Subject : Access control of Casual/Daily Labourers

In supersession of this Bureau Circular No. 28/2002 dated 24-9-2008, the

following directions are issued for deployment of casual/daily labourers of

contractors, which shall be implemented by all concerned:

(APSU)/ASG a list of labourers requiring access to the airport

along with the prescribed format (Appendix-A). The APSU/ASG

will get the signature/thumb impression of the labourers on the

Register (Appendix-B) and mention the pass number. The list

 provided by contractor shall be kept in file serially and date wise.

(vii) Each labourer shall carry the pass individually and the pass should

not

 be collected by the contractor en-block.

(viii) The format-A and the list of labourers furnished by the contractor,

will be duly forwarded by airport operator/airline operators’

authorized signatories. The format will contain information about

the name of work for which contractor has been authorized to

engage labour. Specimen signature of authorized signatories shall

 be made available to ASG/APSU by the agencies concerned.

(ix) The labourers shall be frisked thoroughly by APSU/ASG before

entry into the airport. Labourers will enter and work in their

allotted area under the supervision of their

contractor/Sardar/Supervisor only.

(x) This pass shall be taken back by the ASG/APSU from the

labourers after the day's work is over, and deposited in safe

custody of Airport Operator.

(xi) On completion of work each day, the labourer will exit through the

same gate through which he/she was allowed entry.

(xii) The supervisor /officer In-charge of the gate will authenticate details

of pass returned. Any discrepancy in the number of pass issued and

returned should be reconciled on the spot.

(xiii) Loss of pass shall be reported to airport operator and to concerned

RDCOS (CA), BCAS by APSU/ASG; and also to the concerned

Police Station. It should also be notified to all concerned to preventmisuse.

(xiv) In case the labourers are required to remain in the operational area

for

continuity of work in the night, airport operator/airline operator

will inform the APSU/ASG about this requirement and take

clearance from APSU/ASG.

(xv) Officers of BCAS/ Airport Security Unit /ASG will carry out

regular checks/for proper implementation of this Circular.

(xvi) Under no circumstances, any private security guard or employee of

any handling agency be issued casual/daily labour pass.

(xvii) A cost of Rs. 30/- will be charged from the contractors towards

issue of each web-based photo pass;

(xviii) Penalty of Rs. 100/- may be charged for the loss of each pass and

the amount to be paid to airport operator under proper receipt.

(xix) These directions shall be implemented within a time frame of 90

days from the date of issue without fail by all the airport operators.

Violation of the above directions will attract appropriate action.
