Preface from the Rector

Welcome to the Kigali Institute of Education prospectus for the 2011/2012 academic year. Kigali Institute of Education is the apex in-stitution in teacher education with academic quality responsibility over affiliated Colleges of Education and Teacher Training Colleges. This prospectus provides fundamental infor-mation on our programmes of study, and re-quirements and is a mix of useful general in-formation about the institution, fees structures, as well as support available to students and staff.

KIE was established with the intention of posi-tively changing the landscape of human re-source development especially in the educa-tion profession. The focus on the education of quality and adequate teachers can never be

overstated in any nation that has development as its core driving force in ensuring quality life for its people. To de-liver on its mandate, KIE has been lucky to have highly experienced and committed Board of Directors, competent academic, technical and administrative staff. The institutional philosophy is education for excellence and to actual-ize this distinction is a commitment to scholarship, adoption of best practices in the learning and teaching for the twenty-first century and beyond. We are institution that is continuously enhancing facilities and the general campus environment for quality and lasting experience for all those who desire to make their future bright today and not tomorrow.

The purpose of this prospectus is to give prospective students a chance to experience what an exciting, creative and innovative learning is in an institution that believes in the holistic actualisation of the human potential. You are all welcome to interact with committed academics, administrative and technical and other support staff. The experience of KIE will linger forever and will be life changing in a positive manner. Come and enjoy quality education as you engage in community to make a difference not only in your professional calling but also in our society in general. It can only be now and not tomorrow.

A Message from the Vice Rector Academic

I wish to warmly welcome students, staff and all readers to this KIE prospectus 2011-2012. I take this opportunity to give you a brief overview of KIE academic programmes. KIE offers Diplomas, Bachelors, Postgraduate Certificates, Postgraduate Diplomas and Masters programmes to students from Rwanda, the region and all over the world. KIE programmes are focused on teacher education and are organized through various modes: day, evening, weekend and distance. This variety of learning modes provides flexibility to access KIE programmes and help people get qualifications that will help them develop or change their career.

KIE has four Faculties namely Education, Science, Arts and Languages as well as Social Sciences and Business Studies. It has also established three Centres

and one School: Centre for Academic Practice and Development, Centre for Open, Distance and E-Learning, Centre for Gender, Culture and development and, School of Postgraduate Studies and Research. It furthermore hosts a Confucius Institute and a Resource Learning Centre where there is a wide range of inclusive education services for disabled students.Thank you for your interest in the programmes offered at Kigali Institute of Education.

Kigali Institute of Education at a glance

KIE profile

Kigali Institute of Education (KIE) is a public institu-tion of higher learning in Rwanda, which was founded in 1999 and legally established under KIE statute law n° 49/2001 of 27/12/2001; while the KIE structure, or-ganization and functioning is determined by the law n° 20/2008 of 18/07/2008. The establishment and opera-tion of KIE was made possible by combined efforts of the Rwandan Government as major stakeholder, and assistance from various donors including the World Bank, African Development Bank, Swiss Co-operation, Belgian Co-operation, DFID, USAID, UNESCO, Ger-man Cooperation , the French Cooperation and the Netherlands.

In its thriteen years of existence, KIE has made signifi-cant strides. It has evolved into a dual mode institution offering distance and pre-service programmes in vari-ous disciplinary areas ranging from diploma to honours degree. At Postgraduate level, a Postgraduate Cer-tificate in Learning and Teaching in Higher Education (PGC LT HE), a MSc/MRes in Social and Educational Research Methods and a MSoc Sci in Gender and De-velopment have been on offer. With the academic year 2011-2012, KIE is going to start the offering of a Post-graduate Diplama in Education (PGDE) and a Master of Education (M.Ed) in Curriculum and Instruction. In partnership with Pan African Tele Education (funded by the government of India), KIE offers programme that range from certificate to PhD.

KIE has the objective to offer high level teaching in various fields and in technology and conduct research in various matters as well to help the population solve their problems.

Admission Policy

Kigali Institute of Education operates its Admission Pol-icy in line with the Institute Equality and Diversity Pol-icy. This Admission Policy applies to all programmes validated by the Institute wherever they are delivered and includes those delivered by the Rwanda Teacher College.

No applicant will be unreasonably refused admission other than on academic grounds or fitness for the pro-gramme.

This Policy sets out the academic, medical (physical and mental) and moral criteria for admission to the In-stitute and the specific requirements for different diplo-ma and degree programmes.

KIE admits Government sponsored and self- spon-sored students.

To gain admission to KIE such students have to meet any specific requirement laid down by the programme

they are intending to study including medical and moral ones.

Academic Requirements

The general academic requirements for admission to KIE are set out in the General Academic Regulations approved ( and from time to time amended) by the Sen-ate and adopted by the Board of Directors. They require that students have passed the national examinations or their equivalent at the minimum level for entry to higher education as set down by the Gov-ernment of Rwanda for admission to an undergraduate programme.

For admission to any Master’s degree programme, the candidate should normally have a second class honours upper division degree (distinction) awarded by KIE or equivalent from an accredited Institution of Higher Learning.

Moral Requirements

Before registration as a student at KIE, candidates will have to submit a certificate of police clearance. Crimi-nal conviction may not preclude admission but convic-tion or caution for a major criminal offence (all offences other than minor road traffic offences) will preclude admission for training to teach, to train as a tutor in a teacher training college or for the Police. All students admitted for training as teachers, tutors or for the police force will, in addition, have to meet any moral require-ments set out by the Ministry of Education for serving Teachers and the Rwanda National Police for serv-ing Police Officers. Any student, who is found to have willfully deceived the institution as to their criminal re-quired, may be permanently excluded from KIE.

Medical Requirements

Before registration for any programme of study, proof of medical fitness to study from a registered medi-cal practitioner is required. Those registering to take teacher training or college tutor training will additionally have to under go a medical examination by the KIE doctor. The medical examination will determine the ap-plicants’ physical and mental suitability for teaching. They will additionally have to meet any requirements laid down by the Ministry of Education with respect to the medical requirements for serving Teachers/College Tutors. Those registering to take the degree in Profes-sional Policing will be required to pass the medical test carried out by the police. Any student on a programme of study who after registration is found to be medically unfit to pursue that programme of study will be required to withdraw. The Institute, will where appropriate, make every effort possible to find for a student a place on an alternative programme whose medical fitness require-ments they meet.

High Educational Council recommends that public High Learning Institutions should be guided by the following principles in determining which courses to offer:1. There should be a minimum of 15 students enrolled

in an undergraduate course in order for it to be of-fered in a particular semester;

2. It should be understood that the government will not sponsor students majoring in non priority ar-eas;

3. Any undergraduate course that does not make (have at least 15 students enrolled) for four con-secutive semesters, should be phased out (re-moved from the catalogue/prospectus);

4. There should be a minimum of 8 students enrolled in a post-graduate program unless the program is sponsored from grant funds and the lower numbers are agreed with the sponsors.

A message from the Dean

The Faculty of Education provides general and spe-cialized professional modules in education for teacher status qualifications. More specifically, it offers a pro-gramme leading to the award of the degree of Bachelor of Education (B.Ed) (Hons) Primary Teacher Education in various subjects. In this line, students will be award-ed a Bachelor’s of Education Degree in Foundations of Education as well as in Mathematics, Integrated Sciences, Languages, Social Studies and Entrepre-neurship. Graduates from these various pathways are expected to teach in Primary Teacher Training Col-leges. The Faculty started to offer in 2011 a Bachelor’s of Education Degree in Foundations of Education to evening students.

In addition, the Faculty is offering professional knowl-edge and skills to the students following the Bachelor

of Education programme in various subjects taught in secondary schools. Such students will be awarded a Bachelor’s of Education Degree in their named sub-jects from Science, Arts & Languages, Social Sciences and Humanities. Graduates from these various path-ways are not only specialists in a named subject, but also specialists and professionals in the teaching of the subject.

The Faculty also offers Diploma in Education through Distance Training Programme and Colleges of Educa-tion in the areas of Science, Languages and Social Sci-ences.

Recently, the Faculty launched new programmes namely: Continuing Professional Development Diplo-ma in Special Needs Education and Postgraduate Di-ploma in Education.

The Faculty intend to launch the following new Pro-grammes: Bachelor of Education (Hons) Early Child-hood Education as well as Master of Education in Cur-riculum and Instructions.

To run these programmes, the Faculty relies on 4 De-partments namely Educational Foundations and Man-agement, Educational Psychology, Curriculum and Teaching and Primary Education.

Prof Joseph Gahama Ag. Dean Faculty of Social Sciences and Business Studies

Since its establishment in 2007, the Faculty of Social Sciences and Business Studies, at Kigali Institute of Education (KIE), has sought to provide quality education in teacher education and social sciences, and to promote the development of a well rounded and qualified scholar and teacher. Over the years, the Faculty has expanded tre-mendously and is made up an amazing commu-nity of staff and students who are highly inquisitive about the world around them. In social sciences, we learn about what makes society and the world

function and how new knowledge and innovation can make a difference. The Faculty has continuously committed itself to suit diverse student needs in a rapidly changing and growing regional economy and now hosts a total of three departments, viz, Economics and Business Studies, Social Sciences, and Profes-sional Police Studies. The education offered by the Faculty today is extremely diverse. Not only is the regular (day) program growing from strength to strength, but also pioneered the Evening classes – a practice that is quickly being adopted throughout the Institute. The Faculty of Social Sci-ences has established itself as a trial- blazer in the arena of teacher education. Not only the Faculty has strengthened the traditional areas of teaching such as Economics, Business Studies, History, and Geography, but it continuously reviews the curriculum to accommodate the challenges of the new millennium courses such as Entrepreneur-ship and Gender issues among others. All these have projected the Faculty forward into the inter-national arena, and continue to attract some of the nation’s best and maintain a diverse student body with greater degree of gender balance.

The School of Postgraduate Studies and Research ac-tually offers a Masters’ Programme in Social Science (Gender Culture and Development Studies) for the award of Master of Social Science (MSocSci) in Gen-der and Development. This program was approved by both the National Council for Higher Education and the cabinet in 2010 and has ever since admitted an average of 40 students each academic year. In addi-tion, the Postgraduate Diploma has been introduced in the academic year 2011-2012. In the coming academic year 2012-2013, a Master of Education (M.Ed) in Cur-riculum and Instructions, is expected to kick off.

Besides KIE-based programs, our collaboration with Four Indian Universities and UNISA (in South Africa) has lead to the registration of postgraduate students every year in varying academic disciplines, ranging from certificate to PhD. Our Tele-Education of the Pan African e-Network Project for alone, hosts over 287 post-graduate students since 26 February 2009, and includes: MBA in International Business; Masters of Science in Information Technology; MBA in Human Resource and Marketing; Master of Tourism Manage-ment; Master in Finance and Control; Post Graduate Diploma in Information Technology; along with two Bachelor degrees and two diploma programs awarded by the Indian Universities.

The School of Postgraduate Studies was established in 2007. The first batch of students was admitted for masters of “Social and Educational Research Meth-ods”, with the support of the British Council. During the graduation held in March 2009 successful candidates were conferred MRes and MSc degrees, postgraduate diplomas and certificates in the discipline.

Distinguished educationists including Professors, As-sociate Professors and Lecturers from KIE, and Higher Learning Institutions were admitted last year to the inau-gural training programme of “Postgraduate Certificate in Learning and Teaching in Higher Education (PGC LT HE)”. Successful candidates have ever since received their certificates during the last graduation ceremonies of December 2009 and 2010 respectively.

Directorate of Academic Quality


Dr André Muhirwa, the Director

In order to respond to the needs of the nation with re-gard to strengthening the institutional and structural capacity for improving teacher quality in primary and secondary schools in Rwanda, the Directorate of Ac-ademic Quality was established in August 2006 with the following key role: to oversee the academic quality, standards and enhancement in order to ensure the In-stitute achieves excellence in its academic programmes

and teaching-learning processes; to minimize the risk of non-compliance with the National requirements; to enable students to receive education of an internation-ally high quality and standards; and to respond to the needs of the educational system for high-quality knowl-edge transfer, including continuing professional devel-opment and consultancy.

Since its establishment until today, among other im-portant activities, the Directorate of Academic Quality coordinated mainly all the process of validation and ap-proval of all the programmes; the review and restruc-turing of all KIE teacher education programmes; the development of academic programmes which reflect the best practices in teacher education; and, the re-view, development and consolidation of academic re-lated policies, regulations and procedures. For a better future of Kigali Institute of Education and the nation, the Directorate is committed to continue to develop, implement quality related policies and proce-dures; to ensure compliance with internal and external academic requirements; to oversee programmes and modules approval and review process; and to provide advice to academic and support staff with respect to academic quality requirements.

The mandate of the Office of the Academic Registrar is to recruit candidates for Diploma, Degree and Post-graduate programmes at Kigali Institute of Education and to support the Institute’s mission of training quali-fied teachers by providing high quality services to stu-dents, faculties, administrators, alumni and the com-munity in general.In addition to assisting the candidates in their different queries, the admissions section of the Academic Reg-istrar’s Office receives and evaluates the applications to Diploma, Degree and Postgraduate programmes be-fore the candidates are registered as KIE students.

Services rendered by the Office The Office of the Academic Registrar at KIE has many duties and responsibilities among which is to:ensure the implementation of the KIE Academic Regu-lations and advice the Vice-Rector Academic and the Chairs of all Academic Committees on the interpreta-tion of the Institution’s Academic Regulations;ensure all the academic matters; establish the academic calendar;manage the procedures and processes for the admis-sion, registrations, assessment and graduation of all KIE students and affiliated Colleges of Education;assist the Board of Directors, Senate and Executive Council in their governance functions;participate in the Academic Quality Committee, Aca-demic Policy and Planning Committee, Finance Com-mittee and Estate Subcommittee.

KIE students’ population is constituted by:

Fulltime students pursuing the campus-based training leading to Bachelor of Education (Hons) Named sub-ject (Secondary)

The population of pre-service students has grown from 300 (Academic Year 1999) to 4503 (Academic Year 2011-2012).

In-service students

In addition to the pre-service students, KIE enrolled unqualified secondary school teachers on its Distance Training Programme (DTP). The first cohort started in September 2009 and another cohort made started in June 2011. At present, we have 1561 students regis-tered in Level I and 676 students registered in Level II which makes a total of 2237 students enrolled in Dis-tance Training Programme in 2011-2012.

KIE also organizes Evening Programme to reach ser-vice of the community. This category of students (816 students in academic year 2011-2012) is enrolled in the following programmes: Bachelor of Commerce : 507 studentsBachelor of Business Studies in- Accounting and Finance : 72 students- Management : 31 students Bachelor of Office Administration and Management (Hons): 132 students

In this area we deal with institute properties which are faulty such as CPUs, Monitors, UPSes, Printers and other accessories. Such properties are usually brought to our workshop and then they are tested and repaired as they come in and depending on their status. We work closely with the purchasing office in order to get different spare parts needed for replacement. So depending on how they are first determines our job accomplishment.

Network and Communication Channels setup and maintenance:We ensure a high quality and reliable internet connec-tivity, for this purpose we deal with our ISP for reducing bottlenecks and cutoffs. Our target is that any office, any place in KIE has internet facility and access the whole network with the highest bandwidth available. Today the Campus is networked through CAT6 wiring system, but we plan in very near future to increase the accessibility by using a Fiber Optic backbone linking the main blocks all over the Campus.

Development Work and Research:

Since last year – upon recruiting experienced techni-cians – we have embarked in developing software for KIE management, we started a new website, staff management with punctuality system with components like: “annual leave” management and career manage-ment. Integrated databases are being designed for this purpose and could be linked to the academic system management already under testing; a document man-agement system with a communication component is being discussed in a technical team for designing the terms of reference for a tender process.But software development is a huge work and a long process, it is why evident results are not yet seen at a daily basis.

Public Address System:

KIE is benefiting from the facilities offered by new tech-nologies; we assist lecturers in improving the way of teaching by providing Audio and LCD projectors. Con-necting our classrooms offers a new vision in teaching where the lecturers may use direct connection to the network and the internet to enrich the content of his lesson by displaying live/online resources from the in-ternet and the overall network , for example documen-

KIE has 2 hostels that have the capacity of hosting about 740 students. Therefore, many students are ac-commodated outside the Institute.For allocating students in KIE hostels, priority is ac-corded to social cases first and then to finalists as well as girls in first year. Social cases include students that physically or emotionally challenged e.g. students with disabilities, orphans, etc. Kigali Institute of Education is located in a residential area which makes possible for non resident students to get accommodation in the neighbourhood. Rent is sometimes slightly higher outside campus. The Stu-dents Union helps in orienting students on how to get accommodation outside the campus.During the long vacation, student hostels are used to generate income by opening them to the public for hire.

Catering

KIE has a restaurant which is run as a private business. Government sponsored students can subscribe to the system and the Institute assists in deducting payments on their bursary. Non sponsored students have to find their own financial resources to pay beforehand the meals each month.Apart from the restaurant, there is a student canteen which is also run by a private firm on agreement with the Students Union. The canteen supplements the res-taurant in serving both the students and staff commu-nity.Health

The Directorate of Students Services is an office which is in charge of the social life of the students on campus. It serves as a link between students and KIE admin-istration and has an important mission of providing a conducive environment in which learning can best take place. It embraces various activities such as accom-modation, catering, health, counselling, sports, culture, associations and discipline. Accommodation

The Directorate of student services monitors the activities of the Institute Clinic. It ensures that re-quired healthcare services are available and ac-cessible to students.A mutual health insurance has been established so that students can be easily treated and be able to afford pharmaceutical products that are not available at KIE clinic.The students’ mutual health insurance may also be used to purchase other urgent consumables needed at the clinic.

For specialized medication whenever necessary, patients are referred to specialized hospitals like Kibagabaga, CHUK, Muhima and King Fayçal, depending on the type of the medical attention re-quired.

Sports, Culture and Entertainment

Kigali Institute of Education has sports facilities like playgrounds, balls and jerseys for different disciplines like football, basketball, volleyball, handball, rugby, etc. Although these are very few compared to an ever increasing demand, the In-stitute has managed to launch and support some clubs which are doing fairly well in local champi-onships and other facilities can be established as students show interest.Apart from sports, the Institute created a cultural troupe, Inganji and a modern music band which from time to time at various occasions entertain students. Everyday, student enjoys Dstv-Tele 10 full bouquet programs in the TV Hall.

Guidance and Counselling

The office of students’ services offers guidance and counselling help. This service is extremely vital for students as a support to ensure the psy-chosocial well-being required for optimum holistic, living and academic performance. It is run by a committed professional in guidance and counselling who, apart from ordinary social problems on campus, is instrumental in manag-ing trauma cases among students and deals with activities related to HIV and AIDS control.The Students’ Counsellor liaises with those who closely interact with the affected students includ-ing parents, teaching staff and medical doctor in assisting them to manage and resolve their prob-lems.

Discipline

In case of indiscipline, cases can be handled first by the Students Union, then by the Directorate of Students Services and if necessary, complicated cases can be transferred to the Disciplinary Com-mittee.

Associations

Students are organized in general association re-ferred to as Students Union of Kigali Institute of Education. SUKIE Executive Committee is run as a government composed of Guild President, Vice President and a Secretary as well as Commission-ers representing different areas of students’ inter-est in their social and academic life. Members of SUKIE Executive Committee are democratically

elected by students in accordance with the exist-ing guild constitution.Each regular student contributes a certain fee de-termined by the general assembly in order to run the organization. It also gets some support when-ever necessary from the Institute to run its activi-ties. SUKIE plays a significant role in disciplining students, organizing social events as well as talks of general interest to students. The Directorate of Students Services advises modalities of formation of associations or clubs. It also registers clubs to allow them to function

within the Institute. Students are encouraged to join the various clubs or to form new ones in the event that they can cater for both their academic and social welfare. Currently there are 18 regis-tered clubs and associations that fall under the fol-lowing categories: academic, religious, entertain-ment, environment, unity and reconciliation, HIV and AIDS, gender promotion, human rights, first aid, people with disabilities, genocide survivors, non violence, etc.

Centre for Open, Distance and E-Learning (CODEL)


In its mission, the Department of Distance Training Pro-gramme is committed to provide accredited open learn-ing programmes to develop academic and professional skills of unqualified secondary schools teachers using distance learning methods.Also, in its mission KIE has to serve the people every where it operates. The Centre for Open, Distance and E-Learning (CODEL) through 10 DTP centres, local people should benefit from its different activities. Teaching in DTP is based on modular system. Authors of the modules are KIE Lecturers in different Faculties (Arts and Languages, Sciences, Education). Very soon Lecturers in the Faculty of Social Sciences and Busi-ness Studies will be involved in producing modules for distance education.

Editing and layout of modules is ensured by the Materi-als Development Unit.

Currently the Centre is running two cohorts: The first one had 1115 students. Supplementary are over and intake for them is expected beginning September 2011 The intake for the second with 1384 students was or-ganized on July 16th 2011. The Programmes currently offered are:Diploma in Education, Mathematics and Physics with QTS (Upper Basic)Diploma in Education, Biology and Chemistry with QTS (Upper Basic)Diploma in Education, English and French with QTS (Upper Basic)

Tele-Education department is part of the Pan-African e-Network Project; a joint initiative of the Government of India and African Union. Tele-Education learning cen-tre hosted by Kigali Institute of Education was officially inaugurated on 26th February 2009. Rwandan higher education is undergoing a transition period whereby a new approach in teaching and learn-ing at higher education is being introduced and a new partnership between society and higher education in-stitution is being developed.

As a result academic leadership and academic man-agement structures and functions of higher learning institutions are expected to become more professional. Failure to achieve this goal, it will not be possible to achieve our goal: high quality in higher education; and it is well known that no country can dream about devel-opment without quality education. To achieve this goal,

specific investments and actions have to be undertak-en in various areas.

The Centre for Academic Practice and Development was created in October 2008 as a new structure of the former Academic Practice Unit and E-Learning resourc-es and support which was set up in January 2007.

The role of CAPD is to ensure that:

1.Leadership programs

The working environment of organisations is chang-ing at very fast rate. The changes that have occurred in organisations have created new demands for per-formance, and thus made them become learning or-ganisations. For the learning to be effective organisa-tions’ employees need to be updated, empowered and equipped with leadership skills that will enable them to perform with efficiency, effectiveness and professional-ism.

The role of the Unit of Leadership Programmes is to:Develop and administer Leadership programs through various short courses and training programmes. Cur-rently following short courses and training programs are offered:

Postgraduate Certificate in Learning and Teaching in Higher Education (PGC LT HE)

The PGC LT HE is a requirement for all members of staff involved in Learning and Teaching in Institutions of Higher Learning in Rwanda according to the Rwan-dan Qualification Frame Work. The main objective of

PGC LT HE is to empower members of staff involved in Learning and Teaching in Institutions of Higher Learn-ing in Rwanda with knowledge and professional skills required to respond to new demands for teaching and learning quality in higher education.

Pedagogical Training Programme

Enormous changes have occurred in higher education worldwide as a result of two main determinants- glo-balisation and expansion of access. These changes have had implications for curriculum design, develop-ment and delivery including a shift from subject/con-tent-based curriculum to outcomes-based curriculum, a shift from teacher-centred pedagogy to learner-cen-tred pedagogy, and an emphasis on accountability and quality.The main objective of the Pedagogical training is to empower staff with professional skills required in the new teaching and learning process and knowledge de-livery through Modular System.

Introduction and use of online learning material at Kigali Institute of Education

The introduction of Information Communication Tech-nology in the pedagogy of higher education is one of the key changes that have occurred in higher educa-tion curriculum design, development and delivery. The training on introduction and use of online learn-ing material is an intensive four- week training course which is designed to engage lecturers and support staff in theoretical and practical aspects of online learning and teaching materials with a Learning Management System called Moodle.

Customer care training programme

Customer service has been identified by the Govern-ment of Rwanda as one of the biggest challenges hin-

dering business development. To underline its commit-ment to promote customer service among Rwandan Public and Private Institutions, the Government ap-pointed a Commission to steer good customer service practices in the country. In fact, one of the resolutions of the Annual Government Retreat in Kivu Sun Serena in 2009 was customer service. It is in this perspective that KIE through its Centre for Academic Practice and Development developed this program. It is two-week training with a main objective to raise or improve stan-dards in customer service.

Filing and records management training pro-gramme

Over the years, filing and records have been continu-ously claimed an important role in an institution’s exis-tence. Records that are academic, managerial or finan-cial in nature need to be recorded, managed and kept well. Universities like other institutions have increasing-ly been facing a challenge of how to effectively manage their resources and records especially in view of new demands of information literacy.

The main objective of the training on filing and records management aims to empower staff involved in filing and records management including academic librar-ians with knowledge and professional skills in the field

Continuing professional development Diploma (CPD Diploma) in special needs education

This programme intends to develop both theoretical knowledge and practical skills that is required in Edu-cation and related services for people with disabilities and other special Educational needs.

Computer Training programme

This program has two components:Basic Computer SkillsAdvanced/professional Computer Skills is compulsory for all KIE staff involved in teaching and learning.

English Proficiency Programme

The current trend of globalisation, the geopolitical situ-ation of Rwanda, the need to shift from closed econo-my to open economy and other socio-economic factors has compelled Rwanda to review its language policy with an emphasis on English as a medium of communi-cation in different sectors.

English Proficiency Programme aims to equip practitio-ners from public and private sectors with English lan-guage skills that will enable them to perform their du-ties and activities in various areas including business, administration and education.

Within the context of implementing the National policy of using English as a language of instruction, this pro-gram is intended for members Academic Staff who are not proficient in English.The program may be extended to other stakeholders.

Continuing Professional Development in Academic Practice

This program provides deeper understanding of the context of High Education and its implications for Aca-demic practice.It will illuminate various aspects of professionalism in Academic practice and their implications for the roles, focus and future directions for Academic development.- This program includes Training sessions for Academ-

Centre for Gender, Culture and Development (CGCD)

KIE’s Centre for Gender, Culture and Development (CGCD) was established in 2009 to build gender expertise to support the Government of Rwanda’s objective of gender equality and women’s empow-erment as a key strategy for poverty reduction and economic development. In particular the Centre offers postgraduate programs and opportunities for progress in gender research to inform national gender policy and practice. The first Master of So-cial Sciences (MSocSci) in Gender and Develop-ment program began in January 2011 with 45 stu-

dents, and a further 40 gender practitioners were enrolled in the second intake in September.

CGCD also engages in research and development projects, consultancies and knowledge transfer through training programs for government depart-ments and agencies, the private sector and non-government organisations. Public lectures on top-ics related to GCD are also regularly offered.

In addition, KIE has developed partnerships with international and regional universities to facilitate CGCD working together with partner gender and women studies centres on joint research, confer-ences, curriculum development, and staff and stu-dent exchanges

CIKIE has a 360 square meter building housing 2 classrooms, four offices and a library. On the 15th April 2009 CIKIE held a class opening ceremony with 32 learners and CIKIE grand unveiling ceremony was held on the 26th June 2009. CIKIE has a day, evening programmes, weekend and long holidays programme for primary and secondary school pupils.
