“Support to Sustainable Transport in the City of Belgrade” is a project implemented by UNDP Serbia, in close cooperation with the Ministry of Environment, Mining and Spatial Planning, the Belgrade Land Development Agency and City Secretariat for Transport. The project was initiated in 2010, and is set to last until May 2014, and is financed by GEF (Global Environment Facility). The main goal of the project is to reduce greenhouse gases emissions from ground transport in Belgrade by improving public transportation, enhancing cycling, and securing the policy framework for the sustainable development of transport in Belgrade.
The public awareness campaign “Let’s Cycle Belgrade” was launched at the end of 2011. It promotes cycling and encourages the inhabitants of Belgrade to use bicycles every day as a mean of transport. Early this year, a survey was conducted in the frame of the Campaign, and involved 900 citizens from across Belgrade. The survey screened citizens’ needs, habits, fears and attitudes towards cycling.
The Survey found that: ● 6-8% of students and employees use non-motorized means of transport; ● 15% of students (age 14 - 27) use bicycles to commute daily; ● 78% of students ride a bicycle; ● 54% of the students and employees consider environmental protection and the reduction of greenhouse gases emissions as the principal benefits of cycling; ● Cycling is the dominant recreational activity among secondary school students; ● Traffic safety for cyclists is improving (in 2011 only one bicycle fatality was registered in Belgrade).
Some facts from other countries demonstrate why cycling is a good idea:
● Bicycles are small, light, clean and silent vehicles. They are easy to ride, handle, and park aswell as relatively easy to maintain, lacking high-tech parts. They use up little space: a 2meter wide cycle lane can handle at least 2000 cyclists per hour, which is the number of cars a 3.5 meter traffic lane can do
● At traffic speeds of 30 km/h or less, they can be mixed with motorized traffic, without the need for extra space and simply increasing transport capacity ● Bicycles are well-suited for trips up to 7 km, pedelecs even for trips up to 15 km. This means
that a cyclist can cover a major part of the urban area, about 150 km2 around his residence. Generally, half of all urban car trips are less than 5 km. Up to 80% of Paris dwellers never travel more than 20 km from their residence in an average week.
● Cycling speed is competitive with public transport on short distances. Public transport isattractive on slightly longer distances. For a trip of say 5 km, the walking-waiting- bus-walking chain will osten take longer than cycling door-to-door.
● Cycling has manageable drawbacks. Weather conditions, strong gradients, limited possibilitiesfor transporting children and goods, risk of thest: these are the factors that keep many people from cycling. In fact, success stories in cities with rainy climates and hilly terrain show that these are not fundamental obstacles. At a reasonable extra cost, accessories or adapted bicycles are available to mitigate disadvantages: gears, rainproof clothing, baskets, tandems, cargo bikes or pedelecs. Certainly, the thest risk remains high, but this is something the city authorities should tackle.
● A bicycle parking space can be constructed at 5% of the cost of one for a car. ● 57% of Amsterdammers use their bike on a daily basis. ● Facilitating cycling makes cities safer and more livable. Copenhagen considers cycling as
essential in building a city for people. Cars may still be a status symbol for many, but local residents increasingly demand quality of life in their neighborhoods, meaning fewer and slower car traffic. In addition, home owners appreciate rising property values in traffic calmed areas.
● 100 bicycles could be produced with the energy and the resources needed for the production and disposal of one single car. ● 2/3 of all car trips in the city cover a distance below 5 km and thus could easily be replaced by the bicycle. ● Up to 10 bicycles fit into one car parking space.
It has been proven that cycling
● Improves your health and fitness because regular cycling, ● Improves the lung and respiratory functions, ● Improves the blood sugar and blood lipid values, ● Prevents obesity, ● Strengthens the cardio-vascular system, ● Reduces the production of stress hormones, ● Releases endorphins which improve your mood.
