    To address the lack of modern tools in the

    food processing industry in Bohol, the De-

    partment of Trade and Industry (DTI)

    turned over P3M worth of food processing

    equipment to Calamay processors in Al-

    burquerque and Jagna, banana proces-

    sors from Sevilla, Anda, Balilihan and Ma-

    ribojoc on August 30 under the Shared

    Service Facility (SSF) Program.

    This move is in line with the call of Presi-

    dent Aquino for all sectors of the economy

    to be part of the countrys inclusive

    growth.

    The DTI saw the need to address the mar-

    kets stringent requirements for food safety

    and quality and increase the competitive-

    ness of MSMEs in Central Visayas through

    the Shared Service Facility Program.

    SSFs aim to provide local MSMEs com-

    mon service facilities, modern equipment

    and access to the latest technology.

    With MSMEs constituting around 99% of

    the total business enterprises in the region

    most of which lack the needed facilities,

    SSFs play a vital role in MSMEs comply-

    ing with the product quality standard that

    the market demands.

    A total of Php 29.584 Million funds have

    been allocated by the government this

    year for the establishment of SSFs.

    The SSF project of DTI is aimed atimproving the quality andproductivity of entrepreneurs byaddressing the gaps andbottlenecks in the value chain ofpriority industry clusters through theprovision of processing machines/equipment/tools for the common useof the identified beneficiaries.

    Mainly, the SSF project has twomajor objectives, namely: toenhance the competitiveness of thepriority industry clusters through the

    use of quality and productivityenhancing machinery andequipment; and, to develop priorityand market-driven industries insupport to the National IndustryCluster Capacity EnhancementProject (Niccep).

    In the 3rd quarter, shared servicefacilities for woodworking, bayongproduction and food labelling werelaunched in Siquijor.

    DTI, through the SSF program, aims toprovide the micro, small and mediumentrepreneurs (MSMEs) better andnew technologies and equipment.

    This is to improve the quality of goodsand productivity, thus, increasing thecompetitiveness of MSMEs andhelping them graduate into the next

    level where they can tap a better andwider market and be integrated in theglobal supply chain.

    Co-operators of the shared servicefacilities signed a memorandum ofagreement during the official openingof the Sandugo Trade Expo at theIsland City Mall, Tagbilaran City in Julythis year.

    The Department of Trade anIndustry in cooperation witDeutsch Gesellschaft fur Intenationale Zusammenarbeit Promotion of Green Econom

    Development (GIZ-ProGED

    and the Bohol Provincial Government held a Forum for LocGovernment Unit Officials othe Promotion of Green Economic Development on July 2at the Metro Centre Hotel, Tagbilaran City.

    ProGED is a developmencooperation project betweeDTI and GIZ, the objective owhich is to help address thneed of greening the Philippineconomy toward sustainabdevelopment and growth. Specifically, the ProGED programenvisions to improve the competitiveness of MSMEs in thtourism sector and to encouage them to support sustainable tourism as a strategy foeconomic development.

    ProGED recognizes the criticrole of LGUs in tourism deveopment. By identifying locaopportunities for green invesments and passing local pocies and ordinances, LGUs caencourage a shift towards sustainable tourism activities anpractices that would help improve the competitiveness olocal tourism destinations anenterprises.

    This forum was a key vehiclfor collaboration to put forwarstrategies and objectives tpromote Green Economic Development (ProGED) in thProvince of Bohol.

    Health and Wellness Coun-

    cil was formed to implement

    action plans and motivate

    the stakeholders in upping

    their involvement with this

    project.

    The Health and Wellness

    value chain began to take

    shape in 2008 using the

    Value links methodology, a

    systematic and systemic

    approach to enhancing the

    competitiveness of value

    chains and fostering pro-

    poor growth. It was intro-

    duced by then German

    Technical Cooperation

    (GTZ) now GIZ.

    The objectives of the said

    planning workshop was to

    8 at Harold's Hotel Cebu City.

    Companies in the province par-

    ticipated in a series of focused

    group discussions to create an

    action plan in developing the

    sector. Government agencies

    and other institutions supporting

    the sector were also present dur-

    ing the activity.

    To recall, the groups arrived on

    the Strategic Objective of offering

    light medical, dental and well-

    ness tour packages, primarily to

    the Overseas Filipinos, through

    product and market development

    and group discussions. With this

    core guiding principle, the Cebu

    validate upgrading strategies

    and activities of the Health and

    Wellness Tourism Value Chain

    of Cebu. Next is to present the

    environmental hotspots and

    proposed work packages to

    address them and finally, to

    prepare the greening action

    plan of the Health and Well-

    ness Tourism Value Chain.

    Most of the participants in the

    planning workshops joined in

    the discussion of different key

    functional groups namely

    transportation group, tour op-

    erators, restaurants, SPA and

    massage centers, clinic opera-

    tors, etc. The companies who

    shared their greening practicesare BE, Plantation Bay, Na-

    ture's Legacy, and Perpetual

    Four Boholano firms participated in this years Sikat Pi-noy National Handicraft Fair last September 19-23 at the

    Mega Trade Hall, SM Megamall, Mandaluyong City.

    P1 Handicraft of Inabanga, Prime of Asia Handicraft of Tubigon, Co-Nature Handicrafts of Cortes and Crissander Enterprises of Lobocjoined the trade fair along with other fair exhibitors from all over thePhilippines during a five-day marketing event to market-test new prod-ucts made after a series of product development activities conductedby the Department of Trade and Industry through the Product Devel-

    opment and Design Center of the Philippines.

    The same product development program was carried out in part-

    nership with the Bohol Island State University Bachelor of Arts in

    Industrial Design students. Products such as bags, lamps, frames,

    pouches, purses, earrings, bangles, rolls, and placemats made of

    raffia, abaca, coco shell, wood beads, bamboo cuts, shells and

    other indigenous materials were exhibited during the activity.

    A financing forum was organized as part of the

    SME Roving Academy.

    The SME Roving

    Academy was formallylaunched in Bohol.

    A forum for Local Government Unit Ocials on the Pro-

    moon of Green Economic Development was held on July

    25 at the Metro Centre Hotel, Tagbilaran City.

    The Diskwento Caravan pools manufacturers to sell their products atdiscounted prices to provide consumers with some respite from rising

    prices

    Started in 2008, Diskwento Caravan is one of the flagship projects

    of DTI that aims to provide non-wage benefits for wage earners

    and employees.

    Diskwento Caravan offers basic products such as bread, sardines,

    cooking oil, processed meat, detergent bars, notebooks, pad pa-

    pers, pencils, pens, crayolas, scissors, school bags and uniforms,

    shoes, among others that their manufacturers sell at discounted

    prices.

    The caravan is hosted at city or municipal halls, or gyms under the

    supervision of the mayors.

    Apart from the opportunity to avail of low-

    priced items, consumersalso enjoy the perks of being able to take part in side activities

    conducted for the purpose of boosting awareness on consumer

    rights and give participating distributors a chance to promote their

    respective products through fun and games.

    Not only do consumers enjoy goods at discounted prices, school

    age children are also treated to a free haircut courtesy of the pro-

    vincial Infantry Brigade .

    A simultaneous launching of the SME Roving

    Academy and MOA signing for the Shared

    Service Facilities (SSF) projects of DTI formed

    part of the opening program of the SandugoTrade Expo in Bohol.

    Now on its 8th year as a regional trade fair, the

    Sandugo Trade Expo has established name

    recall among buyers and visitors all over the

    country.

    This years exhibit featured timeless interpreta-

    tions of locally made products focusing on

    heritage, culture and environment protection

    through ecologically-friendly, sustainable and

    indigenous materials.

    Entrepreneurs in the Visayas went green when

    they opened the Trade Expo last July.

    More specifically, products that were exhibited

    range from furnishings and fixtures to weara-

    bles, and fashion accessories, as well as fresh

    and processed food; that are appropriate to the

    requirements of the tourism sector.

    Exhibitors to the fair were SMEs from all over

    Central Visayas as well as from neighboring

    provinces in Visayas and Mindanao.

    The co-operators mapped

    a plan to move forwardtowards a green inclusive

    economic development in

    Cebu and Bohol, looking

    at the competitiveness of

    enterprises in the tourism

    sector and strength and

    ability of government

    agencies, business organ-

    izations and development

    organizations to support

    the enterprises.

    The MRM was not only a

    venue for project imple-

    menters and beneficiaries

    to discuss common goals

    and aims, clarify how to go

    about achieving them,

    identify whom to work with

    and organize the proper

    structure to achieve com-

    mon goals.

    The activity was also a

    venue to understand more

    the importance of micro,

    small and medium enter-

    prises in the economic

    development of the coun-try, how these MSMEs

    can be enhanced by

    adopting climate smart

    and environment friendly

    practices and what push,

    pull and enabling strate-

    gies the support institu-

    tions can employ to facili-

    tate the adoption of green-

    ing strategies.

    With the two day training, DTI

    anticipates the participating

    LGUs to have their front-liners

    trained and equipped to effec-

    tively and efficiently deliver their

    services to clients, Arbon said.

    BPLS Streamlining Project and

    BPLS Status of Implementation

    in the province of Bohol was

    also presented by DTI Bohol to

    give the participants an update

    of the program and the next

    steps especially to the 2013

    target LGUs for BPLS stream-

    Go green. Buy local.

    This is the theme of the recently concluded tradeshow in Region 7, the Sandugo Trade Expo, whichwas held in Tagbilaran City, Bohol from 24-28 July2013.

    Over the years, the Sandugo Trade Fair has beenthe venue for the promotion of products of severalMSMEs from the Visayas and even from the Min-danao regions.

    Historically, the fair started as a provincial market-ing event in Bohol, but eventually it grew into aregional fair in 2006. Since it started in 1989, theSandugo Fair has gained the interest of buyers

    and institutions because of the wide variety ofproducts and services that it offers.

    Traditionally, the Sandugo fair is the venue to mar-ket-test products made by SMEs in Central Visa-yas after undergoing careful product developmentprocess. Being an annual marketing event forRegion 7, it has been the medium by which DTIshowcases the tangible results of its achievementsfor the past year.

    But while majority of showcased items in the pastwere intended mostly for the export market, theDTI looked into the prospects of the domestic tour-ism market as an opportunity for MSMEs to sell orpromote their products in this years trade event.And while continuing to develop and promote localsupply, DTI focused more on the greens.

    But why green?

    The DTI and German technical partner GIZ sharea common goal of helping address the emergentneed of greening the Philippine economy to con-tribute to poverty reduction and inclusive growth.

    With this in mind, Sandugo Trade Expo 2013 gavemore credit to goods and services resulting fromgreen innovations- handcrafted eco-friendly prod-ucts, highly-efficient green technologies and sys-tems as shown in e-trikes, e-bikes, bionas - allexhibited by SMEs from Cebu, Bohol, NegrosOriental, Siquijor, Leyte and Iloilo.

    The direct outcomes resulting from the event maynot be felt this early yet, but things have begun tofall into their place.

    In Bohol, local perspectives on the use and application of cost-efficient green technolo-gies and systems have started to improve. Sales negotiations are currently ongoing be-tween local distributors and suppliers of electric transport systems and bionas.

    And speaking of sales, this years figures are far better than the past.

    With total regional target of P15.0M in sales, the consolidated figures as of July 30, 2013exceeded the regional target by almost 30%, broken down as follows:

    The trade expo has definitely grown bigger and better in 2013 as excellent sales resultsand customer traffic prove. What is even better is that more locals are now open to greenpractices and initiatives of the DTI and GIZ.

    The Consumer Watch-Bohol, Inc. in partnership with the Departmentof Trade and Industry Bohol Provincial Office (DTI-Bohol) jointlyconducted a half day seminar on Consumer Education and Aware-ness in Catarman, Dauis, Bohol on Septemer 14, 2013.

    The activity was designed to create awareness on consumer rightsand responsibilities as well as on the quality of the product and ser-vicesavailable in the market.

    Mr. Miguel C. Abuyabor of DTI gave a lecture on Consumer Rightsand Responsibilities and other Fair Trade Laws while Mark Reformi-na did a short briefing on CWBIs advocacy on consumer educationand protection.

    A total of fifty residents of Catarman, Dauis, Bohol, mostly women

    attended the seminar. They profoundly expressed their thanksto CWBI and DTI for organizing the activity and choosing their

    place as venue.

    In his message to the participants, Jose D. Hibaya, Chief of theDTI Consumer Welfare and Business Regulation Division saidAs advocates of consumer protection and empowerment, thegroup can help us out in cultivating this particular mandate, andDTI is indeed thankful and appreciative of their actions.

    Priority sectorsare chosen by the DTI Region 7 based on

    their economic and social impact.

    Considering that the present administration emphasizes inclusivegrowth, more focus is given to industries that are able to generatehigh employment and significantly reduce poverty in the country.

    This year, priority industries in Central Visayas include: health andwellness; furniture; gifts, decors, housewares; fashion accessories;Information and Communications Technology (ICT) / BusinessProcess Outsourcing (BPO).

    Region 7 has benefited from the positive reviews and good ratingsgiven to the Philippines by various international organizations andrating agencies.

    Investors remain bullish on the regions IT/BPO and tourism indus-

    tries. The inclusion of Cebu City in Tholons list of top outsourcingdestinations in 2012 gave Central Visayas an advantage in pro-moting the area as site for increased IT/BPO investments.

    The continued revitalization of the manufacturing sector whichinclude the GDH, furniture, fashion accessories has brought closerthe realization of the regions goal of inclusive growth as the sectortends to generate plentiful jobs that do not necessarily require col-lege degrees

    ICT / BPOThe information and communicationtechnology (ICT) and business pro-cess outsourcing (BPO) continue togain ground in Central Visayas re-gion.

    The Regional Development Council(RDC) in Central Visayas reportedthat the region generated US$516million (about P21.67 billion at P42 tothe dollar) in revenues in 2012 from

    the ICT and BPO industries. Thisfigure represents a 12 percent in-crease compared to the 2011 reve-nue.

    Cebu is currently the countrys IThub outside of Manila particularly forsoftware and e-services. The follow-ing are the 4 dominant subsectors:a) software; b) IT-enabled services; c) internet caf; and d) hardware.

    Skilled Manpower is provided by Cebus 8 universities and over 35Colleges that offer IT courses.

    According to the Regional Development Council (RDC) report, 17new foreign BPO companies opened in Cebu in 2012. Tholonsranked Cebu as among the top 10 outsourcing destinations in the

    world.

    In 2013, Dumaguete in Negros Oriental continues to leverage its sta-tus as a University Town. Colleges and universities in DumagueteCity have been quick to adapt to the needs of the BPO industry.Negros Oriental has attracted well-known companies such as SPIGlobal, TeleTech and Qualfon.

    In the region, the ICT and BPO industry has over 100,000 employees.

    Gifts, Decors &HousewaresGifts, Decors and Housewares(GDH) manufacturers in CentralVisayas have significantly contrib-uted to the countrys export perfor-mance. Cebu in particular is oneof the major manufacturing centers

    for gifts, decors and housewareitems aside from Metro Manila andother parts of Luzon.

    Exporters regularly source productsfrom manufacturers in the otherprovinces of the region like Bohol,Negros Oriental and Siquijor.There is also a strong base of sub-contractors in the province of Cebu.

    Basketware is the single highestearner of the export industry in2011.

    There are around 5,000 producersof basketware in the Philippines

    with 40,000 direct and 1 millionindirect workers.

    Fashion AccessoriesThe costume jewelry in Central Visayas is one of the industries that is

    highly acclaimed for itsquality, design and inno-vative use of naturalmaterials.

    Our manufacturers havean excellent reputation

    when it comes to workingwith natural materials likepaper, shell, horn andwood, which are used indifferent ways unique tothe Philippines. We alsohave access to abundantnatural materials andlarge supply of skilledlaborers.

    Cebu has achievedworldwide reputation asa supplier of shells, lead-ing to the development ofnumerous products using

    seashells and other ma-terials found naturally inthe Philippines.

    Cebu costume jewelrynow finds its presence inmajor department storesabroad such as Marks

    and Spencer, Delange, Debenhams, Target, Nordstorm, Top Shop andJC Penny, among others.

    FurnitureThere are 117 furniture manufacturers and exporters in Region7. Forty percent (40%) of furni-ture manufacturers and export-ers are small enterprises, while48% are medium sized. Only12% can be classified as large-scale.

    The Cebu furniture industrygenerated export sales ofUS$91,134,618 in 2012 (source:NSO and processed by BETP-EDP). Cebu contributes approxi-mately 60% of the total Philip-pine furniture exports.

    Hailed as the furniture capital ofthe Philippines, Cebu lives up toits reputation as it steadily en-joys a substantial percentageshare of the country's furnitureexport sales, which is over 60percent of the total annual fig-ures, yet Cebu manufacturerscomprise only 20 percent of theentire Philippine furniture indus-try.

    Already noted for very gooddesigns and excellent crafts-manship, the Cebu furnitureindustry gears towards the di-rection of product development to further keep its edge over itsAsian neighbors. The scarcity of raw materials has pushed thevery talented Cebuano furniture designers into creating beautifulfurniture made from combinations of traditional and indigenousmaterials such as sea grass, abaca (Manila hemp), arorog, andbutay (coconut twig) mixed with wood, bamboo, rattan, stoneand wrought iron.

    To date , the Philippine furniture products with Cebu as its big-gest contributor, are exported to the US and the remaining 30%distributed to the European, Middle Eastern and Asian Markets.

    Growth ProspectsGrowth prospects of the regional economy continued to anchoron the following top performing industries: ICT /BPO, knowledgeProcess Outsourcing and tourism.

    DTI 7 is optimistic that the export industry, which used to be oneof the growth drivers of the regional economy, will come outstronger this year as it takes advantage of the expected marketrecovery and opportunities from new markets in Asia.

    Complementing the recovery of the export industry would be therevitalization of the manufacturing industry, which is seen tofacilitate the realization of the regions goal for more inclusiveeconomic growth.
