Senkrievu aktis Latvijas Valsts vēstures arhīvā: paleografiskās publikācijas koncepcija
izdevniecības Brepols sērijā “Monumenta Palaeographica Medii Aevi”
Referātā raksturota Latvijas Nacionālā arhīva Latvijas Valsts vēstures arhīvā (LVVA)
uzkrāto senāko pergamenta dokumentu senkrievu valodā topošās paleogrāfiskās publikācijas
koncepcija izdevniecības Brepols (Francija un Beļģija) viduslaiku aktu faksimilizdevumu
sērijā “Monumenta Palaeographica Medii Aevi”. Ar šā izdevuma nākšanu klajā (plānots
2020. g.) Latvijas nacionālā dokumentārā mantojuma vērtīga daļa nonāks arī franču valodā
runājošo zinātnieku – paleogrāfijas un diplomātikas pētnieku uzmanības centrā.
Referāta sākumā tiek piedāvāts izdevumā iekļauto dokumentu (kopuma 27 aktis)
apskats, ņemot vērā to provenanci un akcentējot to uzkrāšanās un glabāšanas vēsturi no 13.
gadsimta līdz mūsdienām: Rīgas rātes kancelejā (“reģistratūrā”), Rīgas rātes Ārējā un vēlāk
arī – Rīgas rātes Iekšējā arhīvā, Rīgas pilsētas vēsturiskajā arhīvā un, no 1964. gada,
Centrālajā Valsts vēstures arhīvā (tagad LVVA). Speciāla uzmanība tiek veltīta dokumentu
kompleksa, kuru veido 12. gs. beigās– 14. gs. pirmajā pusē Smoļenskā, Polockā, Novgorodā,
Pleskavā un Rīgas rātes kancelejā tapušie dokumenti, “sākotnējās sakārtotības” izjaukšanas
posmiem.
Referāta otrajā daļā tiek piedāvāts dokumentu kompleksa vispārējs raksturojums.
Referāta trešajā daļā tiek raksturota iecerētā izdevuma koncepcija. Viena dokumenta
piemērā parādīti dokumentu kritiskās apstrādes elementi un to reprezentācijas veids: (a)
virsraksts, datējums, izcelsme, paleogrāfija un “akta analīze”; (b) teksta paleogrāfiskā
transkripcija ar tekstuālajām piezīmēm; (c) diplomātiskā transkripcija ar vēsturiskiem
komentāriem; (d) diplomātiskā publikācija franču valodā ar komentāriem; (e) datējuma
pamatojums un akta statusa noteikšana; (f) paleogrāfisko / ārējo iezīmju detalizēts apraksts;
(g) zīmoga/u apraksts un atribūcija; u.c.
Referāta noslēgumā tiek raksturota izdevuma novitāte un zinātniskā aktualitāte, kura
skatāma piecās plāksnēs: (1) izdevumā pirmo reizi tiks publicēti augsti kvalitatīvi dokumentu
faksimili (izšķirtspēja 600 dpi; oriģinālā izmērā); (2) vairāku dokumentu datējums un
atribūcija tiek precizēti, bet atsevišķos gadījumos – radikāli revidēti; (3) izdevumā tiks fiksēti
pēdējos divos gadsimtos notikušas izmaiņas dokumentu fiziskajā stāvoklī; (4) starptautiskajai
pētnieku sabiedrībai pirmo reizi tiks piedāvāti 2016.–2017. gadā Latvijas Nacionālā arhīva
Dokumentu preventīvās saglabāšanas departamenta (direktore Inga Šteingolde) veiktās
piekaramo metāla (svins, sudrabs, apzeltīts sudrabs) zīmogu dziļās izpētes rezultāti; (5) tiek
publiskoti arī rakstāmā materiāla dziļas izpētes rezultāti.

Old Russian Charters in Latvian State Historical Archives: Concept of Paleographic
Publication in Series “Monumenta Palaeographica Medii Aevi” of Publishing House
“Brepols”
The paper characterises the concept of paleographic publication of the parchment
documents in Old Russian stored by the Latvian State Historical Archives in the series
“Monumenta Palaeographica Medii Aevi” (MPMA) created by the publishing house
“Brepols” (France and Belgium). Along with this publication (it is planned to issue it in
2020), a valuable part of the Latvian national documentary heritage will be presented to the
French-speaking scientists engaged in the research of paleography and diplomatics.
In the beginning of the paper, the documents (in total 27 charters), which will be
published in MPMA, are overviewed, considering their provenance and emphasising their
acquisition and storage history from the 13th century to nowadays: at the Chancellery of Riga
Town Council, the External Archives of Riga Town Council and later also the Internal
Archives, the Historical Archives of Riga City and, starting 1964, at the Central State
Historical Archives (currently – Latvian State Historical Archives at the Latvian National
Archives). Specific attention is paid to the “initial order” (arrangement – ordre primitif) of
the historical complex of charters to be published.
The second part of the paper provides a general description of the charters in
accordance with their provenance. These documents were created from the end of the 12th
century to the first half of the 14th century in Smolensk, Polotsk, Novgorod, Pskov and Riga
Town Council.
The third part of the paper provides the concept of the publication. The case of one
charter shows the elements of critical processing of documents and the way of their
representation: (a) title, date, origin, paleography, and “analysis of charter”; (b) paleographic
transcription of text with textual notes; (c) diplomatic transcription with historical comments;
(d) diplomatic layout in French with comments; (e) substantiation of dating and determining
the status of the charter; (f) detailed description of paleographic / external features; (g)
description and attribution of seal(-s), etc.
In the end of the paper, the novelty of the publication in MPMA series and its scholarly
topicality is discussed that can be viewed from five viewpoints: (1) this will be the first time
when high quality facsimiles will be published (resolution of 600 dpi; in original size); (2)
dating and attribution of several documents have been specified, but in certain cases,
radically revised; (3) the publication will show the changes in physical preservation of
documents that occurred over the last two centuries; (4) for the first time, the international
scholarly community will be acquainted with the results of an in-depth research into
composition of pendent metal (lead, silver, gilded silver) seals conducted by the Department
of the Preventive Preservation of the Latvian National Archives (Director Inga Šteingolde),
(5) as well as with the results of in-depth research into writing material.

Viduslaiku Kurzemes muižu dokumenti (Güterurkunden)
Referāts iepazīstina ar viduslaiku Kurzemes muižu dokumentu norakstu kolekcijai
veidošanu. Dokumentu oriģināli un kopijas atrodas pa lielākai daļai dažādos Latvijas
Nacionālā arhīva Latvijas Valsts vēstures arhīva (LVVA) fondos. To reģistrēšanu un
transkripciju Rīgā 20. gs. 20. un 30. gados sāka vēsturnieks Alberts Bauers (Albert Bauer).
Pēc kara šie materiāli nokļuva Herdera Institūtā Mārburgā un mūsdienās ir apkopoti
elektroniskā datubāzē.
Teju 50 gadus vēlāk Herdera institūta paspārnē Baltijas Vēstures Komisijas uzsāka
Bauera projekta turpināšanu. Minētais manuskripts tika pārstrādāts un būtiski papildināts ar
avotu norakstiem no Rīgas, Berlīnes, Stokholmas, Mārburgas un Kopenhāgenas arhīviem.
Materiāla publicēšana tuvākajā laikā netiek plānota, jo sistemātiska LVVA atrodamo
oriģināldokumentu un to norakstu pētniecība un salīdzināšana ar Herdera institūtā esošajiem
dokumentu norakstiem un to signatūrām vēl nav noslēgusies.
2018. gadā Baltijas Vēstures Komisijas uzdevumā Dr. hist. Manfrēds fon Betihers
(Manfred von Boetticher) uzsāka LVVA fondu caurlūkošanu un tajos atrodamo dokumentu
oriģinālu un norakstu fotografēšanu ar mērķi papildināt Mārburgā esošo dokumentu norakstu
kolekciju, tādējādi turpinot gan Bauera, gan vēlāk uzsāktā projekta pilnveides darbu.
Rezultātā tika atrasti Kurzemes muižu dokumentu kolekcijā iekļaujami 322 dokumentu
oriģināli vai noraksti. No tiem gandrīz puse līdz šim Mārburgas datubāzē nebija uzņemti un ir
uzskatāmi par būtisku Mārburgas kolekcijas papildinājumu. Liels skaits LVVA 2018. gadā
atrasto Mārburgas kolekcijas papildinājumu un labojumu ir nopietns iemesls iesāktā darba
turpināšanai nākamajos gados.
Kurzemes muižu dokumentiem neapšaubāmi ir liela nozīme viduslaiku Livonijas
pētniecībā. Dokumenti parāda ne tikai muižnieku kundzības attīstību, bet arī ainavas un
vietvārdu attīstību Latvijā.

Medieval Courland Property Records
This paper introduces the collection of transcripts of Medieval Courland Property
Records and its creation. Originals and copies of the Property Records are mainly stored at
different funds of the Latvian State Historical Archives (LSHA). Historian Albert Bauer
started their registration and transcription in Riga in the 1920s and 1930s. After the World
War Two, the materials were transported to Herder Institute in Marburg and nowadays they
have been summarised in electronic database.
Almost 50 years later, the Baltic History Commissions, in cooperation with Herder
Institute, continued the project initiated by Bauer. The said copies were revised and collection
was significantly supplemented with the transcripts from the archives in Riga, Berlin,
Stockholm, Marburg and Copenhagen. It is not planned to publish the materials in close
future, as research of originals and their transcripts stored at the Latvian State Historical
Archives and comparison with the transcripts of documents and their signatures stored at
Herder Institute has not been completed yet.
In 2018, upon request of the Baltic History Commission, Dr. hist. Manfred von
Boetticher started reviewing the funds of the Latvian State Historical Archives and
photographed the originals and transcripts to supplement the collection of transcripts stored in
Marburg. As a result, 322 originals or transcripts to be included in the collection were found.
Half of these documents had not been included in the data base of Marburg and they are
considered a significant addition to the collection. Due to the large number of documents
found at the Latvian State Historical Archives the work will continue in following years.
The Medieval Courland Property Records without doubt are of great importance in
research of medieval Livonia. Documents not only show the development of rule of nobility,
but also the development of landscape and place-names.

Vaku grāmatas – 16.–19. gadsimta saimnieciskās un sociālās dzīves avots
Ar jēdzienu “vaka” Latvijas vēsturē apzīmētas zemnieku nodevas zemes kungam, kā
arī novads, kas bija atbildīgs par šo nodevu nomaksu. Vakas teritoriālā ietvara un nodevu
apjoma fiksēšanai sastādītas vaku grāmatas, kas veido apjomīgu Latvijas Nacionālā arhīva
Latvijas Valsts vēstures arhīvā glabāto dokumentu grupu.
Vaku grāmatas parasti satur datus par katras zemnieku sētas saimniecisko potenciālu
– zemes lielumu, izsēju, lopiem, darbspēku; atkarībā no tā tika noteiktas un fiksētas gan
muižai maksājamās nodevas graudā un naudā, gan klaušu apjoms. Nereti standartinformāciju
papildina dažādas piezīmes par saimniekošanas apstākļiem konkrētā sētā – zemes labumu,
darbspēka trūkumu (retāk pārpalikumu), ugunsgrēka, plūdu vai citiem postījumiem u.t.t.
Saimniecisko un demogrāfisko pārmaiņu dinamiku ataino ziņas par saimniecību izzušanu
(nelabvēlīgi vides apstākļi, iedzīvotāju izmiršana epidēmijās, zemes pievienošana muižai
u.tml.), atjaunošanu vai jaundibināšanu.
16.–17. gs. vaku grāmatās līdztekus saimnieciskajiem datiem parasti minēts tikai sētas
saimnieka vārds, dažkārt arī dēli. 18. gs. pirmajā pusē ieviesās paradums uzrādīt visu saimes
sastāvu, kas ļauj risināt dažādus demogrāfiskus jautājumus, tajā skaitā jautājumu par saimes
veidošanos un radnieciskajām vai sociālajām saitēm saimes ietvaros. Vaku grāmatas ir
bagātīgs avots arī toponīmiskiem un antroponīmiskiem pētījumiem.
Vaku grāmatas sastādītas vairāk vai mazāk regulāri, kas ļauj detalizēti izsekot
dažādiem procesiem ilgākā laika posmā. Piemēram, 17.–18. gs. Ikšķiles muižā šādi
dokumenti tapuši vidēji ik pa 10 gadiem. Vaku grāmatas sastādītas līdz pat 19./20. gadsimta
mijai, taču vēlīnās vaku grāmatas satur tikai kadastrālus saimniecību aprakstus.

Vaku Books – Source of Economic and Social Life of the 16th–19th Century
In the history of Latvia, the term “vaka” is used to refer to charges of peasants to their
land feud, as well as it is used to refer to a district that was responsible for payment of these
charges. Vaku books were prepared for the purpose of registering the territorial scope and
amount of charges. Voluminous colletion of these books have preserved and is stored in the
Latvian State Historical Archives.
Vaku books usually contain data on the economic potential of every farm, the size of
land plot, sowing, live-stock, labour force, and depending on this information, the charges
payable to the estate were determined and registered both in kind and in money, and the
amount of corvée. Standard information sometimes is supplemented by different notes about
the working conditions in the respective farm – benefits of the land, lack of labour force
(rarely about excess of labour force), fire, flood or other disasters, etc. The dynamics of
economic and demographic changes is shown via information about extinction of farms
(unfavourable environmental conditions, extinction of population in epidemics, adding the
land to the estate, etc.), their renewal or establishment of new farms.
The economic data of the vaku books of the 16th to 17th century usually are
supplemented by the name of the farmer and sometimes his sons, too. In the first half of the
18th century, it became customary to register all the household which allows to solve
different demographic matters, including the formation of the household and kindred or
social links within it. Vaku books serve as a rich source for toponymic and antroponymic
research.
Vaku books were compiled rather regularly which allows to follow different processes
in detail over a long period of time. For example, in the 17th to 18th century, in Ikšķile estate,
such documents were prepared on average every 10 years.
Vaku books were in use until the turn of the 19th and 20th centuries, however, the later
vaku books contain cadastral descriptions of farms only.

Valmiera Latvijas Valsts vēstures arhīva dokumentos
Valmiera ir viena no senākajām Latvijas pilsētām, kura teju 200 gadus nesa apriņķa
pilsētas vārdu. Neskatoties uz to, ka Latvijas Nacionālā arhīva Latvijas Valsts vēstures arhīva
(LVVA) fondos Valmieras dokumentārais klāsts ir pietiekami daudzveidīgs un hronoloģiski
aptver 17.–20. gs., pilsētas vēsture profesionāli, izmantojot dokumentāro materiālu, pētīta ļoti
maz. Atrodamie materiāli ir gan no valsts un pašvaldību, gan privātā sektora. Dokumenti
atrodami vācu, krievu un latviešu valodās. Pēdējo sešu gadu laikā tiek veikta sistemātiska
dokumentu apzināšana un paralēli veikta konkrētu kolekciju izpēte muzeja izstāžu veidošanā.
Nav iespējams viena ziņojuma ietvaros izklāstīt visu kolekciju veidus, izanalizēt to
daudzveidību, lingvistiskās vai rokrakstu īpatnības. Tāpēc šoreiz pievērsīšos tiem trīs
dokumentiem, kuri sākotnēji, radot subjektīvu interesi, veicināja turpmāku arhīva fondu
izpēti un šobrīd kļuvuši par vieniem no izmantotākajiem dokumentiem Valmieras muzejā:
1. Valmieras iedzīvotāju saraksts no 1786. gada; 2. Viens no Valmieras pilsētas maģistrāta kolekcijā esošiem dokumentiem – Izsūtīšanas
uz Sibīriju izlaidīga vai dīkdienīga dzīvesveida dēļ;
3. Kārļa Ludviga Roberta Maršnera ģimenes legāts. Kādēļ šie dokumenti ir tik iecienīti? Šeit ir vairāki aspekti. Dokumenti ir noderīgi ne
tikai vēstures interesentiem Valmierā, bet arī izceļojušām vācbaltu un slāvu dzimtām. No
vēsturiskā izpētes aspekta tiek papildinātas ziņas pilsētas statistikā. Atklāj jaunus, kā arī
pierāda, precizē vai apgāž līdz šim zināmus faktus. Parāda lingvistiskās iezīmes attiecīgajos
laika periodos.
Ņemot vērā kolekciju apjomu, kas skar Valmieras vārdu, pētniecība ir pašā sākumā un
šobrīd ļauj koncentrēt uzmanību tikai uz dažu, pētniecības interesēm atbilstošāko kolekciju
kopumu. Cerams, ka nākotnē, ar iegūtajiem lokālās izpētes materiāliem, būs iespējams
papildināt zināšanas par notikumiem Latvijas reģionu pilsētās, kas vēl šodien ir viens no
neaprobētākajiem pētniecības laukiem Latvijā.

Documents on Valmiera City in Latvian State Historical Archives
Valmiera is one of the oldest town of Latvia that had the title of district city for almost
200 years. Regardless of the fact that the documents available in the funds of the Latvian
State Historical Archives at the Latvian National Archives include different materials and
provide information on the period from the 17th to 20th century, the history of the town has
not been researched thoroughly and professionally on the basis of the materials. The materials
are from the state and municipality, as well as from private sector. Documents are available
in German, Russian and Latvian languages. Over the last six years, the documents have been
systematically gathered and in parallel certain collections have been researched in detail for
the purposes of museum exhibitions.
It is impossible to provide a detailed analysis of all types of collections, their variety
and specifics of linguistics or hand-writings within one report. Therefore, in this report the
author will view three documents that caused a subjective interest, facilitated further research
of archive funds, and now have become the most used documents at the Museum of
Valmiera:
1. List of inhabitants of Valmiera dated 1786; 2. One of the documents in the collection of Valmiera city magistrate: deportation to Siberia due to dissolute or lazy lifestyle;
3. Legate of Charles Ludwig Robert Marschner family. Why are these documents so popular? There are several aspects. Documents are useful
not only for history enthusiasts in Valmiera but also for the emigrated Baltic German and
Slav families.
From the point of view of historical research, statistic information on the town is
supplemented, new facts can be discovered, and previously know facts are proved, specified
or disproved. Linguistic features of the respective periods are shown.
Considering the scope of collections that include the name of Valmiera, research has
just been started and mainly focuses on just some set of collections that comply more with the
research interests. Let’s hope that in future, the obtained local research materials will provide
additional information on the developments in the regional towns of Latvia which nowadays
is one of the less researched topics in Latvia

Napoleona karu laiks Latvijas Valsts vēstures arhīva fondos
Latvijas Nacionālā arhīva Latvijas Valsts Vēstures arhīvā (turpmāk LVVA) atrodamie
materiāli par Baltijas guberņām Napoleona karu laikā (1803–1815) pārsvarā ir dažādu līmeņu
– ģenerālgubernatora, gubernatoru, pilsētu vadību un dažādu citu atbildīgo iestāžu –
amatpersonu un militārpersonu oficiālā sarakste.
Dokumenti glabājas vispārējos pārvaldes fondos (LVVA 1., 4., 96., 749., 673. fonds).
Speciāli veidotajā LVVA 5757. fondā atrodas ar 1812. gada kara vēsturi saistīti dokumenti,
kuras grupēti pa tēmām:
1) Kurzemes pārvalde “franču okupācijas” laikā;
2) Vidzemes kazaku pulka veidošana;
3) Krievijas karaspēka apgāde.
No politiskiem notikumiem ir jāizceļ piecu ģenerālgubernatoru (visi ģenerāļi ar pieredzi
kaujas laukā) nomaiņa šajā laikā. Viņi ir arī Rīgas kara gubernatori, tātad augstākā militārā un
civilā vara. Katrs no viņiem ienes savas iezīmes guberņas pārvaldīšanā, īpaši Filips Pauluči.
No militārām norisēm labs dokumentu komplekss saglabājies par milicijas jeb
zemessardzes veidošanu 1807. gadā, kur no Baltijas guberņām bija jānokomplektē ap 10 000
karavīru. Lai gan Krieviju Napoleons tikmēr sakāva, iesauktos zemniekus ieskaitīja rekrūšos.
Labi izsekojama arī Baltijas guberņu gatavošana karam ar Napoleonu no 1810. līdz 1812.
gadam – nocietinājumu būve (Rīga, Daugavpils), ārzemnieku izsekošana, karaspēka apgādes
organizēšana, Kurzemes evakuācija. 1812. gada karadarbības norise vairāk izsekojama no
augstāko virsnieku sarakstes, jo bataljonu, bieži pat pulku materiāli ļoti slikti saglabājušies
visas Krievijas kontekstā. No ekonomiskām norisēm vissvarīgākais notikums periodā bija
kontinentālā blokāde. Tā radīja sāls trūkumu Baltijā, cukura ražošanas industrijas īslaicīgu
uzplaukumu, problēmas ar eksportu.
Kopumā var teikt, ka par Napoleona karu laikiem ir pieejams ļoti bagātīgs un labi
saglabājies avotu materiāls, bet tas ir izkaisīts ļoti daudzos fondos.

Age of Napoleonic Wars in Collections of Latvian State Historical Archives
The materials stored by the Latvian State Historical Archives (LSHA) about the Baltic
provinces during the Napoleonic Wars (1803–1815) represent different levels – official
correspondence between Governor General, Governors, heads of cities and different
responsible institutions, including officials and military persons.
Documents are stored in general administration funds (Fund 1, 4, 96, 749, 673). Fund
5757 that was created specifically includes documents related to the war in 1812 that have
been grouped by topics:
1) Leadership of Courland during the “French occupation”;
2) Establishment of Vidzeme Cossacks;
3) Supplies of the Russian armed forces.
In regard to the political developments, it should be noted that five General Governors
(all of them Generals experienced in battle) were changed during this period. They were also
War Governors of Riga, therefore the highest military and civil power. Each of them
introduced their approach to the rule of the province, especially Philippe Paulucci.
From the point of view of military developments, a good set of documents is available
on the establishment of militia or national guard in 1807, where it was necessary to involve
approximately 10,000 soldiers from the Baltic provinces. Although Napoleon defeated Russia
then, the called up peasants were added to recruits. Documents allow to follow the process of
preparing for war with Napoleon in the Baltic provinces from 1810 to 1812. There were
fortifications built (in Riga and Daugavpils), foreigners were followed, supplies to the armed
forces were organised, and Courland was evacuated. The warfare in 1812 can be traced more
in the correspondence of the high ranking officers, as the materials of battalions in the context
of entire Russia are not well preserved.
As to the economic events, the continental blockade was the key development during
this period. The blockade caused lack of salt in the Baltics, a short-term prosperity of sugar
production industry, and issues of exports.
Generally, it can be concluded that sources on the period of Napoleonic wars are rich
and well preserved, but it can be found if many funds.

Angļu komisionāri Rīgas 18. gadsimta tirdzniecībā: Rīgas
tirdzniecības tiesas lietas
Referātā aplūkota Rīgas ekonomikas vēstures izpētē nozīmīga tēma – angļu
komisionāru jeb negociantu lomas un ietekmes pakāpeniska nostiprināšanās Rīgas eksporta
darījumos 18. gs. Raksturota Rīgas tirdzniecības tiesas (Rigasche Wettgericht) lietu – birģeru
un angļu komisionāru darījumu strīdu iemesli un to risināšana, analizēta tiesvedības gaita un
rezultāti. Rīgas tirgotāju sabiedrībā komisionāri bija atsevišķa grupa un ziņas par pirmajiem
komisonāriem Rīgā ir no 17. gs. Angļu komisionāri, kas veica uzņēmējdarbību 18. gs.
Krievijā, saskārās ar nepastāvību, preču zaudēšanas un norēķinu riskiem. Kā liecina Rīgas
tirdzniecības tiesas bankrotu lietas – biznesa strīdi un neveiksmes bija bieži sastopamas,
tomēr tas neatturēja talantīgākos un drosmīgākos riskēt.
Rīgas tirdzniecības tiesas sēžu protokolu grāmatas un personu lietas skatītas ar mērķi
papildināt autora pētīto angļu izcelsmes tirgotāju – komisionāru komerciālās darbības ietvaru
un tirgotāja profilu Rīgā. Tiesu dokumenti sniedz iespēju iepazīt darījumu slēgšanas procesu
un veidus, atklāj strīdu un sūdzību iemeslus, tādus kā:

English Commission Agents in 18th century Riga:
Records of Riga Trade Court
The article views a topic significant for the research of Riga’s economic history, i.e.,
the gradually increasing role of the English commission agents or “negotiants” in exports
transactions in the 18th century. The article views the reasons of disputes solved by Riga
Trade Court (Rigasche Wettgericht), i.e., dispute cases between burghers and English
commission agents, the course of litigation and results have been analysed. In the community
of merchants of Riga, commission agents formed a separate group and information on the
first commission agents in Riga date back to the 17th century. English commission agents
who conducted business in the 18th century Russia faced instability, loss of goods and
payment risks. According to the bankruptcy cases of Riga Trade Court, business disputes and
failures were frequent, however, those did not hold back the most talented and courageous
from risking.
The books of meeting minutes of Riga Trade Court and personal files were viewed to
supplement the profile of merchants, commission agents of English origin, and their
commercial operations in Riga. Court documents provide an opportunity to get to know about
transaction process and their types, show the reasons for disputes and complaints, for
example:
1. Violations of foreigners’ trade restrictions in Riga; 2. Complaints about delaying ship(-s); 3. Complaints about failure to pay for goods; 4. Disputes about the value of promissory notes and assignations; 5. Complaints about not delivered goods and losses incurred as a result; 6. Complaints about supply of non-quality goods; 7. Disputes about contractual provisions, etc.
Documents of Riga Trade Court help to describe the environment where the English
commission agents and Riga’s burghers conducted business, show new and interesting
operational aspects of merchants, and provide a unique insight in the cooperation between
English merchants and Riga’s burghers. In the end, these documents help to show trade
culture in the 18th century in Riga.
The cases of Riga Trade Court can be found in LSHA Fund 1381. Riga Trade Court
includes all in all 10,752 cases that date back to the period from 1604 to 1889. Descriptions
are in German and in printed text. The cases include witnesses’ documents in German and
English languages.

Latvijas Valsts vēstures arhīvā
Latvijas Nacionālā arhīva Latvijas Valsts vēstures arhīvs (LVVA) ir lielākais
Neatkarības kara (1918–1920) perioda dokumentu glabātājs mūsu valstī. Ievērojamas
dokumentu kolekcijas atrodamas arī Latvijas Nacionālā arhīva Latvijas Valsts arhīvā
(galvenokārt attiecībā uz Padomju Latvijas un tās armijas darbību) un Latvijas Kara muzejā,
kā arī mazākā mērā – citās atmiņas institūcijās. 2019. gadā LVVA ir uzsācis publicēt daļu no
dokumentiem, kas attiecas uz Latvijas Pagaidu valdības un tās bruņoto spēku darbību
Neatkarības karā. Iecerēts izdot pavisam četrus krājumus.
Visvājāk LVVA krājumā ir pārstāvēts Neatkarības kara pirmais posms – no Krievijas
Sarkanās armijas iebrukuma Latvijas teritorijā 1918. gada novembra beigās līdz Liepājas
pučam 1919. gada 16. aprīlī. Tas izskaidrojams ar nepilnīgo valsts iestāžu darbību to
veidošanās procesā, steidzīgo evakuāciju 1919. gada janvārī un papīra trūkumu. Līdz ar to
Latvijas Republikas bruņoto spēku veidošanās process un sākotnējās darbība, tāpat kā daudzu
iestāžu funkcionēšana, ir atspoguļota tikai fragmentāri un ir salīdzinoši grūtāk
rekonstruējama.
LVVA glabājas dokumenti, kas attiecas ne tikai uz Latvijas Pagaidu valdības, bet arī uz
Andrieva Niedras provāciskās un Pētera Stučkas padomju valdības darbību. Līdz šim maz
pētīts un zinātniskajā apritē ieviests dokumentu kopums attiecas uz Padomju Latvijas vietējo
iestāžu (pagastu un apriņķu padomju un to izpildkomiteju) darbību. Tāpat salīdzinoši maz
publicēti un izmantoti ir dokumenti, kas attiecas uz Baltijas landesvēra un Pāvela Bermonta-
Avalova Rietumkrievijas brīvprātīgo armijas darbību. Līdz ar to LVVA glabātie dokumenti
var būt interesanti ne tikai Latvijas vai Latvijas armijas vēstures pētniekiem.

Latvian War of Independence (1918–1920) in the Documents of
Latvian State Historical Archives
The Latvian State Historical Archives (LSHA) is the largest holder of documents
from the period of the War of Independence (1918–1920). Significant collections of
documents are stored also at the Latvian State Archives (mainly in regard to the Soviet Latvia
and its army) and Latvian War Museum, as well as, to a lesser extent, in other memory
institutions. In 2019, the LSHA started publishing part of the documents that refer to the
Latvian Provisional Government and its army’s activity at the Latvian War of Independence.
It is planned to publish in total four collections.
The first stage of the War of Independence is the least represented in the collections
of the LSHA, i.e., starting from the invasion of the Red Army in the territory of Latvia in the
end of November 1918 to the Liepāja coup on 16 April 1919. It can be explained by the
incomplete operations of state institutions in their establishment process, the fast evacuation
in January 1919, and lack of paper. Therefore, the process of creating the armed forces of the
Republic of Latvia and their initial operations, as well as functioning of many institutions has
been represented fragmentary and it is comparatively more difficult to reconstruct the
processes.
LSHA stores documents that refer not only to the activities of the Latvian Provisional
Government, but also the pro-German government led by Andrievs Niedra and Soviet
government led by Pēteris Stučka. A set of documents that has not been researched
thoroughly in the scientific circles refers to the activities of the local institutions of the Soviet
Latvia (councils of parishes and districts and their executive committees). Moreover,
documents in regard to the activities of the Baltic Landwehr and the Volunteer Army of the
Western Russia, led by Pavel Bermondt–Avalov have not been published and used to a great
extent. Therefore, the documents stored by the LSHA can be interesting not only for the
researchers of the history of Latvia or Latvian army.

Latvijas brīvprātīgo Spānijas pilsoņu karā lietas
Latvija Spānijas pilsoņu karā bija neitrālā. Par dalību konfliktā Latvijas pilsoņiem
saskaņā ar 1937. gada 23. februāra Ministru kabineta rīkojumu draudēja sods, jo
pievienošānās dienestam kādā no pusēm bija pretlikumīga. Tomēr vairāk nekā 100 Latvijas
brīvprātīgo piedalījās konfliktā, neievērojot aizliegumu. Latvijas Nacionālā arhīva Latvijas
Valsts vēstures arhīva Latvijas diplomātisko un konsulāro pārstāvniecību ārzemēs (2575.)
fondā ir aplūkojamas 54 lietas, kurās ir ietverta informācija par Latvijas brīvprātīgajiem
Spānijas pilsoņu karā. Tajās lielākoties apkopoti dokumenti, kas saistīti ar tiem
brīvprātīgajiem, kuri pēc Spānijas atstāšanas sūtījuši lūgumus Latvijas sūtniecībai Francijā,
lai rastu iespēju atgriezties Latvijā un saņemtu personu apliecinošus dokumentus.
Dokumentu kolekcija ir nozīmīgs avots plašākai analīzei, sniedzot informāciju par
daļu no vairāk nekā 100 Latvijas brīvprātīgo Spānijas pilsoņu karā. Tā ļauj aplūkot Latvijas
oficiālo attieksmi pret brīvprātīgajiem Spānijas pilsoņu karā, veidot 44 dalībnieku – 43
vīriešu un vienas sievietes – sociālo portretu, atspoguļo vairāku dalībnieku motivāciju
piedalīties un pieredzi konfliktā, kā arī apstākļus pēc izkļūšanas no Spānijas pilsoņu kara
noslēgumā. Ņemot vērā, ka daļa no Latvijas brīvprātīgajiem, tostarp arī no lūgumu sūtītājiem
Latvijas sūtniecībai Francijā, bija Latvijas nelegālo komunistisko organizāciju biedri,
lūgumos pausto informāciju ir būtiski vērtēt kontekstā ar citiem informācijas avotiem, it īpaši
no tā sauktās latviešu grupas Francijas Gurs “G” koncentrācijas nometnē, kuras pārstāvji
lielākoties izvairījās sniegt detalizētus faktus par savu darbību Spānijā vai paust politisko
pārliecību. Lielākā daļa Latvijas brīvprātīgo, kuri iesniedza lūgumus, līdz Latvijas okupācijai
nesaņēma personu apliecinošus dokumentus, turklāt daļai ar Latvijas Ministru kabineta
lēmumu tika atņemta pilsonība.

Records about Latvian Volunteers in the Spanish Civil War in
Latvian State Historical Archives
Latvia was a neutral country during the Spanish Civil War. The order issued by the
Cabinet of Ministers on 23 February 1937 stated that if the Latvian citizens got would get
involved in the conflict, they would get a punishment, as joining the service of any of the
parties was unlawful. However, more than 100 Latvian volunteers participated in the Spanish
Civil War disregarding the prohibition. The fund of the Latvian Diplomatic and Consular
Representations Abroad (No. 2575) of the Latvian State Historical Archives at the Latvian
National Archives includes 54 files that contain information about the Latvian volunteers in
the Spanish Civil War. The files mainly have documents related to those volunteers who had
sent requests to the Legation of Latvia in France after leaving Spain. In these requests they
asked for help to return to Latvia and receive personal identification documents.
The collection of documents is a significant source for an in-depth analysis, providing
information about part of more than 100 Latvian volunteers in the Spanish Civil War. The
collection allows to analyse the official attitude of Latvia toward the volunteers in the
Spanish Civil War, create the social portrait of 44 volunteers, it reveals the motivation and
experience of several people in the conflict as well as conditions after leaving Spain at the
end of the Civil War. Considering that part of the Latvian volunteers, including those who
had sent requests to the Legation of Latvia in France, were members of the Latvian illegal
communist organisations, the information provided in the requests, especially from the so
called “Latvian group” at the concentration camp Gurs “G” in France, has to be evaluated in
the context with other information sources. The members of the group were mostly avoiding
providing detailed facts about their activities in Spain or expressing their political opinion.
Majority of the Latvian volunteers who submitted their requests did not receive personal
identification documents until the occupation of Latvia, moreover, part of them were
deprived of their citizenship.

Vidusjūras reģiona arhitektūra kā modernistu inspirācijas avots: Itālijas pilsētvides
materiāli arhitekta Ernesta Štālberga fondā Latvijas Valsts arhīvā
Klasisko un moderno arhitektūru ierasti dēvē par idejiskiem pretmetiem, taču
redzamākie modernisma arhitekti ar lielu aizrautību studēja arī klasisko mantojumu. Tā
nebija akadēmiska izziņa, bet gan drīzāk telpas, formu un krāsu empīriski pētījumi. Sākot ar
20. gs. otro desmitgadi šo arhitektu interese atvirzījās no ikoniskajiem klasiskās mākslas
paraugiem Itālijas galvenajos centros un pievērsās mazāk zināmām vai pat anonīmām
celtnēm.
Piemēram, slavenais modernists Lekorbizjē studēja un analizēja ne vien Itālijas, bet arī
Grieķijas arhitektūru. Arī Ziemeļeiropā pēc Pirmā pasaules kara no jauna pastiprinājās
interese par Vidusjūras reģiona arhitektūras mantojumu – tā iespaidā 20. gs. 20. gados
attīstījās t. s. Ziemeļu klasicisms, kas nereti saplūda ar modernismu, jo iedvesmu smēlās no
vienkāršās, racionālās itāļu kalnu pilsētiņu apbūves un lauku baznīcām. Tā pazīstamie
modernisti Alvars Ālto un Gunnars Asplunds zīmēja, fotografēja un aprakstīja nepretenciozās
itāļu ēkas, taču vēlāk šos iespaidus spēja transformēt izteikti modernās celtnēs.
Arī Latvijas arhitekta Ernesta Štālberga materiālu kolekcija Latvijas Valsts arhīvā
apliecina viņa padziļināto interesi par Itālijas arhitektūru visa mūža garumā. Pirmoreiz viņš
Itāliju apmeklēja 1910.–1911. gadā vēl kā Pēterburgas Mākslas akadēmijas students. No šī
perioda saglabājies liels skaits akadēmiski detalizētu uzmērījumu un zīmējumu. Starpkaru
periodā Štālbergs Itālijā atgriezās vairākkārt – no šiem braucieniem saglabājušās fotogrāfijas,
piezīmes un skices liecina par brīviem tektonikas, proporciju un formu pētījumiem. Tas
pierāda, ka Štālbergam piemita ne vien akadēmiska interese par Itālijas arhitektūru, bet arī
citiem modernisma pārstāvjiem raksturīgā subjektīvi emocionālā aizraušanās ar šīs zemes
apbūves īpatnībām. Šos iespaidus viņš spēja meistarīgi adaptēt savā profesionālajā darbībā, it
īpaši projektējot Ziemeļu klasicismam tuvo Latvijas Universitātes Lielo aulu.

Mediterranean Regional Architecture as Modernists’ Source of Inspiration: Materials
about Italian Urban design in Collection of Architect Ernests Štālbergs in Latvian State
Archives
The classical and modern architecture usually are called ideological opposites,
however, prominent architects of modernism studied the classical heritage with great
enthusiasm. It was not academic research but rather empirical exploration of space, forms and
colours. Starting the second decade of the 20th century, the interest of these architects turned
away from the iconic samples of classical art in the Italian art centres to less known or even
anonymous buildings.
For example, the famous modernist Le Corbusier studied and analysed not only Italian
but also Greek architecture. In Northern Europe, after the World War One, the interest in
Mediterranean region architecture heritage grew, consequently in the 1920s the so called
Nordic classicism developed which sometimes merged with modernism as it was inspired
from the simple and rational constructions of the Italian mountain towns and countryside
churches. The well-known modernists Alvar Aalto and Gunnar Asplund drew, took
photographs and described the simple Italian buildings, and later transformed these
inspirations in modern buildings.
The collection of materials of the Latvian architect Ernests Štālbergs at the Latvian
State Archives show his in-depth interest in the Italian architecture all his life. He visited Italy
for the first time in 1910–1911 as a student of the Academy of Arts in St. Petersburg. From
this period, a large number of detailed measurements and drawings has been retained. During
the inter-war period, Štālbergs returned to Italy several times – photographs, notes and
sketches from these visits show free exploration of tectonics, proportions, and forms. This
proves that Štālbergs had not only purely academic interest in the Italian architecture but also
subjectively emotional passion about the peculiarities of the Italian buildings that was
inherent to other modernists as well. He managed to apply these impressions in his
professional work, especially when designing the Great Hall of the University of Latvia,
which resembles examples of Nordic classicism.

Latvijas PSR Valsts drošības ministrijas Iznīcinātāju bataljonu
komandieru personu lietas
1992. gadā latvijas Nacionālā arhīva Latvijas Valsts arhīvs glabāšanā no bijušās
Latvijas PSR VDK arhīva saņēma unikālu arhīva fondu par Latvijas PSR Valsts drošības
ministrijas (VDM) iznīcinātāju bataljoniem, kas IeTK/VDM arhīvā bija veidojies no 1944.
gada līdz 1953. gadam. Tajā atrodamas arī VDM IB kaujinieku personas lietas.
VDK arhīvā bija saglabājušās 247 lietas: pavēles, uzskaites grāmatas un sarakstes
dokumenti kā arī iznīcinātāju bataljonu komandējošā sastāva ( algotais un nealgotais štata
sastāvs, vadība un operatīvais sastāvs) dokumenti. Par 44 000 iznīcinātāju bataljonu
dalībniekiem ziņas saglabājušās tikai kartotēkā, tāpat saglabājušās 2823 komandējošās
sastāva personu lietas, un divi šo lietu reģistrācijas žurnāli. Patiesībā šīs personu lietas kā
dokumentu veids Latvijā ir vienīgais VDK darbinieku kadru lietas jeb dosjē paraugs ar
stingri, četrās sadaļās reglamentētu struktūru (dienesta gaitas sarakstiem, anketām,
biogrāfijām, raksturojumiem, nozīmējumiem, iekšējās izmeklēšanas un pārbaužu materiāliem
u.c.).
Kā zināms, VDM Iznīcinātāju bataljoni Latvijas teritorijā reāli sāka darboties no
1944. gada vasaras (atsevišķos apriņķos no 1945./ 46. gada) un pastāvēja līdz 1954.gada
beigām. To komandējošais sastāvs bija veidots no bijušajiem padomju armijas karavīriem,
kas ieradās Latvijā no dažādiem toreizējās PSRS reģioniem, vietējo, Latvijas kadru skaits bija
salīdzinoši neliels. Katrā konkrētajā Latvijas apriņķī (vēlāk rajonā) iznīcinātāju bataljoni
dalījās nealgotajā un algotajā personālsastāvā (vidēji līdz 50 cilvēku vienības), kas pamatā
uzturējās apriņķu (vēlāk rajonu) centros.
Komandējošo jeb virsnieku un apakšvirsnieku (no vada komandiera uz augšu) sastāvu
veidoja padomju aktīvisti un Latvijas PSR VDM norīkotie cilvēki (tādu bija ap 3000).
Pēckara Latvijā VDM IB komandierus amatos izvirzīja LKP struktūrvienības, bet apstiprināja
LPSR VDM vadība.
Iznīcinātāju bataljoni bija domāti kā palīgspēks tiem Latvijas PSR VDM/IeTK
militārajiem formējumiem (piemēram, PSRS IeM 5. strēlnieku divīzija), kas aktīvi cīnījās
pret nacionālajiem partizāniem. Pavisam Latvijas PSR VDM veidotajos iznīcinātāju
bataljonos laika posmā no 1944. gada līdz 1955. gadam bija iesaistītas apmēram 44 000
personas. To precīzs skaits nav zināms.
Latvijas PSR VDM Iznīcinātāju bataljonu komandējošā sastāva personu lietas sniedz
informāciju par Latvijas PSR VDM iznīcinātāju bataljonu darbību Latvijā pēc II pasaules
kara, to cīņu nacionālās pretestības kustības apspiešanā un padomju okupācijas režīma
nostiprināšanā. Tie apliecina arī iznīcinātāju bataljonu kaujinieku pastrādātos noziegumus
Latvijas teritorijā pret civiliedzīvotājiem, Iznīcinātāju bataljonu dalību Latvijas iedzīvotāju
deportācijā 1949. gada 25. martā. Savukārt, Latvijas PSR VDM Iznīcinātāju bataljonu
pastāvēšana pēckara Latvijā ir uzskatāms kolaborācijas piemērs.

Personnel Records of Commanders of Exterminator Battalions of
the Ministry of State Security of the Latvian SSR
In 1992, the Latvian National Archives, Latvian State Archives received a unique
archival fund from the Committee for State Security of the Latvian SSR on Exterminator
battalions of the Ministry of State Security of the Latvian SSR that was supplemented from
1944 to 1954 in the archives of the Ministry. The fund includes personnel records of the
commanding staff of Exterminator battalions of the Ministry of State Security.
The archives of the Committee for State Security included 247 cases: orders,
accounting books, correspondence documents, as well as documents of commanding staff of
Exterminator battalions (salaried and unpaid staff, commanding and operative staff).
Information about 44,000 soldiers of Exterminator battalions has been retained only in the
card catalogue, 2,823 personnel files of commanding staff and registration journals of these
files have been retained. In fact, these personnel files as the document type are the only staff
files of the employees of the Committee for State Security, it is a dossier sample with a strict
structure that includes 4 sections (list of service, questionnaires, biographies, characteristics,
assignments, materials of internal investigations and reviews, etc.).
As it is known, Exterminator battalions of the Ministry of State Security started
operating in the territory of Latvia from the summer of 1944 (in some districts from 1945 and
1946) and continued operating until the end of 1954. Their commanding staff included the
former Soviet army soldiers that arrived to Latvia from different USSR regions, the number
of locals was comparatively low. In every Latvian district, Exterminator battalions were
divided in unpaid and salaried staff (on average, 50 people per unit) that were mainly located
in the district centres.
The commanding staff or officers, non-commissioned officers (from the unit
commander and up) included Soviet activists and people assigned by the Ministry of State
Security of the Latvian SSR (approximately 3,000). In the post-war Latvia, commanders of
Exterminator battalions of the Ministry of State Security were appointed by the structural
units of the Communist Party of Latvia and approved by the leadership of the Ministry of
State Security of the Latvian SSR.
Exterminator battalions functioned as auxiliary force for the military formations of the
Latvian SSR Ministry of State Security, Ministry of Interior (for example the 5th Riflemen
Division of the USSR Ministry of Interior) that were fighting against national partisans
actively.
All in all, from 1944 to 1955, Exterminator battalions formed by the Ministry of State
Security of the Latvian SSR involved approximately 44,000 people. Precise number is not
known.
The personnel records of commanding staff of Exterminator battalions of the Ministry
of State Security of the Latvian SSR provides information on the operations of battalions in
Latvia after the World War II, their fight to oppress the national resistance movement and
strengthen the Soviet occupation regime. These records also prove the crimes committed by
soldiers of Exterminator battalions in the territory of Latvia against civilians, and
participation of battalions in deportation of Latvian inhabitants on 25 March 1949.
Existence of Exterminator battalions of the Ministry of State Security of the Latvian
SSR in the post-war Latvia is a bright example of collaboration.

Dokumenti par Latvijas PSR Valsts drošības iestāžu personālu Latvijas
Nacionālajā arhīvā
Vairums no LPSR valsts drošības iestāžu (čekas) personāla dokumentiem 1980.–
1990. gadu mijā tika izvesti uz Krieviju. Latvijā ir palikusi vien niecīga daļa no agrākajiem
LPSR VDK Kadru daļas dokumentiem un to starpā nav nevienas LPSR VDK štata darbinieka
dienesta lietas (daļējs izņēmums ir pēckara laika iznīcinātāju bataljonu kaujinieku dienesta
lietas). Šo iemeslu dēļ čekas darbinieku biogrāfiju izpēti Latvijā nākas balstīt uz citiem
dokumentiem.
Pamats čekas personālā sastāva izpētei ir Latvijas Nacionālā arhīva Latvijas Valsts
arhīvā uzkrātās Latvijas komunistiskās partijas (LKP) amatpersonu lietas, kurās parasti ir
atrodama informācija par attiecīgā cilvēka dzimšanas laiku un vietu, iegūto izglītību, partijas
stāžu, ieņemtajiem amatiem, kā arī ziņas par tuvākajiem radiniekiem.
Tā kā LKP personu dokumentu kolekcijas arhīvā nav pilnīgas, čekas personālā
sastāva pētniecībā jāizmanto arī citi dokumenti. No LKP dokumentiem VDK darbinieku
biogrāfiju izpētē var izmantot arī partijā uzņemšanas lietas un “personālās lietas” par
dažādiem pārkāpumiem, kurās iespējams atrast VDK darbinieku biogrāfiskos datus.
Ziņas par čekas darbiniekiem, kas pirms Latvijas okupācijas 20. gs. 20.–30. gados
darbojās Latvijā, var atrast dažādos Latvijas Nacionālā arhīva Latvijas Valsts vēstures arhīva
fondos (piemēram, viņu darba dokumentus, Politiskās policijas pārvaldes dokumentus par
viņiem u. c.).
Vēl viena būtiska avotu grupa ir personālo pensionāru lietas, kurās dažkārt pat
iespējams atrast plašāku informāciju par interesējošo VDK darbinieku nekā attiecīgajos LKP
dokumentos par viņu.
VDK darbinieki, pēc pensionēšanās, nereti turpināja darbu citās institūcijās (kolhozos,
biedrībās utt.), tādēļ informāciju par viņiem iespējams atrast attiecīgo institūciju dokumentu
fondos. Ziņas par čekas personālo sastāvu iespējams iegūt arī no citiem arhīvā uzkrātajiem
avotiem.
Kopumā Latvijas Nacionālajā arhīvā uzkrātās dokumentu kolekcijas satur samērā
plašu dokumentāro bāzi par LPSR valsts drošības iestāžu personālu.

Documents on Personnel of the Latvian SSR State Security Institutions in
the Latvian National Archives
Majority of the Latvian SSR state security staff records were transported to Russia at
the turn of the 1980s and 1990s. A rather small part of the previous Latvian SSR KGB Staff
Department files has remained in Latvia and there is none KGB staff officer service file left
(a partial exception are service files of the combatants of exterminator battalions). Due to this
reason, research on the Latvian SSR KGB staff biographies has to be based on other
documents. Basis for the research on Latvian SSR KGB staff are the files of officials of the
Communist Party of Latvia that are collected in the Latvian State Archive. These files usually
contain information about the time and place of birth of a person, his/her education, time
spent in the party, positions, as well as information on the closest relatives.
Whereas the personnel record collections of the Communist Party of Latvia are
incomplete, other documents have to be used in researching the KGB staff. Other documents
of the Communist Party of Latvia that could be used in the KGB staff biographical research,
are files on enrolment to the party and “personal files” on different breaches of party
members. There are also some biographical data of the KGB staff in these files.
Information on 1920 and 1930s Latvian underground communists, who became Soviet
State Security officials after the occupation of Latvia are available in different collections of
the Latvian State Historical Archives (for example, their employment documents, Political
Police Board documents about these persons, etc.).
Another important group of sources are records of personal pensions. Sometimes they
contain even more detailed information on the KGB staff than those of the Communist Party
of Latvia.
Some former KGB officers, since they received pension, continued their work in other
institutions (collective farms, associations, etc.), therefore information on them is available at
the document collections of these institutions. Data on the KGB staff is available also in other
sources collected in the archives.
In general, the collections of documents at the National Archives of Latvia contain a
rather wide variety of documents on the staff of the Latvian SSR state security institutions.

Filmu arhīva dibināšana un kinodokumentu uzkrāšana: LVKFFDA piemērs
Referāts veltīts Latvijas Nacionālā arhīva Latvijas Valsts kinofotofonodokumentu
arhīva (LVKFFDA) vēsturei – tā izveidei, darbībai padomju laikā un periodā pēc Latvijas
neatkarības atgūšanas, uzmanību pievēršot kinodokumentu uzkrāšanai un ar to saistītajām
problēmām.
LVKFFDA ir viens no lielākajiem Latvijas kultūrvēsturiskā mantojuma glabātājiem,
kurā uzkrāts unikāls un visaptverošs mūsu valsts dzīves dokumentējums kinodokumentos,
videodokumentos, fotodokumentos un skaņas dokumentos. Ņemot vērā to, ka kinodokumenti
Latvijas teritorijā radīti jau kopš 20. gadsimta sākuma, LVKFFDA (padomju laikā Latvijas
PSR Centrālais Valsts kinofotofonodokumentu arhīvs) tika dibināts salīdzinoši vēlu.
LPSR Ministru Padomes 1963. gada 25. jūlija lēmums Nr. 829 “Par pasākumiem, kas
veicami, lai uzlabotu arhīvu darbu PSRS” ļāva atbilstoši prasībām uzkrāt, aprakstīt un
saglabāt kinodokumentus. Iepriekšējie centieni pārbaužu veidā uzraudzīt kinodokumentu
radošās institūcijas nespēja nodrošināt atbilstošu kvalitāti dokumentu saglabāšanai. Tomēr
jaunas institūcijas izveide neatrisināja visas problēmas. Piemēram, telpu kontekstā šie
dokumenti ilgstoši tika uzglabāti tiem nepiemērotās telpās
Visilgāk arhīvs atradās ēkā Jūrmalā, kādreizējās Bulduru ev. lut. draudzes baznīcas
telpās. Baznīcas ēku nācās pielāgot arhīva vajadzībām, trūka piemērotu dokumentu glabātavu
un nebija atbilstoša tehniskā nodrošinājuma. Līdz ar Latvijas Republikas neatkarības
atjaunošanu 1990. gadā, kinodokumentu krājums LVKFFDA bija pieaudzis aptuveni piecas
reizes. To veidoja viena no pilnīgāk saglabātajām padomju laika kinožurnālu kolekcijām,
spēlfilmas, dokumentālās filmas u.c. kinodokumenti. Pārmaiņu procesi skāra arī arhīva darbu
- tika izveidota jauna arhīvu struktūra, bet 1993. gadā LVKFFDA pārcēla uz arhīvam daudz
atbilstošākām (plašākām) telpām Rīgā, Šmerļa ielā 5. Mūsdienās tehnoloģiju attīstība audio
vizuālajiem dokumentiem kopumā piešķir arvien lielāku nozīmi un tas rada jaunus
izaicinājumus arhīva darbam popularizēt un darīt tos sabiedrībai pieejamus.
Šobrīd LVKFFDA glabājas vairāk nekā 90 000 kinodokumentu glabājamo vienību ar
spēlfilmām, dokumentālām filmām, kinožurnāliem, kinohronikām un animācijas filmām, kas
fiksētas 35 mm, 16 mm, 8 mm kinolentēs, ko radījuši gan profesionāļi, gan amatieri, sākot no
1910. gada līdz mūsdienām. Tāpat arīva krājumā ir gandrīz 7000 videodokumentu, kas ietver
valsts intitūciju, dažādu filmu studiju un privātpersonu nodotos videodokumentus.

Founding of the Film Archives and Accumulation of Film Records: Example of Latvian
State Archive of Audiovisual Documents
The article is dedicated to the history of the Latvian State Archive of Audiovisual
Documents of Latvia of the Latvian National Archives, its founding, operations in Soviet
period, and after regaining of independence of Latvia, focusing on storage of film documents
and issues related thereto.
The Latvian State Archive of Audiovisual Documents of the Latvian National
Archives is one of the largest holders of the Latvian cultural heritage that includes unique and
comprehensive information documented in film, video, image and sound documents.
Considering that film documents in the territory of Latvia have been created since the
beginning of the 20th century, the Latvian State Archive of Audiovisual Documents of the
Latvian National Archives (during Soviet times: Latvian SSR Central State Film, Image, and
Sound Archives) was founded comparatively late.
Decision No. 829 of the Latvian SSR Council of Ministers dated 25 July 1963 “On
Measure to be Taken to Improve Operations of Archives in the USSR” allowed to store,
describe and retain film documents in line with the requirements. Previous efforts to monitor
the institutions creating film documents were not able to ensure proper quality of storing.
However, the new institution did not solve all issues. For example, in the context of premises,
these documents were stored in inappropriate premises for a long time.
The documents were stored in a building in Jūrmala, in the former premises of
Bulduri Evangelical Lutheran parish church, the longest. The church building had to be
adjusted to the needs of the archives, proper document storage facilities were missing and
technical support was insufficient. Along with restoration of independence of the Republic of
Latvia in 1990, the collection of film documents had increased by approximately five times.
It included one of the most complete collections of Soviet film magazines, feature films,
documentaries, and other film documents. The changes impacted the work of archives as
well, a new structure of archives was created, and in 1993, the Latvian State Archive of
Audiovisual Documents was moved to a more appropriate (larger) premises in Riga, 5 Šmerļa
Street. Development of modern technologies makes the audiovisual documents even more
important and creates new challenges for the archives to popularise these documents and
make them more accessible to the society.
Currently, the Latvian State Archive of Audiovisual Documents stores more than
90,000 film document units that include feature films, documentaries, film magazines, film
chronicles, and animations that have been filmed on 35 mm, 16 mm, and 8 mm films created
by professionals and amateurs from 1910 until nowadays. Moreover, the collection of the
archive includes almost 7,000 video documents that include documents submitted by state
institutions, film studios, and private persons.

Latvijas televīzija Latvijas Nacionālā arhīva materiālos:
atklājumi tēmas izpētē
Par televīzijas darbības sākumpunktu Latvijā uzskata 1954. gada 6. novembri – dienu,
kad ēterā tika pārraidīta pirmā eksperimentālā elektroniskās televīzijas pārraide. Tāpat kā
daudzviet Eiropā, televīzijas kā medija attīstību arī Latvijā bija būtiski aizkavējis Otrais
pasaules karš, un tās pirmsākumi ir meklējami jau senāk, 20. gs. 30. gados. Tomēr relatīvi
agro televīzijas apgūšanu pēckara gados (regulāras televīzijas pārraides Latvijā ir ieviestas
aptuveni vienā laikā ar tādām valstīm kā Šveice, Beļģija un Itālija) veicināja kāda ļoti
konkrēta apstākļu sakritība – iespēja 1952. gadā no Maskavas iegūt ASV ražotu, tobrīd
nefunkcionējošu firmas DuMont televīzijas raidītāju un pārbūvēt to darbam ar padomju
tehnoloģijām.
1955. gada martā, nodibinot Rīgas televīzijas studiju, televīzijas satura veidošana tika
institucionalizēta, un turpmākos 36 gadus tā attīstījās padomju režīma noteiktajos
ideoloģiskajos un sociālekonomiskajos apstākļos. Līdzās medija darbībai, kuru televīzija, lai
arī visai specifiskā veidā, tomēr neizbēgami īstenoja arī padomju okupācijas periodā, tā
vienlaikus bija arī ļoti nozīmīgs okupācijas varas sabiedrības kontroles instruments, kura
saturs tika cenzēts. Tiesa, televīzija visai ātri kļuva par režīmam visneērtāko mediju, jo,
atšķirībā no radio, bet jo īpaši drukātās preses, ik dienu pieprasīja aktuālu, grūti
manipulējamu audiovizuālu realitātes reprezentāciju vairāku stundu garumā. Šo problēmu
padziļināja fakts, ka visus televīzijas raidījumus (izņemot uz kinolentes uzņemtus materiālus)
līdz pat agriem septiņdesmitajiem gadiem PSRS tehnoloģiskās atpalicības dēļ bija iespējams
pārraidīt tikai tiešajā ēterā.
Referāts iepazīstina ar svarīgākajiem Latvijas Nacionālā arhīva Latvijas Valsts arhīvā
esošajiem fondiem, kuri ļauj īstenot televīzijas kā fenomena pētniecību, kā arī trīs
savdabīgāko avotu piemēriem, ar kuriem referāta autors saskāries līdzšinējā pētniecības gaitā,
izstrādājot promocijas darbu vēstures zinātnē.

Latvian Television in Documents of Latvian National Archives:
Research Findings
It is considered that television started operating in Latvia on 6 November 1954, – the
day when the first experimental electronic television broadcast was transmitted. As elsewhere
in Europe, the development of television as media was delayed by the World War Two, so its
beginnings trace back to the 1930s. However, the relatively early use of television in the post-
war period (regular television transmissions in Latvia were introduced approximately at the
same time as in Switzerland, Belgium, and Italy) was facilitated by a very specific
coincidence in 1952 – an opportunity to obtain television transmitter made in the USA by
DuMont that did not function at the time and had to be rebuilt in order to work with Soviet
technologies.
In March 1955, when Riga Television Studio was established, the content of television
was institutionalised and next 36 years it developed in the ideological and socio-economic
conditions set bythe Soviet regime. Along with fulfilment of functions of mass media that
television managed to ensure in a rather specific way during the period of Soviet occupation,
television served also as a very significant control tool for the occupational regime and its
content was censored. Television, however, quickly became the most inconvenient media for
the regime, because, as opposed to radio and printed press, it demanded for a topical audio-
visual representation of reality several hours a day that was difficult to manipulate. This issue
was deepened by the fact that all television broadcasts (except those filmed on the film) could
be transmitted only live until early 1970s because of the backwardness of the Soviet
technologies.
The report reviews the key funds of the Latvian State Historical Archives at the Latvian
National Archives that provide an opportunity to research television as a phenomenon. It also
presents three peculiar examples of sources that the author has found during the course of
research developing a PhD thesis in history.
