JPA sponsors ~1000 new students every year for graduate and post graduate studies. Total budget spend on

scholarship runs into hundreds of millions of dollars. Students taking the scholarship are bonded for a few years –

students are expected to complete X years in civil service. If any student is not offered a civil service job within a

year, the student is free of the bond and can find employment in private sector.

Primary concerns:

1. Students drop out of the studies before completion.

2. Students stop attending the course without informing JPA; JPA keeps on paying the tuition fees to the school.

3. Students do not find jobs in civil service when they come back (not enough jobs or jobs available are not related to the

skillset of the student – supply-demand gap).

Business Driver

Expected Outcome

If JPA could understand the demand – the vacant positions and the skills required – for the next few years, JPA

could target sponsoring only relevant courses (optimize the supply).

A- If JPA could analyze the applicants better through personality tests, family background and other soft factors,

JPA would be able to predict which applicants are:

1. A bad fit for the course they applied.

2. Will not be able to complete the studies due to personality or family concerns.

3. Will break the bond on return due to personality mismatch or unable to find job on return.

B- If JPA could maintain the relationship with the students during their time overseas, the students will remain

motivated about public sector and would be excited to join when they return. JPA could manage their placements

well in advance against soon-to-open vacancies.

C- JPA will be able to get better ROI on scholarship investment. Demand-supply gap will close resulting in more

efficient government service. There will be higher satisfaction with civil service management and will avoid bad PR

due to lawsuits that follow after students break bond.
