US$, 2012) 6.2 (wood, fuel, steel, machinery and equipment, etc) Kon Tum is the most unique province that borders two countries of Laos and Kampuchea. It shares a 281 km-long border with Attapeu Province (142 km) of Laos and Rattanakiri Province (95 km) of Kampuchea to the west, 142 km with Quang Nam Province to the north, 74 km with Quang Ngai Province to the east, and 203 km with Gia Lai Province to the south. Kon Tum belongs to the development triangle of Vietnam – Laos – Kampuchea, and is the entrepôt of the international trading corridor of Myanmar – Northeastern Thailand – Lower Laos. This is the shortest east-west trading corridor via Bo Y International Border Gate (IBG), and is the departure position for Kon Tum to integrate into the region. Bo Y IBG is situated in the key position of coordination strategy which creates equally cooperative and developmental opportunities among ASEAN and the Mekong Subregion countries, linking provinces in the Central Highlands, the Cental Coastline, and the South East of Vietnam with provinces in Southern Laos, Northeast Kampuchea, Thailand, and Myanmar. 1.2 Population 3 (Please see Annex 1: Population of Kon Tum Province, 1995, 2000-2011, page 17) The population stands at 453,200 in 2011 with a population density of 47 inhabitants/km2. The urban and rural population is 156,400 and 296,00 respectively. The natural population growth rate is 18.6‰.

Besides the indigenous minorities (Sedang, Bana, Gie Trieng, Gia Rai, Brau), there are other ethnic groups from the north and the central migrating to Kon Tum after 1975. According to the Population Census on 1/4/2011, there are 22 nationalities living in Kon Tum, of which the ethnic minorities account for 54% of total population.

Climate The climate features the subequatorial tropical monsoon of southern Vietnam but has a tropical highland climate. There are two distinctive seasons: dry and rainy. The rainy season is from April to November, and the dry season from December to March. The average annual rainfall is 2,121 mm, reaching the maximum of 2,260 mm and the minimum of 1,234 mm. The average rainfall in the north is rather high at 2,500–2,900 mm with many places of amazing rainfall such as Dak Man, Muong Hoong, and Ngoc Tem. The rainiest month is August. The prevalent wind direction in the rainy season is southwest; in the dry season it’s northeast. Rains and storms concentrate in September until November with an annual rainfall of 1,747-1,800 mm. Phenonmena of severe floods occur from October to November (an average 10 flooding days a month). Phenonmena of whirlwinds and hails occur in the beginning of rainy season with 2-3 whirlwinds and hails. The annual average temperature is 22oC to 23oC with a daily temperature amplitude of 8-9oC. The highest temperature is 38.7oC, and the lowest 6.8oC. The coldest month is January. No phenonmenon of hoar frost is recorded but frost has occured. The annual average humidity varies from 78 % to 87 %, reaching the highest in August and September (about 90%) and the lowest in March (about 66%). 3 Resources 3.1 Land resources 6 Please see Annex 2: Land use in Kontum, 2011, page 18. The land is divided into five main groups of 17 different kinds. - Alluvial soil: three main kinds of alluvium, spotted alluvium, and spring alluvium. - Grey soil: 2 main kinds of grey soil on acid magma and grey soil on ancient alluvium. - Yellow soil: six main kinds of brownish yellow soil on ancient alluvium, reddish yellow on

acid magma, reddish yellow soil on clay-stone and degenerated stone, reddish yellow oil on weathered basalt stone, light yellow soil on sandstone, and violet brown soil on basalt stone.

- Yellow humus on mountains: five main kinds of light yellow humus, light yellow humus on clay stone and degenerated stone, reddish brown humus on base and neutral magma, yellowish red humus on acid magma.

- Valley soil: one main kind of valley soil. 3.2 Water resources 7 Most of rivers and streams originate from the north and northeast of Kon Tum, which usually have slopes and narrow valleys, including: - Sesan River: formed by two main branches of Poko and Dakbla. The branch of Poko is from

Ngoc Linh Peak, running from the north to south. This branch is supplied by Dakpsy Spring, originating from south of Ngoc Linh Peak at villages of Ngoc Lay, Mang Ri, Dakto. The branch of Dakbla originates from Ngoc Kring.

- Other rivers and springs: the Tra Khuc River originates from the northeast of Kon Tum running to Quang Ngai Province; two rivers of Thu Bon and Vu Gia originate from the north of Kon Tum and run to Quang Nam Province and Da Nang City. The Sa Thay River, originating from Ngoc Rinh Rua Peak, runs from the north to the south and nearly in parallel to the Kampuchean border and pours into the Sesan River. In general, these water resources are suitable for the development of hydropower and irrigation.

- Underground water: the potential and reserves of these resources are at the C2 level: 100 million m3/day. There are nine mineral water sources in Dakto and Kon Plong Districts which can be exploited for refreshing and medicinal purposes.

Kon Tum has 13,400 ha of hydropower lakes and 82 sites that can be used for building medium- and small-size hydropower plants with output ranging from 1 to 70 MW and total capacity is about 600 MW. The Se San River ranks third in Vietnam’s river system to have hydropower potential (after the Da and Dong Nai Rivers) with estimated output of 1,740 MW and 1,450 billion kWh/year. There were 48 planned hydropower plants permitted by the Provincial People’s Committee for investment with total output of 273MW, of which one plant has been completed and integrated to the national power grid at output of 4MW, and there remained four plants with the total output of 11.4 MW. There were 26 works having investment procedures with total output of 309 MW and one work has been completed and integrated to the national grid with an output of 7.5 MW. 3.3 Mineral resources 8 Kon Tum has a very diversified geological structure and minerals because it lies on the Kon Tum Block. There are 21 stratigraphic divisions and 19 magma complexes which have been studied and set up by geologists. There are 49 ores, 31 mines, and many minerals such as iron, chromium, gold, silver, fire-resistant materials, gemstone, semi-precious stone, radio-active metals, rare earth, raw materials for construction material production have been discovered. Some minerals have significance for development of the country’s key industries such as metallurgy (wolfram, molybdenum, iron, aluminum, copper, lead, and zinc) and for the nuclear industry (uranium, thorium, and rare earths). Kon Tum pays attention to the following minerals: - Minerals serving construction material production: comprising clay (making tiles, bricks),

construction sand, pebble, gravel, marble, limestone, granite, pozzolana, etc. - Minerals to produce sound-proof material, insulation material, and environmental treatment

materia such as diatomaceous earth, bentonit, mainly concentrating in Kon Tum City. - Fire-resistant material: silimanit, dolomit, and quazit, mainly concentrating in districts of

Dak Glei, Dak Ha, and Ngoc Hoi. - Burning mineral: peat, mainly concentrating in Kon Tum City, districts of Dak Ha, Dak To. - Ferrous metal, non-ferrous metal, and rare metal: comprising mangan in Dak Ha District; tin,

molybdenum, vonfram, uran, thori, mainly concentrating in districts of Dak To, Dak Glei, Ngoc Hoi, and Konplong; bauxit in Konplong.

- Gemstone: ruby, sapphire, opal, chalcedon in districts of Dak To and Konplong.

3.4 Forest resources 9 Scientists accomplishing the planning and classification of three kinds of forest noted that in 2010 there were 747,000 ha of agricultural land, of which the river head protective forest was about 187,000 ha. Forest coverage was 68%, the highest in the country. Kon Tum forest has many kinds of rare and precious trees such as: - Tropical forest with mixed, large-leafed trees, the typical kind of Kon Tum forest and mainly

growing at a height of 500m, distributing in all districts. - Humid tropical forest: covering most of the province and along river banks. - Subtropical forest: distributing in high mountains. - Dipterocarp forest: (mostly including trees of the dipterocarpaceae family and bushes) at the

districts of Ngoc Hoi and Dak Glei (along the border of Vietnam – Laos – Cambodia).

+ Flora: Kon Tum hosts more than 300 species belonging to over 180 general and more than 75 families of flowering plants. Siginificant quantity of plant families comprises Leguminosae, Dipterocarpaceae, Euphorbiaceae, Anarcardiaceae, Meliaceae. Generally, the flora of Kon Tum is diversified with many different kinds of tropical monsoon forests, distributing at three different belts: 600 m downwards, 600–1,600 m, and over 1,600 m.

Mostly, there is thick forest having two-leaf pine, chestnut, fokienia, rhododendron, etc. At a height of 1,500–1,800m, there is mainly forest of three-leaf pine, chestnut, machilus odoratissmanees, etc. Ngoc Linh Peak in particular has many kinds of precious medicinal herbs such as Ngoc Linh ginseng, codonopsis pilosula, and fallopia multiflora.

+ Fauna is very abundant and diversified with many precious and rare animals. There are 165 species, 40 families, and 13 orders of birds and 88 species, 26 families, and 10 orders of animal, accounting for 88% of wild animals in the Central Highlands. It is noteworthy that herbivorous animals such as elephant, bull, deer, Bosgaurus, Bosjuvanicus appear in the southwest of Kon Tum (Sa Thay District) and Dak To District. In recent years, tigers have appeared in districts of Sa Thay, Dak To, and Konplong. In addition, there are also Malayan sun bear (Helarctos malayanus), tibetan bears (Ursus tibetanus), and wolves in Kon Tum.

3.5 Tourism resources 11 Kon Tum has natural and cultural tourist sites including nationally renowned historical vestiges: the Kon Tum Jail, Dak Glei Jail, Charlie Hill, Dak To - Tan Canh Victory Monument, the Ho Chi Minh Highway; ancient cultural and architecturally-significant buildings such as Wooden Church, Bishop’s Office, and Bac Ai Pagoda. In adequate abundance is beautiful scenery - rivers, lakes, waterfalls, and grandiose mountains. There are valuable nature reserves such as Chu Mom Ray National Park, Ngoc Linh Nature Reserves, Dak Uy Special-use Forest, and the Mang Den Eco-tourist Area (Kong Plong District). Kon Tum has contributed much to the Central Highlands’ gong culture and is where the archaeological site of Lung Leng has recently been discovered. 3.6 Human resources 12 Kon Tum has a young population. There are 234,114 laborers working in various economic sectors in 2009, including 162,470 in agriculture, forestry, and aquaculture. Presently, the human resources could not meet the demands of socio-economic development. The trained labor accounts for only 33 % and the Human Development Index is 0.534, lower than 0.733 of Vietnam.

4 Education and health care 4.1 Education 13 Please see Annex 3: Number of schools, teachers, and pupils of general education, professional secondary school, and college education, page 19. Until 30/9/2011 there are 259 schools of various levels, comprising 14 upper secondary schools, 94 lower secondary schools, 131 primary schools, 10 high schools, 10 basic general school (combination of primary schools with lower secondary schools). In addition, Kon Tum has 108 kindergartens. 4.2 Health Care Please see Annex 4: Health data 2005 – 2011, page 21 According to the statistics on health care, there are 121 medical treatment units beloging to the Department of Health in 2011, including 9 hospitals, 13 regional polyclinics, 97 communal health stations, and 1 functional rehabilitation hospital equipped with 1,770 patients beds. The number of doctor, assistant physician, and nurses is 354, 350, and 694 respectively.

5 Infrastructure 14 5.1 Transportation There are 2,900 km of roads all over the province including 388 km of national highways. Ho Chi Minh Highway and National Road (NR) no. 14 link Kon Tum with other provinces in the Central Highlands and Quang Nam Province. NR no. 24 connects Kon Tum with Quang Ngai Province and Attapu Province, Laos. Other NRs nos 14C and 40 cross Kon Tum. There are 392 km of provincial roads (PR), namely PR nos. 671, 672, 673, 674, 675, 676, 677, 678, and the re-settlement road of Ha Mon. The network of 2,120 kms of district roads basically meet the people’s communication and transport needs. + Railways There is no railway in Kon Tum Province. + Waterways N/A + Airways The airport of Kon Tum has been suspended after 1975. 5.2 Electricity and Water + Electricity Five small- and medium-sized hydropower plants integrate into the national grid. They have total capacity of 80 MW (Dak Rosa, Dak Pone, Dak Ne, and Dak Psy). Upper Kon Tum Hydropower Plant and other small- and medium-sized hydropower plants are under construction. The average capacity per capita is 309kWh/year. One-hundred percent of the communes, towns and wards have electricity. All villages and hamlets are under investment to use electricity, and over 98% of the households are using electricity from the national grid or other kinds of energy. + Water supply Kon Tum City’s water supply network has been upgraded and widened to capacity of 12,000 m3/day. Other water-supply works at district-level are operational. There are many water pumping stations and water tanks to tap underground water, serving these five communes: Ngoc Bay, Dak Cam, Kroong, Kon Dao, and Dak Duc. 5.3 Communications The system has been gradually modernized towards a diversification of quality services. Ninety percent of the communes, wards and towns have post offices or annexes. Regarding telephone availability, there are 201,000 subscribers in the province, accounting for 48 subscribers/100 inhabitants. One-hundred percent of the communes, wards and towns have telephones. District and city centers have broad-band internet with at a density of 2 subscribers/100 inhabitants.

6 Economy 15 The economy has steadily developed at high speed. The annual growth averages 15%, nearly doubling the value of total production in comparison with that of a half decade ago (from 1,300 bil. VND in 2005 to 2,500 bil. VND in 2010). The economic make-up moves towards increasing the industry-construction ratio (increasing from 18% in 2005 to 23% in 2010). The economic growth in 2012 is 13.77%, of which the sectors of agriculture, forestry, and aquaculture; industry and construction, and service increase 7.3%, 17.49%, and 9.88% respectively. The budget revenue reaches 1,632.2 billion VND. The rate of trained labor is 38.2%. About 6,200 jobs are provided to laborers, decreasing the unemployment rate under 5%. The average per-capita GDP is 1,048 US$ (22,12 million VND), and the poverty rate decreases to 22,77%. Kon Tum will promote the development and export of key products such as Ngoc Linh ginseng, sturgeon and salmon, etc. in connection with market searching and expects to attain the budget revenue of 1,830 billion VND and export value of 100 million US$ in 2013.

Land for rubber trees, coffee bushes, and trees for paper pulp continuously widen. Animal husbandry strongly develops. Some businesses producing high-yield animal breeds are operational. Wild animals such as wild boars, porcupines, and turtles are bred, are multiplying, and are profitable at an early stage, opening a new trend for rural development. Some of them are the International Conference linking 8 provinces in the East – West Axis through Bo Y International Border Gate, comprising provinces of Ubon Ratchathani, Sisaket, Yasothon (Thailand), provinces of Champasak, Sekong, and Attapu (Laos), and provinces of Quang Ngai , Binh Dinh (Vietnam) and the in-service united training human resources between the Da Nang University Sub-institute and the Ubon University of Thailand. commemoration of the 50th Anniversary of Vietnam – Laos diplomatic relations (5/9/1962-5/9/2012) and 50th Anniversary of Vietnam – Kampuchea relations (24/6/1962-24/6/2012). Such intervention has produced desired results. Kon Tum has granted investment certificates for 117 projects covering an area of 58.3 ha with a total registered capital of 27,831 billion VND, comprising industry – construction: 21,757 billion VND, agriculture – forestry – aquaculture: 5,717.5, and trade – service: 356.5 billion VND. In the investment promotion conference between Thailand and Vietnam, leaders of 4 northeastern provinces of Thailand and Kon Tum Province have met with nearly 40 Thai enterprises and those of Kon Tum. Both sides have reviewed diplomatic activities and reported to the respective competent authorities to establish the formal counterpart relations between Kon Tum Province and Ubon Ratchathani Province. Two provinces have introduced the planning of adequate conditions for the University of Ubon Ratchathani and the Kon Tum – based Sub-institute of Da Nang University to exchange students and cooperate education activities. + Foreign Direct Investment (FDI) 20 Kon Tum has attracted 1 FDI project on land rental for afforestation invested by the Innovgreen of Hongkong. The total registered investment capital is 67 million US$, of which 2.3 million US$ (2.15%) has been disbursed until 2010. + Thai investment in Kon Tum The German Group of Thailand has invested 5 million US$ in a project to produce tapioca. 6.7 Border Gate Economy Vietnam and Kampuchea share 7 legal border checkpoints. Bilateral economic and trade relations between the 2 countries have developed in recent years. Customs statistics showed that two-way trade turnover reached 2.83 billion US$ in 2011, a year-on-year increase of 55 %. The figure for 2012 is estimated to exceed three billion US$. At present, border trade development programs have been established to attract foreign investment to reduce poverty and improve the living standards for local people in the two countries’ border areas. + Bo Y International Border Gate (IBG) 21 Bo Y IBG was formed in 2003, spanning 70,438 ha and comprising communes of Sa Loong, Bo Y, Dak Su, Dak Nong, Dak Duc, and Plei Kan Townlet of Ngoc Hoi District. Bo Y IBG borders Dak Glei District to the north, Sa Thay District to the south, Dak To District and Dak Ang Commune (Ngoc Hoi District) to the east, Laos and Kampuchea to the west. Bo Y IBG shares two international border gates with Laos and Kampuchea and is the center of the development triangle of Vietnam-Laos-Kampuchea which was ratified by the three countries’ prime ministers at Vientiane in 2004. Compared to Lao Bao IBG, Bo Y IBG offers a more convenient route and 1,300 km shorter distance to the East Sea from Myanmar and some provinces in the north region of Thailand.

At the Indochina T-junction, being the bridge for the economic interchanges of the Central Highlands; connecting the Central Highlands and other provinces of central and southeastern Vietnam to provinces of lower Laos, Kampuchea’s northeast, Thailand and Myanmar; and creating good conditions for the co-operation and development of ASEAN countries, Bo Y IBG is objectively ideal for development and integration into the region and the world. 22 Bo Y IBG is formed to: - Be a dynamic region and a coodination center on the East – West Economic Corridor within

- Create conditions for territory and sovereignity protection and national border security, effectively settle social issues and increase the people’s material and spiritual living, ensure the national solidarity and increase the friendship relations among regional nations.

In 2012, there are 196 enterprises engaging in import and export activities. Customs and immigration officers have implemented formalities for 2,100 import – export files, 28,000 admissions of vehicles and entry – exit files for 400,000 visitors in 2012. Bo Y IBG is one of the eight border economic zones being under concentrated investement by the State budget for the period 2013 – 2015, comprising: - Mong Cai Border Economic Zone (BEZ), Quang Ninh Province - Dong Dang – Lang Son BEZ, Lang Son Province - Lao Cai Border Economic Zone, Lao Cai Province - Cau Treo BEZ, Ha Tinh Province - Lao Bao Special International Border Economic and Trade Zone, Quang Tri Province - Moc Bai IBEZ, Tay Ninh Province - An Giang IBEZ, An Giang Province + Functional zoning - Public works comprises agency headquarter; facilities of health care, education, culture,

+ Investment Recently, Vietnam, Laos, Kampuchea and Thailand have built many roads connecting key economic zones of these countries via Bo Y IBG such as the Ho Chi Minh Highway (Vietnam), Highway no. 18B (Laos) linking to Vietnam’s NR no. 40, and NR no. 16B (Laos) from Attapu to Pak Se. There have been 47 investment projects at total capital of 91 trillion VND of which 16 projects are in-process at total capital of 146 billion VND (8 projects already operational – cost of 20 billion VND and another 8 projects are under basic construction at 126 billion VND). Until May 2012 there are 61 projects investing in infrastructure construction. However, there are only 8 enterprises operating at site with a total capital of over 100 billion VND. The projects under construction and registration are small with little capital. Large-scale and hi-tech projects from FDI source are not present in Bo Y IBG. Most investment poured into eco- or travel-

tourism, plants for wood processing, bonded warehouses, financial centers, banks and a high-end residential. In the coming year, Bo Y IBG will become an ideal assembly point of materials for building Xecaman hydropower plant in Laos and equipment of third countries imported to Laos through Vietnam’s central port system which expectedly increase the volume of goods through the border gate and promote positions, potentials and strengths of the IBG. The Government always creates incentives, encouragements and protection for organizations or indiciduals to invest int Bo Y IBG. Specifically, investors will not have to pay for infrastructure and public utilities, have permission to transfer or mortgage land use rights or its attached assets and are entitled to free land rental for 12 years. 7 Industrial Parks (IP) in Kon Tum Please see Annex 6: Industrial Parks and Industrial Clusters in Kon Tum Province, page 24 The Kon Tum Province Economic Zone was formed in 2003 by merging the Bo Y IBGEZ and the Management Board of the Kon Tum Province Industrial Cluster.
