General de la Asociación

de Educación Profesional de China.

Luis Alberto Moreno asumió la presidencia del Banco

Interamericano de Desarrollo (BID) en octubre del

2005, en esta condición preside desde entonces el

Directorio Ejecutivo del Banco, de la Corporación

Interamericana de Inversiones y del Comité de

Donantes del Fondo Multilateral de Inversiones.

En su país, Moreno tuvo una distinguida carrera en los

sectores público y privado. Fue Ministro de Desarrollo

Económico, desde donde impulsó una destacada

agenda para mejorar la eficiencia y competitividad. En

el sector privado, asesoró a importantes empresas

nacionales e inversionistas extranjeros y fue productor

ejecutivo de un programa periodístico líder de la

televisión colombiana.

Moreno fue reelecto el 14 de septiembre de 2015

para liderar el BID por un tercer mandato.

El Sr. Chen Zhou nació en Yushu, Provincia de Jilin, en

agosto de 1966. Comenzó su carrera en Agosto de

1989 y se unió al Partido Comunista de China en

enero de 1995. Obtuvo su Maestría en Economía en

la Universidad Nankai.

El Sr. Chen trabajó sucesivamente para el

Departamento de Asuntos de Asia y África del

Ministerio de Comercio Exterior y Cooperación

Económica (MOFTEC), para la Oficina de

Representación de la Cámara de Comercio

Internacional de China (CCOIC) en Seúl, en la Oficina

del Consejero Comercial y Económico de la Embajada

de la República Popular China en la República de

Corea y para el Departamento de Asuntos de Asia del

MOFTEC.

En agosto de 2016, el Sr. Chen fue designado como

Vicepresidente del Consejo Chino para la Promoción

del Comercio Internacional.

Inició su actividad pública como Intendente del

departamento de Cerro Largo en el año 1984. Fue

reelecto en ese cargo en el año 1989, cuando también

resultó electo Senador de la República.

Entre los años 2005 y 2010 fue Vicepresidente de la

República, y a partir de ese último año hasta 2015 fue

Senador de la República nuevamente, presidiendo las

Comisiones de Ganadería, Agricultura y Pesca;

Defensa Nacional; Asuntos Administrativos; y

Constitución y Legislación.

Desde el 1º de marzo de 2015 es designado Ministro

de Relaciones Exteriores. Previamente al inicio de su

actividad pública, en el ámbito privado se desempeñó

como Presidente de la Sociedad Agropecuaria del

Departamento de Cerro Largo y Consejero de la

Federación Rural.

Ministro de Economía y Finanzas desde marzo de

2015, Danilo Astori ha sido un actor clave en el diseño

de la política macroeconómica desde 2005 enfocada

en mantener la estabilidad y sostener el crecimiento

en Uruguay. Fue vicepresidente de la República en el

gobierno anterior (2010-2015) y ministro de Economía

y Finanzas durante la primera administración del

Frente Amplio (2005-2008). Durante ese período

(2007) implementó la reforma impositiva y una

reorganización y modernización del sistema tributario

uruguayo.

Fue senador de la República desde 1990, reelecto en

1995, 2000, 2005 y 2015. En 1994 fundó el grupo

frenteamplista “Asamblea Uruguay” del cual es su

principal figura.

La ministra de Industria, Energía y Minería, Carolina

Cosse, es Ingeniera Electricista y Magister en

Ingeniería Matemática por la Facultad de Ingeniería

de Universidad de la Republica, Uruguay. Entre 2010 y

2015 se desempeñó como presidenta de Antel. Entre

2007 y 2008 tuvo a su cargo el Área de Desarrollo

Informático y Telecomunicaciones de la Intendencia

de Montevideo y fue también directora de la División

Tecnología de la Información de la comuna

montevideana.

En la Intendencia de Montevideo impulsó la

actualización tecnológica general, y diseñó la

estrategia para el Área de Desarrollo de Software.

Promovió la incorporación y el desarrollo de

soluciones informáticas basadas en el software libre.

Creó y desarrolló el área de Investigación Tecnológica,

e impulsó el Proyecto de Unificación de la

infraestructura de Telecomunicaciones. Dirigió la

Implementación Tecnológica del Sistema de

Transporte Metropolitano (STM).

Innovador y experto de temas agropecuarios, el

presidente José Mujica lo designó el 1 de marzo de

2010 como Ministro de Ganadería, Agricultura y

Pesca. El 1 de marzo de 2015, fue confirmado en el

cargo por el Presidente Tabaré Vázquez.

Tabaré Aguerre es ingeniero agrónomo por la

Universidad de la República de Uruguay y empresario

agropecuario. Como ingeniero agrónomo trabajó por

15 años en la cooperativa azucarera CALNU en Bella

Unión, al norte de Uruguay. En 1983 comenzó su

actividad empresarial como productor de arroz en

Artigas, Uruguay y posteriormente también como

productor ganadero. Fue integrante muy activo de la

Asociación de Cultivadores de Arroz del Uruguay

como socio, luego dirigente, vicepresidente (1988-

2006) y presidente (2006-2009).

Pablo Ferreri es Subsecretario de Economía y Finanzas

del Uruguay desde marzo de 2015. Con anterioridad

fue Director General de Rentas de la Dirección General

Impositiva (2010 – 2014) y Presidente del Centro

Interamericano de Administraciones Tributarias (CIAT,

2010 – 2011). Pablo Ferreri es Contador Público

egresado de la Facultad de Ciencias Económicas y

Administración de la Universidad de la República,

Uruguay, y Master en Derecho Tributario por la

Universidad de Montevideo. Es docente en cursos de

Maestría en la Facultad de Ciencias Económicas y

Administración de la Universidad de la República y en

la Universidad de Montevideo.

Antonio Carámbula Sagasti fue designado director

ejecutivo de Uruguay XXI desde el 1° de marzo de

Es doctor en Tecnología y Medicina Veterinaria por la

Universidad de la República y se formó además en

Administración de Empresas en la Universidad

Católica del Uruguay. Antonio Carámbula es

reconocido a nivel nacional e internacional por su

experiencia en la articulación interinstitucional en el

ámbito empresarial público y privado.

Hasta su designación, se desempeñó como

subsecretario del Ministerio de Turismo y Deporte.

Anteriormente, entre 2005 y 2009 fue director general

de esa cartera. Carámbula fue representante del

Ministerio de Turismo y Deporte en la Junta Nacional

Aeronáutica, en la Junta Nacional de Drogas y

vicepresidente en la Comisión por la Erradicación de

la Violencia en el Deporte.

Entre 1995 y 2005, cumplió funciones como director

de la Intendencia de Montevideo en el área de

descentralización. También formó parte de la Junta

Directiva del Servicio Ecuménico por la Dignificación

Humana (SEDHU), que representa al Alto

Comisionado de las Naciones Unidas para los

Refugiados (ACNUR) en Uruguay.

Nace en Santiago de Chile el 24 de junio de 1942.

Estudió en la Universidad de Chile, donde obtuvo el

título de Ingeniero Civil con mención en Hidráulica.

También realizó estudios de especialización en

Administración y Técnica de Gestión en Italia.

El 11 de diciembre de 1993 es electo Presidente de la

República por un período de seis años. Al finalizar el

período presidencial, asume como Senador Vitalicio.

Tras la derogación de los senadores vitalicios, postula

nuevamente al Senado en las elecciones

parlamentarias de diciembre de 2005, resultando

electo senador por la Circunscripción 16. En 2006

asume su cargo de senador y es elegido Presidente

del Senado.

Terminado su período como senador en marzo de

2014, fue designado Embajador Extraordinario y

Plenipotenciario en Misión Especial para el Asia

Pacífico.

Enrique Iglesias nació en Asturias, España, y es

ciudadano naturalizado uruguayo. Graduado en

Economía y Administración fue elegido primer

Presidente del Banco Central del Uruguay. Además, ha

sido Secretario ejecutivo de la Comisión Económica

para América Latina y el Caribe de las Naciones

Unidas (CEPAL); Secretario general de la Conferencia

de las Naciones Unidas sobre Fuentes de Energía

Nuevas y Renovables; Ministro de Relaciones

Exteriores de Uruguay y Presidente de la Reunión

Ministerial que dio inicio a la Ronda Uruguay del

Acuerdo General sobre Aranceles y Comercio (GATT),

en Punta del Este, Uruguay y a la posterior creación de

la Organización Mundial del Comercio.

Entre 1988 y 2005 fue presidente del Banco

Interamericano de Desarrollo (BID) y de 2005 a 2014,

Iglesias ha servido como el primer Secretario General

Iberoamericano.

Enrique Andrés Antía Behrens (30 de noviembre de

1949) es un ingeniero agrónomo y político uruguayo,

actual intendente de Maldonado, perteneciente al

Partido Nacional. Graduado de ingeniero agrónomo

en la Universidad de la República, también es

productor rural. Trabajó en en Conaprole desde 1974.

Inició su militancia en el Partido Nacional en el seno

del Movimiento Por la Patria. Fue electo diputado

suplente y edil por el departamento de Maldonado al

retornar la democracia en 1985.

Se postuló a la Intendencia de Maldonado en las

elecciones municipales de 2000, resultando electo. En

las nacionales de 2004 fue electo Senador de la

República por el período 2005-2010. En julio de 2010

fue designado en el Directorio de UTE. En las

elecciones de 2014 Antía resulta electo diputado del

departamento de Maldonado y en los comicios

departamentales, retoma la jefatura comunal del

departamento fernandino.

Banquero de inversión especializado en energía, con

amplia experiencia y transacciones entre China y

América Latina. Dirige las operaciones de Envision

Energy en la región, incluyendo 2 parques eólicos en

Chile (21MW), 2 en construcción en Mexico (160MW),

4 adjudicados en Argentina (185MW) y un portafolio

de ~1.5GW en desarrollo.

De 2006 a 2012, asesoró a grupos privados y

empresas estatales chinas. Fue socio fundador de

SinoLatin Capital, primer banco de inversión en China

especializado en América Latina, fundador de

“laREDchina.com”, Co-Fundador y Presidente de la

Cámara de Comercio de México en China

(MEXCHAM).

Rafael se graduó en el ITAM con una licenciatura en

Economía. Estudió una Maestría en Administración

Pública en la Universidad de Columbia y cuenta con

un MBA en China Europe International Business

School (CEIBS).

Sergio Fogel es licenciado summa cum laude y master

en Ciencias de la Computación del Technion en Israel,

así como MBA de INSEAD en Francia.

Se desempeñó como investigador en Haifa Research

Lab de IBM, y más tarde como ejecutivo de ventas de

Oracle, antes de convertirse en emprendedor.

Sergio fundó varias empresas, entre ellas Uniotel

(principal operador privado a larga distancia en

Uruguay), Metrocall (contact center), JetNumbers

(ecommerce), AstroPay y dLocal (empresa líder de

pagos online cross border en países emergentes).

También ha invertido y/o participado del directorio de

varias compañías, como Paganza, Vokee (Israel),

Motormax (Argentina), HomeDine (California),

TiendaMIA (Uruguay / Miami), Neurolief (Israel) y

Apica (Suecia).

Es emprendedor Endeavor desde el año 2012 y

fundador del Punta Tech Meetup.

Es Doctor en Relaciones Internacionales, Magíster en

Integración y Comercio Internacional, Licenciado en

Relaciones Internacionales, Posgraduado en Negocios

Internacionales e Integración y en comercio exterior.

Ignacio Bartesaghi es decano de la Facultad de

Ciencias Empresariales de la Universidad Católica del

Uruguay y director del Departamento de Negocios

Internacionales e Integración y docente de la misma

Facultad. Además, integra el Sistema Nacional de

Investigadores de la Agencia Nacional de

Investigación e Innovación del Uruguay.

Bartesaghi forma parte de la Red América Latina –

China de la UNAM de México, la Red Integranet de la

Universidad de Valencia, la Universidad Externado de

Colombia y la Universidad del Norte. Es Secretario de

la Asociación Uruguaya de Estudios Internacionales y

fue por un período de seis años el Coordinador del

Observatorio América Latina – Asia Pacífico de la

ALADI, CAF y la CEPAL.

en la cadena agroindustrial.

Es Ingeniero Agrónomo, egresado de la Facultad de

Agronomía de la Universidad de Buenos Aires y

docente en Manejo y Conservación de Suelos en la

misma facultad.

Contador Público, graduado en la Facultad de

Ciencias Económicas de la Universidad de la

República, Uruguay. Crea la primera Zona Franca

Privada del Uruguay, Zonamerica, de la cual es

Presidente desde 1990; siendo su principal accionista.

Fue un gran impulsor de la logística en el Uruguay.

Fundador de Costa Oriental S.A junto con el Cr. Daniel

Carriquiry y Director de dicha empresa entre 1984 y

1995. Costa Oriental es la principal empresa logística

instalada en Zonamerica.

Además, impulsó la Terminal de Contenedores del

Puerto de Montevideo, tomando a su cargo la

promoción de la licitación internacional que hizo la

ANP en 1999 para la obtención de interesados en

dicha inversión. Obtiene que la empresa Katoen Natie

de Bélgica se interese y sea la adjudicataria de la

Terminal de Contenedores de Montevideo. Es así que

participa como Director en la Terminal Cuenca del

Plata S.A. desde el año 2001 al 2006.

Gema Sacristán es actualmente la Directora General

de Negocios de la Corporación Interamericana de

Inversiones (CII).

Entre 2012 y 2015 gerenció la División de Mercados

Financieros del Banco Interamericano de Desarrollo

(BID). Previo a este cargo, ocupó varios puestos de

liderazgo en banca comercial y de inversión en

Madrid, Londres y Nueva York.

Gema Sacristán es licenciada en Ciencias Económicas

y Empresariales por la Universidad Autónoma de

Madrid, y posee una Maestría en Comercio y Negocio

Internacional por la Universidad Complutense de

Madrid y un Master en Liderazgo y Sostenibilidad de

la Universidad de Cambridge, en UK.

Repercusiones de las noticias

Este informe contempla la repercusión de noticias en medios nacionales e internacionales registradas entre el 23 de noviembre y el 8 de diciembre sobre la cumbre empresarial China–LAC, realizada en Punta del Este entre el 30/11 y el 2/12. Se evaluaron un total de 865 menciones: 156 en medios nacionales y 709 en prensa internacional, distribuidas en 38 países. El 75% de las notas internacionales fueron en español, 22% en inglés y el 3% restante se distribuye entre portugués, chino y coreano.

Notas por tipo de medio

De las 156 notas nacionales, 56 fueron en medios digitales, 43 en televisión, 34 en radio y 23 en prensa escrita. Por su parte, las 709 menciones internacionales fueron digitales, detectadas a través de la plataforma Meltwater.

Retorno de la inversión (ROI)1

La repercusión en medios tuvo un ROI de $4.052.648, un total de US$ 137.0062. Esta cifra comprende notas en televisión, radio, prensa escrita y digital del Uruguay. Si consideramos la cobertura de medios internacionales (un total de 709 artículos publicados en portales internacionales = US$354.000), el ROI asciende a US$ 491.006.

Publicaciones por países

Los tres países con mayor repercusión, excluyendo a Uruguay, fueron Estados Unidos con 143, España 140 y China 130. Otros países con importante cobertura fueron Colombia (47), Venezuela (44) y México (42).

Temáticas destacadas

Apertura La apertura de la cumbre tuvo la participación del presidente de Uruguay, Tabaré Vazquez. El mandatario resaltó distintos puntos de interés para el país, por ejemplo, que China realizó una propuesta para la creación de una zona de libre comercio con la Comunidad de Estados Latinoamericanos y Caribeños (CELAC). Negocios Dentro de esta categoría se destaca la presencia en la Cumbre del presidente del directorio de Lifan Industry Group, Mu Gang. La prensa en general informó sobre el interés de la empresa en fabricar vehículos eléctricos en Uruguay, noticia que fue dada por Carolina Cosse en rueda de prensa. Se destaca también que a partir de la oferta de Lifan, el gobierno conformó un equipo de trabajo integrado por los ministerios de Industria, Trabajo y Economía y la OPP para analizar esa posibilidad. Agro negocios En el marco del China-LAC se realizó la firma de un convenio entre el Instituto Nacional de Carnes (INAC) y la China Certification & Inspection Group (CCIC), para la certificación de la trazabilidad de la carne vacuna. La empresa china certificará la carne bovina uruguaya a lo largo de su proceso de producción, procesado y distribución. Por otra parte, la sesión paralela sobre Agronegocios tuvo buena repercusión a raíz de la participación del ministro Tabaré Aguerre, quien planteó la necesidad de profundizar en los vínculos de complementariedad comercial entre ambas regiones. Comercio electrónico La agencia de noticias EFE realizó una publicación sobre el panel de comercio electrónico encabezado por Pablo Ferreri, viceministro de Economía de Uruguay. La nota tuvo múltiple repercusión en distintos países. Ferreri hizo referencia a las posibilidades que brinda el mercado chino para el e-commerce y las oportunidades para los países latinoamericanos. Primera plenaria Esta instancia tuvo la participación de Rodolfo Nin Novoa, ministro de Relaciones Exteriores; Mu Gang, presidente del directorio de Lifan Industry Group; Enrique Iglesias, ex presidente del BID, entre otros. El canciller uruguayo consideró que “China se ha vuelto primer socio comercial de muchas economías latinoamericanas y Caribe” y destacó que el país asiático es el principal socio comercial. Asimismo, remarcó la necesidad de avanzar en la firma de un Tratado de Libre Comercio (TLC) con China. Como estrategia, Nin Novoa hizo referencia a seguir trabajando en una relación estratégica integral

con China, con foco en los productos de calidad, con estándares de producción y seguridad alimentaria. Segunda plenaria La temática de esta plenaria fue el desarrollo y cooperación en infraestructura entre China y América Latina y Caribe. El ministro de Economía y Finanzas uruguayo, Danilo Astori, remarcó la importancia de cooperación o coparticipación público y privada ante la posibilidad de financiar proyectos. La agencia EFE hizo foco en la segunda plenaria, obteniendo así una amplia cobertura en países como Colombia, México, España, entre otros.

Durante los días de la cumbre (30-Nov al 2-Dic) se realizaron 3.300 menciones al hashtag #ChinaLAC2017, que era el oficial del evento. Junto a las 342 menciones al hashtag #ChinaLAC y 534 menciones a las palabras “China-LAC”, suma un total de 4.176 menciones a la cumbre. Hay que tener en cuenta que todas las cuentas que son privadas, a las cuales no tenemos acceso, quedan fuera de este conteo. Desde el 13-Nov hasta el 12-Dic de 2017, se registraron 4.288 menciones a #ChinaLAC2017, 600 a #ChinaLAC y 1.059 a “China-LAC”, lo que suma un total de 5.947 menciones.

La estrategia llevada adelante durante el 2017 contó con 3 ejes principales:

Planificación de acuerdo a agenda del evento y ejes temáticos.

Planificación y trabajo previo con multiplicadores (empresas participantes en el evento, BID,

speakers, etc.)

Diseño de placas específicas según públicos objetivos y actividades.
