Cesar E. Chavez, co-founded the National Farm Workers Association, later to become the United Farm Workers ­the UFW. He

was joined by Dolores Huerta in this struggle. Mrs. Huerta spoke at this year’s 45th Annual Cesar Chavez March. He is remembered for improving the living condi-tions and dignity of migrant farm workers across the U.S. and for the now infamous, “Si Se Puede.” (Yes We Can)

The NLC functions to some degree like the U.S. congress, except that instead of politi-cians, we have community and

national organizations present-ing resolutions and debating any amendments or changes to the proposed resolutions. Dele-gates representing Latino or-ganization from across the country then vote to approve, abstain or disapprove of resolu-tions. It’s an exciting learning process and an excellent net-working opportunity for those interested in policy that affects the Latino community.

The 5th National Latino Con-greso, or NLC, was held March 25-27th in Austin, TX. Each day the Congreso addressed policy issues that affect the Latino community including: immigrant rights, education reform, public health, urban greening, foreign policy, climate change and many other issues. Several resolu-tions were proposed and ap-proved and are available for your viewing online at

El Quinto Latino Congreso Na-cional, o NLC, fue organizado el 25 al 27 de Marzo en Austin, TX. Cada día el Congreso diri-gió cuestiones sobre pólizas que afectan a la comunidad Lati-na incluyendo: los derechos del inmigrante, reforma de la edu-cación, la salud publica, zonas verdes urbanas, política exte-rior, el cambio del clima y varias otras cuestiones. Varias resolu-ciones fueron presentadas y aprobadas las puede revisar en la pagina de Internet

www.latinocongreso.org. Como una organización que apoya el apoderamiento de la comunidad latina participo, Esmeralda Bal-tazar de Fuerza Unida y apren-dimos sobre el proceso y habla-mos con otros grupos sobre sus resoluciones.

La NLC funciona a cierto punto como el congreso de los Esta-dos Unidos, con la excepción de que en ves de tener políti-cos, tenemos organizaciones latinas comunitarias y naciona-

les que presentan resoluciones y debaten sobre las enmiendas o cambios a las resoluciones propuestas. Delegados repre-sentando a organizaciones lati-nas de todas partes de los esta-dos unidos votan para aprobar, abstenerse o desaprobar las resoluciones. Es un proceso educativo y una oportunidad excelente para convivir con líderes que apoyan la justicia especialmente en la comunidad Latina.

Updates on Education Budget Cut

Members of Fuerza Unida, Viola Casares, Flor Espinoza, Petra Mata and Esmeralda Baltazar attended a Rally in Austin, TX that gathered edu-cators, superintendents, par-ents, students and other com-munity supporters to demand the state use the rainy day funds to avoid anymore cuts to the education system and

to restructure funding of schools. As the census re-cently showed, more than half of Texas public schools stu-dents are Latinos. What hap-pens in the education system at the state level in Texas impacts the Latino community the most and only further cuts resources to the areas most in need of services. The Texas governor supports using up to $3.2 billion of the $9.4 billion “Rainy Day” fund to close a deficit in the 2011 budget.

The AFT, Save Texas Schools and many other organi-zations and leaders are writing, calling

and visiting legislators in Austin and in their districts. Mean-while, Governor Rick Perry says he will not allow the use of the Rainy Day Fund in the 2012-2014 budget, despite the looming deficit. That means that while more than $6 billion will go unused, class size limits will be expanded and some schools will be closed.

March 18th – 20th, Petra Mata & Esmeralda Baltazar of Fuerza Unida attended the first meet-ing of the Southern Grassroots Economies Project at the his-toric Highlander Research and Education Center. More than 30 representatives from organi-zations across the South from Texas to Georgia and as far north as Kentucky, came to-gether to consider the impor-tance of developing cooperative economics as a part of their

social justice work. We learned about the efforts of a very suc-cessful large industrial worker owned cooperatives in the city of Mondragon, Spain as well as worker ownership of produc-tive enterprises from South America. This work has in-spired Fuerza Unida as we go into strategic planning for the next 3 years.

Fuerza Unida was formed in 1990 when one of the Levi’s Strauss factories on the South side of San Antonio closed, leav-ing over 1,150 workers without jobs and with unjust severance pay. The women organized themselves to demand fair compen-sation and better working conditions from Levi’s. Through or-ganizing efforts, Fuerza Unida has become involved in many other social struggles, working on issues of women’s empower-ment for self-sufficiency, women’s and labor rights, immigration, environmental issues and health education. Fuerza Unida empowers women workers and their families to achieve social, economic and environmental justice through education, organizing and advocacy. We host a sewing coopera-tive, food catering, youth leadership program, membership, education program and food pantry.
